School safety in Japan in the 21st century has been directly influenced by changes in school education policy. The purpose of Japanese school education is to nurture self-reliance, cooperation, and creative humanity by promoting 'zest for life'. Reflecting this, the purpose of school safety is to strengthen survival capabilities that students can overcome in any disaster situation. The main features of Japanese school safety are as follows: 1) to emphasize ability to survive; 2) to focus on school safety role in home and community; 3) to balance between school safety and school education; 4) to emphasize school safety education through experiential and active learning; 5) to pursue safer school facilities; 6) to focus on continuous improvement through PDCA(Plan-Do-Check-Act); 7) to spread the UN safe school model. This analysis and discussion on Japanese school safety will give meaningful implications to Korea's school safety which has recently undergone dramatic changes.
Asian Branches of International Life Science Institute (ILSI), i.e. China, India, Japan, Korea and South East Asian Region, identified five key public health issue priorities of each region and compared the results. In case of China, India and South East Asian countries (Indonesia, Malaysia, Philippines, Thailand etc. ASEAN countries), communicable diseases were the first priority issue, while elderly issue and food safety were prime issues for Japan and Korea, respectively. Malnutrition was the second priority issue for India and ASEAN countries, whereas non-communicable disease like cancer and degenerative diseases was for Korea and China, and obesity far Japan. Typical issues were smoking for China, nutrition education for China and Japan, biotechnology aiming GMO for India, and functional food causing health claim problem for Korea and Japan. Although the priority varied with the socioeconomic situation of each county, food and water safety recorded the highest priority of all the countries. The key public health issues of Korea were discussed in detail.
In Japan, there are over the 100's fires in the social welfare organs every years. People are interested in fire protection who live in an institution for the aged or weak person's places and worried about it. I surveyed the social welfare organs were safety from fire to firewarden who worked at an institution for the aged in Tokyo. In the paper, I asked how do you think about the fire safety problems and condition of the facilities. And base on firewarden's view, I reviewed(examined) the fire prevention measures, each facility's problems and how to improve the fire protection.

Objectives: In Japan, there are many disasters such as earthquakes and tsunamis, and because of the high temperature and humid climate, health education for food poisoning may be particularly important. In addition, sexual problems caused by precociousness of adolescents, smoking and drinking are already serious socially important problems, and addiction problems are also emerging. Methods: Various publications from Japanese governments, interest groups such as government officers, health center workers, and people from health educators. For the information of Korean health education conditions, a current health educator and people from middle and high schools. Results: In 2012, based on the "Investigation Report on the Mind Care of Children in Emergency Disasters" from the Ministry of Education, Culture, Sports, Science and Technology, the Post-traumatic stress disorder (PTSD) situation of children in East Japan affected areas was discovered, and health education became important. In 2014, the "School Health and Safety Act Enforcement Rule" was amended, and health checkups are emphasized as part of school health. Conclusions: School health education in Japan differs from other health care systems in many ways with the system of Korea in the context of non-existence of official health education curriculum. Therefore, the purpose of this study is to develope how the curriculum of school health education in Korea.
Background: Crookes tube is utilized in junior high and high schools in Japan to study the character of electrons and current, and not for radiological education. There is no official guideline or regulation for these radiation source to the public. Therefore, most teachers have no information about the leakage of X-rays from Crookes tube. The peak energy of X-rays is approximately 20 keV, and it is impossible to measure using conventional survey meters. Materials and Methods: Each leakage dose of low energy X-rays from 38 Crookes tube in the education field, such as junior and senior high schools in Japan, was explored by the teachers in the school using radio-photoluminescence (RPL) dosimeters. Before and after the measurements, the dosimeters were sent by postal mails. Results and Discussion: At the exploration in this study, it was estimated that the 70 ㎛ dose equivalent, Hp(0.07) of X-rays from 31 Crookes tubes were smaller than 100 µSv in 10 minutes, at the distance of 1 m, where the Crookes tube was usually observed. However, the highest dose was estimated as 0.69 mSv by an equipment with the full power. Furthermore, one Crookes tube exhibited 0.62 mSv with minimum output power of the induction coil. This relatively large dose was reduced by the shorter distance of discharge electrodes of the induction coil. Conclusion: The leakage dose of low energy X-rays from 38 Crookes tube was explored using RPL dosimeters. It was estimated that the Hp(0.07) of X-rays from 31 Crookes tubes were smaller than 100 µSv in 10 minutes at the distance of 1 m, while some equipment radiated a higher dose. With this study, the provisional guideline for the safety operation of Crookes tube is established.

The object of this study is to show the international safety school operating characteristics certified by Community Safety Promotion Cooperation Center affiliated to the WHO to strengthen safety training course and create safe training environment in accordance with the importance of recently the safety education for students and safe environment in the school education course. It draw the kind of education program to prevent accidents in the elementary and middle school students because of analyzing student safety education program. It also suggest operation characteristics which were divided into physical environment and crime prevention environment.
The number of accidents in school zone is decreasing than before with the introduction of strengthening traffic safety policy since January 2011, but the danger still exists. The School zone sign is widely known to have much effect in protecting children from risks of traffic accidents, but design improvement is being demanded to improve a sense of safety and legibility of safety signs in School zone due to the lack of understanding on the safety signs in crosswalk and School zone. This study analyzed differences in shape and color of existing safety signs through a case analysis of traffic developed countries as America, England, Japan, and Germany and suggested improvement plans for drivers to clearly perceive the school zone. For improvement methods, this study suggested the importance of delivering definite and unified warning message for school zone to drivers by using indication sign and caution sign together, and to use yellow, a safety color, and to unify the safety sign into triangle shape that symbolizes warning and caution to conform the international standards. Actual design production and experiment through improvement plans are needed in the future, and it is expected to secure safety of children and to provide international standardization of safety signs in school zone.
Background: Traffic accidents involving professional drivers have serious societal repercussions. Unique occupational stressors and health risks exacerbate the likelihood of traffic accidents among professional drivers. This study explores the association between presenteeism-impaired work performance due to working while unwell-and traffic accident risk among professional taxi drivers in Japan. Methods: A prospective cohort study was conducted from June 2022 to February 2023, involving taxi drivers from a single company in Fukuoka Prefecture, Japan. Presenteeism was assessed using the Work Functioning Impairment Scale (WFun). Primary outcome involved the number of self-reported minor traffic accidents. The incidence rate ratio (IRR) of minor traffic accident occurrences was estimated using a Poisson regression analysis, adjusted for confounders including sex, age, and driving experience. Results: Of 838 targeted drivers, 435 were included in the analysis. Higher baseline work functioning impairment was associated with a significant trend of increasing IRR of minor traffic accidents (p for trend = 0.045). A dose-response relationship was seen between the degree of presenteeism and incidence rate of minor traffic accidents. Conclusion: Higher levels of presenteeism were associated with an increased risk of traffic accidents among taxi drivers. The findings underscore the need for socio-economic support and prioritized health management to mitigate traffic accident risk among professional drivers. This study highlights the importance of managing non-critical health issues alongside serious health conditions for safer driving practices among professional drivers in Japan.
The ignitability(minimum ignition energy, MIE) of a suspended dust clouds is very important aspect of technical safety indices. This paper reported the experimental results dealing with the influence of discharge circuit on the MIE of a suspended dust clouds. The movement of a suspended dust clouds was also observed with the high speed camera. The Hartmann vertical-tube apparatus(MIKE-3) described in the international standard of IEC and Polypropylene (PP, 50% volume-average, D50: $761{\mu}m$) resin powders were used in this experiment. The following results were obtained: (1) the MIE of a suspended PP powder depended markedly on the discharge circuit; in other words, when a resistor was connected in series with the discharge sparking circuit(RC), the lowest value(31mJ) of MIE was obtained for a suspended PP powder comparison with the other circuits(C circuit; 370mJ or LC circuit; 71mJ). (2) the discharge duration time is more important than other factors with regard to MIE of a suspended PP powder.
Background: In Japan, new regulations that revise the dose limit for the lens of the eye (hereafter the lens), operational quantities, and measurement positions for the lens dose were enforced in April 2021. Based on the international safety standards, national guidelines, the results of the Radiation Safety Research Promotion Fund of the Nuclear Regulation Authority, and other studies, the Working Group of Radiation Protection Standardization Committee, the Japan Health Physics Society (JHPS) developed a guideline for radiation dose monitoring for the lens. Materials and Methods: The Working Group of the JHPS discussed the criteria of non-uniform exposure and the management criteria set not to exceed the dose limit for the lens. Results and Discussion: In July 2020, the JHPS guideline was published. The guideline consists of three parts: main text, explanations, and 26 examples. In the questions, the corresponding answers were prepared, and specific examples were provided to enable similar cases to be addressed. Conclusion: With the development of the guideline on radiation dose monitoring of the lens, radiation managers and workers will be able to smoothly comply with revised regulations and optimize radiation protection.
