This study aimed to adaptive reuse plan a take advantage of Suncheon Bay Garden Expo 2013. Detailed objectives included: to identify and foster cultural and ecological resources in Suncheon Bay and Garden Expo Site; and to search and propose characterized program in the site for efficient utilization; and to revitalize a site for the vitalizations of the region where garden culture and garden industries for strengthening local competitiveness. The study was multi-phased. The first stage included basic surveys such as site status and environmental context analysis, and questionnaires and similar case studies, and the second stage was to review the direction of preliminary planning, develop associated industries and strategies for regional revitalization and review and incorporate project details. And the third stage aimed to develop a comprehensive plan from spatial plans and program plans and suggest plans to vitalize the operation of the site. The results of the study are as follows: First, the characterization strategy is 'healing experience tourism', 'healing garden', 'healing herbal care' are suitable for the site and regional revitalization. Second, the dimension of 2013 Suncheon Bay Garden Expo which was distinguished into four areas, in consideration of the characteristics and contents of the garden expo site for efficient operation and maintenance. Four area are as follows: the park oriented area, the experiential tourism oriented area, the existing conservation oriented area, and the area for associated industries. Third, the practice of private and public partnerships is needed in order to efficiently manage and operations. The significance of this study is that it is seeking to take advantage of the Garden Expo site and set the plan by existing resources and in consideration of local characteristics, in conjunction with area to envision and proposed management plan. Some problems are remained which have not been able to deal with details program and organization and financial planning programs for the operation of the site. This is for further study.

The Navy is in the process of developing a sonar-operation strategy to increase the effectiveness of underwater target seeking capability. HMS is the basic strategy to detect underwater targets. The advantages of HMS is that, it has a short preparation time to operate and can be always used regardless of sea conditions and weather. However, it is difficult to effectively detect underwater targets due to the interaction between marine environments and sonar-operations. During the research, the effectiveness of the HMS system's underwater target seeking capability was analyzed by integrating various search patterns and environment conditions into the simulation. In the simulation the ship target an evasive target within a set region. The simulation presented results for an effective searching methods of underwater targets. These research results can be used as foundation for advancing and improving the sonar operational tactics.

The output storage capacitor of the PFC converters is commonly designed for the selected hold-up time or the allowed output ripple voltage percentage. Nevertheless, this output capacitor is a main contribution factor to the PFC system stability. Moreover, seeking for a minimum output storage capacitor that assures the PFC desired operation under all condition, and providing the advantage of a small size and low cost is the main interesting target for engineering. Therefore, in this issue the design steps of the PFC converter have been discussed depending on three choices, output ripple, hold-up time, and stability. It is cleared that any design must take the minimum required storage capacitor for stability prospective as step-l in deign, then apply for any other specification like hold-up time or ripple percentage.

We are in the process of developing information systems that can be helpful for the effective management of community health services provided by the health center and subcenters in Hwachon Gun, Kangwon Do. In doing so, we have employed a different program design from those programs of information systems developed in other health centers or subcenters. The main idea of our design is dividing all the programs into two parts. One part is for the control of operation functions such as addding, seeking, editing, and printing needed to all the tasks. The other consists of a set of programs each of which deals with a specific task. It is believed that this program design would result in an information system that is simple to use, easy to modify and expand, and flexible to new computer technologies.

The organizations registered ISO 9000:1994 have upgraded to ISO 9001:2000 family through transition period by December, 2003. Some features of ISO 9001:2000 family are that it merged three ISO 9000 series, reduced 20 requirements to five major clauses, and focused on Plan-Do-Check-Act improvement cycle. We interviewed quality managers and staffs of 37 companies certified ISO 9001:2000 in Busan and Kyungnam provinces where most machine, metalwork, and manufacturing companies in South Korea are located. Using statistical analysis, we find out which status of firms are related with the requirements of five clauses. We also discover if there is any difference in performing the requirements depending on top managership, reasons for seeking ISO 9001:2000 certification, and ISO 9001:2000 operating period.

This paper tried to discuss response of local government facing governance era. Governance is intended to introduce a variety of residents' participating systems to revive the citizen's society and strengthen the foundation for that purpose, thus seeking the paradigm for decentralized operation of the nation. As widely accepted, governance has many meanings connected with controling method of interdependence activity. However bureaucracy do not make decisions as one-side and vertical like past but is form of public decisions that stakeholder in policy. Firstly, we reviewed the terms of governance and policy issues and policies on governance. And also survey on actual performer associated with governance in Gumi. Next, proposals of the development of policy in governance, role of local government are made in terms of construction of governance.

Variability factors of transship cargo in the container transportation market analysis short term factors. In the past, studies on the factor of variability in container cargo volume have focused on long term volume forecast and increase in investment and competitiveness from strategic perspectives. Unlike previous studies, this paper analyzes factors of variability in transshipment volume rapidly varying in short term and seeks measures. Since it was identified that transshipment volume depends on vessel operation cost and port volume in long term but effectively on special strategies launched by port authorities in short term, the port authority experienced rapid drop in volume should continue to observe strategies of competition ports and to make use of strategies seeking appropriate countermeasures.

An IoT-based server system for store management was developed in this study. Its client-server structure having a product categorization function allows the system to read the NFC tags attached to individual products and provides information about them to customers automatically. The system also provides an effective promotional effect as it not only offers necessary information about the items the customers are seeking but also displays the advertisements related to them. This server system was designed specifically designed for the use in a smart shopping Mall or a department store so that the store owners can manage their sales operation more effectively while their customers enjoy shopping more conveniently. It is expected that the technology used for this IoT-utilized server system can be one of the efficient and effective platform technologies in the current and future store management systems.

This study aimed to analyze the usage behaviors of university students seeking and sharing everyday life information through an online community called Everytime. The study was designed based on everyday life information-seeking and activity theory models, and students from various universities were interviewed using a qualitative research method. Findings showed that Everytime users perceive Everytime as a valuable online community for pursuing and sharing everyday life information. It was primarily used to search for university life information, such as academic calendar, class, and graduation, and health, restaurants, and housing. In the case of the freshmen and sophomores who entered during the COVID-19 pandemic, their dependence on Everytime was high, and juniors and seniors who experienced university life before COVID-19 also responded that Everytime is one of the essential sources of information in university life. Although Everytime provides quick and valuable information, users mentioned the moral hazard as a major factor hindering the active use of Everytime. The results of this study are expected to be used as primary data for informatics research on the online community of college students and the development and operation of online communities for university students.
