A Study on High-level FSA for Korean-flagged General Cargo Ships (국적일반화물선 초기안전성평가(High-level FSA) 연구(2))

  • This study was carried out in order to verity the usefulness of FSA(Formal Safety Assessment) methods as a tool to conduct a safety assessment of general cargo ships flying the Korean flag, and to provide useful information on 'the Safety of General Cargo Ships' for IMO committee's discussion on the matter at a future session. In the previous paper, "A Study on High-level FSA for Korean-flagged General Cargo Ships(1)", the concepts of the FSA methodology and its five steps were described and the results of Hazard Identification(Step 1) and Risk Analysis(Step 2) from the FSA study for the Korean-flagged general cargo ships were discussed. Subsequent to the Steps 1 & 2, the identification of Risk Control Options(RCOs-Step 3) for eliminating or reducing either the frequency or the severity of the risks identified and their Cost-Benefit Assessment(CBA-Step 4) were undertaken. In this paper, the results of the Steps 3 & 4 are discussed, and some recommendations are made.

Nutrition Assessment of Older Subjects in a Health Care Center by MNA (Mini Nutritional Assessment) (MNA (Mini Nutritional Assessment)를 이용한 건강증진센터 내원 노인의 영양상태 판정)

  • Elderly people comprise an increasing proportion of the population, and nutritional impairments may contribute to health problems among this group. This study was conducted to evaluate the nutritional status by Mini-Nutritional Assessment (MNA) and to identify relationships among anthropometric measurements, biochemical indicators, bone Mineral Density (BMD) and MNA results among older adults (${\geq}$65 yrs, n=98, 66.7${\pm}$2.5 yrs; M=52, F=46, BMI 24.5${\pm}$2.8 $kg/m^2$) at a Health Care Center. A dietitian administered MNA and collected anthropometric measurements (weight, height, waist circumference), biochemical indicators (albumin, hemoglobin, hematocrit, TLC, glucose, lipids) and the BMD (spine, femur, F=46). Subjects were grouped into a normal nutrition group (0~2 risk factors of malnutrition) and a high risk of malnutrition group (>=3 risk factors of malnutrition) based on their risk factor status for malnutrition. The risk factors for malnutrition include age ${\geq}$65 years, PIBW <90%, albumin <3.5 g/dl, TLC <1,500%, Hgb <14 g/dl (men), Hgb <10 g/dl (women), loss of appetite and weight loss 1~3 kg/last 3 months. In addition, subjects were grouped into a normal, osteopenia and osteoporosis group by BMD. We found that 12% of the subjects were at risk of malnutrition (MNA score, 21.4${\pm}$2.1) and that 88% were well nourished (27.3${\pm}$1.5) according to the MNA. Full-MNA scores were positively and significantly (p<0.05) associated with BMI, mid-arm circumference (MAC), calf circumference (CC), albumin and hemoglobin, respectively. The full-MNA score of the high risk of malnutrition group (23.0${\pm}$3.8) was lower than that of the normal nutrition group (27.0${\pm}$2.1) (p<0.05). In addition, the Full-MNA score was negatively associated with the risk factor of malnutrition (r=-0.35, p=0.0004). We found that 39.1% of the subjects had osteoporosis, 45.7% had osteopenia and 15.2% were normal according to their BMD. The MNA score of osteoporosis group (24.58${\pm}$3.3) was lower than that of the normal (27.4${\pm}$1.1) and osteopenia group (26.9${\pm}$1.5) (p<0.05). These results suggested that MNA can be useful as a nutritional screening tool of older adults in Health Care Centers.

Initial Risk Assessment System of Pesticides - A case study of captan, paraquat dichloride, and glyphosate - (농약의 초기위해성평가체계에 관한 연구 - Captan, Paraquat dichloride, Glyphosate에 대한 Case study -)

  • Initial Risk assessments using physicochemical properties and acute toxicity are conducted to provide information for managers to decide the potential adverse effects and played as a tool for decision-making in development of new substances. In this study, we built initial risk assessment framework and carried out human and ecology initial risk assessment for three different pesticides of captan, glyphosate, and paraquat dichloride to confirm our framework. Two water estimation models of GENEEC (GENeric Estimated Environmental Concentration) and FOCUS (FOrum for the Co-ordination of pesticide models and their USe) were employed for pesticides exposure assessment. Application for paraquat dichloride and glyphosate uses shows very low human and ecology risk. On the other hand, high acute ecological risk was observed from the application for captan. These results showed good agreements with the U.S. EPA RED (Reregistration Eligibility Decision) reports verifying the framework of this study.

Preliminary Report of Validity for the Infant Comprehensive Evaluation for Neurodevelopmental Delay, a Newly Developed Inventory for Children Aged 12 to 71 Months

  • Objectives: Early detection of developmental issues in infants and necessary intervention are important. To identify the comorbid conditions, a comprehensive evaluation is required. The study's objectives were to 1) generate scale items by identifying and eliciting concepts relevant to young children (12-71 months) with developmental delays, 2) develop a comprehensive screening tool for developmental delay and comorbid conditions, and 3) assess the tool's validity and cut-off. Methods: Multidisciplinary experts devised the "Infant Comprehensive Evaluation for Neurodevelopmental Delay (ICEND)," an assessment method that comes in two versions depending on the age of the child: 12-36 months and 37-71 months, through monthly seminars and focused group interviews. The ICEND is composed of three parts: risk factors, resilience factors, and clinical scales. In parts 1 and 2, there were 41 caretakers responded to the questionnaires. Part 3 involved clinicians evaluating ten subscales using 98 and 114 questionnaires for younger and older versions, respectively. The Child Behavior Checklist, Strengths and Difficulties Questionnaire, Infant-Toddler Social Emotional Assessment, and Korean Developmental Screening Test for Infants and Children were employed to analyze concurrent validity with the ICEND. The analyses were performed on both typical and high-risk infants to identify concurrent validity, reliability, and cut-off scores. Results: A total of 296 people participated in the study, with 57 of them being high-risk (19.2%). The Cronbach's alpha was positive (0.533-0.928). In the majority of domains, the ICEND demonstrated a fair discriminatory ability, with a sensitivity of 0.5-0.7 and specificity 0.7-0.9. Conclusion: The ICEND is reliable and valid, indicating its potential as an auxiliary tool for assessing neurodevelopmental delay and comorbid conditions in children aged 12-36 months and 37-71 months.

Fall Risk Assessments Based on Postural and Dynamic Stability Using Inertial Measurement Unit

  • Objectives: Slip and fall accidents in the workplace are one of the top causes of work related fatalities and injuries. Previous studies have indicated that fall risk was related to postural and dynamic stability. However, the usage of this theoretical relationship was limited by laboratory based measuring instruments. The current study proposed a new method for stability assessment by use of inertial measurement units (IMUs). Methods: Accelerations at different body parts were recorded by the IMUs. Postural and local dynamic stability was assessed from these measures and compared with that computed from the traditional method. Results: The results demonstrated: 1) significant differences between fall prone and healthy groups in IMU assessed dynamic stability; and 2) better power of discrimination with multi stability index assessed by IMUs. Conclusion: The findings can be utilized in the design of a portable screening or monitoring tool for fall risk assessment in various industrial settings.

  • In terms of the maritime accident prevention, risk analysis at targeted warterways is important for planning safety waterways. This paper analyzes the maritime accidents probability in the Mokpo waterways, South Korea, based on the IWRAP(IALA Waterway Risk Assessment) of the quantitative accident probability tool. Vessel collision probability cate is calculated by vessels meeting direction, using IWRAP. This paper contribute to advance improvement of vessel traffic service by VTS sector providing vessel fairway risk data.

Risk Factors and Methods in Balance Assessment Associated with Fall in Older Adults (노인의 낙상과 연관된 위험요소와 균형 측정 방법)

  • Purpose : The purpose of this study was to determine risk factors and methods in balance assessment associated with fall in older adults. Methods : This article describes many of the tools that can be used to evaluate the physical parameters associated with fall risk in older adults. Results : Composite ratings of performance(Tinetti balance assessment, Guralnik test battery, Berg balance scale, modified-physical performance test) measures the score compounding the balance measure to determine fall risk. Static balance instruments are composed of FICSIT-4 that measures the ability of maintaining foot positions and CTSIB that measures postural stability. Dynamic balance instrument is composed of functional reach test. To measure walking velocity and mobility, 8-foot up-and-go test and walking around two cones are used. We can use 1-RM and to measure muscular strength, isokinetic dynamometery, and 30-second chair stand to measure lower extremity muscle strength. Conclusion : The described instruments are easy to use and widespread. To select and use these tool kits carefully is considered to be helpful in identifying those who are most likely to fall. The final part of the article includes a brief discussion of the potential role of exercise training interventions to improve these physical parameters and prevent falls.

  • As the incidence and mortality of serious disasters in the construction industry are the highest, various efforts are being made in Korea to reduce them. Among them, risk assessment is used as data for disaster reduction measures and evaluation of risk factors at the construction stage. However, the existing risk assessment involves the subjectivity of the performer and is vulnerable to the domestic construction site. This study established a DB classification system for risk assessment with the aim of early identification and pre-removal of risks by quantitatively deriving risk factors using BIM in the risk assessment field and presents a methodology for risk assessment using BIM. Through this, prior removal of risks increases the safety of construction workers and reduces additional costs in the field of safety management. In addition, since it can be applied to new construction methods, it improves the understanding of project participants and becomes a tool for communication. This study proposes a framework for deriving quantitative risks based on BIM, and will be used as a base technology in the field of risk assessment using BIM in the future.

  • The underground buried pipelines of Natural gas are relatively safer than any other pipelines of chemical plants, because Natural gas is non-corrosive fluid. But Natural gas is supplied normally the downtown area. So, it may be a disaster because of corrosion which is caused interference facilities, environment and third party accident which is caused facilities construction. Especially, it is very difficult to find out and inspect damages of pipeline because of buried pipelines. Therefore this paper approached to select and manage risk region pipelines according to introduction of underground buried pipeline's risk concept. Risk was indicated three parts - corrosion factor, design and construction factor, maintence and management factor - in this paper, Therefore qualitive risk of pipelines showed score as quantitative number. Also it was thought to be helpful in confidence and safety management that the concept of key index and failure supplementation measures to cost introduces this program. We developed this risk assessment program using visual basic tool and interfaced GIS.

  • Since nuclear power plants (NPPs) increasingly employ digital I&C systems, reliability evaluation for NPP software has become crucial for NPP probabilistic risk assessment. Several methods for estimating software reliability have been proposed, but there is no available tool support for those methods. To support NPP software manufacturers, we propose a reliability measurement tool for NPP software. We designed our tool to provide reliability estimation depending on available qualitative and quantitative information that users can offer. We applied the proposed tool to an industrial reactor protection system to evaluate the functionality of this tool. This tool can considerably facilitate the reliability assessment of NPP software.
