Purpose: To compare of health inequalities between rural and urban areas in term of health status, health behaviors and medical care utilization by using national-wide data. Method: The data came from the 2000 and 2005 census data, 2004 death certification statistics and 2001 national health and nutrition survey. The health indicators used in this study were mortality, perceived health status, health related behaviors, morbidity, accidents and suicides, mental health-related factors, health care accessibility. Korean rural areas have been experiencing a rapid aging process and there are demographic differences between rural and urban populations. Thus, both of crude rates and age-adjusted rates were compared. Result: Although the degrees decreased after adjustment for age, health inequalities between areas still existed. The people who lived in rural areas suffer from higher mortality, morbidity and unhealthy behavior compared to people in urban areas. Especially, regional health inequalities for women were significant. Health care accessibility in rural areas was also lower and medical indirect costs for rural residents were higher than those of urban residents. Conclusion: To reduce health inequalities between geographical areas, political efforts to tackle health inequalities in the rural areas are required.
Living conditions of the rural elderly were assessed in terms of clothing behavior, health and nutritional status, housing and envioronmental condition, and psychological adjustment. The subjects were eighty individuals over sixty residing in the rural community of Iksan-kun, Chollabukdo. The interview method using questionnaires, direct measurement, and observation was used for this study. Data were compared with those obtained from a previous study of the elderly residing in an urban area. Clothing behavior showed that the elderly residing in the rural community were more concerned about plain and conservative design of clothes than their urban counterparts. Special protective clothes for cropdusting with agricultural chemicals had not been prepared. The following urgent needs were pointed out: development and supply of agricultural chemical protective clothing and development and education of appropriate washing and clothing care methods. The health status of the elderly was generally good, but poor eating habits were found more frequently in the rural elderly than among the urban dwellers. Several dietary nutrient intakes were insufficient. Contrasting the urban elderly with the rural group, it was found that the urban group lacked sufficient vitamin A and vitamin C and the urban women had insufficient calorie whereas the rural group was deficient in protein, vitamin A, calorie, and fat. A significant relationship was found between dietary nutrient intake and health index, food habit points, self recognized health status, meal satisfaction, and economic status. Urgent needs of the development of a nutrition education program for the elderly were pointed out. Most of elderly residing in the surveyed rural communities were living alone or with their spouse only, therefore only one room was used among the three or four available rooms. Most of the rural elderly were living either in a traditional Korean house built with differing floor levels or in a modified Korean style house. Minimal modernization had been made for kitchen facilities such as sink and gas range or for heating facilities with the briquette boiler. However, sanitary space such as lavatory and bathroom had not been remodeled. A housing welfare program for rural communities should be implemented at the national level. The comparison of psychological characteristics of the rural elderly with their city counterparts revealed that the rural elderly have a more stable psychological status and optimistic attitude than those living in a city. However, it was found that most of the elderly did not have any future plan. Community programs for the elderly including hobbies or leisure activities or education programs to generate close interpersonal relationships with their children should be developed and provided.
The objectives of the study are to identify the issues and problems encountered in Korea's current integrated rural regional development(IRRD) program and to suggest policy remedies to cope with them. Secondary data and materials ate mainly used for the study. Since the mid-1980s, rural settlement planning has been carried out in the Republic of Korea, In the planning process,'scale of economy'perspectives and settlement policy have been emphasized for increasing the efficiency of investment. During the 1990s, rural settlement and major village development projects have been implemented under the rural structure transformation programs. Agricultural structure adjustment projects for land consolidation and sizable farming have been separated from the rural settlement and mojor village development projects. Based on the evaluative analysis for the rural structure transformation policy and program, some problematic issues were raised as follows: (a) lack of integrative control function in the program'(b) weak linkage between living environment improvement and agricultural development projects: and (c) lack of comprehensive village development planning and implementation system. The policy issues to solve the problems were suggested as follows: (a) adoption of bottom-up approach in new IRRD planning and project system : (b) projection of comprehensive development planning and project at the village level; and (c) introduction of new regional agriculture development projects such as direct payment system for farming in less favorable areas and organic farming.
Farmland spatial data are needed as a basic information in conducting rational use of farmlands in regional scale. This study develops a method that can be used to make up such farmland spatial data in a simple way and to develop a technique to manage them in a unitary way, and examines the effectiveness of the technique by applying it to the case area. A method that Web-Service Raster Image and Digital Cadastal Map can be utilized as a base map was devised. It was designed applying the vector system, in which one lot of farmland is area unit. Raster image and field survey data were combined to increase the accuracy of data. The lot boundaries of the existing boundary map were adjusted to the shapes of actual farmlands using GIS edition function. A proper farmland use classification system to the area characteristics was established and data obtained from the field survey were coded. Usually it is very difficult to identify the size of one lot of actual farmland in the existing space data, based on the results of the case study, the result map showed actual topography very realistically. Also the frequently occurring lot divisions and the serious topographical modifications by natural disasters frequently have made it impossible to survey farmlands on the catastral map in the field. But the final map had a great usefulness in that it may solve such problems by expressing the filed survey results graphically.
The Law of the People's Republic of China on the Mediation and Arbitration of Rural Land Contract Disputes, which was adopted at the 9th session of the Standing Committee of the 11th National People's Congress of the People's Republic of China on June 27, 2009, is hereby promulgated and shall come into force as of January 1, 2010. This Law is enacted with a view to impartially and timely settling the disputes over contracted management of rural land, maintaining the legitimate rights and interests of the parties concerned and promoting the rural economic development and social stability. The mediation and arbitration of disputes over contracted management of rural land shall be governed by this Law. The disputes over the contracted management of rural land include: 1) disputes arising from the conclusion, fulfillment, modification, cancellation and termination of rural land contracts; 2) disputes arising from the sub-contract, lease, interchange, transfer, holding of shares and other means of turnover of contracted management rights to rural land ; 3) disputes arising from the withdrawal and adjustment of the contracted land; 4) disputes arising from the confirmation of contracted management rights to rural land; 5) disputes arising from impairment to the contracted management rights to rural land; and 6) other disputes over contracted management of rural land as prescribed in law and regulations. The disputes arising from requisition of collectively owned land and the compensations therefor do not fall within the scope of acceptance by the rural land contract arbitration commission, they may be settled by means of administrative reconsideration or lawsuits. In the case of disputes over the contracted management of rural land, the parties may make reconciliation by themselves or may request mediation by the villagers' committee, people's government of the township (town), etc. This study analyzed each process and the main issues on the point of the Mediation and Arbitration of Rural Land Contract Disputes.
Korea is becoming a model country for the developing countries' agricultural and rural development. Drawing implications for Vietnam from Korea's experiences can help make development strategies and policies for other developing countries including North Korea as well as for Vietnam itself. Vietnam is facing an inefficiency in agricultural production and the gap between urban and rural growth has been widening. Farm sizes per household are small and farmlands are scattered. Diversification in rural industry is very restricted. To attack these problems, investment is urgently needed for rural infrastructure building as well as agricultural structure adjustment. In the process of rural development, there have been also encountered such problems as financial procurement, community's spontaneous participation, manpower development for adjusting to industrial structural change. Korea's experiences may be helpful for establishing rural development strategies and policies in Vietnam. Benchmark scopes can go beyond Saemaul Undong in 1970s. Korea's pre- and post-Saemaul Undong era as well as the Saemaul Undong era can be referred. In the wake of globalization, Vietnam has not only experienced compressed rapid economic growth but also encountered policy tasks to eradicate poverty, to realize self-reliance and income increase, and to lessen urban-rural development gap, at the same time. Korea's experiences show that priority needs to be put on the establishment of national and rural development strategies based on Vietnam-specific conditions, utilization of village's resources including community tradition and social capital, fund raising for rural development, farmland development and mobilization, production and living infrastructure building, technology transfer for farmers and vocational training for new job seekers.
Soil erosion is detrimental to sustain soil productivity in north Korea, since agriculture of this country depends largely upon the slope land in mountainous area. Taking any measure for protection from erosion should be based on prediction of soil loss. Estimation of rainfall factor, R, in north Korea for the Universal Soil Loss Equation was attempted. The monthly precipitation data of the twenty six locations provided by the Korean Meteorological Adminstration were used. From the relationship between II_30 and the July-August precipitation concentration percents, the regional adjustment factor was obtained. The rainfall factor was calculated with the monthly precipitation data and the regional adjustment factor. The annual precipitation in north Korea ranged from 606 to 1,520mm, and the July-August precipitation concentration percents were 34.4 to 53.8. The regional adjustment factor ranged from 0.53 to 1.33 showing lower value in the highland and east coastal region than in the mid mountainous inland and west region. The R-factor value estimated from the monthly precipitation and the regional adjustment factor ranged from 107 to 483, which was lower than average value in south Korea.

Is the Fourth Industrial Revolution a revolution for cities only? Through the Fourth Industrial Revolution, Korea has entered quickly in the influence area of intelligent information technology such as IoT, AI, Big data, Cloud, ICT, Digital twin. However, as the information gap between the rural zone and the urban zone worsens, a policy was needed to reduce such a gap. Therefore, this research analyzed EU's smart village project, and investigated the problem and improvement of the actual smart village through the interview and field study with the person in charge of the actual smart village project in Korea. Based on the analytic result, 5 plans were deduced to improve Korea's smart village project. First, make the realistic adjustment of project period to assure the sustainability of smart village; second, make the new establishment of the department in charge of smart village project; third, construct the system of integrating and cooperating the policy that can embrace all the rural zone and the urban zone; the fourth, expand the application area of customized ICT technology according to the new rural policy environment; and finally introduce the residents' capacity development project through the rural guidance project.
In order to produce crop information using remote sensing, we use classification and growth monitoring based on crop phenology. Therefore, time-series satellite images with a short period are required. However, there are limitations to acquiring time-series satellite data, so it is necessary to use fusion with other earth observation satellites. Before fusion of various satellite image data, it is necessary to overcome the inherent difference in radiometric characteristics of satellites. This study performed Korea Multi-Purpose Satellite-3 (KOMPSAT-3) cross calibration with Landsat-8 as the first step for fusion. Top of Atmosphere (TOA) Reflectance was compared by applying Spectral Band Adjustment Factor (SBAF) to each satellite using hyperspectral sensor band aggregation. As a result of cross calibration, KOMPSAT-3 and Landsat-8 satellites showed a difference in reflectance of less than 4% in Blue, Green, and Red bands, and 6% in NIR bands. KOMPSAT-3, without on-board calibrator, idicate lower radiometric stability compared to ladnsat-8. In the future, efforts are needed to produce normalized reflectance data through BRDF (Bidirectional reflectance distribution function) correction and SBAF application for spectral characteristics of agricultural land.
This paper reports the results of the 2009 Internet volunteer panel version of the social survey conducted by Statistics Korea (Korea National Statistical Office). Authors identify socio-psychological characteristics of Internet survey volunteers and present quantitative evaluation of the propensity adjustment weighting method intended to remove Internet sample bias. The nine criteria used for propensity adjustment were regions, urban/rural, gender, age, education, consumer satisfaction, views on income distribution, newspaper access and Internet news access. Propensity adjustment weighting based on the logit model and rim weights were applied to the online survey of 2,903 respondents using the face-to-face area sample data of 37,049 respondents as reference. A total of 106 items were used for evaluating the propensity adjustment weighting methods. The results showed that in 80% of survey items the propensity adjustment weighting yielded better estimates compared to simple demographic weighting. This suggests that Internet surveys by volunteer panels are useful for conducting the general social study in Korea. The reference survey data for this study contains several items on social-psychological behaviors and attitudes, is large in size and obtained by probability sampling. Thus it may be utilized in propensity adjustment of other Internet surveys.
