  • Present Prices have reduced to $100 per barrel, but international oil prices caused big damage to local logistics industry due to rise in International oil prices and, in august 2008 oil prices reached up to 146 US. Depending on oil prices, the domestic logistic industry should develop a strategy by innovative management of purchase of supply for manufacturing industry and efficient supply and demand of resources which is believed to be more important. Accordingly, we want to analyze railroad logistics' present condition and effect on railroad industry that can expect affirmative development by oil-price rise and by developing strategies for efficient railroad logistics.

  • System dynamics model has been developed and computer simulation has been peformed for the evaluation of R&D policy. One of the main results of the basecase scenario is as follows. After simulation of nuclear R&D resource allocation strategies, we discovered that their net benefit value was maximum at 130% nuclear R&D budget case. And after simulation of human resource management strategies and policy research program strategies, we confirmed that it is beneficial to allocate budgets in the early phase for human resources management program and research program for the policy.

  • This study was carried out in the Haenahm county as a part of project, the'89 Comprehensive Planning of Rural Area. In order to increase household income of rural area and to meet increasing tourism demand in urban area, several tourism development directions and strategies were suggested in terms of resources, services, and transportation. The major results of this study are summarized as follows ; 1) Core tourism market has to be maintained by inforcement of unique image of the Haenahm county, such as the southern extremeity of Korean peninsula and tourism resources rich land. 2) New tourism products need to be introduced to attract fringe market of this area by use of natural and cultural resources in the Haenahm county, such as terrain, climate, provincial park, music, dance and artifacts. 3) image of this county as a touristic resort would be escalated by development of high quality andclusterized accommodation in urbanized area of the Haenahm county 4) Development of private lodging, production of local brand by native food, beverage and artifacts, introduction of festival by folk song and folk dance would be helpful to stabilize a seasonal fluctuating demand level of ourismandlocalresidentsincome. 5) Diversification of tourism product needs to be provided for tourists in order to increase chances for enjoyment in the destination and to be involved in socially comfortable atmosphere. 6) Package tour by diversification of touristic subregions in this county and linkage system with touristic regions of other counties would helpful to lead visitors to stay long, resulting in increased expenditure.

Strategies for the Commercial Development of Seafloor Hydrothermal Deposits in Consideration of International Progress (해저열수광상 상업개발을 위한 국제동향분석과 국가대응전략)

  • Hydrothermal deposits on deep-sea floors are expected to provide potential metal resources for future demands. Korea was recently granted a prospecting licence to undertake exploration for hydrothermal metal deposits in the exclusive economic zone (EEZ) of the Kingdom of Tonga in the Pacific Ocean. The Korean Deep Seabed Mining Group (KDSMG), which consists of four Korean companies involved in marine technologies, oil and gas shipping, and smelter industries, has conducted research to evaluate the region's resource potential in cooperation with the Ministry of Land, Transport and Maritime Affairs (MLTM) of Korea. Here we present and reflect on the exploration results of these companies and their strategic plans. We also evaluate Research and Development (R&D) progress for the commercial development of seafloor hydrothermal deposits. Our own strategies and prospects for the commercial development of this potential resource are also outlined. We do acknowledge that other potentially important information regarding the amount of ore body, the inside structure, and the metal yields have not yet been clarified sufficiently. As such it is necessary to address these problems through experimental R&D and surveys.

Electrical Energy Production Using Biomass (바이오매스 기반 전기에너지 생산기술 동향 분석)

  • Governments and global companies are working towards using renewable sources of energy, such as solar, wind, and biomass, to reduce dependency on fossil fuels. In the defense sector, the new strategy seeks to increase the sustainable use of renewable energy sources to improve energy security and reduce military transportation. Renewable energy technologies are affected by factors such as climate, resources, and policy environments. Therefore, governments and global companies need to carefully select the optimal renewable energy sources and deployment strategies. Biomass is a promising energy source owing to its high energy density and ease of collection and harvesting. Many techniques have been developed to convert the biomass into electrical energy. Recently, diverse types of fuel cells have been suggested that can directly convert the chemical energy of biomass into electrical energy. The recently developed biomass flow fuel cell has significantly enhanced the power density several hundred times, reaching to ~100 mW/cm2. In this review, we explore various strategies for producing electrical energy from biomass using modern methods, and discuss the challenges and potential prospects of this method.

The status quo and developing measurement of water reuse in China

  • Water reuse plays significant role in water saving and water environmental protection, and it helps alleviate the shortage of water resources. China's water reuse was put into practice since 1980s by means of pilot and promotion in National Fifth-year Plan and other strategies. The effects of water reuse is beneficial in both economic, social and environmental aspects. But some shortcomings still undermine future development of water reuse in China. To overcome and boost water reuse, Ministry of Water Resources conducted a successive survey across China. The aim of this study is to demonstrate the current condition of water reuse in China in construction, funds, legislation, planning, policy aspects, to summarize problems and its reasons underneath, to make suggestions for further development. Basically, in 2010, China's water reuse is 2.83 billion cubic meters and the utilization rate is 10.35%. Water reuse in China has four major characteristics: the first one is water reuse differences in amount occur national-widely and North of China has the main percentage as 47.3%; the second one is water reuse is mainly in environment maintenance (42.1%) and industry cooling (29.8%); the third one is funds for water reuse station and pipe construction is main in non-fiscal budget which take percentage as 56.8%; the fourth one is progresses of administrative system, political system, price management, standard system and technologies go rapidly recently. The problems of water reuse such as lack in water reuse station, delay in pipe constriction and limits on water reuse amount still exist due to some reasons. As a think tank of Ministry of Water Resources, we give some suggestions: firstly, water reuse needs to be integrated with traditional water resources allocation; secondly, public budgets need to be strengthened and income mechanism should also be constructed; thirdly, water resources integrated administrative of city and county should be boosted and roles as water reuse need to be clear and precise; fourthly, national, provincial and regional water reuse planning should be made in time; fifthly, regulations on water reuse should be programmed as soon as possible.

Reformation Methods of Environmental Impact Assessment in Water Resources Development Project by Examining Local Resident Opinions (수자원 개발사업 주민의견 유형분석을 통한 환경영향평가 개선방안)

  • This study was carried out for improving the effectiveness of water resources development project through local resident opinions in the environmental impact assessment(EIA). The EIA reports of seven dams were examined. Four dams -Youngju Dam, Seongduck Dam, Buhang Dam and Hantangang Dam- which included many local opinions including 470 opinions of 341 local residents were selected to be analyzed. Local residents submitted their opinions in the six fields which are meteorological phenomena, water quality, land use, fauna and flora, noise and vibration, and residence, and the major opinions of those opinions came from the atmosphere environment field which is 32% of total opinions and social and economic field which is 38% of total opinions, respectively. In submerged area, opinions of the measure for migration and compensation were 91% and in non-submerged area, opinions of the measure for meteorological phenomena was 86%. Those percentages were maximum in each area. Opinions concerned meteorological phenomena were 86% and 53% in Youngju Dam and Seongduck Dam where area is surrounded by existing dam, but there was only 9% and 0% of opinions in Buhang Dam and Hantangang Dam where area is without existing dam nearby. The reformation methods which reflected the resident's opinions were suggested on EIA in dam development projects. First of all, reliability and objectivity of the field of meteorological phenoma should be enhanced by scientific prediction of the phenomenon days. Secondly, techniques reducing uncertainty of various water quality prediction models ought to be developed and effectiveness of the reduction strategies in environmental impact should be quantified. Finally, the draft of EIA report should involve the detailed plans of migration and compensation's procedures, criteria and measures to support.

Promoting the Sales of Regional Specialty Products through Local Festivals in Rural Korea (지역문화행사를 통한 전통산물 판매활성화 방안)

  • Local fairs are often part of the economic development strategy of rural areas. This study aims to find out marketing strategies for promoting the sales of regional specialty products through local festivals in rural Korea. The data were collected in late 2003 (from a sample of interviews and surveys from 351 visitors. The data were analyzed using the SPSS computer program. The results were as follows; First, the factors that visitors were considered in purchasing were quality (49.5%), commemorative value (36.9%), and reliability (33.0%). And the top reasons cited for not buying were lack of distinction (45.1%) and high prices (26.6%). The discount rates expected in markets was 16.8%. Second, 49.8% of visitors has spent over 10,000 won and their purchase pattern has been for themselves and their family. Third, the public organizations for certi(ication for visitors were the National Agricultural Cooperative Fedration (37.9%) and the Ministry of Agriculture and Forestry (MAF) (22.5%). In conclusion, it was important for local stakeholders to provide more locally-manufactured, seasonal and traditional food, and to plan more locally characteristic events for their fairs. Further recommendations have included having a guide showing pricing and quality standards for products bought at rural fairs, developing product ideas for inducing impulse purchases, active promotion and marketing at event sites, and setting a standard system of warranties on products under the certification of the local authorities and with the financial support of the MAF Such recommendations were aimed at increasing the sale of traditional and regional specialty products at local festivals.

Changing Perspectives of Managing Human Resources in Nepal

  • Sustainable competitive advantage depends on formulation and implementation of appropriate human resource management (HRM) strategies and deployment of their competencies effectively in dynamic and complex environment. Competencies deployment is an approach to make decisions on the intentions and plans of organization concerning employment relationship and its recruitment, training, development, performance appraisal, reward and employee relations policies and practice. The improvement of organizational effectiveness is an overall objective of people management in organizations. In light of these, this study explores the present practices of HRM like: HR departments, HR policies and strategies, HR planning, recruitment selection and placement, training and development, performance appraisal, compensation and benefit, employee relations and communications. Based on the survey in 204 Nepalese organizations as a unit of analysis, the study concludes that HR practices in few organizations have action program for minorities, ethnic group, older employees and people with disabilities. Due to centralized organizational structure, most of HR decisions are taken into central office and line managers being involved highly in planning and implementing HR policies. In a nutshell, though HRM practices are not developed like developed countries, Nepalese organizations are realizing the significance of people management at work and changing their practices in the present dynamic environment.

  • The primary purpose of this paper is to suggest the import and development models of foreign scholarly journals in Korea. In the context of the emerging knowledged-based economy or knowledge society, innovations and capacity of the national information system to collect, disseminate, and preserve the most important STM journals are becoming increasingly fundamental determinants of national prosperity and survival. It is essential that the scholarly or scientific communication system must provide the cost-effectiveness access to scholarly journals in support of research and development in Korea.
