We are witnessing the growing maritime tension on the East Asian sea these days. Each naval powers in the region are competing each other to acquire more advanced naval capabilities. Based upon the rapid economic development, China is actively beefing up its naval capabilities and expand its boundary of naval activities all over the East Asian region. Chinese Navy already unveiled its expansive naval strategy replacing the traditional concept of 'Near-Sea Defense' with the new concept of 'Far-Sea Defense' strategy. In response to potential rival's naval build up, the U.S. is redeploying its naval forces focusing on the Asia-Pacific region. The U.S. enhances its joint naval exercises with the countries in the region, such as Japan, India, Australia and so on. In addition, Washington is devising new naval strategy under the concept of 'Air-Sea Battle' to deter Peking's so-called 'Anti-Access/ Area Denial(A2AD)' strategy. As a close ally of the U.S., Japan also disclosed its clear intention to strengthen the Maritime Self Defense Force(MSDF)'s capabilities by introducing the new concept of 'Dynamic Defense Force' in 2011. Under the new concept, JMSDF is pursuing the additional acquisition of submarines, quasi-aircraft carriers, Aegis-equipped destroyers, etc. Under the new president's strong leadership, Russia is also invigorating the naval build-up. Especially, Russia is fortifying the Pacific Fleet's naval assets by deploying new-type of naval ships such as the Mistral which was imported from France. In the midst of competitive naval build-up among the major naval powers in the region, we are observing the growing maritime conflicts on the East China Sea as well as South China Sea. Those naval conflicts can pose severe threats to our national interests. Maritime conflicts on the East or South China Sea can imperil our sea lanes which will be indispensible for national economic development. Neighboring countries' maritime conflicts also will cast an uncertainty on the path to mobilize international cooperation to resolve the North Korean issues. We should contribute to ease the maritime tension in the region by various ways. First, we should actively galvanize the bilateral maritime dialogue among the major naval powers in the region. Second, we also should take the lead to form a multilateral maritime cooperation mechanism in the region. Above all, we should set the aim to be a peaceful maritime power who can contribute to a building of stable maritime order in the region with a considerable naval power.
As an essential means of generator voltage regulation, excitation control plays an important role in controlling the stability of the power system. Therefore, the reasonable design of an excitation controller can help improve the system stability. In order to raise the robustness of the generator exciting system under outside interference and parametric perturbation and eliminate chattering in the sliding mode control, this paper presents a generator excitation control based on the quasi-sliding mode pseudo-variable structure control. A mathematical model of the synchronous generator is established by selecting its power, speed and voltage deviation as state variables. Then, according to the existing conditions of the quasi-sliding mode, a quasi-sliding mode pseudo-variable structure controller is designed, and the parameters of the controller are obtained with the method of pole configuration. Simulations show that compared with the existing methods, the proposed method is not only useful for accurate voltage regulation, but also beneficial to improving the robustness of the system at a time when perturbance happens in the system.
Through this research, the current state of naval coordination and guidance of shipping is reviewed whereupon which a suggestion is made for a novel role which satisfies the needs of the people and the country asked of the Navy. Taking into consideration the dynamic security environment, the developing relationship between the two nations on the Korean peninsula, and the influence that the Republic of Korea has on maritime security, it is made more urgent that the Navy takes a proactive course of action in terms of naval coordination and guidance of shipping. The current form of Korean naval coordination and guidance of shipping is adapted from the logical and flexible concepts of NCAPS and NCAGS and is one of many tasks that the Republic of Korea Navy must perform. However, when the Republic of Korea Navy develops blue-water capabilities with the ambitions of protecting its people and their way of life, naval coordination and guidance of shipping could potentially become one of the primary functions of the Republic of Korea Navy that the it must champion. Already, there are indications that foreign navies are, through many developments and commitment towards naval coordination and guidance of shipping, protecting its people and states' interests wherever is necessary. In the case of Chile, its Navy has taken the helm of naval coordination and guidance of shipping and has integrated various maritime organizations including the coast guard and the National Customs Service for the sake of maintaining regional maritime security, showing immediate force if necessary. Presently, as the Republic of Korea Navy looks to be a global naval power, it is important that a reprioritization of the Navy's mission is undertaken, all the while sustaining military readiness posture on the Northern Limit Line. It cannot be any more emphasized how crucial thorough military readiness posture is as a natural stance against the enemy. That being said, contributing towards international maritime security is consistent with the nation's standing. It is a fact that maritime security has been conceptualized and developed merely as a study within the Ministry of Maritime Affairs and Fisheries, the Republic of Korea Navy, and other governmental organizations, forces, and academia. Naval cooperation and guidance of shipping suggested by this research as a practical operational field is a concrete solution to what once was an abstract concept. To stand firm on its status as a maritime nation, the Republic of Korea must establish a Maritime Security Organization within its Navy and develop the appropriate doctrines. Attaining experts, developing doctrines, and cultivating the capability to deploy maritime forces will allow for the Republic of Korea to execute a primary role in keeping international maritime security and naval coordination and guidance of shipping. To fully achieve its latent potential necessitates the Republic of Korea Navy to expedite the introduction of naval coordination and guidance of shipping concepts and to establish the appropriate doctrines, operation plans, and organizations.
South Korean national security strategy should be developed to effectively handle and counter increasing maritime threats and challenges. There are three major maritime threats South Korea faces today; maritime disputes on the EEZ boundary and Dokdo islet issues, North Korean threats, and international maritime security. Maritime disputes in the region are getting intensified and turned into a military confrontation after 2010. Now regional countries confront each other with military and police forces and use economic leverage to coerce the others. They are very eager to create advantageous de facto situations to legitimize their territorial claims. North Korean threat is also increasing in the sea as we witnessed in the Cheonan incident and Yeonpyoung shelling in 2010. North Korea resorts to local provocations and nuclear threats to coerce South Korea in which it may enjoy asymmetric advantages. The NLL area of the west sea would be a main hot spot that North Korea may continue to make a local provocation. Also, South Korean national economy is heavily dependent upon foreign trade and national strategic resources such as oil are all imported. Without an assurance on the safety of sea routes, these economic activities cannot be maintained and expanded. This paper argues that South Korea should make national maritime strategy and enhance the strength of naval forces. As a middle power, its national security strategy needs to consider all the threats and challenges not only from North Korea but also to maritime security. This is not a matter of choice but a mandate for national survival and prosperity. This paper discusses the importance of maritime security, changing characteristics of maritime threats and challenges, regional maritime disputes and its threat to South Korea's security, and South Korea's future security strategy and ways to enhance the role of naval forces. Our national maritime strategy needs to show middle and long term policy directions on how we will protect our maritime interests. Especially, it is important to build proper naval might to carry out all the roles and missions required to the military.
The longing for submarine manufacture and the fear of her power had exited for a long time, but submarine that could submerge and attack was built from 20th century by science technology development. The question, 'Submarine can exercise her power in naval warfare?' had exited before World War I, but the effective value of submarine was shown in the procedure of a chain of naval warfare during World War I and World War II. Germany and the United States made the best use of submarines at that time. First, the research about represent submarine roles like anti-surfaceship warfare, anti-submarine warfare, intelligence gathering, land attack, supporting special operation and mine landing warfare will be presented, then the major naval warfare where submarine participated(during ex-World War I, World War I, World War II, The Cold War Era and post Cold War) and the analyzing of submarine roles by time will be presented. Submarine was developed for anti-surfaceship warfare during ex-World War I but could not make remarkable military gain in naval warfare because her performance and weapon was inadequate. However, the effective value of submarine in the procedure of a chain of naval warfare was shown during World War I and World War II. The major powers put battleships into naval warfare undiscriminatingly to command the sea power and submarines did massive damage to enemy navy power, so put a restraint the maritime power of enemy, and blocked the sea lanes for war material. After World War II, the battlefield situation changed rapidly and the concept of preemption became difficult to apply in naval warfare. Therefore, the submarine was unable to concentrate on anti-surfaceship mission. Especially during the Cold War era, nuclear submarine came to appear and her weapon system developed rapidly. These development gave submarines special missions: anti-submarine warfare and intelligence gathering. At that time, United States and Soviet submarines tracked other nation's submarines loaded with nuclear weapons and departing from naval their base. The submarines also collected information on the volume of ships and a coastal missile launching site in company with this mission. After Cold War, the major powers despatched forces to major troubled regions to maintain world peace, their submarines approached the shores of these regions and attacked key enemy installations with cruise missiles. At that time, the United States eased the concept of preemption and made the concept of Bush doctrine because of possible 911 terrorism. The missiles fired from submarines and surface battleships accurately attacked key enemy installations. Many nations be strategically successful depending on what kind of mission a submarine is assigned. The patterns of future naval warfare that my country will provide against will be military power projection and coalition/joint operations. The Royal United Services Institute(RUSI) was founded in the middle of the 19th century in Britain. It was developed through 'Naval Historical Revitalization Movement' in that time. Many celebrities and people who were interested in the Navy participated in the activities of the RUSI. For example, the forums and lectures were held by prestigious persons, like Sir Garnet Wolseley and the Duke of Cambridge. It also became the milestone for guiding the flow of the Royal Navy's thought with the Naval Intelligence Department and the Naval Records Society. The forum of the RUSI was the place for debating naval hot issues. The journal of the RUSI was the space for suggesting an idea and gathering public opinions for developing Britain's sea power. Therefore, the RUSI was the public sphere for the Royal Navy in the 19-20th Century. And especially, the paper prize contest of the RUSI was the culmination of the RUSI's activities for the Royal Navy. Naval prize essays gave messages to the Royal Navy about the changing situation of European naval powers. Also, they made many meaningful debates for the Royal Navy to overcome the difficult situations in that time. Those essays were reflecting the issues of the Royal Navy and leading the way for getting over it. Besides, some people appeared through the contest and they played important roles for making the contingency and planning the war. The contest reflected the past, anticipated the future, and selected the talented persons to shape the future. This developing aspects of the RUSI could apply to the Korea Institute for Maritime Strategy(KIMS). The KIMS already carries out the role of the RUSI very similarly. If the KIMS changes to the way for open-door policy to more people, it will work more efficiently for their goal. In this respect, the messages of the RUSI will be very useful for improving the activities of the KIMS.
The initial response to a marine accident can play a key role to minimize the accident. Therefore, various decision support systems have been developed using sensors, simulations, and active response equipment. In this study, we developed an algorithm to predict damage locations using ship motion data with bidirectional long short-term memory (BiLSTM), a type of recurrent neural network. To reflect the low frequency ship motion characteristics, 200 time-series data collected for 100 s were considered as input values. Heave, roll, and pitch were used as features for the prediction model. The F1-score of the BiLSTM model was 0.92; this was an improvement over the F1-score of 0.90 of a prior model. Furthermore, 53 of 75 locations of damage had an F1-score above 0.90. The model predicted the damage location with high accuracy, allowing for a quick initial response even if the ship did not have flood sensors. The model can be used as input data with high accuracy for a real-time progressive flooding simulator on board.

The speed-power prediction is one of the most important functions of towing-tank facilities. Generally, ITTC-1978 extrapolation method is employed for the full-scale powering prediction. During the procedure, the friction resistance line plays a major role to predict both model- and full-scale resistance. In this paper, the form factors determined by ITTC-1957 line for several kinds of vessels are compared with the values obtained using the lines proposed by Grigson(1993) and Katsui et al.(2005). Resistance and self-propulsion coefficients predicted by three different friction resistance lines are minutely analyzed. Finally, brake powers and revolutions estimated by flat plate friction resistance lines of Grigson and Katsui et al. are compared with the results obtained from ITTC-1957 line.
Samuel Eliot Morison (1887-1976) was one of the pre-eminent historians of his generation. He was not only a famous historian at that time, but also was promoted to the rank of Admiral in U.S. Navy Reserve. Fifteen volume History of United States Naval Operations in World War II was published between 1947 and 1962, was not only a comprehensive report on the Navy's projection of power over two oceans, but a classic of historical literature that stands as the definitive treatment of it subject. Although he was fifty-five when war come to America in December 1941. Samuel Eliot Morison was determined to play a role. A professor at Harvard at the time, he joined volunteering for duty in the Navy. An experienced sailor, Professor Morison had earlier sailed that same routes taken by Christopher Columbus while researching his biography, Admiral of the Ocean Sea, which appeared in January 1942 th much acclaim and later got a Pulitzer Prize. Thus Morison plunged into the war, crossing the Atlantic aboard a destroyer. He assumed himself as "Parkman on the sea", tried to follow Parkman's historiographic method, not only participatory history but also literary style. And during writing History of United States Naval Operations in World War II, He emphasized two principles, publicity and objectivity. In terms of publicity, he always worried about who read history and why. In his pamphlet, "History as a Literary Art", he asserted it is useless if readers do not read a history which historians wrote. So he thought historians have forgotten that there is an art of writing of history. Therefore, he built his narratives around brightly rendered visuals and used the present tense to describe actions he witnessed firsthand, he wrote of the U.S. combat in very vividly. But strongly driven by publicity, he sometimes lost his balance in writing the naval history. For instance, the naval history became the focus of criticism for its prejudiced comments about the commanders. Also some reviewers asserted he did not secure the objectivity on writing the naval history. Although he sometimes deliberately torpedoed the objectivity of his work for strengthening publicity, by writing an extensive U.S. naval history, he introduced maritime history and naval history to the public widely. Until in early twentieth century, U.S. historians usually had been focusing their effort to the traditional areas, for example politic, economy, and etc. His intensive effort on the operations of U.S. Navy in World War II aroused a public interest in maritime and naval history. In conclusion, through using literary style and realistic narratives, historian Morison wrote a naval history for all the people which could appealed to the public.

In the conventional towing tank, the ordinary towing carriage has a speed barrier which caused not only by the limitation of the length of towing tank but also the limitation of acceleration. Therefore the length of the towing tank should be decided carefully from the planning stage of the towing tank construction. Consequently the acceleration of the towing carriage should be taken less than 0.06g practically to avoid the slip of the wheel on rail. Due to the increasing demand of the high speed experiments on the development of special novel ship, the requirement of the high speed towing carriage is continuously increased recently. When the minimum measuring time of the towing experiment is prescribed as five seconds, the carriage should be accelerated with higher than 0.12 g to get the speed of 18 m/sec even in the towing tank having a length of 400m in length approximately. This means that the requirement of acceleration is bigger than twice of the ordinary practices of carriage acceleration. In such a condition the exerted total power of motor could not converted to traction force for the acceleration of the carriage without slip. To over come these difficulties a pair of horizontal traction wheels are reinforced to each of the ordinary vertical carrier wheel and appropriate suspension system has been devised for the towing tank of super high speed operation. It is believed that the design of novel suspension system adaptable for the high speed acceleration of towing carriage will play a important role as a reference for the remodeling of the towing tank for high speed experiment.
