Empirical Analysis of the Changes in the Patterns of Chinese Firms' Outward Foreign Direct Investment in the Belt and Road Initiative Countries (중국 기업의 일대일로 국가에 대한 해외직접투자 패턴 변화에 관한 실증연구)

  • In recent years, the outward foreign direct investment (oFDI) in the Belt and Road Initiative (BRI) by Chinese companies has significantly increased in size and changed in content. However, changes in the oFDI patterns between the pre- and post-BRI periods have not received sufficient attention from academia despite their theoretical and strategic significance. This paper reviewed existing research to establish seven hypotheses on changes in the oFDI patterns of Chinese companies investing in BRI countries and conducted empirical analyses to test the hypotheses using secondary data. The results showed that after the BRI agreement, Chinese oFDI in BRI countries was more active in less economically and less institutionally developed countries, that the oFDI by privately-owned enterprises (POEs) increased more than that of state-owned enterprises (SOEs), and that SOEs were more active in the social overhead capital (SOC) area while POEs were more active in the non-SOC area. The paper concludes with a summary, implications, and future research directions.

Development of the Analysis Methodology for Interrelationship between Transportation Facilities (교통시설 상호연관성 분석방법론 개발)

  • PURPOSES : Lots of criticism such as over/duplication investment, inconsistency of the policies among local governments and national plans etc. has been aroused due to the policy of supply-driven construction for transportation facilities. Recently, according to the environmental-friendly transportation policy, the investment of railroad has been expanded gradually, however the duplication with existing road facility makes it difficult to construct railroad. Thus it is necessary to evaluate the interrelationship between new project and existing facilities in the planning stage. However the method and the criteria for analyzing the duplication and over-investment of projects are not established in the manual, thus the feasibility of these projects are carried out from the economic point of view. METHODS: First, It reviewed about interrelationship criteria(domestic, overseas) and proposed implications and this study directions. Next, It developed the methods of evaluating independency, competitiveness and complementarity. RESULTS : In this study, the methods of evaluating independency, competitiveness and complementarity etc. are suggested to analyze the interrelationship between transportation facilities. The case study was carried out to examine the applicability of the methods. CONCLUSIONS: The methods raise rationality of decision-making compared to existing one. In the future, these methods are introduced into the manual of pre-feasibility study and feasibility study, more efficient decision-making and investment are expected.

An Analysis on Economic Effects of Sectoral SOC Investment (부문별 사회간접자본(SOC)의 경제적 파급효과 분석)

  • Currently Welfare is emphasized and the trend of SOC investment shows downwards slopping. The pattern of SOC investment also changes focusing on railroad as environmental issues are critical. This study analyzes and compares the effects of sectoral SOC investments based on Input-Output Tables published by BOK (Bank of Korea). The production inducement, value-added inducement, and employment inducement effects of each sector SOC, which consist of road, railroad, port, and airport, are investigated. First, in view production inducement, sectoral SOC investments have stronger economic effects than manufacture sector. The investment of port and road show the highest value-added inducement in construction process. The investment of road records the highest employment inducement in construction and operation process. The empirical ananlysis of regional economic effects, using Regional Input-Output Tables, supports these explanation showing almost same results. As synthesizing these results, the SOC stocks have to be invested consistently for long periods. Especially the road investment is inevitable for employment. Which sector of SOC is invested depends on circumstances. If government emphasizes production inducement, railroad is invested. If focuses on value-added inducement, port.

The path analysis of carbon emission reduction: A case study of the Silk Road Economic Belt

  • This paper uses super-efficiency DEA model and Malmquist index to evaluate the carbon emission efficiency (CEE) values of the nine western provinces along the "Silk Road Economic Belt" for the period from 2000 to 2015, and analyses the influencing factors of the CEE. The major findings of this study are the following: (1) the overall CEE of the nine western provinces is not high, and there are significant inter-provincial differences in the CEE. Meanwhile, the provinces with higher levels of economic development generally have higher CEE. (2) The annual total factor productivity (TFP) of the nine western provinces, which is mainly determined by technological change, is greater than 1. Moreover, the total average growth rate of the TFP is 15.5%. (3) The CEE of the nine western provinces is not spatially dependent. In addition, the urbanization, openness, use of energy-saving technologies and research and development (R&D) investment have a significant positive impact on the CEE values, while the industrial structure, foreign direct investment, fixed asset investment, government expenditure levels and energy structure have a significant negative impact on the CEE. Among them, R&D investment is the primary factor in promoting the development of CEE, and the government expenditure has the greatest negative impact on the CEE.

  • With the limited amount of budget and time, it is required to determine the priority of investment when there are a large number of hazardous slopes. In this paper, the Rock Slope Risk Rating System is developed based on the combination of the hazard of failure and the damage potential. By applying the proposed rating system to 253 rock slopes in Korean National Highway, it was possible to determine the priority of investment on road cut slopes.

  • Reliable external cost must be estimated to achieve the optimal market share between transportation modes. In this paper, we determined the market share between railroad and road on the cost minimization base. The results show that optimal market share is achieved by increasing investment on railroad.

  • After insufficient road facilities are expanded, it is more important to maintain performance of road facilities the time according to passing. When the road facilities are maintained optimally through proper maintenance, the total amount of investment can be minimized and national competitiveness is improved. Individual maintenance research of road facilities such as PMS or BMS was in progress until currently, but it is difficult to joint ownership and share information between systems, and it is impossible to use as the decision-making. Therefore, Asset Management System for road facilities is enforced to solve the inefficiency of existing systems, maintenance the road facilities systematically under the limited budget and get the maximum benefits against the cost from the view point of long-term. In this paper, the concept of Asset Management System explained, and research plan from KICT in order to introduce the Asset Management System of road facilities from 2008 hereafter for 5 years accounted.

A Study on the Development of Road Traffic Safety Moderator Robot using AHP (AHP분석을 통한 도로 교통안전지킴이 로봇 개발에 관한 연구)

  • PURPOSES : The purpose of this study is to analyze the requirements of the road traffic safety moderator robot when road repairing. The road traffic safety moderator robot is road traffic safety equipment and to conversions mechanical engineering and IT when road repairing. METHODS : The study used AHP based on the survey from road repair related expert that field engineers, design engineers, public officials and professors. The survey used paired comparison. The survey items were safety, convenience and economics. The safety is classified as visibility or efficiency, the convenience is classified as utility or mobility and the economics is classified as initial investment cost or maintenance $ management cost. The survey alternatives were the road traffic safety moderator robot, traffic regulation by human, traffic regulation by mannequin and traffic signs. The software for AHP is Expert Choice 2000. RESULTS : The results of AHP analyze, the weighted value of safety was analyzed with the highest at 0.488 of survey items. The weighted value of convenience was analyzed at 0.295, the weighted value of economics was analyzed at 0.218. The results of the road traffic safety moderator robot, the weight value of efficiency and utility were analyzed with the highest at 0.284 and 0.259 of alternatives. The weighted value of initial investment cost and maintenance & management cost were analyzed with the lowest at 0.203 and 0.211 of alternatives. The consistency test results of each items, null hypothesis is rejected because the CR values were 0.000 respectively. Therefore, the study results are consistency. CONCLUSIONS : The result of this study, overall value of the road traffic safety moderator robot came off second-best of other alternatives. The road traffic safety moderator robot has been received highest praise by the result of the study as good road traffic safety equipment when road repairing because the weighted values of efficiency and utility were analyzed with the highest of survey items. The efficiency mean securing safety and the utility mean practical assistance when road repairing. The results of this study showed that the road traffic safety moderator robot will effective for traffic safety when road repairing. economics and visibility are that supplementation of the road traffic safety moderator robot because the weighted values of economics and visibility were analyzed with the lowest of survey items. The consistency test results are consistency because the CR values were 0.000 respectively.
