When the breach of contract is at issue between the contracting parties, the decision of the contents of obligation has an important meaning. The contents of obligation is decided by the construction of cont-ract. Therefore, the construction of contract has very important meaning for the decision of the contents of obligation. And the Civil Law of Korea includes provisions to settle disputes related to contract, and most of these provisions have the nature of voluntary law. And when there is no intention of the contracting parties, or it is not clear, the voluntary law comes into application(Civil code art. 105). Ultimately, voluntary law not only becomes the standard of the construction of the contract, but also it is applied as the law to settle dispute. Thus, it needs to clear what is the relation between the construc-tion of contract and the application of law. Therefore, this paper aims to clarify the relationship between the construction of contract and the appli-cation of law.

The large particles of suspended matter in raw water can be removed by allowing them to settle out in a presedimentation basin. But there are smaller particles in almost all surface water and some groundwater that will not settle out within a reasonable time without some help to accelerate the process, In the coagulation and flocculation processes, nonsettleable solids are converted into large and heavier settleable solids by physical-chemical changes broght about by adding and mixing coagulant chemicals into the raw water. The object of this research was to improve corrective injection method for low dissolution liquid in the water treatment plant. A sort of chemical feed equipment are diaphram pump, flow control in combined magnetic flowmeter md control valve, roto dipper wheel system and tube pump. Particularly low dissolution liquid (Calcium Hydroxide) put in a bit by feed equipment, tube pump is very useful method for corrective injection method in the water treatment plant.

This paper is a comparative study on risk assessment policy between Asian countries such as Japan, Korea, Singapore and EU countries, German, UK. Risk assessment is a tool adopted currently in many countries in order to reduce occupational risk in workplace because it help employers to identify their hazard arousing in their working conditions then to settle the issues. This paper compares institutional framework posed in EU and Asian countries. As a result of comparative study, EU countries have more concrete legal system for risk assessment than Asian countries. But Asian countries are now interested in risk assessment such as Japan, Korea and Singapore. The author also suggests successful ways to settle down the risk assessment policy in a country. These findings help to understand occupational health and safety policy on risk assessment in Asian countries.

In this paper, we propose a swarm-based possibilistic c-means(PCM) algorithm in order to overcome the problems of PCM, which are sensitiveness of clustering performance due to initial cluster center's values and producing coincident or close clusters. To settle the former problem of PCM, we adopt a swam-based global optimization method which can be provided the optimal initial cluster centers. Furthermore, to settle the latter problem of PCM, we design an adaptive thresholding model based on the optimized cluster centers that yields preliminary clustered and un-clustered dataset. The preliminary clustered dataset plays a role of preventing coincident or close clusters and the un-clustered dataset is lastly clustered by PCM. From the experiment, the proposed method obtains a better performance than other PCM algorithms on a simulated magnetic resonance(MR) brain image dataset which is corrupted by various noises and bias-fields.

국제무역부문에서 사이버무역거래가 활발하게 이용되기 물품운송 및 무역대금결제에 이르기까지 전통적인 방식에 의한 무역보다 전자환경에 맞는 안정되고 예측가능한 시스템구축이 필요하다. WTO, OECD, UNCITRAL, APEC등과 같은 국제기구에서 전자상거래 활성화를 위한 방안이 모색되고 있고, 무역 관련 국제규범에 사이버 무역 활성화를 위한 규칙을 마련하고 있으나 전자계약, 운송서류의 전자문서화, 전자결제 등에 이용하기에는 많은 문제점을 가지고 있다. 따라서 본 논문에서는 이들 문제점들을 규명하고 전자계약의 성립과 유효성 및 권리 구제에 대한 전자적 합의의 표준화, 전자선하증권 등을 중심으로 하는 운송서류의 권리이전문제, 전자결제시스템의 개발을 통하여 사이버무역을 활성화시킬 수 있는 방안을 제시한다.

이 글은 나주 광주 전남 공동혁신도시의 건설에 즈음하여 이전대상 공공기관의 직원들이 가족과 함께 혁신도시로의 이전 및 정착 의사에 관해 분석한 것이다. 이 글은 혁신도시 건설에 따른 지역사회에 대한 파급효과를 극대화하기 위해서는 우선 이전 공공기관의 종사자 및 그 가족들의 이주와 조기 정착이 이뤄져야 한다는 논점에 입각하여 분석을 수행하였다. 분석 결과를 살펴보면, 이주 및 정착 가능성에 대한 부정적 응답 비율이 절반 가까이 높은 것으로 나타났으며, 또한 혁신도시의 현재와 미래에 대해서도 다소 비관적 의견이 높았다. 따라서 혁신도시로의 이주 및 정착을 유도하기 위해서는 특히 교육여건과 아울러 요양 및 실버타운 등의 각종 생활서비스 시설들의 중점적인 확충이 필요한 것으로 밝혀졌다.

The purpose of this study is to settle local government accounting system. In order to achieve this object. First, accural accounting should be closely connected with budgetary accounting. Second, a computerized program for double entry book-keeping system must be developed primarily. Finally, the improvement of local government accounting system should be oriented enhancing efficiency and public accountability.

To realize the spirit of the South-North Joint Declaration of June 15, 2000, the competent authorities of the South and the North of Korea have reached two Agreements to settle commercial disputes as well as to set up an arbitral organization called 'South-North Commercial Arbitration Commission'. The Commission is an institutional organization for settlement of commercial disputes arising from trade and investment between south and north Korea. Under the situation, it is becoming a problem of vital importance how to manage and control the Commission for prompt and effective settlement of south-north commercial disputes. While analyzing the above two Agreements for dispute-settlement mechanism, the author proposes desirable ideas and directions in connection with the Commission as follows: 1. First of all, the Commission should become a central common system for settlement of commercial disputes which meets the demand of capitalistic market economy. 2. The Authorities of south and north Korea should recognize that the availability of prompt, effective and economical means of disputes resolution such as arbitration and conciliation to be made by the Commission would promote the orderly growth and encouragement of south-north trade and investment. 3. The Korean Commercial Arbitration Board(KCAB) should be designated as the Arbitration Commission of South Korea because the KCAB is the only authorized institution in South Korea, statutorily empowered to settle any kind of commercial disputes at home and abroad.

For the further study of the solids flux theory, several researchers have proposed models to predict sludge settling velocity for each different concentration by using sludge indexes, SVI, SSVI and $SSVI_{3.5}$. It is difficult to apply the above models to predict sludge-water interface height in a batch column because sludge settling velocity changes while sludge settle down. While sludge settle down in a batch column, sludge concentration becomes high. The sludge concentration change is one of the most critical causes of the change of sludge settling velocity. Also, sludge concentration change causes of sludge index to change. SVI is more sensitive than SSVI or $SSVI_{3.5}$ to the change of sludge concentration. Each sludge has physical characteristics of its own which makes the settling velocity for each sludge different. The purpose of this study is to establish the correction factors that are able to compensate the errors derived from each different sludge settling characteristic by using sludge indexes, therefore the correction factors are applicable to the model for the change of sludge-water interface height.
