  • It is expected that passenger ship will be large-scale and luxurious according to the needs of modern function. A passenger short of information on the ship, so that they may be injured at the occurrence of fire accident. This study has investigated a case related to fire accident and presented basic data ship to minimize damages and loss at the occurrence of fire accident.

Changes of Mooring Force due to Structural Modification of a Barge Ship (바지선 구조변경이 계류력 변화와 안정성에 미치는 영향)

  • Structural modifications of a ship may cause a fatal accident such as sinking and wrecking of ship. Especially, barge ship can be easily reconstructed to load more bulk cargo. In this study, for a real accident case, change of mooring force due to structural modification was analyzed to evaluate accident risk. A two dimensional dynamic model for the barge ship was constructed to compute mooring forces with related to floating motion. The equation of motion was established in Matlab code and buoyancy was calculated by using direct integration of submerged volume. The results showed that wind force, current force, and mooring force after rebuilding was approximately 4.3 kN, 14 kN, 1,561 kN respectively. The maximum force of mooring force according to the length of mooring cable were 1,614 kN at 30 m of mooring cable. Thus, an arbitrary modification of ship lead instability and unreliable result so that illegal rebuilding of ship should be avoided.

A Study on the Analysis and Identification of Seafarers' Skill-Rule-Knowledge Inherent in Maritime Accidents

  • The purpose of this study is to classify the deficient abilities of seafarers into SRK (Skill, Rule, and Knowledge) and analyze and identify the SRK by the type of accident and ship. Experimental data used the SRK cumulative frequency for 1,606 marine accident records and two-way ANOVA and t-test were used for the analysis tools. The results of two-way ANOVA showed that it is possible to identify the deficient abilities by using the cumulative frequency of SRK in both accident and ship types. As a result of the t-test, the adoption of the null hypothesis (H=0) that the mean of two pairs is equal and the rejection of the null hypothesis (H=1) were 29.2 % and 70.8 %, respectively. For the ship type, H=0 is 33.3 % and H=1 is 66.7 %. Through this study, it was found that about 70 % of the deficient abilities of seafarers inherent in maritime accidents can be identified using the proposed method.

  • It is necessary to develop highly sophisticated Modeling & Simulation (M&S) system for the scientific investigation of marine accident causes and for the systematic reproduction of accidental damage procedure. To ensure an accurate and reasonable prediction of marine accidental causes, such as collision, grounding and flooding, full-scale ship M&S simulations would be the best approach using hydrocode, such as LS-DYNA code, with its Fluid-Structure Interaction (FSI) analysis technique. The objectivity of this paper is to present three full-scale ship collision, grounding and flooding simulation results of marine accidents, and to show the possibility of the scientific investigation of marine accident causes using highly sophisticated M&S system.

  • Saigon Port within the port system of the Vietnam Maritime sector is one of the port having highest throughput and productivity in the country. The marine traffic of Saigon water ways is the heaviest in Vietnam and the number of marine accidents in this area are much higher than the others area in Vietnam. In order to reduce the risk of the accident in Saigon fairway, this paper concentrates on marine accident frequency in this area. The marine traffic and the marine accident were analyzed to find out the probability of vessel collision and the marine traffic risk. It follows that the main shipping route through Saigon fairway has the high risk of ship-ship collision.

A Study on the Analysis of Marine Accidents on Fishing Ships Using Accident Cause Data (사고 데이터의 주요 원인을 이용한 어선 해양사고 분석에 관한 연구)

  • Many studies have analyzed marine accidents, and since marine accident information is updated every year, it is necessary to periodically analyze and identify the causes. The purpose of this study was to prevent accidents by identifying and analyzing the causes of marine accidents using previous and new data. In marine accident data, 1,921 decisions by the Korea Maritime Safety Tribunal on marine accidents on fishing ships over 16 years were collected in consideration of the specificity of fishing ships, and 1,917 cases of accident notification text history by the Ministry of Maritime Affairs and Fisheries over 3 years were collected. The decision data and text data were classified according to variables and quantified. Prior probability was calculated using a Bayesian network using the quantified data, and fishing ship marine accidents were predicted using backward propagation. Among the two collected datasets, the decision data did not provide the types of fishing ships and fishing areas, and because not all fishing ship accidents were included in the decision data, the text data were selected. The probability of a fishing ship marine accident in which engine damage would occur in the West Sea was 0.0000031%, as calculated by backward propagation. The expected effect of this study is that it is possible to analyze marine accidents suitable for the characteristics of actual fishing ships using new accident notification text data to analyze fishing ship marine accidents. In the future, we plan to conduct research on the causal relationship between variables that affect fishing ship marine accidents.

  • A contact accident with gantry cranes involving the container ship MV Milano Bridge in Busan New Port took place on 6 April 2020. The report concluded that the pilot unreasonably piloted the ship with impaired maneuverability and without a proper pilotage plan. Analyzing the entire system by CAST model gives a holistic approach in linking all the key components and their roles as well as violations that led to the accident, stepping away from placing the blame on only one component in the system. Furthermore, analyzing the accident as an system theory gives a clear overview of the relationships between system components and how these interactions led to the accident.

  • The purpose of this study is to keep the safety of the car ferry passengers and vessels by investigating and analyzing vessel safety management systems in Korea and China. To this end, we investigated Korea-China car ferries and the current status and causes of global marine accidents corresponding to the sizes of the vessels from Korea and China. Furthermore, we investigated car ferries' crew management and safety management. As a result of the analysis of the ferry accident, the causes of human error and ship's age were the greatest, but the ship's companies showed a negative stance regarding the age restriction. It seems that it is necessary to utilize the near-miss accident reporting system and differentiate the management of ship's aging. Also, it was analyzed that both the ship company and the crew of the ship need to strengthen their awareness of safety management.

A Study on the Development of a Preventive Index Based on the Statistical Data of Ship Accidents (사고 통계기반 선박사고 예방지수 개발에 관한 연구)

  • Despite the facts that navigation technology and educational programs were developed, and that maritime law has been enforced strictly, the number of maritime accidents has not dropped significantly. Accident prevention is emphasized because of the extreme life, property, and environmental losses that accompany maritime accidents. Even though there are a variety of preventive activities, their performance is not satisfactory. In order to promote preventive activities and to organize safety management, a Preventive Index of Ship Accident(PISA) and a Preventive Level of Ship Accident(PLSA) which are abstracted from the statistical data of ship accidents (2009~2013) are proposed. The survey module by which these variables can be calculated is composed of preventive domains such as education, engineering, enforcement and information, and is applied for the preventive indexes measurement of cargo, passenger, tanker, tugboat and fishery ships. We compared and analyzed measured result with statistical accident rates and cases to confirm the index utilities. It was found that there is some correlation between the index value and the ship accident rate. It is expected that this index will become useful to evaluate a preventive status for the prevention of ship accidents and for the maritime safety culture.
