This is a pilot study on rural women's psychological trap to define some obstacles to self directed learning. During few decades, according to major crop of each farm household has shifted from rice to other crops like as vegetables, fruits, horticultures, livestock, etc., women's role or labor sharing of women in farming has been also increased. Although women are important human resources, till now, there is no a research or an approach to rural woman on the view of individual human being. Therefore this study will contribute to understand woman's behavior or attitudes based on psychological description at each person's experiences. For this study, the data was collected from 23 women leaders who participated in a training course in 2005, through the scale of Jeffrey E. Young & Janet S. Klosko which was developed to improvement of one's repetitious behavior based on cognitive psychological care. It was categorized into 11types of psychological trap of one person, named as follows; (1) trap of being deserted by someone (2) trap of disbelief and being ill-treated (3) trap of weakness (4) trap of dependence (5) trap of emotional deprivation (6) trap of feelings of alienation among society (7) trap of deficiency (8) trap of anxiety to failure (9) trap of subordination (10) trap of the merciless standard by self-estimation (11) trap of the sense of privilege. From the data, the average age of subjects was 52.8years old, and the educational back of subjects was higher than general rural women. In both of the trap of weakness and the trap of the merciless standard by self-estimation, the ratio of over and 4 point score of 6 points was 71.4% and 76.2%. It means most of subjects have experienced fear of unexpected calamity(trap of weakness), and mental press hard for efforts to meet one's ideal standard(trap of the merciless standard by self-estimation). Especially the trap of the merciless standard by self-estimation may have relation with rural women's over burden from farming and local society activities.
The purpose of this study is to analyze the actual situation of residents' participation in rural development projects, to identify their performance and problems, and suggest ways to develop desirable villages in rural areas. From reviewing relevant pre-studies, this study was done by interview, questionnaire, and observation targeting 140 leaders and residents of exampled village of the project in Jeollanam-do, as well as by listening opinions of relative experts. This study is largely classified into 4 parts, review of character and appearing background of village development project, review of theoretical discussion about residents' participation, evaluation of accomplishments and analysis of participation, and establishing a model for habitants-participating village development project and how to improve it. As a result of questionnaire, it was found urgent for habitants to convert their thinking about village development and their participation in it, to realize a model of this project, as well as political stimulus to promote that. Therefore, measures must be required to improve current village development projects and to promote them. First of all, a preparation period is required to sufficiently provide the village where habitants are willing to participate in, from the state of place selection. Besides, it is required to run away from profit-making businesses aiming at foreign people, to improvement of residents' welfare in a long term, and enhanced resources management in a broad view. Waste of working expenses seems to be solved through direct operation by a corporation in charge of profit-making businesses, under superstition of residents' community. Finally conclusion, expansion and practicalization of education to residents are essential, to promote their participation in rural development projects. Especially it must be practical education for habitants such as 'community-ship' or 'technology education in each interesting part,' rather than tour of other villages and unilateral lectures from experts. Along with this, a long term plan and systematic participation is more essential. Since planning itself can be mutual learning to enhance residents' capacity, a chance must be established to discuss and plan each part including resources-research, by making them participate in.
Sunchon National University Farming Promotion Center is a unique social education institution for the farmers. This study intends to analyze the educational and training programs for future farmer candidates with a expert technology, successors to the rural leaders of Saemaul Movements, expert farmers, the students of farming practice courses in the Department of Agricultural Education, and the citizens participating in the social education courses. It is an urgent problem to recruit the experts in social education, and in specialized and advanced farm management technology. A committee for the betterment of the social education program should be consisted of the social education experts, and alumni of the Farming Promotion Center to share their farming information with one another. In order to achieve the successful goal in the education program of the Farming Promotion Center, the well planned field trips and the supervised farming practices should be secured, and the follow-up management system for the people finishing the courses of the educational programs should be formulated.
The objectives of this study were to identify the roles of local government for developing community lifelong education, and to suggest desirable directions for upbringing human resource for the future in local community. The roles of local governments have become a more difficult challenge in the context of the ever increasing trends of rural population's moving toward urban areas mainly for the better education for their children. Even though there are regional differences in income level, educational environment, and budgetary constraints. local governments can play an important role in helping community people to build strong community in terms of economic development and enhancing the level of quality of life, and upbringing community leaders. Local governments' priority should be given to provide the better educational opportunities for students as well as community people through community lifelong educational programs.
Agricultural Extension Services in Korea have accomplished a significant role in self- sufficiency of rice, a national staple food, through green revolution in 1970's; supplying green vegetables even during the winter season through white revolution in 1980's; and establishing technical agriculture by organizing rural leaders and 4-H members. In 1990s changes were made in international situations under the Uruguay Round multilateral trade negotiations and inauguration of the World Trade Organization. This was followed by localization of the extension staffs and the functions of extension services in Korea changed dramatically from national government to local governments. Thus, a weakened national function resulted in loosening of the linkages of research and extension in central government and local extension offices. Difficulties were reported in diffusion of new agricultural technology and efficient management of extension personnel. Developmental tasks for better extension services for the 21st century in Korea would include recovering national functions of agricultural extension, and developing a new paradigm for extension service. This should include the following measures; 1) Cooperative extension service should be adapted to involve national as well as local governments and non-government organization. 2) The target groups for extension services should be expanded to include farmers, noel residents as well as urban consumers. 3) The role of the extension service should cover agricultural technological diffusion of innovations as well as managerial skills and leadership development for rural organizations. 4) Extension services should be introduced to small farmers as well as consultation services for advanced farms. Diversified approaches should be employed for mama effective services. 5) Pre-service as well as in-service education should be offered to secure better extension educators equipped with knowledge, understanding and abilities on agricultural technology, information, agricultural philosophy, instructional methods and communication skills.
인구감소와 고령화가 진행되고 있는 농산촌 지역의 '내발적 발전'에 의한 지역 활성화를 알아보기 위해서, 지역 활성화를 추진하고 있는 학산면 모리를 사례로 이러한 활동을 내발적 측면에서 검토하고, 이후의 과제를 지적하는 것을 목적으로 한다. 모리마을은 특산물인 포도의 유통 구조 복잡성과 수입 포도의 증가로 농외소득을 증대시키기 위해서 도농교류를 도입하였으며, 이로 인해 농외소득이 증가하고 있다. 도농교류 도입에 의한 운영 위원회가 조직되고 이장을 포함한 지역 리더가 여러 업무를 겸임하면서 마을업무가 일부 리더에게 집중되어 있다. 일부 리더 중심의 업무형태와 주민의 역할이 없는 마을 활성화사업은 지속성의 문제가 발생할 수 있다. 모리마을의 주민과 리더간의 문제점을 해결하기 위해서는 마을지도자, 참가 주민, 미참가 주민, 민박 등에 대한 세부적인 교육을 통해 최대한 많은 주민에게 적합한 역할분담이 필요한 것으로 보인다.
Such factors as the increase of population and me development of information technology were raised the needs of citizens in Korea. To meet these needs for the better services, Korean government has built up the computer networks that connect forty-two administrative operations of the central government since 1984. Through the computerization of administrative services, Korean government has been pursuing the balanced development among the regions in the country. To this end, regional informationization has been implemented since the mid 1980s. Specifically, rural villages has become information network villages (invils) by adopting computers and networks. Consequently, three hundred thirty-seven invils were implemented in the country. By selecting forty-six invils in Kyeongbuk province in Korea, this research was intended to find efficient and effective ways of operating invils. To find the problems and opportunities of the invils, the researcher has visited each of the forty-six invils between January 12th. and February 12th. in 2009. Two-round surveys were distributed to the managers of these forty-six invils. This research identified ten problems as below. a. Problems after the implementation of invils b. Problems occurred at the same rime as the operation of invils c. Problems with regard to the invil managers d. Problems with regard to the criteria of success or failure e. Problems with regard to the cooperation of administrative offices f. Problems with regard to the boosting of invil experience g. Problems with regard to software assurance developed in invils h. Problems with regard to incentives to invlis i. Problems with regard to the role of invils To solve these problems in hands of invils, this research suggested policy ideas in two levels: 1. invils 2. government Policies should be implemented by invils: a. Studies pertaining to influential factors on adoption and practice of family planning are very much needed to lower fertility, for family planning has regarded as only one social acceptable means to curb the accelerated population growth. One of the influential factors is known as rumors on family planning methods that hinder the actual practice of family planning. This study generally aimed at disclosing rumors on family planning methods prevalent in rural communities so that one could gain some in sights to cope with the ill effects of rumors to promote family planning Practice in rural communities in Korea. In order to accomplish the general aims this study formulated following four specific objectives; 1. Find out types and frequencies of rumors exposed of contraceptive methods. 2. Find out the relationship between the rumors exposed and socio-economic and demographic characteristics of new village leaders and health workers. 3. Examine the relationship between family planing rumors and family planning practices. The materials for this study were drawn from the two different sets of data gathered in July and Octorber 1977 respectivily by Center for Population & family Planning, Yon sei University. One is current family planning practice among eligible women reaiding in 4 Myuns in Kwang Wha country and the other is Survey on Rumor on family planning method heard by new village leaders and health workers in the four myuns. The four Myuns were divided into 60 small areas. Current family planning practice rate in each small area and as a whole were calculated. The unit of analysis in this study was not the indviduel person but the 55 small areas. Percentage, average, F-Test t-test and a coefficient of correlation were used for statistical analysis. Results of this study could be summarized as follows: 1. Rumors by different method of contraception: Medical complications, gastro-intestinal disorders, and difficulty in usage one most prevalent rumors about oral pills. Around 49% -77% of the 55 areas were often heard and the most frequent rumor was related medical complications of oral pills. Rumors on medical complications and incomplete effect of intrauterines as contraceptive were heard 51-66% of the 55 small areas. Rumors that vasectomy resulted in family problems, for instance infiedelity of spouse were often heard to 44% of the 55 small areas. 2. Rumors by socio-economic and demographic characteristic of new village leader and health workers: Among the demographic characteristics such as sex, age and sex composition of children, sex and age differentials in frequency of rumors heard more observed, Female new village health workers have heard more frequently than male new village leader. (t = 7.137, p> 0.01, d.f. = 53, a coefficient of correlation 0.27, p>0.05) The Younger age group less than 40 years of age have heard rumors of than the group over 40 years old. (t = 7.18, p>0.01, d.f. = 53, a coefficient of correlation 0.27, p>0.05) However, it was not observable that a consistent sex and age differentials in frequency of rumors heard of each contraceptive mettled, But, more female new village health works heard of rumors about intrauterine device than male new village leaders. (t = 0.497, p> 0.01, d.f. = 53, a coefficient of correlatin 0.32, p>0.01) 3. It was found that there was no statistically significant relationship between the frequency of rumors heard and current family planning practices on the whole, However, frequency of rumors heard about vasectomy appeared to have a positive relationship with current practice of vasectomy. A rather consistent pattern of relationship between“requency of rumors heard”and current family practice rate was demonstrated of 10 graphes which showed the relation between the two variagles. The current family planning practice rate in the“never heard”group and “frequently heard”group was equally lower than that in“often heard”group. The relatively consistent ∩ pattern of relationship needs to be farther investigated, for this pattern is different from the relationship that has been assumed to exist between these two variables.
As the information gap between rural and urban area, and between men and women has been widening, the Rural Development Administration(RDA) has initiated the women farmers information project from 2000. The aims of this project are; 1) to facilitate women farmers' computer and information application in agriculture and income generating activities, and 2) to make them to be leaders to popularize computer application in rural area and agricultural sector. For these, RDA has provided not only PC, software, computer training but also the post support of extension educator to target group. This paper focused on evaluating the effect of the project, clarifying the related variables with the effect, and providing suggestions to enhance the effect. The data were gathered from 310 target women farmers and 166 extension educators in charge of the project all over the country by mailing survey with questionnaire. The main findings of this study were as follows; 1) The level of computer application of the target group was improved drastically, 2) As their self-assessment, they could improve psychological fear on the computer, recognition about information, and attitude to seek information, 3) This project was helpful for them in terms of information gathering and farm(or income generating activities) management, 4) They tried to disseminate the benefit of computer application to neighbors, so that the neighbors' interest in computer and attendance of computer training were improved, 5) Variables such as the computer training hours, the number of interaction with extension educator, formal schooling and farming history were significantly related to the project's effect. To enhance the project's effect the following strategies should be carried out; 1) The period of the computer training course should be standardized and the subjects should attend to the computer training course for the standardized period. 2) Through continuous interaction with the subjects, the extension educator should support them to use computer well and to overcome some difficulties as a beginner. 3) In selecting the subjects, the priority should be given to the person who graduated high school at least. 4) The subjects should focus on using management software, gathering useful information for their business, and selling their products directly to the consumer. 5) So as to enhance the abilities mentioned above, RDA should strengthen learning opportunities through on-line training and providing educational software, besides of existing off-line training.
코로나19 유행에서 건강마을 위원들을 대상으로 주요 건강문제, 건강리더의 역할, 필요한 사업, 비대면 사업 추진을 위한 디지털 환경을 조사하여 코로나 장기화에 따른 농어촌 주민 대상 건강마을 사업의 방향을 제시하고자 하였다. 2020년 11월 30일부터 12월 21일까지 건강마을의 건강위원 총 585명을 전화면접조사 하였다. 주민들이 인식하는 건강문제는 코로나19 감염우려(48.5%), 우울(32.5%), 의료서비스 이용 어려움(9.4%), 운동 부족(7.7%)의 순이었다. 코로나 상황에서 건강위원회의 역할은 방역수칙을 지키도록 격려하였다가 91.3%로 가장 많았다. 필요한 건강마을 사업으로 건강물품 제공, 정신건강사업 요구도가 높았다. 가정 내 인터넷이 연결된 컴퓨터나 스마트 기기가 있다는 17.9%, 인터넷 정보의 접근과 이용에 문제가 발생한 경우 쉽게 도움 받을 사람이 마을 내 있다는 42.2%였다. 주민 공공시설에 동영상 시청은 36.9%, 인터넷 사용 가능은 22.2%였다. 코로나 방역과 치료로 농어촌 주민들에 대한 보건의료 서비스 제공이 원활하지 않은 공중보건 위기 상황에선 마을 내 건강리더를 통한 건강관리와 방역이 필요하며, 비대면 환경에서 주민 참여형 건강마을 사업을 할 수 있는 디지털 환경 인프라 구축이 요구된다.
