소방사무의 국가사무로의 전환 필요성에 관한 연구 (A Study on the need of the Conversion of Fire Services to State Affairs)

  • 소방사무의 범위는 지역 화재예방에서 구조 및 구급 업무로 확대되었고, 소방체제는 자치소방체제에서 광역소방체제로 전환되었다, 또한 많은 논란의 대상이었던 소방공무원의 신분은 국가직으로 일원화되었다. 그러나 근본적인 문제가 여전히 미해결의 상태로 남아 있다. 바로 국가직으로 전환된 소방공무원의 자치사무인 소방사무 담당과 자치사무로 평가되는 소방사무의 국가사무로의 전환과 관련된 문제이다. 소방사무의 성격에 관한 논란은 국가와 자치단체 사이의 사무기능 및 배분의 조정에 대한 불분명과 중복성, 그리고 근본적으로 사무와 신분의 체계통일성을 이루지 못한 불완전한 입법에 기인한다. 소방사무는 국방 및 경찰사무와 함께 국가의 존립과 국민의 안녕과 질서를 포함하는 사무로서 국가적 책무가 존재한다. 국민의 생명, 신체 및 재산을 보호하는 국민의 안전과 관련된 소방사무는 국가사무로 이해되어야 한다. 지방자치법 상 지방자치단체는 법률에 다른 규정이 있는 경우 외에는 국가의 존립에 필요한 사무, 전국적으로 통일을 요하는 사무, 전국적 규모의 사무 등 국가사무를 처리할 수 없다고 규정하고 있다. 소방사무는 그와 같은 사무에 해당한다고 보아야 한다. 국민의 안전과 생명에 대한 권리와 그에 대한 보호 의무가 국가의 의무임을 고려한다면 소방공무원의 국가직화의 이유가 근본적으로 단지 처우와 재정의 문제가 아니었음을 유념할 필요가 있다.

Microsporum canis에 의한 개의 피부사상균증 및 개, 고양이의 피부사상균의 보균상황 (Studies on the canine ringworm by Microsporum canis and carrier state of dermatophytes in canine and feline)

  • This study was performed to examine the distribution of dermatophytes in asymptomatic 454 dogs and 106 cats and in 19 dogs with skin lesions in Taegu The results obtained were summarized as follows ; The causative agent was identified a Microsporum(M) canis in 4 dogs with skin lesions. The isolation rates of dermatophytes were 10.1%(46/454) in asymptomatic dogs and 33.0%(35/106) in asymptomatic cats. The isolation rates of dermatophytes in dogs and cats were lower at house than that at pet cannel and animal care center, and that in females were higher than that in males. From dogs, 43(93.5%) of M canis and 3(6.5%) of M gypseum, and from cats, 33(94.2%) of M canis, 1(2.9%) of M gypseum and M nanum were isolated.

  • 정보 서비스를 포함한 웹 서비스에서 사용자 의도를 파악하는 것은 해당 사용자에게 맞춤형 서비스를 제공하기 위한 중요한 단서가 된다. 본 연구는 과학기술 대표 정보 서비스인 ScienceON에 맞춤형 서비스를 도입하기 위해 사용자가 해당 서비스를 사용하는 과정에서 발생시키는 사용자-서비스 간 상호작용인 사용자 행동을 분석하고 사용자 의도를 파악하여 동적으로 맞춤형 서비스를 제공하는 방식을 제안한다. 특히, 사용자 행동 상태 전이 모델을 도입하여 사용자가 반복적으로 행하는 검색 행동과 내비게이션 행동을 추적하고 의도를 파악할 수 있도록 한다. 288,200 건의 웹 로그 분석을 통해 만들어진 상태 전이 모델과 특정 사용자 로그를 분석하여 본 연구가 어떻게 사용자 의도를 파악할 수 있는 지를 보여준다.

Efficient LDPC-Based, Threaded Layered Space-Time-Frequency System with Iterative Receiver

  • We present a low-density parity-check (LDPC)-based, threaded layered space-time-frequency system with emphasis on the iterative receiver design. First, the unbiased minimum mean-squared-error iterative-tree-search (U-MMSE-ITS) detector, which is known to be one of the most efficient multi-input multi-output (MIMO) detectors available, is improved by augmentation of the partial-length paths and by the addition of one-bit complement sequences. Compared with the U-MMSE-ITS detector, the improved detector provides better detection performance with lower complexity. Furthermore, the improved detector is robust to arbitrary MIMO channels and to any antenna configurations. Second, based on the structure of the iterative receiver, we present a low-complexity belief-propagation (BP) decoding algorithm for LDPC-codes. This BP decoder not only has low computing complexity but also converges very fast (5 iterations is sufficient). With the efficient receiver employing the improved detector and the low-complexity BP decoder, the proposed system is a promising solution to high-data-rate transmission over selective-fading channels.

Simpler Efficient Group Signature Scheme with Verifier-Local Revocation from Lattices

  • Verifier-local revocation (VLR) seems to be the most flexible revocation approaches for any group signature scheme, because it just only requires the verifiers to possess some up-to-date revocation information, but not the signers. Langlois et al. (PKC 2014) proposed the first VLR group signature based on lattice assumptions in the random oracle model. Their scheme has at least Õ(n2) ⋅ log N bit group public key and Õ(n) ⋅ log N bit signature, respectively. Here, n is the security parameter and N is the maximum number of group members. In this paper, we present a simpler lattice-based VLR group signature, which is more efficient by a O(log N) factor in both the group public key and the signature size. The security of our VLR group signature can be reduced to the hardness of learning with errors (LWE) and small integer solution (SIS) in the random oracle model.

Fully secure non-monotonic access structure CP-ABE scheme

  • Ciphertext-policy attribute-based encryption (CP-ABE) associates ciphertext with access policies. Only when the user's attributes satisfy the ciphertext's policy, they can be capable to decrypt the ciphertext. Expressivity and security are the two directions for the research of CP-ABE. Most of the existing schemes only consider monotonic access structures are selectively secure, resulting in lower expressivity and lower security. Therefore, fully secure CP-ABE schemes with non-monotonic access structure are desired. In the existing fully secure non-monotonic access structure CP-ABE schemes, the attributes that are set is bounded and a one-use constraint is required by these projects on attributes, and efficiency will be lost. In this paper, to overcome the flaw referred to above, we propose a new fully secure non-monotonic access structure CP-ABE. Our proposition enforces no constraints on the scale of the attributes that are set and permits attributes' unrestricted utilization. Furthermore, the scheme's public parameters are composed of a constant number of group elements. We further compare the performance of our scheme with former non-monotonic access structure ABE schemes. It is shown that our scheme has relatively lower computation cost and stronger security.

Forecast Driven Simulation Model for Service Quality Improvement of the Emergency Department in the Moses H. Cone Memorial Hospital

  • Patient satisfaction with the Emergency Department(ED) in a hospital is related to the length of stay, and especially to the amount of waiting time for medical treatments. ED overcrowding decreases quality and efficiency, therefore affecting hospitals' profitability. This paper presents a forecasting and simulation model for resource management of the ED at Moses H. Cone Memorial Hospital. A linear regression forecasting model is proposed to predict the number of ED patient arrivals, and then a simulation model is provided to estimate the length of stay of ED patients, system throughput, and the utilization of resources such as triage nurses, patient beds, registered nurses, and medical doctors. The near future load level of each resource is presented using the proposed models.

Maintenance, Repair and Rehabilitation (MR&R) Practice for Concrete Bridge Decks

  • Over the years, existing bridges have had various degrees of maintenance to extend the service life. As the existing bridges continue to deteriorate, however, each Department of Transportation (DOT) of the United States of America faces increasing demands on the limited funds available for bridge maintenance. Therefore, it is very important for State Department of Transportations to establish Maintenance, Repair, and Rehabilitation (MR&R) strategies for bridge structures such that funds get allocated for appropriate maintenance over the service life. This paper identifies the state-of-art and the state-of-practice of MR&R actions and the use of MR&R strategies in concrete bridge decks. In addition, a questionnaire survey was conducted to identify the type and timing for MR&R actions as well as existing MR&R strategies taken in concrete bridge deck by each DOT. This paper also presents the results of the survey.

Network Selection Algorithm for Heterogeneous Wireless Networks Based on Multi-Objective Discrete Particle Swarm Optimization

  • In order to guide users to select the most optimal access network in heterogeneous wireless networks, a network selection algorithm is proposed which is designed based on multi-objective discrete particle swarm optimization (Multi-Objective Discrete Particle Swarm Optimization, MODPSO). The proposed algorithm keeps fast convergence speed and strong adaptability features of the particle swarm optimization. In addition, it updates an elite set to achieve multi-objective decision-making. Meanwhile, a mutation operator is adopted to make the algorithm converge to the global optimal. Simulation results show that compared to the single-objective algorithm, the proposed algorithm can obtain the optimal combination performance and take into account both the network state and the user preferences.

  • The importance of the interaction capability of a robot increases as the application of a robot is extended to a human's daily life. In this paper, a portable mediate interface Handybot is developed with various interaction channels to be used with an intelligent home service robot. The Handybot has a task-oriented channel of an icon language as well as a verbal interface. It also has an emotional interaction channel that recognizes a user's emotional state from facial expression and speech, transmits that state to the robot, and expresses the robot's emotional state to the user. It is expected that the Handybot will reduce spatial problems that may exist in human-robot interactions, propose a new interaction method, and help creating rich and continuous interactions between human users and robots.
