An Analysis of Post Catch-up Innovation Activities of Public Research Sector : The Case of Daeduk Innopolis (공공연구부문의 탈추격형 혁신활동특성 분석 및 과제 : 대덕연구개발특구를 중심으로)

  • As innovative capabilities of private and public sector in Korea has increased, the innovation system faced with the necessities for transition from imitation oriented approaches to post catch-up approaches. Particularly, public research sector has pressure for the supply of generic technological knowledge from private sector. It needs the transformation of research question setting, organizing research activities and new trajectory for commercialization of research output. This paper analysed the characteristics of post catch-up activities from the case study of Daeduk Innopolis where most of public research institutes are located.

Morning-afternoon asymmetry of geosynchronous magnetic field variations during geomagnetic sudden commencements

  • It has been reported that geosynchronous magnetopause crossings are more frequently observed in the prenoon sector than in the postnoon sector, indicating a dawn-dusk magnetopause asymmetry during extreme solar wind conditions. Motivated by these observations, we investigate geosynchronous magnetic field variations normalized to SYM-H when sudden commencements (SC) are observed on the ground. From a statistical analysis of the geosynchronous magnetic field responses to SC events from 1997 to 2006, we found that the normalized SC amplitude at geosynchronous orbit is larger in the morning sector than in the afternoon sector. In order to examine if this morning-afternoon asymmetry at geosynchronous orbit occurs only during disturbed geomagnetic conditions, we compared the geosynchronous magnetic field strength obtained in the morning and afternoon during undisturbed intervals (Kp < 3). We found that the asymmetry appears under undisturbed geomagnetic conditions and it is not due to solar wind aberration. This indicates that the morning-afternoon asymmetry was not strongly affected by changes in solar wind condition. Using solar wind data, we discuss what causes the morning-afternoon asymmetry at geosynchronous orbit.

From Excluded Ghettos to Exclusionary Enclaves: A Private Sector Initiative in Guangzhou, China

  • Massive migration is underway in rapidly urbanizing Guangzhou, the south gate of P. R. China. Over half the migrants choose to rent in "villages-in-the-city" in the downtown area because of the low-cost and prime location. The overpopulation and resulting poor environment and high crime-rate turn villages-in-the-city into de facto ghettos. As a result, these ghettos are undergoing a manner of demolition-development, leaving migrants' housing needs unmet. A private-sector initiative-the Tulou Commune-intends to address this considerable market potential. Targeting low-income groups, the Tulou Commune creates a socio-spatially exclusionary enclave. This paper analyzes the Tulou Commune and the implications if more low-income migrants shifting from village-in-the-city (excluded ghetto) to Tulou Commune (exclusionary enclave). This study argues that the intervention of the private sector causes the demographic, social, and spatial similarities and differences of the two living arrangements. Socioeconomic and institutional factors also affect the initiative. This study also provides more empirical evidence in the field of low-cost housing and socio-spatial development in transitional Chinese cities. As the first project of its kind, the analysis of the case can suggest how to improve strategies for accommodating migrants in the future.

Effects of CNTs waviness and aspect ratio on vibrational response of FG-sector plate

  • This paper is motivated by the lack of studies in the technical literature concerning to the influence of carbon nanotubes (CNTs) waviness and aspect ratio on the vibrational behavior of functionally graded nanocomposite annular sector plates resting on two-parameter elastic foundations. The carbon nanotube-reinforced (CNTR) plate has smooth variation of CNT fraction based on the power-law distribution in the thickness direction, and the material properties are also estimated by the extended rule of mixture. In this study, the classical theory concerning the mechanical efficiency of a matrix embedding finite length fibers has been modified by introducing the tube-to-tube random contact, which explicitly accounts for the progressive reduction of the tubes' effective aspect ratio as the filler content increases. Parametric studies are carried out to highlight the influence of CNTs volume fraction, waviness and aspect ratio, boundary conditions and elastic foundation on vibrational behavior of FG-CNT thick sectorial plates. The study is carried out based on three-dimensional theory of elasticity and in contrary to two-dimensional theories, such as classical, the first- and the higher-order shear deformation plate theories, this approach does not neglect transverse normal deformations. The annular sector plate is assumed to be simply supported in the radial edges while any arbitrary boundary conditions are applied to the other two circular edges including simply supported, clamped and free. For an overall comprehension on 3-D vibration of annular sector plates, some mode shape contour plots are reported in this research work.

Upcycling strategies for waste electronic and electrical equipment based on material flow analysis

  • Upcycling generally refers to the conversion of waste materials to something useful or valuable and is a useful concept that can be applied not only to the waste design industry but also to waste recycling and resource circulation. Our study highlights upcycling as the key concept for improving the value of waste by redefining the concept as "the recycling of waste materials and discarded products in ways that enhance their value." Four upcycling strategies are linked to material flow analyses conducted on waste electronic and electrical equipment, specifically waste refrigerators and waste computers, to examine the technologies available for implementation and suggest guidelines for the promotion of upcycling. The amount of waste refrigerators collected by the formal sector was 121,642 tons/y and the informal sector, 63,823 tons/y. The current recycling ratio of waste refrigerators was estimated as 88.53%. A total of 7,585 tons/y of waste computers were collected by the formal sector and 3,807 tons/y by the informal sector after discharge. Meanwhile, the current recycling ratio of waste computers was estimated as 77.43%. We found that it is possible to introduce 28 upcycling technologies in the case of refrigerators, and 15 technologies are available to promote upcycling in the case of computers. By refining the broad concept of upcycling and looking at the stages of material flow, our approach presents universally applicable directions for incorporating upcycling in resource recovery and recirculation plans.

  • Purpose - This short paper reviews the debate dealing with the relationship between strategy and traditional strategy approach on the one hand, and business models and new business model approach on the other hand and tries to offer useful direction to be more helpful to theoretical discussions. Research design, data, and methodology - This paper makes a theoretical analysis to explain the confusion surrounding the debate, reviewing mainly literature survey papers and finds theoretical conjecture and its limitations in order to present useful direction to the future theoretical work. Result - In order to comprise its diversity, business model studies should consider the characteristics of each firm, sector, and market. Adding further elements which are related to each sector or market, theoretical studies can capture the diverse phenomena related to business model and business model innovation. Conclusion - The traditional strategy perspective can be utilized to the Business model phenomenon in the case of incumbent firms and non-digital sector and existing markets. Meanwhile the new business model perspective can be utilized to business model phenomena in case of start-ups and digital sector and emerging markets. Reconciling two perspectives, the studies dealing with the business model should focus on the characteristics of firms, markets, and knowledge from the perspective of business model innovation.

Empirical Analysis of the Industrial Markup Determinants in the Transportation & Telecommunication Service Sector (운수통신 서비스산업의 마크업 결정요인에 관한 실증분석)

  • In Korea, the transportation & telecommunication service industry is composed of public sector entities, such as public transportation and the postal service, and private sector entities. The public sector may be regulated in terms of pricing or is guaranteed a normal profit. Markup can be a subject for regulation. This paper is to set up the markup equation, estimate the industrial markup, and analyze the markup determinants by estimating the factor price elasticities of markup in the Transportation & Telecommunication industry. The factor price elasticities of markup were estimated to be -0.07 in wage rate, -0.45 in import price index, and -0.13 in interest rates. We suggest that import price and interest rate are major factors to be considered first of all in regulating the transportation & telecommunication industry.

Results-oriented Culture, Performance Information Use and the Performance of Public Organizations: Evidence from Vietnam

  • The purpose of this research is to investigate the mediating role of performance information use in the relationship between result-oriented culture and organizational performance. The data were collected from chief accountants and managers working in public-sector organizations in Vietnam. The analysis was based on the 197 completed questionnaires by using Partial Least Squares Structural Equation Modeling (PLS-SEM). For the test research model and hypotheses, the supporting tool is SmartPLS 3 software. Research findings show that result-oriented culture is positively associated with organizational performance, and that performance information use is a mediating mechanism that explains how a result-oriented culture leads to higher performance in public organizations. The findings of this study suggest that the results-oriented culture, not only directly improves organizational performance, but also indirectly does so by the use of performance information. This study provides evidence for theoretical understanding of the impact of result-oriented culture on the performance of public-sector organizations through performance information use, and suggests practical implications for public organizations in applying result-oriented culture to foster using performance measurement and improve organizational performance. In order to achieve good performance, public-sector organizations need to create and spread result-oriented culture and enhance the use of performance information for decision-making.

  • In the recent context of the Fourth Industrial Revolution, there is growing interest in digital transformation and smart factory as a focal point. But, the Aerospace and Defense (A&D) sector has seen limited research on digital transformation, primarily concentrating on digitally-driven areas. The study validates hypotheses pertaining to the factors that facilitate successful digital transformation within the A&D sector and the influence of digital leadership and dynamic capabilities, employing statistical tools like SPSS and AMOS. The comprehensive analysis reveals that, similar to manufacturing industries, digital leadership in A&D companies exerts an influence on successful digital transformation through dynamic capabilities. Furthermore, digital transformation within the A&D sector has a positive impact on firm performance. This paper offers empirical insights into digital transformation within the A&D sector, shedding light on how successful digital transformation can be achieved within the domestic A&D industry.

  • This study presents methodology framework that can help to manage IT program in the public sector. Existing project management methods usually focus on system providers and could have various and abstract interpretations. So, it is difficult to apply existing project management methods in the public sector. It also makes each individual project management easier by reflecting characteristics of IT project so that it can provide management models of performance measurement. It is found that given framework in management methodology get positive analysis and addition to be applied in the individual project management and various IT programs nationwide. It is expected that scientific and systematic project management can bring successful promotion and management of IT project through the application of this project management methodology.
