Rainfall observation using rain gage network or satellites includes the sampling error depending on the observation methods or plans. For example, the sampling using rain gages is continuous in time but discontinuous in space, which is nothing but the source of the sampling error. The sampling using satellites is the reverse case that continuous in space and discontinuous in time. The sampling error may be quantified by use of the temporal-spatial characteristics of rainfall and the sampling design. One of recent works on this problem was done by North and Nakamoto (1989), who derived a formulation for estimating the sampling error based on the temporal-spatial rainfall spectrum and the design scheme. The formula enables us to design an optimal rain gage network or a satellite operation plan providing the statistical characteristics of rainfall. In this paper the formula is reviewed and applied for the sampling error problems using several multi-dimensional precipitation models. The results show the limitation of the formulation, which cannot distinguish the model difference in case the model parameters can reproduce similar second order statistics of rainfall. The limitation can be improved by developing a new way to consider the higher order statistics, and eventually the probability density function (PDF) of rainfall.

Traditional statistical process control(SPC) applied to discrete part industry in the form of control charts can look for and eliminate assignable causes by process monitoring. On the other hand, engineering process control(EPC) applied to the process industry in the form of feedback control can maintain the process output on the target by continual adjustment of input variable. This study presents controlling and monitoring rules adopted variable sampling interval(VSI) to change sampling intervals in a predetermined fashion on the predicted process levels for integrated EPC and SPC systems. Twelve rules classified by EPC schemes(MMSE, constrained PI, bounded or deadband adjustment policy) and type of sampling interval combined with EWMA chart of SPC are proposed under IMA(1,1) disturbance model and zero-order (responsive) dynamic system. The properties of twelve control rules under three patterns of process change(sudden shift, drift and random shift) are evaluated and discussed through simulation and control rules for integrated VSI EPC and SPC systems are recommended.
The synthetic control chart (SCC) proposed by Wu and Spedding (2000) is to detect shifts in the process mean. The performance was re-evaluated by Davis and Woodall (2002), and the steady-state average run length (ARL) performance was shown to be inferior to cumulative sum (CUSUM) or exponentially weighted moving average (EWMA) chart This paper proposes a simple adaptive scheme to improve the performance of the synthetic control chart. That is, once a non-conforming (NC) sample occurs, we investigate the next L-consecutive samples with larger sample sizes and shorter sampling intervals. We employ a Markov chain model to derive the ARL and the average time to s19na1 (ATS). We also propose a statistical design procedure for determining decision variables. Comprehensive comparative study shows that the proposed control chart is uniformly superior to the original SCC or double sampling (DS) Χ chart and comparable to the EWMA chart in ATS performance.

In this paper, we develop a co-design methodology of stochastic optimal controllers and network parameters that optimizes the overall quality of control (QoC) in networked control systems (NCSs). A new dynamic model for NCSs is provided. The relationship between the system stability and performance and the sampling frequency is investigated, and the analysis of co-design of control and network parameters is presented to determine the working range of the sampling frequency in an NCS. This optimal sampling frequency range is derived based on the system dynamics and the network characteristics such as data rate, time-delay upper bound, data-packet size, and device processing time. With the optimal sampling frequency, stochastic optimal controllers are designed to improve the overall QoC in an NCS. This co-design methodology is a useful rule of thumb to choose the network and control parameters for NCS implementation. The feasibility and effectiveness of this co-design methodology is verified experimentally by our NCS test bed, a ball magnetic-levitation (maglev) system.
The phased array antenna has the ability to perform adaptive sampling by directing the radar beam without inertia in any direction. The adaptive sampling capability of the phased array antenna allows each sampling time interval to be varied for each target, depending on the acceleration of each target at any time. In this paper we design a three-dimensional adaptive tracking algorithm for the phased array radar system with a given set of measurement parameters. The tracking algorithm avoids taking unnecessarily frequent samples, while keeping the angular prediction error within a fraction of antenna beamwidth so that the probability of detection will not be degraded during a track update illuminations. In our algorithm, the target model and the sampling rate are selected depending on the target range and the target maneuver status which is determined by a maneuver detector. A detailed simulation is conducted to test the validity of our tracking algorithm for encounter geometries under various conditions of maneuver.

This study presents the results of our analysis and recommendations for process and productivity improvements. The project studied consists of a 5-story research building, with a structure of steel frames supporting concrete slabs. The observations focused on the analysis of the overall erection and framing process. The methods used for the analysis consisted in intensive visits on site, where construction processes were observed in term of resources, activities, durations, materials' handling procedures, and technology used. Back to the office, authors used the information captured to model the different trades' activities, using work sampling and 5-minute rating technique. The work sampling provides insight into the activity, hence allowing for process improvements. The productivity of various trades is strongly dependent on the organization of the work process and work site conditions. Improving the productivity of the entire project or company is not possible until everyone is committed to improvement.

Importance Sampling (IS) has been applied to accelerate the occurrence of rare events. However, it has a drawback of effective biasing scheme to make the estimator from IS unbiased. Adaptive Importance Sampling (AIS) employs an estimated sampling distribution of IS to the systems of interest during the course of simulation. We propose Nonparametric Adaptive Importance Sampling (NAIS) technique which is nonparametrically modified version of AIS and test it to estimate a probability of rare event in M/M/1 queueing model. Comparing with classical Monte Carlo simulation, the computational efficiency and variance reductions gained via NAIS are substantial. A possible extension of NAIS regarding with random number generation is also discussed.

A new in-line method for sampling neutrons emitted in (${\alpha}$,n) reactions based on alpha particle source information has been developed for continuous-energy Monte Carlo simulations. The new method uses a continuous-slowing-down model coupled with (${\alpha}$,n) cross section data to precompute the expected neutron yield over the alpha particle lifetime. This eliminates the complexity and computational cost associated with explicit charged particle transport. When combined with an integrated alpha particle decay source sampling capability, the proposed method provides an efficient and accurate method for sampling (${\alpha}$,n) neutrons based solely on nuclide inventories in the problem, with no additional user input required. Results from several example calculations show that the proposed method reproduces the (${\alpha}$,n) neutron yields and energy spectra from reference experiments and calculations.

We have performed a design optimization of a stiffened panel with curvilinear stiffeners using an artificial neural network (ANN) residual kriging based surrogate modeling approach. The ANN residual kriging based surrogate modeling involves two steps. In the first step, we approximate the objective function using ANN. In the next step we use kriging to model the residue. We optimize the panel in an iterative way. Each iteration involves two steps-shape optimization and size optimization. For both shape and size optimization, we use ANN residual kriging based surrogate model. At each optimization step, we do an initial sampling and fit an ANN residual kriging model for the objective function. Then we keep updating this surrogate model using an adaptive sampling algorithm until the minimum value of the objective function converges. The comparison of the design obtained using our optimization scheme with that obtained using a traditional genetic algorithm (GA) based optimization scheme shows satisfactory agreement. However, with this surrogate model based approach we reach optimum design with less computation effort as compared to the GA based approach which does not use any surrogate model.
