Information Sovereignty as the Basis of Modern State Information Security

  • In the context of globalization of information processes, the prevalence of information wars and terrorism, there are new threats to national interests in the information sphere, which actualizes providing the information sovereignty of modern states. Therefore, the purpose of the article is an in-depth analysis of the features and content of information sovereignty as a component of state sovereignty, its relationship with freedom of information and information security, as well as a characterization of the bases and directions of providing information sovereignty. The information sovereignty of the modern state includes its activities to determine national interests in the information sphere, the formation and implementation of information policy, providing information security, regulation and control of information processes. The realization of information sovereignty should be based on real freedom of information, information privacy and the state obligation to provide them. Ensuring information sovereignty also requires solving the problems of formation of modern information legislation, which would comprehensively establish the bases and directions of providing information sovereignty, exceptional cases of restriction of freedom of information.

2년간의 추적 연구를 통한 Physical Computing 기반의 STEAM 프로그램의 효과 (Two-year Follow-Up Study on Effects of STEAM Education Program Based on Physical Computing)

  • 국제 학업 성취도인 PISA2007, TIMSS 2011에 의하면 우리나라 학생들의 수학, 과학 학업성취도는 최상위에 해당하지만, 관련 태도가 낮다는 결과가 나왔다. 또, 사회에 만연한 이공계 기피현상, 초중고에서 점점 사라지고 있는 정보과학 교육의 현실을 반영하는 학습 경험을 제공해야 할 필요성이 제기되었다. 이러한 필요성에 의해 본 연구자는 2012년에 Physical Computing 기반의 STEAM 프로그램을 개발하고 그 효과를 연구하였다. 그 결과 과학적 문제해결력, 과학적 태도, 인성 등에서 향상되는 결과를 얻었다. 본 연구에서는 2012년 연구의 후속연구이다. STEAM 프로그램을 적용하여 향상을 가져 온 4학년 학생들이 1년 후에 STEAM 교육을 받지 않았을 때 학생들에게 어떤 변화가 생겼는가를 연구하였다. 분석 방법은 4학년 초, STEAM 교육을 받은 4학년말, STEAM 교육을 받지 않은 5학년말의 검사 결과를 비교하였다. 그 결과 과학적 탐구에 대한 태도를 제외한 모든 영역에서 STEAM 교육을 받지 않은 5학년말은 4학년 초에 비해 향상이 없는 결과를 얻었다. 이것은 STEAM 교육의 필요성에 대한 역설적인 증거라고 할 수 있다.

국가수준의 과학에 관련된 정의적 특성의 평가체제 개발 (National Assessment System Development of Science-Related Affective Domain)

  • 학생들의 과학적 소양을 기르는데에는 과학과 관련된 정의적 특성이 중요한 역할을 한다. 과학적 태도, 자연과 과학에 대한 가치, 호기심과 관심 등의 과학과 관련된 정의적 특성이 대부분의 과학교육 목표에 포함되고 있다. 이 연구에서는 과학과 관련된 정의적 특성의 평가체제와 문항을 개발하였다. 인식, 흥미와 과학적 태도의 세 개의 주범주와 16 개의 소범주로 평가체재가 구성되었다. 평가체제의 타당도는 10 명의 과학교육학자들에 의하여 검증되었다. 48 개의 평가 문항을 문항반응분석과 문항-검사 상관계수를 고려하여 총 64 문항 중에서 선정하였다. 크론바하 알파계수는 인식과 흥미에서 0.83 이고, 과학적 태도에서는 0.86 이었다. 검사의 결과는 다음과 같다. 첫째, 과학과 관련된 정의적 특성에서 남학생이 여학생보다 더 높은 점수를 나타내었다. 둘째, 초등학생이 중등학생보다 더 높은 과학과 관련된 특성 점수를 나타내었다. 마지막으로 도시지역의 학생이 시골지역의 학생보다 더 높은 과학과 관련된 특성 점수를 보여 주었다.

스마트 기기를 활용한 역진행 자유탐구 수업이 초등학생의 디지털 리터러시, 21세기 핵심 역량, 과학적 태도에 미치는 영향 (The Effect of Elementary Free Inquiry Lessons Utilizing Flipped Learning with Smart Devices on the Elementary Students' Digital Literacy, 21st Century Skills and Scientific Attitude)

  • The purpose of this study was to investigate the effects of free inquiry lessons utilizing flipped learning with smart devices on digital literacy, $21^{st}$ century skills and scientific attitude of $5^{th}$ graders of elementary school. The subjects of this study were two different $5^{th}$ grade classes in J elementary school located in B metropolitan city. Free inquiry lessons utilizing flipped learning with smart devices were applied to experimental group, whereas comparison group was taught general free inquiry lessons using ordinary teaching materials. The results of this study were as follows: First, free inquiry lessons utilizing flipped learning with smart devices were statistically meaningful on students' digital literacy. Second, free inquiry lessons utilizing flipped learning with smart devices were not statistically meaningful on students' $21^{st}$ century skills. Third, free inquiry lessons utilizing flip teaching with smart devices were not statistically meaningful on students' scientific attitude. Fourth, free inquiry lessons utilizing flipped learning with smart devices caused an effectiveness on students' interests.

3, 4학년 '과학이야기'에 대한 초등학생들의 인식 조사 (Investigation of Pupils' Views on the 'Science Story' in the Third and Fourth Graders' Science Textbooks)

  • The purpose of this study is to investigate how $3^{rd}$ and $4^{th}$ grade elementary students view about 'Science story', which is recently inserted in the new version of science text books. For the study, four hundred $4^{th}$ graders at four schools were considered in the area of Cheonan city, Chungnam province. The degree of student's preference, preferable science topics from the 'Science story', the reason for their preference, and their attitudes toward general science were examined. The study was initiated after student's reading of the 'Science story' (Advanced science, Science in the life, Science in the history, and Future science directions). The student attitudes toward general science were examined using questionnaire survey prior to others. The results of the study are summarized: First, the students who have more interests and affirmative attitudes about science subjects with high scores are more favored about 'Science story'. Second, generally the students prefer reading topics in the order of 1) Science in the life, 2) Advanced science, 3) Science in the history, and 4) Future science directions. However the order was flexible depending on student's gender, preference, and attitudes. Third, the student's interests about 'Science story' was mostly raised from the new scientific topics in the book. And it was also raised partly from their personal interests and usefulness for science learning. Based on the results of our study, we included some suggestions for the improved 'Science story' and their utilizations.

일기속담에 대한 중.고등학생들의 인식과 과학수업에의 이용 (A Study on Secondary School Students' Recognition on Weather Proverbs and Application to Science Teaching)

  • Though the investigation of the suggested references proverbs related weather were collected and considered the probability of the usage on science instruction. The results are as follows. 130 proverbs related to weather were collected through the investigation of the suggested references. Most of weather proverbs are based on the states of sky, clouds, wind, precipitation, actions of animal, states of plants and the condition of people in daily life. they were classified according to weather types, natural phenomena and seasons. According to the results of analysing the students' recognition and interests on weather proverbs, most of students heard weather proverbs in their elementary school years firstly through their parents, books, and teachers. However they have only heard a few. Also many students also tend to think weather proverbs have a scientific base because weather proverbs have been told by many people through the ancient time and correspond to their personal experiences. Students responded that weather proverbs are useful for science learning on weather and can teach heritage and wisdom. After reading the suggested weather proverbs, their interests on weather proverbs were increased more than before reading. This is one of reasons why weather proverbs can be introduced to science classes. Weather proverbs were considered related to science curriculum. The third grade has a Unit "Fine days and Cloudy days", the fifth grade, "Unit of Weather Change", the Sixth grade, "Unit of Weather Forecast" , the Ninth grade, "Unit of Water cycle and Weather Change" and the tenth grade has "Unit of Earth". So the author consider that weather proverb materials can be used so effectively to bring about interest and motive in science learning.

When Science Met People Through Education: the Mechanics' Institute Movement in the 19th Century Britain

  • With an emphasis on scientific literary, science education has again became closer to the interests and needs of people and sometimes expands its scope beyond the boundaries of school and the curriculum. Science educators often claim that its historical roots can be traced back to the movements of General Science and Science and Citizenship during the 1920s-40s. This study attempts to re-interpret the historical meanings of the Mechanics' Institute Movement (MIM) from the perspectives of science education. In doing so, this study first introduces the process of the emergence of MIM with a focus on its founder, George Birkbeck, and the Andersonian Institute where evening science classes began to be open to skilled workers. Then the overview of MIM is described, with examples drawn from the London Mechanics' Institute and the Manchester Mechanics' Institute. In discussing science teaching of MIM, the details taken from various mechanics' institutions are examined in terms of why, what, and how to teach sciences. This study argues that the MIM was a unique social phenomenon in which science could respond to the needs of skilled workers through education, providing science learning opportunities which were otherwise unavailable and that the MIM shared many similarities with current practice of science education, moving towards a wider career perspectives, cross-subject, community-based, and informed citizenship.

  • Meteorological Research Institute (METRI) participates the R&E (Research and Education) program of Korea Science and Engineering Foundation,"Variability of ocean status around Ulleung basin and Dok-do by using ARGO data" as a part of "Carricula development for gifted students" program. From this program, we support students to have an opportunity for handling scientific data with advanced technology and inspire their scientific interests. In this article, we introduce the training processes of this program and the results of data analysis by the students themselves.

Regulation of International Economic-Legal Cooperation in the Field of Agricultural Production through the Prism of Information Technology Development

  • International economic and legal cooperation can ensure the transition of agriculture to the trajectory of sustainable development. The paper considers in detail the set of common goals and problems of an international nature, the solution of which is aimed at global legal regulation of cooperation between states. It is also noted about the impact of information technology on agricultural development. The following methods of scientific cognition are used: a historical, systematic approach to research, method of analysis, and synthesis. Research results: a scientific idea of the importance of international cooperation in general and global collaboration in the field of agricultural production in particular. It is stated that states are obliged to cooperate, regardless of differences in their political, economic, and social systems, in various areas of international relations to maintain international peace, security and promote worldwide economic stability and progress, the common good of peoples. It is emphasized the need to build such relations in the agricultural sector, which take into account the interests of all states.

자연어 처리를 활용한 메타버스 보도, 연구 간 인식 차이 비교 (Utilizing Natural Language Processing to Compare Perceptions of Metaverse between News Articles and Academic Research)

  • While public interests in the metaverse are growing recently in the Korean media and research, its understanding has not been fully established yet. In this study, we aimed to probe whether the rapid growth in media attention about the metaverse has increased its usage as a buzzword accompanied by an absence of scientific context. We analyzed publications and online news containing "metaverse" from 2020 to 2022. The data analysis methods are 1) time series frequency, 2) keyword network, 3) natural language model. The findings indicate the perception gap about metaverse between research and news articles broadened as its popularity has grown. Research about metaverse gradually expanded its connections with related topics-virtual and augmented realities-focusing on social changes in a remote environment. However, media reporting frequently used "metaverse" as a buzzword rather than explaining its scientific background, stimulating the proliferation of related topics and the dispersion of news content. This study further discusses the need for a media strategy to improve public conception of the long-term development of the metaverse.
