임도개설상(林道開設上)의 기술적인 문제(問題)와 현장애로를 해소하기 위하여 임도(林道)의 직접적인 효과(效果)인 집재비(集材費)와 개설비(開設費)를 중심으로 투자효과(投資效果)를 최대(最大)로 하는 임도망(林道網) 배치(配置)프로그램을 개발(開發)하였다. 프로그램은 Windows 95/98을 운영체제로 하고 Microsoft Visual Basic 5.0을 사용하여 전체 인터페이스 설계(設計)와 계산 프로그램을 작성하였으며, 인터페이스는 계층적인 구조(構造)로 설계(設計)하고 GUI의 형태(形態)로 제공(提供)하였다. 프로그램 개발에 사용한 입력데이터는 Map데이터(지리정보(地理情報)데이터)로서 수치지형도(數値地形圖)(DTM), 계획구역구분도(計劃區域區分圖), 산림기능구분도(山林機能區分圖), 임내(林內) 도로망도(道路網圖)와 콘트롤데이터(계산용(計算用) 조건인자(條件因子) 테이터)인 임상별(林相別) 목재생산량(木材生産量) 및 노동투입량(勞動投入量), 지형별(地形別) 집재비(集材費), 지형별(地形別) 목도단가(林道單價), 노동단가(勞動單價), 임도(林道) 및 작업도(作業道) 우회율(迂回率), 보행거리계수(步行距離係數), 보행속도(步行速度) 등을 사용하였다. 개발된 프로그램은 현재의 임도개설비(林道開設費)로 향후 벌채(伐採)까지의 적정(適正) 임도밀도(林道密度)와 임도개설연장거리(林道開設延長距離)를 파악할 수 있다. 또한 임도노선배치(林道路線配置)를 프로그램화하여 직접적 경제효과(經濟效果)인 임업적(林業的) 효과(效果)를 제일 우선적으로 생각하여 최적(最適)의 임도노선(林道路線)이 배치(配置)할 수 있으며, 종전의 주관적인 임도노선배치(林道路線配置)보다는 많은 요인(要因)에 의하여 임도망(林道網)이 결정(決定)되고 좀 더 과학적이고 이론적인 임도노선배치(林道路線配置)가 가능하므로 투자효과(投資效果)를 최대(最大)로 하는 임도노선배치(林道路線配置) 계획법(計劃法)을 제시(提示)할 수가 있다. 또한 임도노선배치계산(林道路線配置計算)에서 임도노선(林道路線)마다의 배치우선순위(配置優先順位)가 프로그램상에서 결정(決定)되므로 임도노선배치(林道路線配置) 계획(計劃)을 시업계획(施業計劃)과 병행해서 결정(決定)할 수 있다.

Purpose: After the reform and opening up, China's overall economic development has entered a new era. From mutual investment and trade transactions between domestic provinces and regions to investment and trade with foreign companies, the continuous supplement of investment funds makes the follow-up development of all aspects of economic development smoother and has played a strong impetus. effect. Foreign direct investment has many influences on the economic development of a country or region. Research design, data and methodology: This article uses the sample data of Shandong Province from 2011 to 2019 to analyze the foreign direct investment in Shandong Province by industry, region, method and other aspects, and study the relationship and influence between foreign direct investment and economic growth. Results: The results show that there is a relatively close relationship between foreign direct investment and economic growth, and it has played a role in promoting economic development in many aspects such as industrial structure, foreign trade, and employment. Conclusions: At the same time, corresponding suggestions are put forward based on the analysis and conclusions drawn.

임도망 계획시 GIS의 활용은 시공전에 노선을 평가할 수 있어 노선선정의 잦은 변경에 따른 불필요한 노력과 경비를 절감할 수 있다. 본 연구는 임도망의 종합적인 계획을 위하여 지형정보시스템을 이용하여 경남 남해군에 위치한 금산주변의 국유림을 대상으로 노선선정기준에 따른 합리적이고 환경친화적인 임도망의 계획방법을 제시하고 그 적용성을 검토하였다. 효율적인 노선선정을 위하여 분석항목별 노선통과의 적합성 여부를 평가하는 기준으로 각 격자에 가중치(점수)를 주었으며, 구조적인 측면의 종단물매와 생산적인 측면에서 투자효과의 최대화에 의한 2가지 노선선정기준에 따라 임도망을 계획하고 그 결과를 분석하였다. 종단물매를 고려하여 임도망을 계획한 결과, 총연장 및 임도밀도는 20.41km, 6.92m/ha로 나타났으며, 구조적인 측면의 종단물매와 투자효과의 최대화에 의한 방법을 조합하여 노선을 계획한 결과 총연장 및 임도밀도는 21.15km, 7.17m/ha로서 구조적인 측면의 임도망 계획결과에 비하여 높게 나타났다. GIS 기법에 의한 임도망의 계획은 각 대안별 평가를 통하여 최종 의사결정자가 최적의 임도망을 선택할 수 있는 의사결정지원체계로서 중요한 정보를 제공할 수 있는 것으로 평가된다.

Recent heavy rains and typhoons broke down road slopes, which caused a hazard to safety. As a result, interests in the effective investment for disaster prevention is increasing. Measures of investigation method for slope have been taken, but the financial costs have never been analysed. This study applied the cost-benefit analysis theory used in public economics to the evaluation of the financial reasonability of management for slope. By applying cost-benefit analysis to road slope investigation method, the reduction of safety costs and resulting financial benefits can be seen and it also clarifies the reasonability and investment effects of slope management.

'90년대 들어 미국을 중심으로 Double Counting 문제와 Keynesian/Neo-classical economics theory 까지 연계되어 교통투자가 경제성장에 거의 영향을 주지 않는다는 이론과 영향을 많이 준다는 상충되는 연구결과가 계속 발표되었다. 본 논문은 교통에 대한 투자가 경제성장에 미치는 영향을 계량적으로 분석한 것이다. 범위를 좁혀 도로에 대한 투자가 생산성 즉 제조업체의 물류비에 미치는 영향을 Stated Preference Technique를 이용하여 분석한 것이다. 도로이용 승객의 시간가치를 추정하는 일반적인 Cost/Benefit Analysis와는 달리 화물수송과 관련된 투자효과를 분석하였다. 먼저 도로에 대한 투자가 화물의 수송시간절약과 그에 따른 창고시설, 재고관리등에 미치는 영향을 continuous review system과 periodic review system으로 나누어 이론적으로 고찰하였다. 또한 본 논문에서는 Utility Model에 기초하여 시간가치(value of time)와 화물도착의 정확성 (value of reliability)을 도착지별(depot/consumer)과 상품별로 econometrics 기법을 활용 분석한 후 영국의 COBA와 비교 검토하였다. 종합적으로 도로에 대한 투자가 시간절약, 운행비용절감, 사고비용절감 등 직접적인 효과(direct benefit)외에 depot감소, 운행차량감소, 재고비용절약, 유휴자원의 활용 등(secondary benefits)을 통하여 경제성장에 긍정적인 영향을 끼치고 있는 것으로 나타났다.

세계적 기후변화 대응 관련하여, 도로분야에서는 국토교통부의 국가 R&D인 '탄소중립형 도로 기술개발' 연구단 과제가 수행되었고, 최근에는 지속가능한 발전이 다시 논의되고 있다. 연구단에서는 녹색도로 인증제 (안), 탄소저감형의 친환경 도로를 만들기 위한 녹색도로 설계와 시공 기술 개발, 도로에서의 탄소배출량을 산정하고 관리하기 위한 녹색도로기술 투자평가 시스템(G-TIES) 등이 개발되었다. 앞으로는 이들 기술의 적용 확대와 함께, 그 내용의 범위를 보다 확대한 지속가능의 개념을 고려하여 지속가능도로 시스템을 구축해 나가야 하며, 본 논문에서는 그 방안을 제안하였다.

OFDI는 전 세계 국가의 경제 발전에 있어 주요한 이슈 중의 하나이다. 2013년 중국 국가주석 시진핑은 아시아-아프리카 국제회의를 참석하여 일대일로를 제안하였다. 그중에서 OFDI (Outward Foreign Direct Investment)는 일대일로의 핵심적 정책이다. 중국 일대일로 정책의 발전, 한중FTA의 심화 및 양국 긴밀한 경제관계의 급속한 발전에 따라서 중국은 한국에 대한 OFDI를 확대해야 할것이다. 본 연구에서는 중국이 한국에 대한 OFDI를 바탕으로 시계열과 횡단면 두 가지 차원을 결합한PANEL의 데이터를 사용하여 OFDI의 결정적 요인을 확인하고자 한다. 실증분석 결과GRDP, HV, YNTL, FWYS, XFZS 등은 중국이 한국에 대한 OFDI의 결정적 요인으로 입증하였다. 또한 실증분석 결과를 바탕으로 한국이 중국의 OFDI를 유치에 대한 시사점을 제공하였다.

Recently, with traffic SOC investment policy changing from road-centered to railway-centered according to environment-friendly and sustainable development, issues regarding overlapping and overinvestment of traffic facility have been raised. Regarding investment of various traffic facilities of which departure and destination are similar to each other, academia, civic organizations, government, etc. are recognizing problems including overlapping investment of budget, environmental destruction, etc., but not suggesting definite solutions. Objective transportation network analysis is required because various positive effects including solutions of delay/congestion may occur due to provision of alternative way and distribution of the amount of traffic when accidents occur, as well as negative effects suggested by some of civic organizations in various transportation facility investment of similar departure and destination. Hereupon, this study tries to suggest a tool that can objectively evaluate interrelations of transportation network by applying multi-criteria analysis including economic feasibility regarding analysis of interconnections between and within means of transportation.

This study measures the investment effects of railroad industries on Korean economics, using the table of industry relation analysis. Until now, few studies have analyzed the economic effects of railroad in Korea so that this study can have a big implication for transportation policies in making decisions on its investment level as top priority. This study finds that railroad investment effects are larger than those of road on the national economics and, thus, impling that the expansion of railroad investment is required to grow continuously national economics as well as a major modal of transportation networks.
