The Estimation of Buckling Load of Pressurized Unstiffened Cylindrical Shell Using the Hybrid Vibration Correlation Technique Based on the Experimental and Numerical Approach (실험적/수치적 방법이 혼합된 VCT를 활용한 내부 압력을 받는 원통형 쉘의 좌굴 하중 예측)

  • Since the propellant tank structure of the projectile is mainly subjected to a compressive force, there is a high risk of damage due to buckling. Large and lightweight structures such as propellant tank have a complex manufacturing process. So it requires a non-destructive test method to predict buckling load to use the structure after testing. Many studies have been conducted on Vibration Correlation Technique(VCT), which predicts buckling load using the relationship between compressive load and natural frequency, but it requires a large compressive load to predict the buckling load accurately, and it tends to decrease prediction accuracy with increasing internal pressure in structure. In this paper, we analyzed the causes of the decrease in prediction accuracy when internal pressure increases and proposed a method increasing prediction accuracy under the low compressive load for being usable after testing, through VCT combined testing and FEA result. The prediction value by the proposed method was very consistent with the measured actual buckling load.

  • Multilateral Development Banks (MDBs) have actively responded to global climate change, and developed and operated the Common Principles for Climate Finance Tracking. They estimate climate finance in a granular manner with a conservative view. In other words, the MDBs track their financing only for those elements or proportions of projects that directly contribute to or promote climate adaptation or mitigation. The MDBs have reported jointly on climate finance since the first edition in 2012, which reported for 2011 and up to the 10th edition in 2021, which reported for 2020. MDBs apply two difference methodologies for adaptation and mitigation. For adaptation, the methodology is based on a context and location specific approach and captures the amounts associated with activities directly linked to vulnerability to climate change. For mitigation, it is evaluated in accordance with a comprehensive list of activities thatreduce greenhouse gas emissions. The result of climate risk assessment is one of the major due diligence items for MDBs alongside with that of environmental and social impact assessment. Under the circumstance that many countries endeavor to deal with climate change at project level, it is meaningful to understand how MDBs have addressed climate change issues in their project approval process. This would be a good reference to establish a methodology for responding to climate change and to expand scope of environmental and social impact assessment.

  • Technology readiness assessment is a procedure for managing defense project risk factors based on the preemptive identification of technical risks. Under current regulations, technology readiness is determined based on considerations of the ratings of factors itemized on a checklist, whether unsatisfied factors have a fatal impact on the project, and whether countermeasures for unsatisfied factors have been established. However, objective criteria for assessing the impact of unsatisfied factors have not been presented, and thus, at present, the results of technology readiness level determinations are largely subjective. In addition, the importance of questions on the checklist is dependent on individual project characteristics and this is not considered during the assessment process. In this paper, we propose an improved technology readiness assessment procedure that considers the characteristics of each project. Using the proposed procedure, we quantitatively determined the importance of each checklist item using a weighting method. We found the devised procedure improved the reliability and objectivity of technology readiness assessment results. A case analysis of a complex weapons system is presented to demonstrate these improvements.

Developing national level high alert medication lists for acute care setting in Korea (국내 급성기 의료기관 고위험 의약품 목록 도출)

  • Background: High-alert medications (HAMs) are medications that bear a heightened risk of causing significant patient harm if used in error. To facilitate safe use of HAMs, identifying specific HAM lists for clinical setting is necessary. We aimed to develop the national level HAM list for acute care setting. Methods: We used three-step process. First, we compiled the pre-existing lists referring HAMs. Second, we analyzed medication related incidents reported from national patient safety incident report data and adverse events indicating medication errors from the Korea Adverse Event Reporting System (KAERS). We also surveyed the assistant staffs to support patient safety tasks and pharmacist in charge of medication safety in acute care hospital. From findings from analysis and survey results we created additional candidate list of HAMs. Third, we derived the final list for HAMs in acute care settings through expert panel surveys. Results: From pre-existing HAM list, preliminary list consisting of 42 medication class/ingredients was derived. Eight assistant staff to support patient safety tasks and 39 pharmacists in charge of medication safety responded to the survey. Additional 44 medication were listed from national patient safety incident report data, KAERS data and common medications involved in prescribing errors and dispensing errors from survey data. A list of mandatory and optional HAMs consisting of 10 and 6 medication classes, respectively, was developed by consensus of the expert group. Conclusion: We developed national level HAM list for Korean acute care setting from pre-existing lists, analyzing medication error data, survey and expert panel consensus.

Ginseng Poaching and Border Trespassing in Hunchun during the Qing Period (청대 훈춘의 인삼과 범월 )

  • In 1749, during an incident near the Tumen River in Hunchun, six people, all Qing ginseng pickers, were killed by seven Korean soldiers from the Chosŏn garrison. The Chosŏn soldiers encountered the ginseng pickers on the border and agreed to exchange goods, but when they failed to receive the proper price for rice, the soldiers became angry and decided to attack the Qing ginseng pickers. The seven Korean criminals were executed a year and a half after the incident. The whole process regarding the arrest and investigation of the criminals, as well as the official exchanges between the Qing and Chosŏn governments, were recorded in detail in the Chosŏn document written in Chinese and the Qing documents written in Manchu. In dealing with this murder case, the Qing local officials focused on identifying the murdered victims, clarifying the victims' responsibilities, and disposing of their remaining belongings. On the other hand, the Chosŏn government focused on providing reports quickly to the Qing officials about the investigation of the criminals. In doing so, it tried to reduce the risk of any possible problems that the murder case on the border could cause in its relations with the Qing government. The relevant records on this murder case show various aspects of the Qing and Chosŏn relations, including the contacts between the people along the Tumen River, border trespassing, material exchanges, rules about ginseng picking, and border patrols. This case also reveals that the Qing and Chosŏn people from various classes had different relationships depending on their respective interests.

  • COVID-19, which occurred in 2019, has a strong contagious power, has serious symptoms of infection and after-effects, and death in severe cases depending on the underlying disease and symptoms. As COVID-19 is highly contagious, in Korea, screening clinics have been set up across the country to determine whether or not to be positive for COVID-19 and isolate the infected to prevent the spread of COVID-19. However, there are cases where COVID-19 test applicants flock to screening clinics and cannot receive tests due to longer waiting times, and there is a risk that secondary infections may occur in the atmosphere. In this study, the reservation and notification system can be applied from the existing screening care system to solve spatial constraints, reducing waiting time with screening appointments, and solving population bottlenecks to screening clinics. Taking the COVID-19 pandemic as an experience, we propose a system that can present directions in future pandemic situations. To process real-time data, we use Google's Firebase to use Realtime Database in the cloud environment. Because a real-time database is used, users can check the status of screening clinics in real time through the app, make reservations, and receive notifications about test reservations.

Hazardous and Noxious Substances (HNSs) Styrene Detection Using Spectral Matching and Mixture Analysis Methods (분광정합 및 혼합 분석 방법을 활용한 위험·유해물질 스티렌 탐지)

  • As the volume of marine hazardous and noxious substances (HNSs) transported in domestic and overseas seas increases, the risk of HNS spill accidents is gradually increasing. HNS leaked into the sea causes destruction of marine ecosystems, pollution of the marine environment, and human casualties. Secondary accidents accompanied by fire and explosion are possible. Therefore, various types of HNSs must be rapidly detected, and a control strategy suitable for the characteristics of each substance must be established. In this study, the ground HNS spill experiment process and application result of detection algorithms were presented based on hyperspectral remote sensing. For this, styrene was spilled in an outdoor pool in Brest, France, and simultaneous observation was performed through a hyperspectral sensor. Pure styrene and seawater spectra were extracted by applying principal component analysis (PCA) and the N-Findr method. In addition, pixels in hyperspectral image were classified with styrene and seawater by applying spectral matching techniques such as spectral distance similarity (SDS), spectral correlation similarity (SCS), spectral similarity value (SSV), and spectral angle mapper (SAM). As a result, the SDS and SSV techniques showed good styrene detection results, and the total extent of styrene was estimated to be approximately 1.03 m2. The study is expected to play a major role in marine HNS monitoring.

A Study on the 3D Precise Modeling of Old Structures Using Merged Point Cloud from Drone Images and LiDAR Scanning Data (드론 화상 및 LiDAR 스캐닝의 정합처리 자료를 활용한 노후 구조물 3차원 정밀 모델링에 관한 연구)

  • With the recent increase in old and dangerous buildings, the demand for technology in the field of structure demolition is rapidly increasing. In particular, in the case of structures with severe deformation of damage, there is a risk of deterioration in stability and disaster due to changes in the load distribution characteristics in the structure, so rapid structure demolition technology that can be efficiently dismantled in a short period of time is drawing attention. However, structural deformation such as unauthorized extension or illegal remodeling occurs frequently in many old structures, which is not reflected in structural information such as building drawings, and acts as an obstacle in the demolition design process. In this study, as an effective way to overcome the discrepancy between the structural information of old structures and the actual structure, access to actual structures through 3D modeling was considered. 3D point cloud data inside and outside the building were obtained through LiDAR and drone photography for buildings scheduled to be blasting demolition, and precision matching between the two spatial data groups was performed using an open-source based spatial information construction system. The 3D structure model was completed by importing point cloud data matched with 3D modeling software to create structural drawings for each layer and forming each member along the structure slab, pillar, beam, and ceiling boundary. In addition, the modeling technique proposed in this study was verified by comparing it with the actual measurement value for selected structure member.

A Basic Study on the Extraction of Dangerous Region for Safe Landing of self-Driving UAMs (자율주행 UAM의 안전착륙을 위한 위험영역 추출에 관한 기초 연구)

  • Recently, interest in UAM (Urban Air Mobility, UAM), which can take off and land vertically in the operation of urban air transportation systems, has been increasing. Therefore, various start-up companies are developing related technologies as eco-friendly future transportation with advanced technology. However, studies on ways to increase safety in the operation of UAM are still insignificant. In particular, efforts are more urgent to improve the safety of risks generated in the process of attempting to land in the city center by UAM equipped with autonomous driving. Accordingly, this study proposes a plan to safely land by avoiding dangerous region that interfere when autonomous UAM attempts to land in the city center. To this end, first, the latitude and longitude coordinate values of dangerous objects observed by the sense of the UAM are calculated. Based on this, we proposed to convert the coordinates of the distorted planar image from the 3D image to latitude and longitude and then use the calculated latitude and longitude to compare the pre-learned feature descriptor with the HOG (Histogram of Oriented Gradients, HOG) feature descriptor to extract the dangerous Region. Although the dangerous region could not be completely extracted, generally satisfactory results were obtained. Accordingly, the proposed research method reduces the enormous cost of selecting a take-off and landing site for UAM equipped with autonomous driving technology and contribute to basic measures to reduce risk increase safety when attempting to land in complex environments such as urban areas.

Landscape Engineers' Perceptions of the Safety Climate and Safety Behavior in Landscape Construction - Focused on Landscape Constructors and Designers - (조경공사에서 안전분위기와 안전행동에 대한 조경기술자들의 인식 - 조경시공자와 조경설계자를 대상으로 -)

  • The construction safety policy of Korea requires safety reviews at design stages, which affect the perceptions and attitudes of the workers toward safety. Despite this heightened social interest in safety, there is no related research in the field of landscape architecture. This study entails a review of the status of landscape construction accidents in Korea and an assessment of landscape engineers' perception of construction safety climate and safety behaviors. A survey of landscape constructors and designers was performed, and the obtained data were statistically analyzed. The results indicate the following: (1) More than half of the accidents which are registered in CSI occurred in apartment houses ordered by the private sector in the type of facility and planting works in the landscaping process; (2) Landscape designers were better aware of safety than landscape constructors. Among them, safety attitude, work risk, work participation, and work pressure were statistically significant; Apart from the statistical significance, landscape designers recognized the importance of safety highly but they tended to have a relatively low perception of specific safety behaviors. (3) Lastly, landscape constructors attributed less importance to safety review during the design stage compared to other items.
