Development of Optimum Management System for Irrigation Facilities (수리시설물 최적관리 시스템 개발)

  • For the efficient operation and maintenance( 0 & M), irrigation facilities were graded on the basis of their indices related to the 0 & M condition and the characteristics of reservoirs managed by Farmland Improvement Association(FIA) were examined. The results obtained are summarized as follows : 1. Characteristics of reservoirs include effective storage capacity, irrigation area, basin area, height and length of bank. Each characteristic is scored by the principle component analysis method. Variables which compose one index are categorized on the basis of their unit and each variable is scored so that the score of each unit sums to 100 for each index. 2. The Optimum MAnagement System of Irrigation Facilities(OMASIF) for Pyoungtaek area was developed by connecting general data of the irrigation facilities to image data. The database system is divided into three tables; LookUp Table, Facility Table, and Image Table. Image Table is again divided into five sub-tables, Image Table, Construction Cost Table, Acreage Table, 0 & M Cost Table, and Specification Table. 3. The evaluating criteria for the 0 & M of irrigation facilities can be established using the OMASIF. Irrigation facilities evaluated as poor state by the criteria should be repaired.

Water Quantity and Quality Management Through A Multiple Reservoir System (수량(水量) 및 수질(水質)을 고려(考慮)한 저수지군(貯水池群)의 종합관리(綜合管理))

  • The quantity point has been considered prior to the quality point in the water resources development and management. However, the quality problems have become as important as quantity problems due to the industrialization and civilization. This paper presents a methodology of the integrated management of multiple reservoir systems by considering both water quantity and quality problems. It also presents a long-term forecasting technique of reservoir water quality by using the developed phosphorous model. The methodology was applied to the Han river reservoirs operation, in which five major reservoirs were considered. The result shows that the spatially and temporally distributed water quantity and quality resources can be utilized by meeting all the required constraints.

  • This study is to analyse the hydrological behavior of agricultural reservoir using CAT (Catchment hydrologic cycle Assessment Tool). The CAT is a water cycle analysis model in order to quantitatively assess the characteristics of the short/long-term changes in watershed. It supports the effective design of water cycle improvement facilities by supplementing the strengths and weaknesses of existing conceptual parameter-based lumped hydrologic models and physical parameter-based distributed hydrologic models. The CAT especially supports the analysis of runoff processes in paddy fields and reservoirs. To evaluate the impact of agricultural reservoir operation and irrigation water supply on long-term rainfall-runoff process, the CAT was applied to Idong experimental catchment, operated for research on the rural catchment characteristics and accumulated long term data by hydrological observation equipments since 2000. From the results of the main control points, Idong, Yongdeok and Misan reservoirs, the daily water levels of those points are consistent well with observed water levels, and the Nash-Sutcliffe model efficiencies were 0.32~0.89 (2001~2007) and correlation coefficients were 0.73~0.98.

Recent Development of Drinking Water Quality Standard and its Application (음용수질 기준과 관리방안)

  • Recently water demand is increasing as the industry prospers. The increase of water demand is followed by the increase of wastewater discharge which pollutes rivers and ground water extensively. These rivers, reservoirs and ground water are sources for drinking water and their contamination affects the quality of water supply and other potable water. In Korea there are 776 water treatment plants which supply drinking water from main rivers or reservoirs. Rivers are the biggest water source for drinking water is being contaminated, the innovation of treatment process is needed. The construction and operation of water supply facilities is under the control of the Ministry of Construction and the water supply offices of cities and provinces. However, drinking water quality is under the control of the bureau of sanitation in the Ministry of Health and Social Affairs. There are 33 items in drinking water quality standards of Korea. Trihalomethanes, Selenium, Diazinone and other three of pesticides have been included lately, The Ministry of Health and Social Affairs is planning to enhance. the level of $VOC_S$(Vola-tile Organic Compounds) standard. Drinking water quality standard is the goal to protect the quality of supply water and ground water. In order to protect the source water from domestic or industrial water, technological improvement and adequate investment should be urgently made. The ultimate goal of drinking water quality is safety and health of consumers. The more stringent the standard are, the better the water quality will be. As the drinking water quality standards become more stringent this year, various and positive solutions by the authorities concerned must be prepared.

  • Past climate change influences multiple environmental aspects, certain of which are specifically related to agricultural water resources such as water supply and demand. Changes on rainfall and hydrologic patterns can increases the occurrence of reservoir water shortage and affect the future availability of agricultural water resources. It is a main concern for sustainable development in agricultural water resources management to evaluate adaptation capability of water supply under the changing climate and farming methods in paddy field. The purpose of this study is an evaluation method of design frequency of drought and water supply safety for agricultural reservoirs to investigate evidence of climate change occurrences at a local scale. Thus, it is a recommended practice in the development of water supply management strategies on reservoir operation under changing climate and farming methods in paddy field.

Behaviour Analysis of Irrigation Reservoir Using Open Water Management Program (개방형 물관리 프로그램을 이용한 관개용 저수지의 거동 분석)

  • For optimal irrigation reservoir operation during flood and normal period, a general and systematic policy is suggested to make balance of the conflicting purposes between water conservation and flood control. We developed Open Water Management Program (OWMP) with an open architecture to deal with newly arising upgrade problems for optimal management of irrigation reservoir. And we evaluated the applicability of OWMP to estimate daily runoff from an agricultural watershed including irrigation reservoirs, and analyzed behaviour of irrigation reservoirs as irrigation water requirements considering frequency analysis of reservoir storage and frequency analysis water requirements for effective management of reservoir. When we executed OWMP with data produced from an experimental field, IHP basins, the mean relative errors of application of daily runoff and irrigation water requirement were less than 5%. We also applied OWMP to a Seongju irrigation reservoir to simulate daily runoff, storage and water requirement from 1998 to 2002, and the mean model efficiency between measured and simulated value was 0.76. Our results based on the magnitude of relative errors and model efficiency of the model simulation indicate that the OWMP can be a tool nicely adapted to the effective water management of irrigation reservoir for beneficial water use and flood disaster management.

Development of Operating Rule Curve for Multipurpose Water Supply in Heightened Agricultural Reservoir (농업용 둑높임저수지의 다중 용수공급을 위한 이수운영기준곡선 개발)

  • This study developed an operating rule curve (ORC) for multipurpose water supply (irrigation and environmental water) in heightened agricultural reservoir. Among the 20 reservoirs in improvement project of agricultural reservoir dam heightening, the 4 representative reservoirs (Ungyang, Gungchon, Yongam and Unam) were selected for the study according to the analysis of statistical characteristics. Available environmental water supply amounts during irrigation and non-irrigation periods, which is the range from release restricted water level to high water level were estimated by water balance analysis using reservoir operation model. Reliability, resiliency and vulnerability criteria for water system performance were used to assess the multiple water supply capacity. The ORC was presented as the percentile rank for the daily reservoir water level from the results of reservoir operation using the past couple of decades weather data. The water levels for each percentile were divided into 3 buffer sections representing drought (5~25%), normal (25~75%), and flood (75~95%) year to operate the heightened agricultural reservoir with ORC.

  • Intermittent deep draw artificial circulation system is one of the most widely used destratification systems to control algal bloom in reservoirs in Korea. However, there have been neither theoretical background of design criteria nor operation guide line for efficient application of the system available for such systems. A design method was developed to calculate required compressor capacity and number of circulation units considering physical interactions between stratified water layers and plumes induced by the intermittent deep draw artificial circulation system. The program was tested with data observed in Yeoncho Lake. The results indicated that the developed method can applied in the fields successfully. Further validation processes would improve design and operation methods.

  • The analysis of large-scale water resources systems is often complicated by the presence of multiple reservoirs and diversions, the uncertainty of unregulated inflows and demands, and conflicting objectives. Reinforcement learning is presented herein as a new approach to solving the challenging problem of stochastic optimization of multi-reservoir systems. The Q-Learning method, one of the reinforcement learning algorithms, is used for generating integrated monthly operation rules for the Keum River basin in Korea. The Q-Learning model is evaluated by comparing with implicit stochastic dynamic programming and sampling stochastic dynamic programming approaches. Evaluation of the stochastic basin-wide operational models considered several options relating to the choice of hydrologic state and discount factors as well as various stochastic dynamic programming models. The performance of Q-Learning model outperforms the other models in handling of uncertainty of inflows.

  • Up to now, monthly water balance analysis has been dominantly used for the water resources planning. But, it is more reasonable to explain the variation of spatial and temporal distribution of water by the daily water balance model with daily streamflow data. Since we are recently facing the problems of regional unbalance of water quantity, and of multiuse of irrigation water, and of deterioration of water quality, it is urgently needed to develop the daily water balance model to solve those problems and establish the rational plannings of agricultural water resources. In the circumstances, Daily water Balance(DAWABA) model for irrigation reservoirs was developed and the operation rule of irrigation resorvoir during drought season was established.
