This study evaluated the status of watershed health in Geum River Basin by SWAT (Soil and Water Assessment Tool) hydrology and water quality. The watershed healthiness from watershed hydrology and stream water quality was calculated using multivariate normal distribution from 0(poor) to 1(good). Before evaluation of watershed healthiness, the SWAT calibration for 11 years(2005~2015) of streamflow(Q) at 5 locations with 0.50~0.77 average Nash-Sutcliffe model efficiency and suspended solid (SS), total nitrogen(T-N), and total phosphorus(T-P) at 3 locations with 0.67~0.94, 0.59~0.79, and 0.61~0.79 determination coefficient($R^2$) respectively. For 24 years (1985~2008) the spatiotemporal change of watershed healthiness was analyzed with calibarted SWAT and 5 land use data of 1985, 1990, 1995, 2000, and 2008. The 2008 SWAT results showed that the surface runoff increased by 40.6%, soil moisture and baseflow decreased by 6.8% and 3.0% respectively compared to 1985 reference year. The stream water quality of SS, T-N, and T-P increased by 29.2%, 9.3%, and 16.7% respectively by land development and agricultural activity. Based on the 1985 year land use condition. the 2008 watershed healthiness of hydrology and stream water quality decreased from 1 to 0.94 and 0.69 respectively. The results of this study be able to detect changes in watershed environment due to human activity compared to past natural conditions.

The CERES-Barley crop simulation model of DSSAT package was used to assess the impacts of climate change on potential yield of winter covered barley in Korea. 56 sites over the southern part of Korean peninsula were selected to compare the climate change impacts in various climatic conditions. The climatological normals (1971~2000) and the three future climatological normals (2011~2040, 2041~2070, and 2071~2100), based on A1B climate change scenarios of Korea, were used in this study, and the three future climatological normals were simulated under three environmental conditions, where only temperature change, only carbon dioxide change, and both of temperature and carbon dioxide change with future A1B climate change scenarios, respectively. Results: The CERES-Barley model was suitable for predicting climate change impacts on the potential yield of winter covered barley, because of the agreement between observed and simulated outcomes (e.g., the coefficient of determination of grain yield equals 0.84). (1) The only increased temperature effect with the climate change scenarios was mostly negative to the potential yield of winter covered barley and its magnitude ranges from -21% to +1% for the three future normals. (2) The effect of the only elevated carbon dioxide on the potential yield of winter covered barley was positive and its magnitude ranged from 12% to 43% for the three future normals. (3) For increased temperature and elevated carbon dioxide change cases, potential yields increased by 13%, 21%, 19% increase for the 2011~2040, 2041~2070, 2071~2100 normals, respectively.
The main purpose of this study is to estimate tradial growth response and to predict the potential spatial distribution of major tree species(Pinus densiflora, Quercus mongolica, Quercus spp., Castanea crenata and Larix kaempferi) in South Korea, considering climate and topographic factors. To estimate radial growth response, $5^{th}$ National Forest Inventory data, Topographic Wetness Index (TWI) and climatic data such as temperature and precipitation were used. Also, to predict the potential spatial distribution of major tree species, RCP 8.5 Scenario was applied. By our analysis, it was found that the rising temperature would have negative impacts on radial growth of Pinus densiflora, Castanea crenata and Larix kaempferi, and positive impacts on that of Quercus mongolica, Quercus spp.. Incremental precipitation would have positive effects on radial growth of Pinus densiflora and Quercus mongolica. When radial growth response considered by RCP 8.5 scenario, it was found that the radial growth of Pinus densiflora, Castanea crenata and Larix kaempferi would be more vulnerable than that of Quercus mongolica and Quercus spp. to temperature. According to the climate change scenario, Quercus spp. including Quercus mongolica would be expected to have greater abundance than its present status in South Korea. The result of this study would be helpful for understanding the impact of climatic factors on tree growth and for predicting the distribution of major tree species by climate change in South Korea.

The 'Green Start Movement' is a practical movement of green living to efficiently reduce the greenhouse gases originating from non-industrial fields such as household, commerce, transportation, etc. for the 'materialization of a low carbon society through green growth (Low Carbon, Green Korea)'. When the new government took office, following the Lee Myeongbak Administration that had presented 'Low Carbon, Green Growth' as a national vision, it was required to set up the direction of the practical movement of green life to respond to climate change persistently and stably as well as to evaluate the performance of the green start movement over the past 5 years. A questionnaire survey was administered to a total of 265 persons including public servants, members of environmental and non-environmental NGOs, participants of the green start movement and professionals. In the results of the questionnaire survey, many opinions have indicated that the awareness of the green start movement is increasing and the green start movement has had a positive impact on individual behavior and group behavior in terms of green living. The result shows, however, that the environmental NGOs don't cooperate sufficiently to create a 'green living' effect on a national scale. Action needs to be taken on the community level in order to generate a culture of environmental responsibility. The national administration office of the Green Start Movement Network should play the leading role between the government and environmental NGOs. The Green Start National Network should have greater autonomy and governance of the network needs to be restructured in order to work effectively. Also the Green Start Movement should identify specific local characteristics to support activities that reduce greenhouse gas emissions. Best practices can be shared to reduce greenhouse gas emissions by a substantial amount.

This research is based on the analysis of in-depth interviews of designers who participated in the design of the Yeonnam-dong section, which was completed in 2016. The case study site has received many domestic and foreign awards and is receiving very positive reviews from actual users. 53 concepts were derived from the open coding of the ground theory methodology. Thirty-four higher categories incorporated the concepts and 18 higher categories that reintegrated them. Later, the six categories of the ground theory were interpreted as the paradigm, and it was determined that the aspects of 'will of client' and 'work efficiency', 'site resources' and 'field manager's specialty' were the categories that had the greatest positive impact on the park construction. The key category of this park's construction was interpreted as "a park-construction model with active empathy and communication." The results of the study and are linked to the following research proposals. First, the need to improve the trust between the client and the landscape designer and the need to improve the customary administrative procedures; second, the importance of the input of landscape experts into the park construction process; third, the importance of all efforts to develop the design; fourth, the importance of on-site circular resources and landscape preservation; and fifth active social participation to increase the opportunity. This study, which seeks to grasp the facts that existed behind the park's construction, which received excellent internal and external evaluations, and has a qualitative, objective and structural interpretation of the social network related to the park's construction, in contrast to the conventional quantitative post-evaluation. It is expected that the administration and system improvements related to landscaping will be further improved through the continuation of in-depth post-evaluation studies.
The purpose of this study is to analyze the influence of number of targets on common knowledge generation and brain activity during the common life science discovery task performance. In this study, 35 preliminary life science teachers participated. This study was intentionally made a block designed for EEG recording. EEGs were collected while subjects were performing common discovery tasks. The sLORETA method and the relative power spectrum analysis method were used to analyze the brain activity difference and the role of activated cortical and subcortical regions according to the degree of difficulty of common discovery task. As a result of the study, in the case of the Theta wave, the activity of the Theta wave was significantly decreased in the frontal lobe and increased in the occipital lobe when the difficult difficulty task was compared with the easy difficulty task. In the case of Alpha wave, the activity of Alpha decreased significantly in the frontal lobe when performing difficult task with difficulty. Beta wave activity decreased significantly in the frontal lobe, parietal lobe, and occipital lobe when performing difficult task. Finally, in the case of Gamma wave, activity of Gamma wave decreased in the frontal lobe and activity increased in the parietal lobe and temporal lobe when performing the difficult difficulty task compared to the task of easy difficulty. The level of difficulty of the commonality discovery task is determined by the cingulate gyrus, the cuneus, the lingual gyrus, the posterior cingulate, the precuneus, and the sub-gyral where it was shown to have an impact. Therefore, the difficulty of the commonality discovery task is the process of integrating the visual information extracted from the image and the location information, comparing the attributes of the objects, selecting the necessary information, visual work memory process of the selected information. It can be said to affect the process of perception.
The strategy of "soft power" in the foreign and internal policies of modern Russia is one of the important factors in the implementation of public policies, and the influence of soft power is increasingly becoming stronger and gaining new forms and methods of implementation. The Russian government exerts efforts to form a positive image of Russia in the international arena, in order to strengthen the country's competitiveness, based on active use of "soft power." Currently, Russian cultural policy is developing in two main directions. In the internal policy sphere, the Russian government emphasizes national unity and civic solidarity, and fosters a sense of patriotism and national pride. In the sphere of foreign policy, the Russian government is attempting to regain its status as a great power and to create a new image of Russia that is different from that of the former Soviet Russia. In this article, we examine and analyze various aspects of the hidden political mechanisms involved in mega-sporting events, in particular the Sochi Olympics, from the viewpoint of Russian internal and foreign policy. We address the major functions of mega-sporting events and their influence in the political realm. The political impact of mega-sports projects can even compensate for economic losses incurred during the preparation and hosting of the Olympic games. In this respect, we can define mega-sporting events as one of the main components of soft power; such events reflect the basic directions of internal and foreign policy in post-Soviet Russia, which are to form and promote an image of Russia using national branding. In order to fairly and objectively analyze the recognition and perception held by Russians of the significance of mega-sporting events, in this work, we carefully studied the results of various surveys conducted by the Russian research organization VCIOM (Russian Public Opinion Research Center) before and after Russia hosted the Winter Olympic games in Sochi (2014) and the Summer Olympic games in Kazan (2013). Furthermore, on the basis of the ranking of national brands by Simon Anholt (Anholt Nation Brands Index - NBI), and on the basis of the ranking of 100 national brands conducted by the British consulting company "Brand Finance" (Brand Finance Nation Brands 100), we minutely trace the development and qualitative change in Russia's image and the role of the mega-sporting projects. This article also examines the Kremlin's internal and foreign policies that were successfully carried out in practical terms. This study contributes to the understanding of the value of mega-sporting events from the point of view of cultural policy of the current ruling party of Russia. This standpoint allows us to outline the main directions of Russian cultural policy and to suggest perspectives on the branding strategy of modern Russia, including strategies related to consolidating Russia's position in the international arena.

This study aims to provide basic data for the systematic conservation and efficient management of forest ecosystems by analyzing changes in understory vegetation of temperate broad-leaved deciduous forests. One-hectare permanent survey plot, consisting of 100 subplots sized 10 × 10 meters, was installed in Gwangneung forest in Pocheon, Gyeonggi-do in 2003. The state of stands and the understory vegetation in the permanent survey plot were examined at a 5-year interval from 2003 to 2018. The vascular plants found in the survey area were 56 families, 128 genera, 176 species, 18 variants, 4 varieties, and 1 subspecies, for a total of 199 taxa. The number of species in both the shrub layer and the herbaceous layer showed a tendency to decrease with time. The MRPP-tests showed a significantly differing species composition of the shrub layer in all years except 2008-2013, whereas significant differences were found in all years concerning the herbaceous layer. As for the average importance value, Euonymus oxyphyllus (18.23%), Acer pseudosieboldianum (16.48%), and Callicarpa japonica (13.85%) were dominant in the shrub layer, while Ainsliaea acerifolia (23.41%), Disporum smilacinum (9.45%), and Oplismenus undulatifolius (5.62%) were dominant in the herbaceous layer. In the shrub layer, the richness of Smilax china, Lonicera subsessilis, and Philadelphus schrenkii was high when the basal area and the stand density of an upper layer were high. By contrast, smaller basal area and stand density were associated with the richness of Acer pseudosieboldianum, Deutzia glabrata, Morus bombycis, and Cornus kousa. Furthermore, it was found out that the impact of the basal area and the stand density on the herbaceous layer decreased over time, while the herb layer's species composition was greatly affected by cover degrees of Euonymus oxyphyllus and Acer pseudosieboldianum in the shrub layer. In conclusion, the number of species in the understory vegetation in Gwangneung forest is continuously decreasing, thus implying that species diversity, basal area, and stand density of an upper layer can influence the species composition in understory vegetation.

The government budget for promoting startup have been skyrocketed as catching up with increasing demands for high-tech startup by disruptive innovation resulted from rapid technology change. However, major trend of startup have still fallen on self-employed type of startup due to the lack of expertise and fund in spite of desperate government policy efforts. In reality, the access to high-tech startup has been very limited and too high huddle to would-be entrepreneur. This paper implement empirical analysis on the effects of entrepreneur competency and satisfaction level to government support, considering these as the KSF for the growth and success of high-tech startup, to the performance of the company. In particular, it focus on defining unique characteristics of high-tech startup through differential proving by the backgrounds of entrepreneur such as major, R&D experience, patent possession, CTO possession. This research carry out survey to 217 entrepreneurs in high-tech company in Daejon and Daegue at R&D Special Innopolis Zone. Research results are as follow. First, entrepreneurial achievement competencies, conceptualization competencies, network competencies and market recognition competencies positively affect the financial and non-financial performance and organizational and technical competencies, while organizational and technological competencies only positively impact on non-financial performance. Second, the satisfaction level of government support showed a positive moderating effect on entrepreneurial achievement competencies and financial performance, while no significant effect in other competencies. Third, positive differential effect by the technological background of entrepreneur such as Major, R&D experience, patent possession, CTO possession) have been confirmed. This paper deliver several significant implications and contributions, First, it propose classified and systematized entrepreneur competency through the domestic and foreign literature reviews. Second, it proves the need for the wider spread of team based startup culture rather then sole startup. Third, it also proves the important role of technological background of entrepreneur among the characteristics of high-tech startup.

Drought is generally considered to be a natural disaster caused by accumulated water shortages over a long period of time, taking months or years and slowly occurring. However, climate change has led to rapid changes in weather and environmental factors that directly affect agriculture, and extreme weather conditions have led to an increase in the frequency of rapidly developing droughts within weeks to months. This phenomenon is defined as 'Flash Drought', which is caused by an increase in surface temperature over a relatively short period of time and abnormally low and rapidly decreasing soil moisture. The detection and analysis of flash drought is essential because it has a significant impact on agriculture and natural ecosystems, and its impacts are associated with agricultural drought impacts. In South Korea, there is no clear definition of flash drought, so the purpose of this study is to identify and analyze its characteristics. In this study, flash drought detection condition was presented based on the satellite-derived drought index Evaporative Stress Index (ESI) from 2014 to 2018. ESI is used as an early warning indicator for rapidly-occurring flash drought a short period of time due to its similar relationship with reduced soil moisture content, lack of precipitation, increased evaporative demand due to low humidity, high temperature, and strong winds. The flash droughts were analyzed using hydrometeorological characteristics by comparing Standardized Precipitation Index (SPI), soil moisture, maximum temperature, relative humidity, wind speed, and precipitation. The correlation was analyzed based on the 8 weeks prior to the occurrence of the flash drought, and in most cases, a high correlation of 0.8(-0.8) or higher(lower) was expressed for ESI and SPI, soil moisture, and maximum temperature.

제 19 조 (관할 법원)
