  • This study aims to provide basic information about the policy and system improvements relevant to single elderly men, through an investigation concerning the use and needs of activity spaces near their housing environments. Eighteen single elderly men over 60-years-old living in Gunsan city of Jeonbuk province in Korea participated in in-depth interview, and the data were qualitatively analyzed. The results of the study are as follows: The social networks of the participants were focused on friends or colleagues, while mutual exchanges with their children were intermittently undertaken. Natural networks of the elderly were formed mainly in third places, such as parks, restaurants, or community facilities, and about a half of the elderly participants had no spatial needs, and the rest required spaces for meal services, the elderly living community, jobs, leisure/hobby activities, or facility improvements. The elements influencing use of activity spaces were access from the residence, health, social networks, and economic conditions. The results suggest the following: Exercise or leisure facilities supporting elderly mobility should be set up close to their residential environments. Senior facilities centered on systematic supports and shuttle buses circulating around the places that the elderly visit frequently should be considered. On the other hand, regular maintenance and education on residents' proper use of the facilities, and sufficient information and fee discounts for the general programs are needed so that the elderly could interact with the younger generation. From a public perspective, a rational system and policy based on understanding single elderly men's needs should be prepared for provision and management of the activity space.

  • Gyeongju has been the capital of Silla Kingdom for about 1,000 years, and many cultural heritages of the Silla period, such as the Wolseong Palace Site, Daereungwon Ancient Tomb Complex and Donggung Palace and Wolji Pond, are located in the city. Due to these characteristics, the process of heritagization has been carried out in Gyeongju from the Japanese colonial era to after liberation. Heritagization means selecting things from the past due to the needs of the present and making them heritages. In the case of South Korea, national government-led heritagization was achieved during the Japanese colonial period, and after liberation because of the restoration of national culture and the construction of a national identity. Gyeongju is a representative example. On the other hand, Gyeongju's heritagization process was carried out with little consideration of the local community, and thus the local community and Gyeongju's heritage have been distancing. In 2002, Gyeongju's heritage sites were nominated as World Heritage Sites. With the nomination, the perception of the role of local communities in heritage has been changed, and institutional mechanisms to promote the participation of local communities have been continuously reorganized. However, Gyeongju's heritagization process, which was thoroughly conducted through the central government and expert groups, was the reason why Gyeongju residents actually thought Gyeongju's heritage and the locality of Gyeongju were formed through the central government and expert groups. This has been the result of Gyeongju residents' passive participation in heritagization or heritage management to date. This study analyzed the heritagization process of Gyeongju through literature research and conducted an interview survey of residents who have lived in Gyeongju for a long time to understand the impact of the institutional heritagization process on residents and the relationship with heritage. Based on the analysis results, it was suggested that local residents and communities could take the initiative in managing the heritage of Gyeongju.

For this, qualitative data were collected by using the in-depth interview with staffs of community welfare center and management office of five permanent rental housing complexes and two times of advisory committee meeting with housing and social welfare experts. To analyze the data gathered in this study, the constant comparative method of data analysis was used. Conflicts between the management office and social welfare center of permanent rental housing could be classified into two aspects; personal and operational. Main reasons for the conflicts between two institutions were identified such as attitude of management office staffs, lack of cooperation, current administrative system, lack of management resources such as space and operation cost, and so on. Based on the results, some implications including institutional support and social complementary cooperation were suggested for improvement of management and welfare service system for the residents of permanent rental housing.

Openness of view in Japanese small housing is accomplished by letting in light from the outside using position and shape of the window, looking more spacious using courtyard, void spaces, or sliding door hanging from the ceiling, and creating deception of view using floor-wall plan and appropriate materials. Flexibility of spaces is achieved by combination of first and second components, multipurpose of space and furniture, and variety of storage methods. It is necessary to improve spatial efficiency with consideration of volume-metric planing rather than flat-plane and develop various unit plans to meet residents' needs and demands on compact-but-effective houses.

  • The medical insurance system has been adopted in 1989. Since then, the utilization of medical care services has increased rapidly. It appears that the medical institution needs more nursing manpower such as nurses and nurse aides to meet an increased demand for medical care for the residents. However, the medical care clinics run by a medical practitioners has a more shortage of nursing manpower than hospitals. The purpose of this survey was to analyze the current employment status and to obtain an opinion on the improvement of utilization such as recruitment and retention of nursing manpower. The questionnaire sent to the private physician and the response rate was 28.7% ; 87 out of 300 physicians. 82.6% of the respondents employed nurses aides rather than nurses and an average number of employees per clinic was 2.5 persons. Most physicians had difficulties in recruiting nursing manpower. It took more than one month for replacement on average, therefore, they were suffering from giving good continual care for the patient and also high resignation of nursing personnel. The low wage, long working hours, hard work and lack of incentives are the biggest reasons for the difficulty in recruiting and retaining of the nursing personnel obtained for the clinics survey. The above mentioned problems would be solved in the near future by changing those difficulties. In the meantime, the private physicians are marking an effort to retain the nursing personnel by keeping a relationship of the private physician's cooperatives.
