This study is tried to investigate and analyze the changing history of Korean forest management policy and revitalization alternatives of the private forest management. Korean forest management policy could be divided by two group periods, one is the forestry policy age through afforestation and reforestation, the other is the forestry policy age through forest management. Recently, the revitalization policy for the private forest management was evaluated through the result analysis of the 4th forest basic planning age for 10 years that is gone from 1998 to 2007, but it is not sufficient for the private forest management revitalization, and has still some fundamental problems. Therefore, this study is aimed to present various kinds of plans for the private forest management revitalization during the 5th forest basic planning age that has begun since the beginning of 2008.

As China enters the 21st century, China is strengthening its position as a world power in an international position. However, there are still problems with Three Agricultural(Agricultural, Rural, Farmer) and unbalanced urban and rural villages. China, as one of the largest and most populous nations, values the development of three farms. Strategies such as "The Construction Of New Socialist Countryside" were a policy to solve rural problems, But they were not enough to achieve breakthrough results. In order to achieve more effective results, the Central Committee of THE STATE COUNCIL proposed The Document No.1 of "Opinion on the Implementation of The Rural Revitalization Strategy" in February 4, 2018 and published "The Rural Revitalization Strategy (2018-2022 )". The Yanbian region, which is the subject of this study, is the home of Korean-Chinese tribes and the Korean autonomous region. As a minority of Chinese ethnic minorities, the Korean-Chinese has their own unique culture, and Yanbian has distinct regional characteristics. As The Rural Revitalization Strategy was raised, Villages is showing positive change in accordance with policy implementation in Yanbian. This study analyzed the current status of policy implementation of The Rural Revitalization Strategy in Yanbian area and analyzed the policy contents and performances based on the of Yanbian Daily News. Based on the results of the analysis, I would like to help in suggesting a more rational development direction and building the villages.

본 연구는 경상북도를 사례로 1990년대 말부터 추진한 재래시장 활성화 정책의 효과를 평가해보는데 주된 목적이 있다. 재래시장 활성화를 위해 추진한 시장의 시설현대화와 경영현대화사업의 효과에 대한 정성적 평가결과, 각각 그 효과는 미약한 것으로 나타났다. 이것은 기존의 재래시장 활성화 정책이 재래시장의 공간경쟁력 강화에 대한 고려가 부족하였기 때문으로 보인다. 이에 본 연구에서는 재래시장의 공간경쟁력을 강화하는데 역점을 둔 대안적인 재래시장 활성화 정책을 모색 제안하였다.

Japan's new local revitalization plan is unique in that the national government has asked local governments to form their own initiatives; and we can expect that there will be various ideas from the perspectives of local residents. However, it is important to note that not all local governments considered the actions of their competitors and neighboring governments. Currently, Japanese industries are so interconnected that we cannot ignore the actions of others. In this paper, we propose a simple indicator that policy makers can use to determine the focus for the local economy.

Purpose: The objective of this study is to explore and prioritize strategic factors for revitalization of the sports contents distribution industry. Research design, data and methodology: To this end, strategic factors for revitalization of the sports contents distribution industry were explored based on literature review, and 14 experts were consulted to prioritize the factors. Results: Major conclusions deduced are the following: First, the factors were prioritized in order of legal policy factors, contents factors, and technical infrastructure factors. Second, subdomains of legal policy factors were prioritized in order of policy process factors, legislation enactment and revision factors, budget factors, business model factors focusing on sports contents. Third, subdomains of contents factors were prioritized in order of humanware contents factors, sports contents diversification factors, and high-quality sports contents production factors. Fourth, subdomains of technical infrastructure factors were prioritized in order of sports contents service platform factors, technical development and standardization, global distribution channel provision, and distribution metadata standardization. Conclusions: Findings of this study are of significance given that this study stratifies factors of sports contents distribution industry revitalization-about which there have been very few previous studies- analyzed mainly in terms of justifiability and timeliness, and presents preferential business strategies.

This study focus on the revitalization of green tourism by the agricultural landscape conservation policy. Today, agricultural landuse for food production is restricted by agricultural products import. In this context, agricultural land use policy should be paradigm shift to the consumers needs which accelerates the green tourism in the rural areas. This research screen the agricultural landscape conservation policy of Japan' system and construct the new policy implementation for agricultural landscape conservation in Korea. For this purpose, agricultural landscape guideline and support system should be established in line with the revitalization of green tourism and agricultural income diversification in the rural areas.

This study postulates a partial mediation model(study model I) and a whole mediation model(study model II) to examine the effect on endogenous rural development of local innovation capability strengthening in the local industry promotion project, the establishment of promotion system, and the revitalization of local economy. To accomplish study purposes, 169 response samples from 85 project groups which drive the local industry promotion project were verified using SPSS 12.0 and AMOS 5.0. The results showed that in the partial mediation model, the local innovation capability strengthening had a significantly positive effect on the establishment of promotion system, the establishment of promotion system had a significant effect on the revitalization of local economy, and the revitalization of local economy had a significant effect on the endogenous rural development, while the establishment of promotion system and local innovation capability strengthening didn't have effect on the endogenous rural development. In the whole mediation model, the local innovation capability strengthening had a significant effect on the revitalization of local economy, the establishment of promotion system on the revitalization of local economy, and the revitalization of local economy on the endogenous rural development. According to the verifications of study model I and II, the endogenous rural development is achieved after the revitalization of local economy through the establishment of promotion system and the local innovation capability strengthening. From these results, this study presents suggestions, limits of study and directions in the future study.

This study analyzed President Park's speeches and the government's industry policy in the field of information security using cognitive map. The relationship analysis between policy tool variables and policy goal variables was employed to derive revitalization strategy of information security. This paper found that entrepreneurship revitalization has very strong causality with expansion of domestic market and global market. But, on the other hand, HR development has very weak causality with job creation and future growth driver because the labor market in the information security industry is poor and its transfer rate to other industry is very high. This study showed that this cognitive map could be characterized by a scarcity of feedback loops and a strong emphasis on the positive loops in the structure of virtuous circle. In this paper, we also constructed a comprehensive cognitive map on the policy vision of information security, showing that there are a risk of cyber threat, an opportunity of new fusion security market, information security reinforcing circle, global economic circle, and domestic market circle.

고도보존육성정책은 고도(古都)의 역사문화환경을 효율적으로 보존 육성하고, 주민의 생활을 향상시키기 위하여 마련된 정책이다. 그러나 고도 정책은 재원의 부족, 주민에 대한 규제, 주민지원 사업의 부진 등 많은 문제점이 꾸준히 제기되고 있다. 본 연구의 목적은 고도 정책 관계자(공무원, 주민, 전문가)를 대상으로 고도 정책에 대한 만족도를 조사하여 고도 정책의 문제점을 객관적이고 실증적으로 분석하고자 한다. 나아가, 실증적 분석 결과를 토대로 문제점을 해결할 정책적 시사점을 제시하고자 한다. 만족도 조사 결과, 충분한 재원 확보와 주민 불편 해소, 그리고 주민지원 사업의 원활한 지원을 위한 정책이 필요한 것으로 나타났다. 또한 고도 정책 요인이 만족도에 미치는 영향에 대한 가설을 검증한 결과, 대부분의 고도 정책 요인이 만족도에 정(+)의 영향을 미치는 것으로 나타났다. 결론적으로 말하면, 고도 정책에 대한 충분한 재원 확보와 주민생활에 대한 규제 완화, 주민지원 사업의 활성화, 그리고 공무원 주민 전문가 연구기관으로 구성된 거버넌스 체계 구축 등 다각적인 정책 마련이 필요한 것으로 분석되었다.

Among Japan's agriculture, forestry, fisheries and regional revitalization plans established in June 2018, the key matters related to aquaculture include ① a new perspective on the sponge use system for the development of aquaculture and coastal fisheries, ② a comprehensive strategy for growth and industrialization of aquaculture, and ③ expansion of suitable aquaculture areas. There are four countermeasures including ④ research and development trends. In accordance with these key points, the Japanese government established a comprehensive strategy for aquaculture growth and industrialization by strategically setting aquaculture items in consideration of domestic and international demand, establishing a comprehensive strategy from production to sales and export, and then working in earnest to promote the aquaculture industry. This study analyzes environmental changes surrounding aquaculture in Japan and trends in fish farming and marine products, and summarizes the key points of the June 2018 Agriculture, Forestry, Fisheries and Regional Revitalization Plan to suggest measures that can be utilized in Korea's aquaculture policy.
