Delay Factors in Building Construction Projects in Rwanda

  • Delay is one of the most critical issues for construction projects and leads to huge losses in both developing and industrialized countries. The construction sector in Rwanda, a rapidly-developing nation, is no exception. Delays can be mitigated only once we have identify their primary causes, and these may not be the same in each region. This study aims to ascertain the main critical factors responsible for delays in building construction in Rwanda through an intensive literature review and questionnaire survey. A total of 40 delay causative factors were obtained from a literature review and were further classified into nine major categories. The questionnaire survey was distributed to about 80 respondents from clients, contractors, and consultants. From the list of 40 different factors, the top twelve most critical causes were identified as stoppage of work due to cash flow constraints, delay in approving design documents, confidentiality of physical plan, price fluctuations and delay in approving significant change, change orders, delay in performing inspections, Ineffective project planning, inadequate drawing details, unqualified labor, lack of materials on the market and dishonesty.

Parenting experiences of mothers of moderate-to-late preterm children in South Korea: a qualitative study

  • Purpose: This study investigated the parenting experiences of mothers of young children born moderate-to-late preterm (MLPT) in South Korea. Methods: In this qualitative study, semi-structured focus group interviews were conducted with 10 mothers of MLPT children from infancy to preschool age. The interviews were video-recorded, transcribed verbatim, and analyzed using qualitative content analysis. Results: Four categories resulted from the analysis of parenting experiences of mothers with young MLPT children, as follows: "becoming a mother of an early-born child", "difficulties as the primary caregiver for a high-risk child", "helpful social support, but still a lack of professional support for parenting a high-risk child", and "mothers and children growing together". Conclusion: Mothers of young MLPT children experienced difficulties due to concerns about their child's health, growth and development, and insufficient child-rearing support. Therefore, social support systems should be strengthened and more aggressive nursing strategies should be adopted for mothers of young MLPT children.

A Study on Risk Analysis of Social Disaster (사회재난의 재난위해분석에 관한 연구)

  • According to the disaster statistics issued by the Ministry of Public Safety and Security, traffic accidents, fire, collapses and others are classified into twenty-three (23) categories. In the past, disasters were mainly caused by the influence of nature, such as typhoon or drought. On the other hand, as society has become city-centered, social disasters' types, frequencies and scales are becoming more diversified and ever-increasing. However, there are no specific criteria and assessment methods that can measure degrees of social disasters-related risks objectively. Therefore, this study targeted traffic accidents, fire and collapses from major social disasters, utilized data that are related to occurrence rate, scale of casualties and scale of property loss in past eight years, and calculated the disaster risk index using the distance (Euclidean distance) between two points on the 3D spatial coordinates, in order to make the objective assessment by social disaster type possible. These results will enable the objective evaluation of risk index of major social disaster to be used as the foundational data when building the national disaster management system.

A New Scheme for Risk Assessment Based on Data Context for De-Identification of Personal Information (개인정보 비식별 조치를 위한 데이터 상황 기반의 위험도 측정에 관한 새로운 방법)

  • This paper proposes a new measurement scheme for estimating the processing level according to risk when performing de-identification in the use of personal information by practitioners in the organization in line with the recently revised Data 3 Act. Our proposed methods considered the surrounding circumstances surrounding the data, not just the data, for risk measurement, and divided the data situation into three categories more systematically so that it can be applied in all areas in a general-purpose environment, the data utilization environment, and the data (self) so that it can be calculated quantitatively based on each context risk according to the presented classification. The proposed method is designed to calculate the risk of existing de-identifiable information in a quantitative manner so that personal information controller in general organizations can use it in practice, not just in the qualitative judgment of experts.

A Proposal of Hazard/Risk Assessment Criteria and an Asbestos Management Method for Asbestos-containing Building Materials

  • Objectives: The AHERA method by the US EPA, ASTM E2356-04, and HSG264 by the UK HSE, all of which are hazard/risk assessment methods for asbestos-containing building materials, were reviewed and compared based on 231 homogeneous areas. In addition, the current Act on Asbestos Safety Management (enforcement: April 29, 2012) was reviewed and analyzed. This trial provided fundamental data for improving the current asbestos hazard/risk assessment method. Methods: For the hazard/risk assessment of 77 asbestos-containing public buildings including schools, 231 homogeneous areas were selected, each of which was assessed using AHERA, ASTM E2356-04, and HSG264. Results: The matching rate of the hazard/risk assessment stood at 20.4 percent between AHERA and ASTM, at 71.4 percent between AHERA and HSG264 and at 17.8 percent between ASTM and HSG264. The AHERA method includes a seven-category rating scale. There were three categories, two of which have three subcategories. ASTM provides two decision-making charts consisting of ten rating scales for current condition estimation and for potential for disturbance estimation. In addition, the HSG264 method has a total of 20 scores with four items, and then provides four grades. This HSG264 method cannot clearly separate current condition and potential for disturbance. Conclusions: In the Korean Act on Asbestos Safety Management, the hazard/risk assessment method for asbestos-containing building materials should consider balance between current condition estimation and the potential for disturbance estimation.

Prevalence and Genotype Distribution of Human Papillomavirus Infections in Women Attending Hospitals in Chaozhou of Guangdong Province

  • Background: Human papillomavirus (HPV) infection is the main cause of cervical cancer. Limited epidemiologic data of HPV prevalence are available for women attending hospitals in southern China. This study aimed to evaluate the profiles of HPV infection and cytology status in gynecological outpatients in Chaozhou City. Methods: A total of 2833 eligible women were enrolled. The HPV GenoArray test was used for HPV detection and genotyping. Nearly one half of the HPV positive women received liquid-based cytology test. Logistic regression analysis was performed to assess the predictable effects of age and genotype for categories of abnormal cytology. Results: The prevalence of overall, high-risk, and low-risk HPV infection were 24.5%, 19.5% and 8.4%, respectively. A U-shaped age-specific prevalence curve was observed in overall HPV and high-risk HPV, but not in low-risk HPV, which declined with age increasing. The 6 most common high-risk HPV type in descending order, were types 52, 16, 58, 18, 68, and 33. Age and HPV genotype were both important determinants of abnormal cytology incidence, the older women (>45 years) and those infected with HPV type 16 and/or 18 having the highest risk for abnormal cytology. Conclusion: Our findings support the hypothesis that second-generation HPV prophylactic vaccines including HPV-52 and -58 may offer higher protection for women residing in Chaozhou and neighboring cities in Guangdong.

  • Management activities of Business was globalization and had changed to a global management. Under these circumstances, business management factors and the environment has changed rapidly. Accordingly, the number of risk categories in business has increased. Especially in recent years, the convergence of industry with IT has a pivotal role in the industry's business processes. However, information systems in the Internet environment increased the efficiency of business management. Also, it increased the degree of risk and the occurrence ripple effects. In this study, we proposed risk management framework for ensuring business continuity management in information system based automobile manufacturing industry. In detail, we analysis business process in automotive manufacturing industry and identify information assets and we analysis and assess the risk.

A Study on the Menu Patterns of Residents in Kangbukgu(II) -Compared by the Sex, Age and Health Risk- (서울시 강북구 주민의 메뉴패턴에 관한 연구(II) -성별, 연령, 위험요인 중심으로-)

  • The purpose of this study was to fad the specific character of menu patterns by sex, age and health risk of subjects for the basic data of a nutrition education program. The dietary intake of the subjects was investigated by the 24-hour recall method. Subjects consisted of male 94, female 394, total 488. To analyze patterns, dishes were classified into major staple foods ; kimchi, soup and side dishes and also classified into 24 categories by the cooking method. For the men, a frequently served pattern was cooked rice + soup + kimchi. For the women, the pattern was also cooked rice + soup + kimchi. For the 20-49 year olds and the 50-64 year olds, frequently served patterns were cooked rice + soup + kimchi > noodle + kimchi. For the 65-74 year olds, those patterns were cooked rice + stew > cooked rice + kimchi. For the normal group and the risk group, the frequently served pattern was cooked rice + soup + kimchi. The most used menu pattern by the number of dishes was cooked rice + soup + kimchi in the male, female, normal group and risk group. For the 20-49 year olds, the pattern was cooked rice + soup + kimchi and noodle + kimchi. For the 50-64 year olds, it was cooked rice + soup + kimchi. For the 65-74 years old, it was cooked rice + stew. The result of analyzing patterns for the most used main staple food was cooked rice in all groups. The results of analyzing patterns, with those considered basic food, cooked rice, soup and stew, showed that frequently served patterns were cooked rice + soup > cooked rice > cooked rice + stew in all groups. With these results, we can summarize that the menu patterns of people in Kangbukgu was the younger, the more non-traditional. Also, the normal group had more various patterns than those of the risk group. Thus, we need further research about menu patterns to provide adequate nutrition education.

A Risk Assessment of Orchard Pollination Services using a Species Distribution Model for Wild Pollinators (야생화분매개곤충 분포 모형을 활용한 과수원 수분 서비스 위험도 평가)

  • Wild pollinators provide important pollination services for crops. However, their geographical ranges and impact on pollination services have not been fully explored within the scope of Korean agricultural land. This study aims to identify spatial supply-demand mismatches across orchard fields in the context of assessing pollination service risk. We first used National Ecosystem Survey data and a species distribution model (MaxEnt) to develop the geographic range of each of 32 wild pollinators belonging to three families (Diptera, Hymenoptera, and Lepidoptera). We then summed the modeled presence probability of each species to obtain a measure of spatially explicit pollinator richness. This modeled richness, defined as pollination supply, was compared with the summed area of orchard fields at the municipal boundary level to identify areas with supply-demand mismatches. The study found that Lepidoptera showed the highest species richness (8.3±1.5), followed by Hymenoptera (4.3±0.8) and Diptera (3.5±0.8) species. Median orchard area was 1.5 ㎢ (range of 0-176.7 ㎢) among 250 municipal regions in South Korea. The municipal regions were divided into three categories (tertiles) of low, middle, and high pollination supply and demand according to, respectivley, average polliator richness and orhard area. Finally, we found that 55 municipal regions (accounting for 49% of national orchard land) potentially faced high risk of pollination deficits, 81 regions (48% of national orchard land) faced intermediate risk, and 63 regions faced low risk (3% of national orchard land). In conclusion, this study revealed significant mismatch between pollination supply and demand and developed risk assessment map will guide our future efforts on pollinator habitat conservation and monitoring to conserve crop pollination services.

Development of Inspection Checklist through the Analysis of the Relationship between the Risk Improvement Ratio and the Accident Ratio in Food Manufacturing Industry (식료품 제조업 유해·위험요인 개선율과 재해율의 관계 분석을 통한 점검 체크리스트 개발)

  • In the inspection of workplace hazards/risk factors by specialized institutions dedicated to safety management, inspection reports vary based on the inspectors, who lack the authority to enforce improvement of workplace hazards/risk factors. Thus, improvement and accident rates remain steady without decreasing. This study performed a regression analysis on the relationship between improvement and accident rates of categorized inspection items by classifying hazards/risk factors from inspection reports submitted by a specialized safety management institution in Chungbuk after inspecting 10 food and beverage manufacturers over the past three years. The hazards/risk factors were classified into five categories: mechanical, electrical, chemical, human, and environmental. The regression analysis revealed that the improvement rate of hazards/risk factors inspected by the specialized safety management institution influenced accident rates. To enhance improvement rates based on these findings, this study prioritized the correction of the five most frequently cited inspection items with the lowest improvement rates in each area. Based on these inspection items, this study suggested a checklist for use in workplace safety inspections of food manufacturers. This proposed checklist is expected to reduce accident rates in food manufacturing facilities. Currently, guidance and inspection of workplaces are mainly focused on accident rates rather than correcting hazards/risks. Thus, accident rates remain unchanged as workplace risks are inadequately improved according to the unique characteristics of each workplace. When conducting workplace guidance and inspection, policy measures and inspection methods are warranted to increase the improvement rate of hazards/risks.
