  • The system of civil security service is analyzed and reviewed in order to induce it to maritime security domain. A system of civil maritime guarder who provides security service and cooperates with coast guard at sea is proposed. It is expected not only that some expecters on the field of maritime security service are built up but that the Qualities of security services are improved in considering characteristics of sea control and coast guard.

  • Quantitative rise and qualitative seriousness in crime have limitation to preventing crime just with public police security. Ultimately, in order for private security guard to fulfill the duty of preventing crime, its members' excellent quality and ability need to be preceded. This change in the environment of crime prevention came to demand professionalism in the security field. Furthermore, it became an opportunity of being emerged the necessity of specialist qualification. For this, first, there is a need of reinforcing the public confidence of the security guard association, and of vitalizing a certificate of qualification. Second, qualification functions as linking education and labor market. Thus, many qualification acquisitors need to strengthen direction that the security guard company can reflect and utilize this. Third, there is a need of positively supplementing the result of utilizing qualification or the insufficient management system so that the private security guard qualification system can be recognized as the qualification system of being authorized by the country.

  • The purpose of this study is to introduce United States Coast Guard (USCG) in order to suggest a direction to advance the system of Korea Coast Guard. After the effect of United Nations on the Law of the Sea in 1994, the world is facing with new era of maritime age with emergence of new maritime border 'Exclusive Economic Zone(EEZ)'. Along with new maritime era, Korea also has been facing with the conflicts caused from EEZ. Also, there is a increasing concern about maritime safety and security since people looking for maritime tourism and leisure sports are dramatically increasing in Korea. Moreover, national security matters are a big issue in Korea due to the several incidents occurred in the sea such as the attack on Yeon-Pyung Island and the sinking of Cheonan naval vessel. Arising concern on these issues in maritime space requires Korea Coast Guard to handle these effectively. However, the systematical and structural limitation of Korea Coast Guard limits the effective management of recent issues. The United States Coast Guard which is considered as one of the military force in the United States has continuously reformed and developed its system and structure to better handle the maritime safety and security issues through developing project such as the Integrated Deep Water system. Also, maritime police system and structure in the United States is different with in Korea. This study expects to suggest a way to advance the system and structure of Korea Coast Guard through examination of United States Coast Guard and comparing maritime police system and structure between Korea and the United States in order to properly deal with the maritime safety and security issues arising recently.

Korean Private Security for the Academic Directivity and Security Industry for the Market Directivity (시큐리티의 학문적 지향성과 시큐리티 산업의 시장 지향성 - 한국 시큐리티의 발전현황을 중심으로 -)

  • This study aims to analysis and measure on the private security for the academic directivity and security industry for the market directivity in Korea. For this study we compare and analysis the curriculum of 15 universities in Korea and the papers which were published on "Korean Security Science Review" that is a report in a professional private security. In conclusion, 269 subjects are used as instructional materials in 15 universities, thus 103 subjects for the private security and 60 for the leisure sports and first-aid treatment, 46 for the social science, 30 for the martial arts and shooting, 16 for the secretary affairs, 14 for the foreign languages. Regarding scientistic papers, 45.7% of papers for the private security of all and 14.6% for the public security, 14.6% for the criminal, and 11.6% for the terror etc. But there are any papers for the facilities guard or security in spite of the facilities guard is pivotal role in this field. The facilities guard or security, or maybe house detective, holds 80.5% of the private security market and it is important role in this industry in Korea. Besides, considering development of private security, the security market makeup the body-guard field hold 12.2%, prevention security system by censor hold 4.1%. So, this statistics show that the facilities guard lead practically the private security industry in this field, but there are any subjects for the education and any research for the paper. Thus some modification on the universities curriculum is required, also needs activity research in the facilities guard field for the development private security.

ROK's maritime security strategic concept and cooperation direction for the ROK Navy and Coast Guard (한국의 해양안보전략개념과 해군·해경 간 협력의 발전방향)

  • This paper is designed to make a national strategic concept for the ROK's maritime security and to explore cooperation directions for the ROK Navy and Coast Guard in order to implement the newly-made maritime security strategic concept. As strategy is composed of three main categories(goals, ways, means), the goal of the ROK's maritime security strategy is 'Safe and Affluent Sea' and the way to realize the goal is the principle of cooperative leverage, and the means as tasks to implement the strategic concept are maritime safety, maritime security, and maritime stewardship. The concept of national fleet as used in the US is applied to promoting the cooperation between the ROK Navy and Coast Guard. Thus, under the newly-established maritime security strategic concept along with the national fleet model, followings are suggested as policy proposals for facilitating mutual cooperation between the ROK Navy and Coast Guard in dealing with not only traditional threats but also non-traditional treats at sea and from the sea as well. First, the ROK Navy and Coast Guard has been making efforts to enhance interoperability between the two sea services. However, the mutual cooperations have been focused mainly on areas on operational level rather than policy level. Therefore, the two sea services are recommended to enlarge exchanges and cooperation in policy areas. Second, there are still demands for further cooperation areas between the two sea services in command and communications. The interoperability in C2 between the two needs to be upgraded even to the areas of anti-terrorist activities ar sea, ASUW, ASW, maritime interdiction, etc. Third, mutual comparability between the two needs to be reflected in the maritime forces development to ensure the comparability in UNREP and other logistics areas. Fourth, the standardization of logistical materials and equipments is needed as a way of sustaining operational capability and logistical capacity for the ROK Navy and Coast Guard as well. Fifth, the ROK Navy and Coast Guard are recommended to participate more actively in international maritime cooperation activities such as PASSEX. Sixth, Complementary laws and regulations need further to be revised and to be newly made for collectively managing swiftly maritime accidents and natural disasters at sea.

  • The purpose of this paper is to provide basic data for related studies by comparing and analyzing crimes committed by security guards through criminal statistical analysis, and to contribute to the sound development of the private security industry by strengthening the professional ethics of security guards and reducing guard crimes. The purpose. As a results of a comparative analysis of the number of crimes by security guards and the crime rate are as follows. Although the total number of crimes committed in Korea and the number of crimes committed by security guards decreased every year, the crime rate of security guards was higher than the average crime rate. felonious crimes, violent crimes, customs crimes, and special economic crimes were consistently high. As a countermeasure against the results, first, interest in security guard crimes as perpetrators rather than as victims, second, reinforcement of professional ethics education through new training and job training, third, academic development and systematic It appeared as a specification of the definition and current status of security guards for the study.

  • A large number of people living in modern times prefer remaining unmarried or living alone independently for the reason of their own will or another person's will. This is because they dislike being interfered with by other persons or because there is a financial problem. This behavior has become mainstream in persons working for professional jobs, persons having a strong disposition toward individual activity or college students. In particular, career women pursuing their own comfortable life have the tendency to prefer single life. However, sometimes, they become a target of crime that targets and makes bad use of this point. For these reasons. Consequently, sometimes, they additionally install and use a security system such as door security guard at front door and so on. It is not so difficult to lock the door security guard at the front door. However, it is apt to be forgotten. And when they are on the bedspread before falling asleep, in case they should check whether the door security guard is locked or in case they should lock it, they should get up, go to the entrance, and check and lock the door security guard. They often don't lock the door security guard due to their feeling that it is all right because of annoyance and inconvenience. The main mission was the guard of the royal palace. As we know from several historical materials, the defense of the royal palace was an fundamental mission. Therefore, department of the imperial guard would take charge of the defense of the royal palace. 2. They would carry out throne of king and the royal family or a battle. As unification, they would carry out guarding for political stability and a suppress probation of internal war in regard to the security and the frequent rebellion in central and locality. 3. They carried out guarding an honored going of a king or the royal family. We know the fact that there was an honored going of the royal family or many attendants on record. When a king or the royal family go, guarding of department of the imperial guard had not only protect them but also show off the authority of the royal family. As a result, when we analysis the substance from studying the guard system of Shilla, though our guard system is imitated the foreign guard system like U.S.A, transcending space-time, the guard system can be found a lot of something common at the guard principle and a rule. Today, in looking about a political system of any countries on the world, a king and a ruler of the country represent their country international, have responsibility of protect their nation and a people internal.
