  • This study aimed to explore goals and development process of Child·youth Friendly Cities certified by UNICEF Korea and to provide a research basis for promotion and development of Child·youth friendly cities in Korea. Researchers conducted in-depth interviews with experts in two cities designated as UNICEF Child·youth Friendly Cities in early days. The findings showed that in order to successfully build and maintain friendly cities for children and youth, active interest and efforts of local governors and government officials for promoting friendly cities and policy enforcement based on four principles of child rights were required as prerequisite. In relation to managing Child·youth friendly cities, two cities selected as cases of this study provided universal social welfare programs for children and youth and expanded after-school care services for local students. Moreover they tried to promote decision making and protect rights of children and youth by allowing them to participate in community programs. The important distinctions of these cities were that they established a department exclusively for children and youth and closely cooperated with experts in private sectors. However, participants agreed that there should be more comprehensive and multilateral approach for building Child·youth friendly cities, adoption of incentive system for certification of Child·youth friendly cities and more active promotion of the UNICEF project. In conclusion, the researchers proposed policy implications.

  • Objective: The aim of the present study was to develop and validate a recognition scale for childcare teachers' rights. Methods: Statistical methods for data analysis involved the use of SPSS 20.0 and AMOS 20.0. To confirm the reliability and validity of the developed scale, various analyses, including item quality assessment, item discrimination, exploratory factor analysis, confirmatory factor analysis, and Pearson correlation analysis, were conducted. The maximum likelihood estimation method was employed for model fitting. Goodness of fit was assessed using SRMR, RMSEA and its 90% confidence interval, CFI, and TLI. Through these analyses, the scale's reliability and validity exceeded the standard. Consequently, 5 factors and 30 questions were ultimately selected as the recognition scale for childcare teachers' rights. Results: First, a recognition scale for childcare teachers' rights was developed to reflect changes in childcare settings. Second, an objective measurement was incorporated into the recognition scale of childcare teachers' rights. Third, the analysis using the proposed scale revealed a correlation between the recognition of childcare teachers' rights and life satisfaction. Conclusion/Implications: The study developed a scale capable of objectively measuring the recognition of childcare teachers' rights.

  • According to the 2017 national survey of the disabled persons conducted by the Ministry of Health and Welfare, rehabilitation centers for the disabled appeared to be the service agency that disabled women use the most. This means that rehabilitation centers for the disabled hold an important role in securing the maternity rights of disabled women. However, in the practice of welfare for the disabled, programs for securing maternity rights are inadequate, and the actual condition is not being surveyed. As a result, programs related to maternity rights based on the legal basis exist, but actual support services for resolving the difficulties related to maternity rights that disabled women experience are inadequate. Thus, the study suggests that rehabilitation centers for the disabled should pay a central role in establishing the maternity rights of disabled women and provide support services such as developing a manual on basic information about pregnancy, childbirth, and child rearing, offering childbirth-related counseling, activating a self-help group, providing an individualized program for families, connecting with medical institutions, and supporting case management.

  • It was in the 1990s that the human rights of persons with disabilities began to be discussed in our society. Based on the Declaration on the Rights of Persons with Disabilities adopted by the UN General Assembly in 1975, the Charter on the Rights of Persons with Disabilities was adopted on December 8, 1988. The human rights of persons with disabilities explains the important meaning of not being discriminated against just because they are persons with disabilities, the basics of human rights that all human beings have. The human rights of persons with disabilities are universal values, a basic right, and a declaration to protect the socially disadvantaged. Human rights are an important ideology that deals with the dignity and worth of human beings. In our society, people with disabilities should not be discriminated against for any reason. In addition, it can be said that it is necessary to develop and operate a system suitable for the local government for the disabled in the local community.
