The Image of Ruralism in Korea through a Text Mining for Online News Media analysis (인터넷 뉴스 데이터 텍스트 분석을 통해 본 우리나라 농촌다움에 대한 이미지 연구)

  • The rural areas in South Korea have changed rapidly in the process of national land development. Rural landscapes have become discoloured, and their attractiveness has decreased as cities have expanded. But the attractiveness or multifunctional values of rural areas has become more important in contemporary society around the world. According to this social demand, the efforts of conserving the rural landscape are of high priority and the recovery of ruralism in the area is required. This study has tried to understand how the public image of ruralism in South Korea has been influenced by the news media. The study retrieved news articles using the web searching portal site from the six keywords, commonly used to refer to ruralism, including 'rural landscape', 'rural community', 'rural tourism', 'rural life', 'rural amenity', and 'rural environment'. News data from the six keywords were also collected respectively from within the year-period of 2004-05, 2007-08, 2012-13, and 2016-17. In the text mining analysis, the nouns with high Degree Centrality were figured out, and the changes by year-period were identified. Then, LDA topic analysis was performed for text datasets of six keywords. As a result, the study found that the news articles gave an informed focus on only a handful of issues such as 'poor rural living condition', 'regional or village improvement projects', 'rural tourism promotion projects', and 'other government support projects'. On the other hand, nouns related to virtues and values in the rural landscape were less shown in news articles. These results have become more apparent in recent years. In the topic analysis, 35 topics were identified. 'village development projects', 'rural tourism', and 'urban-rural exchange projects' were appeared repeatedly in several keywords. Among the topics, there are also topics closely related to ruralism such as 'rural landscape conservation', 'eco-friendly rural areas', 'local amenity resources', 'public interest values of agriculture', and 'rural life and communities'. The study presented an image map showing ruralism in South Korea using a network map between all topics and keywords. At the end of the study, implications for Korean rural area policy and research directions were discussed.

Development Strategies for Rural Tourism in Nam Hae (남해군 농촌관광의 기본방향과 추진전략)

  • This study tried to examine the possibility of rural tourism policy in Nam-Hae county and to provide a strategy for development of the local economy. It was carried out on a basis that the rural tourism businesses are operated by the local government(Nam-Hae county office). In doing so, this study investigated social, cultural and geographical characteristics and the regional tourism resources of Nam-Hae area. Based on the survey, it classified the types of rural tourism and suggested provisional tourist maps by the type. This study assumed that the local government has a full responsibility for the rural tourism businesses from the initial stage of setting up development plans to the operation of the businesses. Rural tourism theme courses of each small-position area provided tourists with tour courses and time schedules depended on geographical features of the areas. It produced a map that actually makes possible the theme rural tourism. The conclusion of this study is that the quality of living in Nam-Hae county would be improved with the rural tourism businesses which lead to increase in farm household income and to develop local settlement areas.

A comparative case study of neighbourhood making for promoting a local amenity (지역 어메니티 촉진을 위한 마을만들기 운영사례 비교연구)

  • The aim of the research was to analyze programs, outcomes, promotion process, and operation methods of neighbourhood making to provide basic information for progressive improvement directions in the future. Buk-gu in Gwanju city, samdeok-dong in Daegu city and dongpirang in Tongyeong city were selected for a comparative analysis. The main bodies of neighbourhood making for promoting a local amenity were analysed for this research. The results indicated that a voluntary and continuous participation of residents was expected in the case of neighbourhood making led by the residents. However, a steady budget support from the outside was necessary for the continuous management and improvement of neighbourhood organization. For this, a voluntary agreement was required through the consultative group and committee formation. The member of civil organization has a limitation in the ability to develop and maintain continuos activities in the case of neighbourhood making led by a civil organization. This research found that operation methods including the constant checking, the search for new ideas through assessment of the resident's participation, local festivals for a community formation and real satisfactions of residents' desires were needed in the neighbourhood making led by a civil organization. A participation rate in neighbourhood making was low in the case of neighbourhood making led by administrative bodies. This result indicated that the long-term strategics for space renewal and community revitalization were important. Various easy ways of residents' participation to reflect their interests and operation systems were also needed. Finally, current local issues, active residents' participation and residents' opinions would be included in the process of neighbour making in the future.

Rural Community Development and Policy Challenges in South Korea (한국 농촌지역개발과 정책과제)

  • Current rural development polices in Korea consist of three programs, namely: integrated rural community development, rural tourism development, and community based industry development. Within these areas, national and local policies have often concentrated on trying to encourage ‘bottom-up’ development revolving around the commodification of cultural or amenity resources. In important ways, the three categories of rural development programs are more of a community development program than an economic development program. In Korea, it is true to say that governmental decisionmaking is slowly being influenced in terms of community, self-reliance and self-help, which are gradually creeping into the discussion on rural development. I suggest that the planning process itself had to include broad public participation and partnership and bottom-up approaches, not merely the product of a planning office or consulting firm.

  • Recently the Korean government provided forest recreation areas through developing evaluation index of rural areas amenity resources, forest therapy and recreational forest for revitalization of rural areas and national health promotion. However, what the public wants is just one place which includes all recreational facilities. GRAT tourism means Green, Rest and Therapy-Tourism. It is a new concept of recreational forests. This study defines GRAT-Tourism, the new concept of recreational activity and discusses the development of the GRAT-Tourism Evaluation Index.

  • Theme trail construction should be changed from existing form which connects line to line, or point to line. It should be developed into area form. The project of Trail construction must be converted in area form. The aggregate of the points which is a base element of walk is a line, and the harmonious connection of various line is the area. The close relationship with points and lines is important to operate the project of trail construction in area form effectively. Subject of the project of Theme trail construction of area form must become the village residents which are being contiguous in trail. They must operate management and about trail. The project of Trail construction of area form the plan making is established and if the subjects which, will operate and manage that place are decided upon according to theme must construct the trail of the wide area concept which connects the trail of that trail and neighborhood. If becomes like that local resident and the citizen will be able to coexist with mediation of Trail. If the project of Trail construction of village resident leading is propelled applying rural amenity resources in a way, the trail model which one phases advances could be presented for ecological, economical and cultural.

A Development Strategy for Rural Villages Based on the Major Factors to Tourism Income (관광소득의 요인별 분포특성에 근거한 농촌마을 개발전략에 관한 연구)

  • This study aims to suggest new development strategy for rural villages considering their tourism income. In order to select the several study villages, the present study surveyed roughly the outline for resource characteristics about green-tourism of 83 rural tourist villages introduced on the internet. On the five rural villages, which are Moondang-ri, Yangsoo-ri, Molwoon-ri(Tomato-village), Yongsan-ri(Yongbayi-gol), and Kaya-ri(Ogam-village) located on Chungnam, Kyunggi, Kangwon, Chungbuk, and Kyunggi province, this study surveyed detailed data on the tourism income. The results show that the food sales business in the village makes about 50% of the total village income per year from the tourist, and followed by agricultural products sale, stay in farmhouses, and experience activity in the villages. The average total income of the five villages was estimated 93 million won per year and the average income per household was 1.5 million won in the study villages. The study suggests new strategy with the three kinds of important components for the rural village development considering the analysis results such as the bringing up of human resources for the village management and developing experience program for tourist, the characterization of agricultural products in the village, and the remodeling of village amenity environment for tourists.

An Analysis of the Landscape Character in Environment Friendly Cultivated Land Based on Rural Amenity (어메니티에 기초한 친환경농업 경작지의 경관특성요소 분석)

  • This research is focused on not only cultivated land as an important factor which represented the agricultural district, but also details of the research in the landscape of cultivated land. Moreover, we also focused on the cultivated land operating environmental friendly agriculture which took a lot of interest among the landscape of the cultivated land. The reason is, we judged environmental friendly agriculture is not only the simple purpose only for manufacturing food but also the key role for preserving their environment and landscape, and making sustainable agriculture. For this reason, our research treats the analysis that operating environmental friendly landscape has what kinds of different factors in landscape characteristic compare with other general agricultural methods. Plus we selected evaluating both the degree of citizen's presence and the degree of rural residents's importance in those factors as a mainly research matter. We drew out the landscape of cultivated land and concerning factors by analyzing policies(ESA, CSS, CTE, MFSP, ACL, etc) concerned with overseas agricultural landscape to deduct landscape Character factors in internal cultivated land. Based on eleven items of landscape factors in cultivated land deducted by documents research, we started to conduct field studies during MAY. 7th. 2004 $\sim$ JUL. 8th, DEC. 1th $\sim$ 3th reaching 32 villages and concerned institutes to deduct the factors in landscape characteristic in agricultural cultivated land in detail. We analyzed degrees of importance and preference in citizen and rural residents classified by 5 province of the whole country to evaluate the landscape Character factors in environmental friendly agriculture deducted by field research and 21 documents including extra items such as a scene of duck grazing by the duck techniques which is very popular way among internal environmental friendly agriculture, gardening space composed around farm and furrow on slope ground formed by unique topology in hilly country. The research period was progressed for 20 days from MAY. 28th. 2005 $\sim$ JUN. 17th. This research is the result that cultivated land landscape as a detail item holding agricultural environment especially, it is also meaningful result in environmental friendly agriculture as a basic research, because it is not only a value of simple food producing but also very effective role in both landscape and environmental parts.

Relationship between Retirement Migration and Economic Development of Rural Communities in Korea (은퇴인구 유입과 지역경제 활성화와의 관련성 분석)

  • Recently, there has been a gradual growth of retired in-migrants in high-amenity, rural areas in Korea. However, little has known about that the retirement migration is a blessing or a blight for a local economy in Korea. Therefore, in this study, we intend to explore the relationship between retirement migration and economic development of rural communities in Korea. For this purpose, we used the 1995 and 2000 census data and annual regional statistics for 138 counties in Korea. Based on the previous empirical studies, economic development was measured by 3 indicators such as GRDP (Gross Regional Domestic Product), job creation in the wholesale and retail sector, and the increase of local tax. Also, cross-tab, scatter plot, and correlation were analyzed using the SPSS Windows Program. The finding are as follows: First, from 1995 to 2000, nearly 11 percent of rural counties showed 10 percent and over increase of in-migration rate among retirees. Second, correlation statistics showed a close relationship between retirement in-migrant flows and economic resurgence. In particular, retirement in-migration rates were significantly tied to the job creation of the wholesale and retail sector (r=.19, p<.05) as well as car ownership rate (r=.58, p<.001) resulting in the increase of local tax. However, there was non-significantly positive correlation between retirement in-migrant flows and GRDP change (r=.13). Knowledge of these relationships will be important to policy-makers and for understanding the role that retirement in-migration play in stimulating economic growth of rural communities in Korea.

A Study on the Rural Tourism Education in the Korea National Agricultural College (한국농업전문학교 농촌관광교육에 관한 연구)

  • The objective of this study was to investigate the necessity of rural tourism education in the Korea National Agricultural College and suggest the educational plan. Recently, the Korean government proposes the rural tourism as an alternative plan for solving the problems of agriculture and rural community that experience difficulty by the opening of agricultural market and the falling price, etc. As result of investigation of cases of OECD nations and the growth rate of tourism market in Korea, it has been determined that the demand of rural tourism was sufficient. The Ministry of Agriculture & Forestry makes a goal of attracting the yearly 150million tourists by 2013 to the rural communities. Rural tourism can be new income source in the rural communities in Korea. It is important to develop the resources in the rural amenity and promote the tourism leader group with it that will be applicable in the field in order that this rural tourism may take its place as main source of income. As a result of research, on the characteristics of the Korea National Agricultural College that the demand of manpower about the rural tourism and the most of students settled down on the rural community after their graduation, it has been determined that the education for rural tourism leaders in the Korea National Agricultural College would authenticate the validity. Also, it suggested the educational plan by the curriculum for the education for the rural tourism leaders, and suggested the necessity of the establishment of the department of rural tourism. The establishment of the department of rural tourism in the Korea National Agricultural College should be investigated and determined carefully through the relations with the other departments and the process of collecting the public opinions within and outside schools, etc.
