Byker Redevelopment : Ralph Earskine' Design Concept and Residence′ Participation on the Design Process (바이커 재개발 : R. Earskine의 설계개념과 주민참여)

  • To be a good architecture, resident' needs should be defined as possible as definitely. A Multi-family housing is not easy to define of resident' needs, because the user is ambiguous and the needs is multi aspects. Byker housing project have a good approach to define ambiguous and many aspects of residence' need. In this view points, Byker redvelopment project show the process of resident' participation as a new customers, and design process architect with people, in spite of the early 1970s' project in terms of the user participations. This approach of residence participation is a good lesson how to communicate with recidence, how to identify the need, and its design is satisfied in the residence. And its project are discussed with residence how to manage of rehabilitation.

Biotope Networking in a Metropolitan Area of Daegu -The Case of Susung gu-

  • The biotope network of Susung gu is characterized as dense residence zones forming its core that enable partial biotope in and around the residential zones. First, in district I, it is possible to make these zones connected to the third district. In district II, which is abundant in biotope, it is very important not to continue destoyi9ng the existing biotopes. In the case of district III, old residence zones have fill the severe gap between forests and the Sinchun river, through redevelopment, which covers more than 30% of the biotope area with large scaled linear residence areas. In the case of district IV, limited destruction of biotope and the improvement of nature areas were suggested as the alternative for preservation of biotopes. Consequently, in the construction of the biotope network in Su-sung gu, the maintenance of existing biotopes is required. Int he old residence zones, as redevelopment occurs, by maintaining biotope area of more than 30% and making the scale of residential complexes more than 1ha, it is possible for old residence zones to accomplish the role of providing important green spaces. In the case of newly developed residential zones, by reducing the rate of pavement of traffic conducts, utilizing small sized parks at the junctions and the plantation of trees along the corridors, the entire residence zones are able to accomplish the role of providing important green space. The problem houses and connecting the inner green space of the private houses with the green spaces of the streets in some areas. Futhermore, green spaces of forests must not be used for urban development. Dual planting on sidewalks, planting plots dispersed among streets and median strips must be established on road, too.

Estizmation of Structure Stability on the Ground to Vibration from Dual Composite Tunnels (이중 복합터널 상부구조물의 진동에 대한 안정성 평가)

  • The site of interest is a residence redevelopment area which has excavation construction with cut-off walls. The site is located over Dong-Mang-Bong tunnel and Seoul No. 6 subway tunnel. This study analyzed numerically the influence of vibrations from No. 6 subway tunnel to the basement of the redeveloped apartment away from the distance about 11m. Kyoung-bu highspeed railway's time history model with linearly reduced maximum acceleration is applied to take into the subway maximum speed of 75km/h. The maximum velocity of vibration for the cross section of the interest was estimated as 0.28cm/sec which satisfied the allowable standard of 0.5cm/sec for apartment and residence of Seoul.

  • The redevelopment project implementation difficulties and irregularities of the initial funding has been delayed in Busan. These financing and corruption in order to eradicate the composition of Urban & Residence Environment Improvement Fund. The province's major tax revisions improvement fund finances of City Planning Tax is due to the reduction is difficult to secure additional finances. This study tried to promote the activation of redevelopment in Busan by using Maintenance fund improvement of the institutional constrain As the results of this study, firstly, it is need to convert Metropolitan tax to some urban planning tax in local tax, some improvement fund to general rate among the Metropolitan tax. Secondly, we suggested to support of the practical measures for the operation and maintenance funds systematically, Urban & Residence Environment Improvement Fund the installation and operating ordinance's enactment, to establish a maintenance fund should be operational plan.

A Development Model of Korean Urban Neighborhood: - focusing on the Neighborhood Growth and the Educational Facility - (한국 도시동네의 형태변화 모델 - 동네의 성장과 교육시설과의 관계를 중심으로 -)

  • This study aims to propose a hypothetical urban neighborhood, HanGyo-dong, which is a model for understanding the relationship between the neighborhood change and educational facilities. Three issue layers of the model derived from preceding case studies are: establishment, relocation and redevelopment of educational facilities; formation and redevelopment of adjacent residential areas; and growth of neighborhood commercial cores. The neighborhood changes observed through HanGyo-dong include (1) the formation of educational base and commercial activities along the stream, (2) the growth of student and intellectual community and the installment of public transportation nodes, and (3) the relocation of schools and hospitals followed by a series of redevelopments of single family house into multi-family housing of low-rise residence and high rise apartment complex. The findings call for the collaborative practice of educational administration and neighborhood planning regarding how educational facilities, which were the tool for urban expansion policy, will contribute to the development of the neighborhood's identity as a localized hub.

Analysis of Determinants on Residential Resettlement in Accordance with Urban Regeneration (도시재생에 따른 주거재정착 결정요인 분석)

  • The aim of this study is to analyze the evaluations and determinants on residential resettlements in accordance with urban regeneration by 7,396 samples from 19 housing redevelopment districts in Busan. The major finding on determinants on residential resettlements in accordance with urban regeneration are as follows; A binary logit model for determinants on residential resettlements in accordance with urban regeneration are composed of owner's characteristics, land and building characteristics, housing complex characteristics, and location characteristics. The significant variables in relation to owner's characteristics are owner's age, owner's place of residence, the possession period against property and investment intention. As a result of logit model for residential resettlements, it shows that the variables in relation to land and building characteristics are the land classification, the use of building, the size of land or building, the permission of building and the appraisal price on land and building. This result means that actual customer's investment connects to resettlement after redevelopment project. The other side, the housing complex variables consist of the brand of construction company, the ratio of large size housing and floor are ratio shows that improvable conditions for housing value are important factor to induce residence's resettlement. The location variables show that Dongbusan has higher probability, the reverse Jungbusan has lower probability in residential resettlement likewise residential preference.

A Reform of Two to One Dwelling Unit for Three Generation Family Living of Small Houses (3대 동거가족을 위한 소형 아파트 2호1주택 리폼 연구)

  • A goal of this research is to propose the remodeling possibility from deteriorated stock apartment housing, to three generation family living in a dwelling unit for low incomes. An apartment housing which was built from 1970s, is accumulated over $55\%$ of the stock housing in Korea, many of them are confront with a rebuilding in a short usage of twenty years below. They are small one, and many of the residence complain narrow and small space compare to economic growth and their needs. This article deals the reform of two to one dwelling units, that it can be use for three generation family living as a new residence, because its spatial character is more controled privacy condition as a four bay spatial organization in the dwelling. The reform simulated in a 10, 13, 14, 15, and 16 pyung, the remodeling size became from 20 to 30 pyung, and its reform can be apply to extend life cycle of a stock confront with redevelopment. The possibility of the reform houses have more intensive privacy in a house compare with same area of new apartment. It tells us that we can recycle the deteriorate apartment house into three generation family living use, and it will be clue to change slum clearance into reform and recycle of deteriorate apartment house.

  • The paradigm of urban generation does not lie in physical development/maintenance such as urban redevelopment any more. The paradigm is shifting to balanced activation of administration / management functions including central commerce/business functions, broad culture/tourism functions, international functions and adequate level of residence functions. The urban regeneration project aims to restore functions of cities by physical/environmental, living/cultural and industrial/economical regeneration and is managed differently from existing projects in that it includes multiple sub-projects in it. The overall projects management should be by managing the value sought by the urban regeneration project and multiple other sub-projects. The objective of this study is to present various methods of value management in order to avoid conflicts between various objectives within the said project. It aims to provide the value management methods for decision making by understanding correlatedness between values of various projects and prioritizing them.

  • The government has routinely made efforts to improve the living environment and infrastructure of less-developed areas through large area urban remodeling projects, which are in themselves attempts to overcome the disadvantages of piecemeal local area development. Such projects are very complex, and various stakeholders are involved. However, the data on such projects has not been well managed, and has not lent itself to being easily adopted to similar projects. In addition, there are numerous fragmented mega-projects that seem to be performed based on "rules of thumb" To address this issue, the work process of many urban and residence project types should be standardized otherwise the participants will be confused to work properly. In particular, typical residents who lack knowledge about building redevelopment, building remodeling, urban environment improvement projects, and the like think that it is difficult to establish the preparation committees and association committees for the projects. Therefore, we examined previous researches related to the urban and building renovation to solve the prescribed present problems. This paper presents the three necessary research performances: first, we analyzed the administrative work process in the related laws; second, we examined the practical work process of the preparation committee and association committee stages; and finally we deduced the problem and presented the required improvements.

The Evaluation of Amenities of Rural Villages (농촌마을 정비 특성별 어메니티 평가)

  • This research is related to the evaluation of rural amenities. Since the UR negotiations, the wave of market liberalization has brought many difficulties to the rural areas. This paper serves to identify a number of important elements such as socialization, cultural and ecological resources and investigate the viability of rural areas. The purpose of this study is to evaluate rural amenities by evaluation indices and establish planning direction of amenities for rural areas. The data have been collected by methods of a field survey and a questionnaire survey. The evaluation indices have been defined as socialization, safety, amenity and convenience by several researches. Villages have been divided into two groups. Seven(Shimchon, Ibaek, Muan, Dokpyong-li, Imchin-li Hyangyang-li, Wonwol-li) have been newly constructed, six(baeksa, Mokmyon, yongho-li, shindyae-li, hwangdun·songgae) have been redeveloped. There are considerable differences in the degree of satisfaction between he two groups. The results are as follows: 1) socialization is very necessary for amenities in rural villages. Especially the values of the resident's interactions and management of the village are most important in the preparation of an amenity plan in rural areas. So the plans and establishment of public facilities are requisite for the residents community. 2) The convenience of rural public facility plans is necessary for the improvement of the farmers'living conditions. For planning the rural villages, special regards are paid to characteristics of the village, such as the former place of residence and occupations. 3) Newly constructed village should improve their socialization and the redeveloped types should try to get a better life for amenity and safety, The residents of the redeveloped types show relatively high degree of satisfaction with indices of resident community, living convenience facilities, and management of village. On the contrary, amenity and safety are good in newly constructed types. This study has taken into consideration the characteristics of rural villages. It makes a contribution to the redevelopment of rural villages and improves amenities in rural villages. It is recommended that more studies classify the resources of rural areas and measure amenities which are significant to city dwellers in the future.
