The Hadano Basin is located at a distance of about 70kms and 60kms from Tokyo and Yokohama and lies in the south-west part of the Kanto region in Japan. The basin area, which correspoends to the catchment of the Kaname River, is about areal size of 60.7$\textrm{km}^2$ and extends about length of 8kms in E-W direction and about width of 5kms in N-S direction (Fig.1). The Hadano basin is filled with thick pile of the alluvum from deposits composed of volcanic materials, mostly came from the Hakone Volcano and overlain by Fuji Volcanic ashes. Fluvial deposits form the good aquifer, therefore water resources of Handano City has been largely depending upon the eroundwater. Urbanization and industrialization of the basin has been rapid in the last thirty years, after activation of "Factory Attraction Policy of Hadano City" in 1956. Growth in population and number of factory due to urbanization changed the land-use pattern of the basin rapidly and increased the water demands. Therefore, Hadano City exploited a new source of water supply, and have introduced the prefectureal waterworks since 1976. On the other hand, the rapid urbanization has brought about the pollution of streams in the basin by domestic sewage and industrial waste water. Diffusion rate of sewerage systems in Hadano City is 38% in 1993. In ordcr to examine the impact of anthropogenic factors on river environments, the author took up the change of land-use and diffusion area of sewerage as parameters, and performed field surveys on water discharge and quality. The survey has been made at upstream and downstream of the main stream regularly per month, to get informati ons about the variation of discharge and water quality aiong the stream and its diurnal fluctuation. Annual variation has been analyzed based the data from Hadano City Office. The results are summarized as follows. 1. Stream discharge has been increasing by urbanization (Fig.3). Water quality (C $l^{-10}$ , N $H^{+}$$_{ 4}$-N, BOD) has been improving gradually after the application of sewerage service, yet water pollution load at the lower station has increased than that at the upper one because of the larger anthropogenic discharge volumes (Fig.4). 2. Corrclation coefficient of discharges between upper and lower was 0.81-0.92. Pollutant loads of the R. Kamame after the confluence with R. Kuzuha grew up by 2.4-3.7 times as compared with its upper reaches, and it increased to 3.7-6.9 times after the confluence with the R. Muro (Fig.5). 3. The changes of water quality along the stream can be divided into two groups (Fig.6a). First: water quality of the R. Kaname and R. Shijuhachisse is becoming worse towards the lower reaches because the water from branches are polluted. Second: water quality are improved in the lower where spring and small branch streams supply clear water, for example R. Mizunashi, R. Muro and R. Kuzuha. 4. Measured discharge at the upper station in the R. Shijuhachisse is 0.153㎥/sec, and about 55% of this is recharged until it reaches to the lower point. The R. Mizunashi has a discharge of 1.155㎥/sec at the upper point, is recharged 0.24㎥/sec until the midstream and groundwater spring 0.2㎥/sec at the lower reaches. R. Kuzuha recharged all the mountain runoff (0.2㎥/sec) at the upper reaches. The R. Muro is supplied by many springs and the estimated discharge of spring was 0.47㎥/sec (Fig.6b). 5. Long-term changes of the fish fauna and its community structure from the Jungrang Creek of the Han River system in Seoul were investigeted from 1990 to 2000. Total species occurred during the survey period were 14 species in 6 families, and total individual number was 108,366. Fishes at the Jungrang Creek had not been distributed in the 1980s and 1990 because of heavy water pollution as well as environmental damage in the riparian areas. However, Cyprinus carpio and Carassius auratus in cyprinidae were rehabitated since the early 1990s when the water quality was improved because of foundation of sewage division pipe. Species nombers gradually increased to 6 species in 1996, 9 species in 1998, and 11 species in 2000. Individual numbers rapidly increased to 164 individuals in 1996, 146 individuals in 1998, and 108,094 individuals in 2000. A large number of Cyprinus carpio and Carassius auratus, which are abundantly distributed in the main course of the Han River, were found when they migrate to the upper reaches of the Jungrang Creek for spawning. Mass fish floatings were occurred on the 21st of April and the 11th of June in 2000 due to DO depletion at the lower site (Site 4) of discharging point of Jungrang sewage treatment plant and stagnant spot(Site 3) of dammed pool. Major dominant species were Cyprinus carpio and Carassius auratus (Cyprinidae). Others dominant species were Pseudorasbora lab대 (Cyprinidae) and Silurus asotus (Siluridae). Dominance indices were relatively high (0.79 to 1.00). Species diversity andrichness indices were relatively low (0 to 1.66and 0 to 1.41, respectively). Species diversity and richness indices were slightly higher at the middle reaches (Site 2 and Site 3) than the upper reaches and the mouth of the Jungrang Creek. However, the fish fauna of the Jungrang Creek was very poor and its community structure was very simple.

This study was conducted to select target fish species as baseline research for accumulation analysis of major hazardous chemicals entering the aquatic ecosystem in Korea and to analyze the impact on fish community. The test bed was selected from a sewage treatment plant, which could directly confirm the impact of the inflow of harmful chemicals, and the Geum River estuary where harmful chemicals introduced into the water system were concentrated. A multivariable metric model was developed to select target candidate fish species for hazardous chemical analysis. Details consisted of seven metrics: (1) commercially useful metric, (2) top-carnivorous species metric, (3) pollution fish indicator metric, (4) tolerance fish metric, (5) common abundant metric, (6) sampling availability (collectability) metric, and (7) widely distributed fish metric. Based on seven metric models for candidate fish species, eight species were selected as target candidates. The co-occurring dominant fish with target candidates was tolerant (50%), indicating that the highest abundance of tolerant species could be used as a water pollution indicator. A multi-metric fish-based model analysis for aquatic ecosystem health evaluation showed that the ecosystem health was diagnosed as "bad conditions". Physicochemical water quality variables also influenced fish feeding and tolerance guild in the testbed. Eight water quality parameters appeared high at the T1 site, indicating a large impact of discharging water from the sewage treatment plant. T2 site showed massive algal bloom, with chlorophyll concentration about 15 times higher compared to the reference site.
Nonpoint source pollution causes leaks and overtopping, depending on the state of the sewer network as well as aggravates the pollution load of the aqueous water system as it is introduced into the sewer by wash-off. According, the need for efficient sewer monitoring system which can manage the sewage flowrate, water quality, inflow/infiltration and overflow has increased for sewer maintenance and the prevention of environmental pollution. However, the sewer monitoring is not easy since the sewer network is built in underground with the complex nature of its structure and connections. Sewer decontamination mechanism as well as pipe network monitoring and fault diagnosis of water network system on system analysis proposed in this study. First, the pollution removal pattern and behavior of contaminants in the sewer pipe network is analyzed by using sewer process simulation program, stormwater & wastewater management model for expert (XP-SWMM). Second, the sewer network fault diagnosis was performed using the multivariate statistical monitoring to monitor water quality in the sewer and detect the sewer leakage and burst. Sewer decontamination mechanism analysis with static and dynamic state system results showed that loads of total nitrogen (TN) and total phosphorous (TP) during rainfall are greatly increased than non-rainfall, which will aggravate the pollution load of the water system. Accordingly, the sewer outflow in pipe network is analyzed due to the increased flow and inflow of pollutant concentration caused by rainfall. The proposed sewer network monitoring and fault diagnosis technique can be used effectively for the nonpoint source pollution management of the urban watershed as well as continuous monitoring system.

Water quality improvement in mattress/filter system using porous material like slag from industrial activity and zeolite that has been studied for environment improvement and pollution abatement is very useful in polluted stagnant stream channel. Slag is consisted of CaO, $SiO_2$, $Al_2O_3$ and $Fe_2O_3$. Slag with large specific surface area of porosity has been used such as sludge settling and adsorptive materials. Because slag is porous, it can be used for purification filter. As slag is used as filled materials of mattress/filter system and the system has good advantages for the waste water treatment, water recycling, and the improvement of water quality at the same time and so on. Because zeolite has much advantage of cation exchange, adsorption, catalyst and dehydration characteristics, It is used for environment improvement of livestock farms, treatment of artificial sewage and waste water, improvement of drinking water quality, radioactive waste disposal and radioactive material pollution control. In this study, according to verifying effects of water quality improvement of fill materials by porosity that 38.6%, 45.8% and 49.8% respectively in the stagnant stream channel, water quality monitoring of inflow and outflow was conducted on pH, DO, BOD, COD, SS, T-N and T-P. Mattress/filter system was able to accelerate water quality improvement by biofilter as waste water flows through gap of mattress/filter fill materials and by contact catalysis, absorption, catabolism by biofilm. Mattress/filter system used slag and zeolite forms biofilm easily and accelerates adsorption of organic matter. As a result, mattress/filter system increases water self-purification and accelerates water quality improvement available for stream water clean-up.
In France, there are many forms of organizations based on the intercommunal solidarity for city development and management. The purpose of the collaboration among Communes is to achieve high quality and well-equipped service-delivery system through co-operation of public services needed grand finances : water supply and sewage system and waste disposal system etc. The cooperation among French Communes and its effects, even though these were owing to the existing French local administration system, continued throughout regional co-management and social co-development process. This study suggested some characteristics and implications of the collaborative-style French new-town development and management organizations focused on the EPA, SAN and CA. First, the role of developmental corporation like EPA and its collaborative structure of decision-making are meaningful, because in these ways many related Communes could share a goal of new town development. Second, the way of new town corporation (SAN) is important in the sense of enabling the Communes to collaborate with each others while maintaining autonomy, so those are not simply state-directed objects, which was very difficult in the former French local administration system. Finally, transforming to CA (Communautes d'agglomeration:city community), EPA as an intercommunal corporation is possible to extend its purpose to the domain of regional planning including new town and periphery areas and change its position to a subject which can practice Commune's sustainable development according to stages of city's development and maturity. The most important implication of this study on urban development in Korea is that administrative consultative council or association among local governments and related authorities need to be established and effectively operate because multi-stakeholders could share a goal of urban development and management through that.

Geochemical and isotope studies on the groundwater system of the Youngcheon area were carried out. Most groundwaters belong to Ca-$HCO_3$ and Ca-$SO_4$ types and some groundwaters belong to Na-$HCO_3$ type. Geochemical characteristics of these groundwaters were mainly affected by their basement rocks around the boreholes. High $SO_4$ content of groundwater is the result of reaction with sulfate or sulfide minerals in the host rock. Ca was originated from the carbonate minerals in the sedimentary rock. After the groundwater was saturated with calcite, the Na-$HCO_3$ type groundwaters were evolved by the reaction with plagioclase for a relatively long residence time. This explanation was supported by low tritium contents of Na-$HCO_3$ type groundwaters. ${\delt}a^{18}O$ and ${\delta}D$ data indicate that the groundwaters are of meteoric water origin and there was no difference between the various types of waters. Grondwaters from the boreholes BH-1, BH-9 and BH-12 showed the geochemical and isotopic characteristics of deep groundwater. Most borehole groundwaters except them did not show the systematic geochemical variations with sampling depth indicating that the shallow and deep groundwaters were mixed with each other throughout the study area. The results of water quality analysis indicate that the study area is highly contaminated by the introduction of agricultural sewage.

Physical oceanographic environments in the coastal sea of Chung-Moon located in the south coast of Cheju Island, Korea, where water pollutions by growing tourism complex possibly start to influence on the ecological system, are studied with hydrographic data observed monthly during July 1997 to June 2000. Winter and summer characteristics are shown in December to April and June to October, respectively, and transitional characteristics are shown in May and November. Waters show 14{\sim}16^{\circ}C$ and 34${\sim}$34.7 psu in winter and $15{\sim}27^{\circ}C$ and 32${\sim}$34.3 psu in summer. It tells that Tsushima water distributes in the whole column in winter and in the lower layer in summer, and Yangtze coastal water appears in the surface water in summer. When the influence of Yangtze coastal water is strong, salinities below 30psu are shown. Stratification is formed in the depth of about 20 m from June to October, so that it is not shown in the near shore stations, of which the depth is about10 m. Isotherms and isohalines sometimes tend to be perpendicular to the coast line in the surface, which seems to show influences from the steam power plant near St. 1 and the sewage disposal plant near St. 3. During the observation period, temperatures in St. 1 are a little higher than those in St. 2 and St. 3 except for a couple of months in summer and salinities in St. 3 are mostly a little lower than those in St. 1 and St. 2. Their effects seem to be no more than $0.4^{\circ}C$ in a distance of 300 m and no more than 0.1 psu within a distance of 30 m.

The application of anaerobic attached microbial films in the expanded bed process has recently been examined at high temperatures ($55^{\circ}C$) and with particulate matter. Extrapolation of the kinetics suggested that waste activated sludge (WAS) could be efficiently digested at hydraulic retention times as short as six hours in the expanded bed process. This would represent a 99 percent digester reactor volume reduction and would introduce interesting solids management alternatives if such a high rate process were developed. This paper presents a summary of a 1.5 year study of the feasibility of such a process. Three continuously fed $55^{\circ}C$ laboratory reactor systems were used to define the kinetics and the site of reactions-control completely mixed reactors were compared to the expanded beds (AAFEB) with and without a hydrolysis unit preceding the attached film unit. Well defined laboratory-generated WAS was compared to actual WAS from a domestic sewage treatment facility. Sixty percent of the biodegradable organics were converted in an AAFEB at a 15-hour hydraulic retention time without hydrolysis, whereas greater than 95 perccent of the biodegradable organics were stabilized in a two-stage system consisting of a 3-day HRT hydrolysis reactor followed by a 15-hour HRT AAFEB. The limitations of this high rate process and its potential application are discussed.

As a guideline for desulfurization and dehumidification pretreatment facility for optimizing utilization of biogas, the $H_2S$ concentration is set at 150 % which can be treated with iron salts, dehumidification is the optimum value for generator operation, and the relative humidity applied at the utilization of biogas in EU is set at 60 %. We have set up the generator facility guidelines to optimize utilization of biogas. The appropriate amount of biogas should be at least 90 % of the total gas generation, and the capacity of generator facility should be set at 20~30 %. In order to equalize the pressure of the incoming gas the generator, a gas equalization tank should be installed and the generator room average temperature should be kept at $45^{\circ}C$ or less. Since the gas is not produced at a certain methane concentration in the digester, the efficiency is lowered. Therefore, it is required to install an air fuel ratio control system according to the change in methane concentration. Therefore, it is necessary to compensate for the disadvantages of biogasification facilities of organic waste resources and optimize utilization of biogas and improve operation of facilities. This study was conducted to optimize biogas utilization of type of organic waste(containing sewage sludge and food waste, animal manure), investigate the facilities problem and propose design, operation guidelines such as pre-treatment facilities and generators.
