Construction of a artificial levee line in river zones using LiDAR Data (라이다 자료를 이용한 하천지역 인공 제방선 추출)

  • Mapping of artificial levee lines, one of major tasks in river zone mapping, is critical to prevention of river flood, protection of environments and eco systems in river zones. Thus, mapping of artificial levee lines is essential for management and development of river zones. Coastal mapping including river zone mapping has been historically carried out using surveying technologies. Photogrammetry, one of the surveying technologies, is recently used technology for national river zone mapping in Korea. Airborne laser scanning has been used in most advanced countries for coastal mapping due to its ability to penetrate shallow water and its high vertical accuracy. Due to these advantages, use of LiDAR data in coastal mapping is efficient for monitoring and predicting significant topographic change in river zones. This paper introduces a method for construction of a 3D artificial levee line using a set of LiDAR points that uses normal vectors. Multiple steps are involved in this method. First, a 2.5-dimensional Delaunay triangle mesh is generated based on three nearest-neighbor points in the LiDAR data. Second, a median filtering is applied to minimize noise. Third, edge selection algorithms are applied to extract break edges from a Delaunay triangle mesh using two normal vectors. In this research, two methods for edge selection algorithms using hypothesis testing are used to extract break edges. Fourth, intersection edges which are extracted using both methods at the same range are selected as the intersection edge group. Fifth, among intersection edge group, some linear feature edges which are not suitable to compose a levee line are removed as much as possible considering vertical distance, slope and connectivity of an edge. Sixth, with all line segments which are suitable to constitute a levee line, one river levee line segment is connected to another river levee line segment with the end points of both river levee line segments located nearest horizontally and vertically to each other. After linkage of all the river levee line segments, the initial river levee line is generated. Since the initial river levee line consists of the LiDAR points, the pattern of the initial river levee line is being zigzag along the river levee. Thus, for the last step, a algorithm for smoothing the initial river levee line is applied to fit the initial river levee line into the reference line, and the final 3D river levee line is constructed. After the algorithm is completed, the proposed algorithm is applied to construct the 3D river levee line in Zng-San levee nearby Ham-Ahn Bo in Nak-Dong river. Statistical results show that the constructed river levee line generated using a proposed method has high accuracy in comparison to the ground truth. This paper shows that use of LiDAR data for construction of the 3D river levee line for river zone mapping is useful and efficient; and, as a result, it can be replaced with ground surveying method for construction of the 3D river levee line.

A Study on Estimation of Levee Safety Map for Determining the Priority of River Maintenance (하천 유지관리 우선순위 결정을 위한 제방안전도맵 산정방법 연구)

  • Owing to recent climate change, the scale of rainfall tends to increase gradually and the risk of flooding has increased. Therefore, the importance of improving the levee management and disaster response is increasing. Levee management in Korea is carried out at the level of damage recovery after the occurrence of damage. Therefore, it is necessary to develop a technology for predicting and managing the levee safety with proactive river management. In this study, a method to estimate the safety against erosion and overflow was suggested. A map of levee safety that can be used as basic data is presented by displaying the levee safety on the map. The levee erosion safety was calculated as the ratio of the internal and external force for each shore type. The levee overflow safety was calculated as the ratio of the maximum conveyance and design flood. The maximum conveyance was a discharge when the level of the river was equal to the level of the levee crown. The levee safety was classified into 5 grades: very safe, safe, normal, dangerous, and very dangerous. As a research area from downstream of Nam River Dam to Nakdong River Junction, the levee safety against erosion and overflow was estimated for all levees and all cross-sections of the river. The levee safety was displayed on a map using GIS. Through the levee safety map as a result of this study, the levee safety can be observed intuitively. Using the levee safety map, a maintenance plan for a river can be easy to build. This levee safety map can be used to help determine the priority of investment for efficient budget used.

A Study on Evaluation System of River Levee Safety Map to Improve Maintenance Efficiency and Disaster Responsiveness (하천제방의 유지관리 효율성 및 재해 대응성 향상을 위한 하천제방 안전도맵 평가체계 연구)

  • Owing to the changing climate and recent flood events, flood damage caused by river levee collapse and overflow is on the rise in Korea, making it necessary to enhance river levee maintenance technologies to deal with various flood damage scenarios. This paper proposes the evaluation system of a river-levee safety map to improve maintenance efficiency and disaster responsiveness. A river-levee safety map, indicating sliding, piping, visual inspection, scouring, and safety index of a levee fill material on a GIS map will enable the dangerous zone to be identified visually and the development of proactive measures to deal with it. This will maximize the river-levee maintenance efficiency, which is a break from traditional practice in that restoration measures are taken only after the damage has occurred. This study includes scouring and levee fill material in addition to previously-proposed sliding, piping and visual inspections. The research activities conducted in the study include 1) categorization of scouring and levee fill material based on document and data examination, 2) evaluation of sliding and piping at 5 locations on the left levee in the Nam river according to the duration time of the flood water level, and 3) evaluation of the characteristics of scouring and levee fill material at 9 locations on the left/right levee in the Nam River. The river levee safety map proposed in this study would be more useful and practical but further study on the manual for river management organization, repair and reinforcement methods, and budget is required.

Evaluation System of River Levee Safety Map for Improving River Levee Maintenance Technology (하천제방 유지관리 기술의 고도화를 위한 하천제방 안전도맵 평가체계 제안)

  • The efforts to improve river levee maintenance technologies have accelerated globally in a bid to deal with the flood damage resulting from the changes to the climate and flood events. This paper, in line with such tendency, proposes an evaluation system of a river levee safety map to maintain the river levee in an efficient manner. The concept of a river levee safety map is aimed at maximizing the maintenance efficiency for a manager to indicate the safety index, including the current river levee sliding, piping, and visual inspection on a GIS map. To develop such an evaluation system, a safety index covering the sliding, piping, and visual inspection are designated through the data and document examination and the rational guideline to classify each index into three grades, A, B, and C, is proposed. Based on the guideline proposed, the sliding and piping characteristics in terms of safety depending on the change to the flood water level duration time at the test section (Nam river) were evaluated by numerical analysis. As a result, both the protected landside and riverside satisfied the requirements for Grade A in terms of sliding, and when it comes to piping, the grade declined to C because the flood water level duration time increased at R2. As a planning study to propose a river levee safety map evaluation system, a further advanced study, standardization of the river levee data, and improvement of the existing system and laws are required.

Application of Flood Vulnerability Index for analyzing safety change of levee according to climate change (기후변화에 따른 제방의 안전성 영향 분석을 위한 제방홍수취약성지수의 적용)

  • In this study, a new technique for evaluating the flood vulnerability of river banks is proposed. For this purpose, flood quantities of the basin were estimated based on the future climate change scenarios and the infiltration stability was evaluated by analyzing the infiltration behavior using SEEP/W which is a 2D groundwater infiltration model of the levee. The size of the river levee was investigated. The size of river levee was investigated by selecting the target area. The safety factor of the levee was analyzed considering the current flood level of the levee and the flood level considering the climate change. The factor needed to analyze the levee vulnerability was derived. We analyzed the vulnerability of the levee considering the change of the levee level according to the climate change scenarios. Levee Flood Vulnerability Index (LFVI) were used to evaluate the vulnerability of the levee.

Analysis of River Levee Failure Mechanism by Piping and Remediation Method Evaluation (파이핑에 의한 하천제방 붕괴 메카니즘 분석 및 대책공법 평가)

  • The presence of piping in a levee body allows water seepage to occur by producing a large cavity or water tunnel within it, ultimately resulting in the failure of the river levee and differential settlement. In order to properly cope with river levee failure due to piping and establish a proper remediation method for this problem, it is necessary to analyze the failure mechanism of the river levee due to piping. Therefore, this study analyzed the shape and mechanism of river levee failure due to piping through small-scale and large-scale models and evaluated the seepage pressure distribution characteristics in the hydraulic well, which has been suggested as a remediation method for piping. According to the results of this study, as the safety factor for the piping in the river levee decreased, the river levee failure shape was more clearly shown through the small-scale model test. In the large-scale model test, the type of local damage to the levee due to the piping was identified and the evaluation showed that the hydraulic well had the largest effect on the inhibition of piping below the center of the well. A follow-up study is needed to confirm the reliability of the results. However, it is thought that this study can be utilized as the baseline data for research into the piping-induced river levee failure mechanism and for the preparation of a remediation method.

A Study on Variation of Land-use in River Area caused by Levee Construction (제방 축조에 따른 하천공간 토지이용 변화에 관한 연구)

  • This paper defines the hydro-geomorphological river area to estimate the change of the river function before/after levee construction, and proposes the methodology that calculates the river area by using GIS. The boundary of river area is determined by the 100-year potential flood inundation area without the levee effect of the flood protection. Firstly, 1918' land-use map was digitized and the changes were analyzed by comparing with 2007' digitized map. The result shows that urban/farmland zone in Mankyung river area were increased by 0.4%/11.6% and bare ground was decreased by 10.0% so that the effective use of floodplain due to levee construction leaded to better productivity, but the decrease of the environment function of the river was predicted as result of the reduction of the river area.

Sensitivity analysis of flood vulnerability index of levee according to climate change (기후변화에 따른 제방의 홍수취약성지수 민감도 분석)

  • In this study, a new methodology was proposed to evaluate the flood vulnerability of river levee and to investigate the effect on the levee where the water level changes according to climate change. The stability of levee against seepage was evaluated using SEEP/W model which is two-dimensional groundwater infiltration model. In addition to the infiltration behavior, it is necessary to analyze the vulnerability of the embankment considering the environmental conditions of the river due to climate change. In this study, the levee flood vulnerability index (LFVI) was newly developed by deriving the factors necessary for the analysis of the levee vulnerability. The size of river levee was investigated by selecting the target area. The selected levees were classified into upstream part, midstream part and downstream part at the nearside of Seoul in the Han river, and the safety factor of the levee was analyzed by applying the design flood level of the levee. The safety ratio of the levee was analyzed by applying the design flood level considering the current flood level and the scenario of climate change RCP8.5. The degree of change resulting from climate change was identified for each factor that forms the levee flood vulnerability index. By using the levee flood vulnerability index value utilizing these factors comprehensively, it was finally possible to estimate the vulnerability of levee due to climate change.

Levee Stability Assessment Depending on Levee Shape and Flood Wave (제방형상과 홍수파형에 의한 제방의 파이핑 안정성 평가)

  • Because of the rapid rising of water related disasters due to the global warming, the extreme design criteria of levee construction for severe flood has been applied in several developed countries such as USA and Netheland. In Korea, the national river restoration projects were carried out on 4 major rivers in recent several years. The projects consisted of riverbed dredge and levee reinforcement, and new construction have caused wide change of river environment. However, concrete countermeasures for levee safety and river management have not been suggested until now. Therefore, this study assesses the levee safety of Yulji levee located in Hoechon, Nakdong Basin, where the Levee Seepage Monitoring System installed. The stability of levee is assessed based on the simulation performed by SEEP/W(2D unsaturated seepage model) and the simulated results are compared with the observed data. The effects of the flood wave and levee shape on the levee safety are investigated through several simulations.

Development and Application of Vulnerability Analysis Index for River Levee (하천 제방의 취약성 분석 지수 개발 및 적용)

  • In this study, we propose a new method for evaluating the vulnerability to flooding river levee. The purpose of this study is to examine how to apply the factors necessary to calculate the proposed levee flood index. To do this, the safety flood level was analyzed by applying the planned flood level. The levee flood vulnerabilities index was calculated based on seven factors such as freeboard, levee crown section, levee section ratio, safety factor, raised spot length, Seepage line change degree, and critical velocity. The Levee Flood Vulnerability Index(LFVI) of the levee developed in this study was used to levee vulnerability analysis. The results of the analysis were divided into 1 to 7 grades using Levee Flood Vulnerability Index(LFVI).
