충돌사고에 대한 해기사의 행동오류 분석 (Analysis of Seafarers' Behavioral Error on Collision Accidents)

  • 해기사의 행동오류는 충돌사고의 주요한 원인 중 하나이고, 교육과 훈련을 통하여 보정이 가능한 것으로 알려져 있다. 이러한 행동오류의 보정을 위해서는 행동오류가 발생되는 구조의 식별이 필요하다. 이를 위하여, 충돌조우상황에 대한 선박조종 시뮬레이션을 통해서 행동관측 데이터를 획득하고, 행동관측에는 Reason이 제안한 9-상태 행동오류 분류 프레임을 이용하였으며, 실험에는 50명의 대학생들이 참가하였다. 행동분석에는 충돌회피의 성공과 실패로 구분한 행동 모델을 이용하였는데, 이 모델은 9-상태의 Left-to-Right 구조를 갖는 은닉 마르코프 모델링 기법을 이용하여 개발하였다. 실험결과, 충돌회피의 성공과 실패에 대한 행동들 사이의 차이가 명확하게 식별되었고, 충돌예방에 필요한 9-상태 행동들 사이의 연계관계가 도출되었다.

A Study on the Activation Strategy for Female Maritime Officers using AHP

  • As the ratio of women's socioeconomic participation expanded, this phenomenon appeared maritime industry. The advent of female seafarers will be the solution for the shortage of seafarer as well as for women's employment instability all over the world. This paper analyzed the state of present female maritime officers and suggested the activation strategy which preliminary female officers advised by AHP and STOW analysis. This paper finds to strengthen their superior aspects like professional knowledge, practical ability, job performance, improve the education system by gender, strengthen the career path and transform the policy for them by sensitively external changes by government and education institutions.

A Comparative Review between the English Language Programs of Maritime Institutes in Korea and Europe

  • This paper compares the English language programs of two maritime institutes in very different parts of the world, South Korea and Belgium. It will show that although both institutes comply with the minimum standard set by the STCW Code issued by the IMO, course contents and requirements can vary greatly. Method of class delivery, choice of learning tools and testing will be examined to illustrate some of these differences. This paper will show that in order to train new seafarers in the best possible way that will fulfill the IMO mandate of Safer Shipping and Cleaner Oceans, continual review and development of course curriculum should be an ongoing process that focusing on encouraging cadets to communicate in a targeted, efficient and professional way within a nautical context. This paper will show by comparison the huge potential that the Korean Maritime English program has for positive change and growth.

A Study on Incidence of Risk Factor for Assessing Maritime Traffic Risk

  • In order to assess risk as a basic step for securing safety, it requires to select risk factors and determine the frequency and the severity of the consequence of each risk factor. This research adopted common risk factors among well-known maritime risk assessment models, and proposed objective criteria to gauge the risk level of each risk factor. The starting points of risk evolution were chosen for criteria according to related studies and seafarers' experience. The rate of risk appearance over the criteria is named as the incidence of risk factor. Therefore, the total risk level is expressed as the combination of incidence of each risk factor and severity. This quantitative method would be applied to measuring and comparing the risk level of target maritime zones, and it would also be useful to survey which risk factor be focused for reducing the total risk of a certain maritime zone.

한국 선원들을 위한 DPO 양성과정에 대한 전망 (A prospective study on DPO training scheme for Korean seafarers)

  • DPO(Dynamic positioning Operator)는 Dynamic positioning 기능이 있는 선박에 승선하는 항해사로서 항해, 정박 당직 뿐만 아니라 Dynamic positioning이 요구되는 다양한 offshore 작업시에 DP 당직을 수행한다. 정식 DPO가 되기 위하여는 SCTW 항해사 면허뿐만 아니라 NI 혹은 NMD에서 규정한 training 과정을 이수하여 DP limited 혹은 DP unlimited certificate를 취득하여야 한다. 본 연구에서는 1982년부터 업계 표준 DPO의 training과 certification을 담당하고 있는 NI (Nautical Institute) 산하 DPTEG(Dynamic Positioning Training Executive Group)의 DPO 양성과정을 조사하였다. 특히 업계의 보다 현실적인 DPO training 과정에 대한 요구에 대응하여 2014년 3월에 발표되어 2015년 1월1일부터 발효될 더욱 강화된 training과 verification 절차를 담은 새로운 DPO training scheme을 분석하여 한국 해기사들이 DPO로서 offshore sector에 진출하기 위한 방안을 제시하였다.

내항여객선 안전과 AIS 플로터 활용방안 (Using the AIS Plotter in the Safety of Coastal Passenger Ship)

  • AIS는 지금까지 레이더가 가졌던 선박 항행정보의 공백을 메울 수 있어 내항여객선의 안전에 매우 유익할 것으로 판단된다. AIS 플로터를 설치하여 사용하고 있는 112명의 내항여객선 선장을 대상으로 활용도를 조사한 결과, 대부분의 선박에서 AIS가 선박의 안전에 매우 도움을 주는 것으로 평가하고 있고, 승무원 수, 선박의 속력 및 항해시간의 장단에 관계없이 모두 AIS의 활용도가 높게 나타났다. 그러나 AIS가 연안항로의 안전운항에 기여하기 위해서는 연안항로에 취항하는 모든 선박들이 AIS를 탑재할 필요가 있다.

A Study on the Development of Wind and Wave Model of Typhoon

  • In this paper, after analyzing other models with their advantages and disadvantages, we proposed a simple parametric model for calculating wind speed & direction and wave height & direction at any location around the typhoon at sea. The proposed wind-field model of typhoon is asymmetric, and consists of a circular symmetric wind-field caused by the pressure gradient of stationary typhoon and a moving wind-field caused by the movement of typhoon. By verifying this model through observed data, we found that it is accurate enough to develop the simulation software for training students and seafarers so as to take appropriate actions while being faced with the typhoon at sea.

  • This report represents analysis of the maritime casualty in terms of Bridge Resource Management. We evaluate the attitudes and knowledge of bridge officer regarding human factors issues that have been identified as causal to mishaps in high-risk situations. So to reduce human errors our goal is to establish effective officer resource management (ORM) program which is based on all subjects for cadets in IMO model course. In harmonization with STCW(The International Convention on Standards of training, Certification and Watch-keeping for Seafarers), as the result, the curriculumss in the maritime education institutions is surveyed to improve our education system and then reduce the human errors by mariners at sea.

Developing Chatbot for Training Seafarers for better Understanding and Communication by Using Real VTS Data

  • The advent of the era of data age and advances inartificial intelligence technology has led to innovations in various business areas. In particular, many attempts have been made to improve the stability of the marine accident, which has not previously been applied by a data-drive approach. Most of the marine accidents happen at a time when the vessel isapproaching a port and preparing for berthing. Although the cause of the accident has many factors, it is often caused by the difficulties of communication between the ship navigator and the control center. In particular, communication in English makes difficulties for navigators, not English astheir first language. To do this, proper English conversation education forsailors is very important. In order to support the issue, this study presents data and framework for the development of a chatbot for ship safety education.
