Study of the Recycling Policy to Make Efficient Resource-recycling Society (효율적(效率的)인 자원순환사회 형성을 위한 자원재활용(資源再活用) 정책 고찰(考察))

  • To accomplish the greenhouse gas reduction which is over core unit project of the "Green growth" policy and "Resource circulation society", it is important to maintain proper balance and complement between energy recovery from waste and material recycling. This research(study) examined the related policies on the past of korea and foreign country, and also "The 4th resource recycling master plan" and "Energy recovery from waste plan" to provide advisable direction for resource recycling policy. The results of the research(study) showed that there were no significant difference between korea and developed foreign countries waste management policies. But in German policy, energy recovery from waste and pre-treatment are importantly considered and highly required for permission. Under current circumstance in korea, recycling will be more difficult than in the past. According to "The 4th resource recycling master plan", film type of synthetic resin was not sustainable recycled material in substance."Energy recovery from waste plan", proved that the energy recovery from RDF/RPF have lower efficiency than regular incineration generation and substance recycling. To solve these problems, the energy and remainder heat recovery must be generalized to "Energy recovery" concept and institutional improvement such as LCA(Life Cycle Assessment) system are need to support it. And also technology development to extract synthetic polymer by dissolved film type of synthetic resin must be provided.

The System of Waste Home Appliances Recycling in Taiwan

  • The waste home appliances including television sets, refrigerators, washing machines and air conditioners have increasingly received environmental concerns in Taiwan. In light of the enforcement of Waste Disposal Act (WDA), the Taiwan Environmental Protection Administration (EPA) has certified 60 recycling/storage facilities and given permission for qualified companies to build six treatment plants around the island. Now the recycling and well treatment home appliances are estimated to be 3,342,369 units until May 31, 2001. This paper describes the present status of waste home appliance recycle and its treatment in Taiwan. The principle guidelines and policies regarding recycling, resource recovery and environmental concerns are presented.

Assessment of the Recycling of Resource Efficiency through investigating Treatment Flow of the Recyclables (재활용성 폐기물의 처리흐름 분석을 통한 자원순환성 평가)

  • In this study, the treatment flow of the recyclables(paper, plastic, metal, etc.) collected and separated from MSW was investigated throughout entire phase from separation and collection to final disposal. Based on the site survey, most recyclables came into six material recovery facilities were comparatively managed well. However, some of recyclables showed irrelatively transportation flow. Because the main income source of the recyclables transportation companies is profit margin between treatment and transportation cost based on economics only therefore, it occurs an unnecessary route and long distance transportation while going to final destination. This unreasonable system should be a serious problem relating establishment of the resource recycling system. As a result of this study, in order to establish the reasonably resource recycling system, recycling center including material recovery facility has to manage the recyclables generated in close range preferentially. Also integrated its treatment system over a wide area will need to be considered as a basic step for the reasonable reasonably resource recycling system.

  • The research is to discuss the current resource recycling and recovery policy, which was enacted by Environmental Protection Administrative (EPA) in Taiwan. For the past few years, the solid waste generated in Taiwan has greatly increased about 5 % per year. In addition to the construction of landfill sites and incineration plants, 4 R techniques (Reduction, Reuse, Recycle and Recovery) were also publicized among the citizens and then promulgated to furthermore manage these increased solid waste. Although the regulations have been carried out to a great success, they still need to be revised and updated since solid waste contains varieties of different materials. Therefore, this research discusses the current regulation and makes suggestion for future regulation revision. From the results of this study, energy recovery was suggested to be emphasized in the regulation. Energy could be recovered from materials such as waste tires, and all kinds of plastic containers. Waste tires and most of the plastic containers made of hydrocarbon species, which contains great heating values, should be considered as one of the alternatives for the resource recycling.

A Study for Improving the Vehicle Dismantling and Recycling System of Korea (한국의 자동차 해체·재활용 제도 개선 연구)

  • In Korea, the Vehicle Dismantler and Recycler industry is supervised by the Ministry of Land, Infrastructure and Transport under the Automobile Management Act. Also, Korean Automotive recycling businesses are supervised by the Minister of Environment under the Resource Recirculation Act. The main concern of the Minister of Environment is how the wastes from Dismantled vehicles will be environmentally removed, stored, treated, recycled or disposed. In 2000, the European Union (EU) adopted the End-of-Life Vehicles Directive (2000/53/EC) which required Members to ensure the collection, treatment and recovery of end-of-life vehicles (ELVs). The Directive, the most tightly regulated and precautionary legal systems, required that the last owner of a vehicle could drop off the ELV at an authorized treatment facility and that the producers of the ELV should pay the cost of the program. The adoption of the ELVs directive has led the development of Automotive Dismantler and Recycler networks to reuse, refurbish, remanufacture, recycle and recover parts and materials embedded in ELVs. Also, the ELVs directive which has had an insignificant impact on Korean manufacturers has strong presence in the European market and has been successfully externalized on them. The Korean manufacturers not only achieve the 85% recycling target set by the ELVs directive but also meet the Extended Producer Responsibility (EPR) which requires manufacturers to contribute dismantling process. In order to improve the Korean vehicle dismantling and recycling system, the Automobile Management Act and the Resource Recirculation Act should be harmonized. Particularly the roles of the Ministry of Land, Infrastructure and Transport and the Minister of Environment should be sharply divided. Like Japan, the ELV management needs to be highly centralized, regulated, and controlled by the ministry specialized in Vehicle, namely the Ministry of Land, Infrastructure and Transport and the sub organizations. Like EU Members, recovery, reuse, and recycling must be distinguished. Recovery is defined as the final productive use of the parts and materials embedded in ELVs, which includes reuse and remanufacture of parts and recycling of the other materials. Dismantling process and reuse and remanufacture of parts must be governed by the Ministry of Land, Infrastructure and Transport. For environmental recycling or disposal of waste materials, such as CFCs, glass and plastic material, and toxic substances, governmental financial support system should be in place.

  • According to the EPA in Taiwan report, 9.05 million metric tons of solid wastes were generated in 1999, and the waste glass was accounted of 4.95 percent. However, with the increasing tonnage of disposal cost and existing disposal sites are reaching full capacity, recycling is currently accepted as a sustainable approach to waste management. Therefore, it's essential and urgent that the government in Taiwan establish the recycling and recovery framework for the minimization of the solid waste, reduction of materials and energy consumption, and the encouragement for the reuse, recycle and recovery development. To achieve this Boal, Taiwan has been strived for a long period of time in waste glass recovery and recycle. Waste glass, unlike other kinds of resource waste, is 100% recyclable. The EPA in Taiwan now center on a lot of different kinds of waste glass, such as glass container, flat glass, CRT glass, windshields glass, fluorescent lamps, and waste pesticide glass container. This article will focus on the framework of the recycling market access, and also try to provide some strategies to improve waste glass recycling efficiently.

Calculation and Analysis of Actual Recycling Rate and Final Disposal Rate of Industrial Waste by Material Flow Analysis (물질흐름분석을 통한 사업장폐기물의 실제적인 재활용률과 최종처분율의 산정 및 분석)

  • Since the Framework Act on Resource Circulation was enacted in 2018, the government should establish a National Resource Circulation Master Plan every 10 years, which defines mid- to long-term policy goals and directions on the efficient use of resources, prevention of waste generation and recycling of waste. In addition, we must set mid- to long-term and stepwise targets for the final disposal rate, recycling rate (based on sorted recyclable materials and recycled products), and energy recovery rate of wastes, and relevant measures should be taken to achieve these targets. However, the current industrial waste (IW) statistics have limitations in setting these targets because the final disposal rate and recycling rate are calculated as the ratio of the recycling facility input to the IW generation. In this study, the material flow from the collection stage to the final disposal of industrial waste was analyzed based on the generation of 2016, and the actual recycling amount, actual incineration amount, final disposal amount and their rates were calculated. The effect on the recycling, incineration and final disposal rates was examined by changing the treatment method of nonhazardous wastes from the factory and construction and demolition wastes, which were put in landfills in 2016. In addition, the variation of the waste treatment charge was investigated according to the change of treatment methods. The results of this study are expected to be effectively used to establish the National Resource Circulation Master Plan and industrial waste management policy in the future in South Korea.

  • Waste to Energy Plant were recognized as hateful facilities, and there were many conflicts in the location due to social problems such as the NIMBY phenomenon due to problems such as damage to property in the surrounding area, odor, and image loss. Problems such as air pollution and odor are solved by the development of advanced prevention facilities such as electric dust collectors, wet cleaning systems, semi-dry reaction towers, bag filters, and catalyst towers (SCR: Selective Catalytic Reduction), and air recycling facilities in waste storage tanks. However, it is being avoided because of the perception that it is an incinerator. To resolve these conflicts, the government installs and operates resident convenience facilities to compensate residents near resource recovery facilities, provides green space and improves the environment, and supports heating expenses in accordance with the 「Waste Treatment Facility Support Act」. The purpose of this study is to derive implications through the analysis of domestic and overseas case studies for resident convenience facilities and environment improvement for the promotion of local communities in resource recovery facilities and use them as basic data for community promotion and environmental improvement when installing resource recovery facilities in the future.

Resource Recycling Technology for the PCP-treated Ammunition Box (PCP로 방부 처리된 탄약목상자의 자원순환형 처리기술)

  • This paper reports the apparatus and method for the safe treatment of pentachlorophenol(PCP)-treated ammunition box by solvent extraction. Experimental variables were chosen as the composition of solvents, types of substance(chips and sawdust), temperatures and sonication to obtain maximum PCP removal from wood samples of the dismantled ammunition box. Up to 99% of PCP in the wood chip was extracted within 2 hours at room temperature when using methanol as the solvent. The extraction volume ratio of methanol per dried sample was about 10. Type of samples, extraction temperature and sonification showed little effects on PCP extraction. Based on this study, a resource recycling system for the treatment of ammunition boxes was recommended.
