Deep-sea fishing vessel No. 501 Oryong was fully flooded through the openings and was sunk down to the bottom of sea due to the very rough sea weather on the way of evasion after fishing operation in the Bearing Sea with many crews dead and/or missed. In this study, calculation of ship stability was carried out using KST-SHIP(ship calculation system of KST), considering the effect of flow fluid and fish catch arrangement according to the progress of its sinking accident, and damage stability was analyzed. For this study, intact stability calculation of its accident ship under the full load departure condition and its calculation result were verified by comparing with each other, and intact stability according to displacement from the departure of accident ship just before the accident was calculated and analyzed. Damage stability was calculated according to the progress during sinking accident and also analyzed.
Ships' collision accident has often occurred in congested waterways or in harbour areas. To examine the cause of collision accident may be necessary to prevention against another similar one. We discuss the construction of ship-manoeuvring-simulator system used for reproducing ships' collision phenomenon The system consists of one simulator bridge for own ship and two control consoles for own ship and target ship. Own ship and target ship are linked each other, and are simultaneously manoeuvred in simulator bridge or at control console respectively. And a simulator experiment for reproducing ships' collision phenomenon and for examining the cause of accident is carried out. Through the present case study, we find out that the constructed simulator system is very useful for reproducing ships' collision phenomenon and for examining the cause of accident.
According to Korea Maritime Safety Tribunal, there have been 14,100 maritime accidents from 2017 to 2021. Among those accidents, ship collision accidents have been up to 1,275 cases. But in the accidents relating to small ships like a fishing vessel, analyzing the causes of the accidents would depend on statements of the persons related because there is often no navigational data. But those statements can be incorrect and give rise to disagreements between them so that it causes conflicts with each other during the trial. So a replay system of ship collision accident (RESCA) has been developed in order to reproduce the ship collision accident by using AIS, V-PASS or radar data. But the reproduced trajectory of ship collision accident is needed to be verified because it can be unreasonable physically. So a method to verify the reproduced trajectory and collect the physical data on ship collision accident is newly designed by using free running test. In the RESCA, the accident is reproduced using the navigational data from the trajectory for a ship and measured from free running model test for the other ship at the same time. Through free running test, the behavior of the model ship is transformed from model scale into real scale. In order to check into the accuracy of the new method, free running model tests by using RESCA are carried out on the actual ship collision accidents.
As passenger ship accidents so frequently have occurred, crisis consciousness is highly aroused in Korean society. Although bombastic policy guidlines were suggested in accordance with every passenger ship accident, there remains a still high possibility of such an accident reoccurring because passenger ship accidents occur from the perspective of non-compliance. The research objective of this study is to government's safety regulatory policies. Data for the analysis was collected from literature review. A Case study related to passenger ship accident is adopted for the analysis. The research methods utilized in this study consist of extensive quantitative analysis of 138 passenger ship accidents which had happened over last 10 years from 1984 to 1993 in Korea and a qualitative analysis of the passenger ship accident of the Seohae Ferry in October 1993. The results of the quantitive analysis on the 138 passenger ship accidents are as follows; Seeing the accidents yearly, the accidents which occurred by policy non-compliance are still exist, only somewhat reduced as years gone by. Seeing the accidents from the perspective of types of accident, fire accidents and death and injury accidents had more non-compliance factors than contact accidents and one-side collision accidents, etc. had. Seeing the accidents from the perspectives of types of passenger ship, large ships like car ferries and general passenger ship accidents had more non-compliance factors than any other kinds of ships had. Seeing the accidents from the perspectives of tons of passenger ships, large ships weighing more than 1, 000 tons and small ships weighing less than 50tons contained a lots of non-compliance factors. The results of the qualitative analysis of the passenger ship accident of the Seohae Ferry in Octovber 1993 are as follows; From the viewpoint of the human factor, there were non-compliance to the recruiting of required number of qualified crew members and non-compliance to the rule which prohibited them from leaving port in bad weather and high wave conditions. From the viewpoint of the ship factor, there were defects in the ship. So we might say that there was non-compliance which was aroused from the lacks of technical skills. From the viewpoint of the administrative factor, there were many non-compliance factors such as sailor education, shipping management, rescue, safety equipment. From the viewpoint of the passenger factor, there were passengers' threats which compelled the crews to leave the port under bad weather conditions. In conclusion, the principal non-compliances factors are passenger ship company did not follow safety rules such as shipping the permitted number of passengers, loading permitted tons of freight and fastening freights properly and recruiting required number of qualified crew. In order to reduce accidents, firstly we should find out the causes which play key roles in passenger ship companies' non-compliance to the government's safety regulations. Secondly we should tackle the causes.
Industrial accident frequency in small- and medium-sized ship-building plants is much higher than that of large-sized ones so that safety management activities should be different. In that sense, voluntary hazard assessment would be helpful for small- and medium-sized plants. However, conventional hazard assessment items and methods had some problems that discouraged voluntary participation of plants concerned. This study aimed to develop a new model for small- and medium-sized ship-building plants that can promote and encourage voluntary hazard assessment activities. For that purpose, ship-building process was assumed as a sequence of phases, and accident characteristics were compared with them. From that result, relative weights of accident factors including ship-building phases, accident types, occupational category, accident-induced objects, and hazardous items were determined with accident frequency data and with the help of expert groups. Therefore, for web-based integrative computer programming, a plain but accident data-dependent model was developed, with an additive function for related agencies that want to collect assessment results. It is expected that this model would help small- and medium-sized ship-building plants that wanted not only simple checklists but also effective assessment and management guidelines.

The major types of victims presented smoke inhalation such as coughing, dyspnea, and sore throat in Daegu subway fire accident. 5. The major types of victims presented crushing(multiple fractures), vertebral, and soft tissues injuries in Sampung department store collapse. 6. The major types of victims presented multiple fractures. In addition to, a lot of people showed vertebral injuries and shock symptoms in Mokpo airport civil aircraft accident. 7. The major types of victims presented drowning as well lots of hypothermia patients in Buan sunken ship disaster. There were a wide variety of types in human disaster. Therefore, the most important disaster training program need to each disaster aspect in the local emergency medical services system. Moreover, the emergency medical services personnel should be understand and training for injury types of each human disaster.
This paper proposed a process for estimating the required capacity of emergency drainage system on a ship when the ship encounters a flooding accident. The process was established by selecting target vessel, making a scenario of flooding accident, considering static behavior of flooding water and the effect of ship motion due to ocean condition. In order to obtain the object of the research, MATLAB codes were developed for analyzing of static behavior of flooding water. Additionally, Ansys AQWA-NAUT was used to analyze the motion of the ship under an ocean condition and then the effect of ship motion was considered when the static behavior of flooding water was studied. The research exploited a trawler as a target vessel, and estimate the necessary capacity of the trawler's emergency drainage system by simulating a flooding water in the vessel.
It is requested to be evaluated whether environmental change in marine traffic passage by maintenance work affect ship handling, safety, when re-design of traffic passage is planned. In the maintenance work, it is also important to evaluate the change of risk and also benefits. However, in a current evaluation index, it is difficult to evaluate the benefit. The recently developed safety index that is led by employing the Unsafe Ship-handling situations model (US-model) is able to estimate risk level of marine accident in a process of a ship handling. We have already reported the relation of the ratio of 10-3 in harbors (Yokohama, Kobe, and Osaka in Japan) [1]. In this study, we acquired the relation of the ratio between the US value and the marine accident at a narrow waterway; Kurushima Strait in Japan, using a ship handling simulator. And we experimented to estimate a marine accident reduction achieved by the maintenance work of the altered shape of passage.
