Characteristics of Replacement of Labor following Accidents in Agriculture (농작업 재해 발생에 따른 대체인력 고용 특성)

  • Objective: This study aims to provide information needed to determine the wages paid for replacement labor for work lost following accidents in agricultural operations. Methods: Visits and interviews were conducted with 171 farmers who experienced a loss of at least one day of work due to an agricultural workplace accident. Results: It was found that only 35.1% of the study participants hired replacement labor, and more replacement labor was hired in greenhouse and fruit workplaces than in open field work. The mean number of days of hiring replacement labor was 14.6 days, and no significant differences were found between the national average wage and the surveyed value, while female workers were paid less than their male counterparts. Conclusions: The results from this study would be of help in determining a reasonable level of compensation for lost work.

The Impact of Labor Flexicurity Policy on the Labor Market Performance in the OECD countries (노동의 유연안정화 정책이 노동시장에 미치는 영향분석 - OECD 국가를 중심으로 -)

  • The outstanding performance of some nations in Central and Northern Europe such as Denmark and the Netherlands in the labor market is much indebted to their policy to help labor flexicurity. In this study, the possibility of replicating the Dutch or Danish performance in the labor market is explored in case of adopting such policy in the 22 OECD countries. If implementing the flexicurity policy in the 22 member countries of the OECD leads to strong performance in the labor market, this policy can be globally shared as universal labor policy to provide a win-win situation among the labor, management and the authorities on the matter, paving the way for replacing the Anglo-Saxon policy characterized by high flexibility and low security, or the European alternative with a lower level of flexibility and a higher level of security. According to findings from our research, flexicurity policy can not produce any tangible accomplishments in the labor market by only itself. Therefore, we may safely reach the conclusion that flexicurity policy has a limited positive influence on the labor market of some northern or central European countries. Given the striking difference in inherent conditions between such European countries and OECD countries, it is not sensible for OECD nations to adopt labor policy in the direction of flexicurity.

  • As a 4th industrial revolution technology, robots are changing the form of labor market and trade in Korea. In the future, changes in the international trade order are expected to move in the direction of shortening global supply chains and restricting trade between countries. Accordingly, reshoring of relocating overseas production facilities to Korea or near-shoring of relocating overseas production facilities to neighboring allies may expand. In this context, this study analyzed the impact of robot introduction on the domestic labor market and trade based on firm-level data. As a result of analysis based on the 'business activity data' accumulated from 2017 to 2019, the introduction of robot technology was analyzed to expand low-wage, low-skilled employment. Analysis on trade shows that the introduction of robots decreases exports and increases imports. In order to expand exports through the technology of the 4th industrial revolution, employment expansion and robot introduction should occur at the same time, rather than replacing the labor force with robots. In addition, it is thought that reshoring's goal of risk management can be achieved when a stable supply chain for imports of raw materials or essential goods, which are difficult to transfer to Korea, is established together.

  • In this era that technology is replacing human labor is coming. Like the introduction of Factory Automation and Smart Factory to enhance the productivity in manufacturing works in companies, RPA (Robotic Process Automation) is being applied to strengthen the competiveness in service & office work of companies. But, RPA itself is not mature enough to be the specific technology or solution, but burgeoning as the conceptual technology alternatives to automate the business process harnessed with the concept of software robots, artificial intelligence etc. The biggest difference that the introduction of RPA can make is the transition of the work based on 'human labor', to the 'digital labor' that could result in the replacement of human labor itself with that. Considering this kind of impact to change the concept of labor, the discussion for the future policy for this is inevitable. In this paper, beginning from the overview of RPA, relevant concerns & consideration for the application of RPA will be described based on the understanding of industrial & technology trends and expected future of RPA.

  • TFT-LCD process has two advantages as compared with the semiconductor-process. It is that cycle time is short and number of the final products are small. But it needs complicated inspection / assembly line to be treated manually and much higher labor costs in the TFT-LCD process. Also, It is necessary to build PICS(Production Information and Control System) which is automated and intelligent. In this paper, an automated process of LCD module assembly line that can increase productivity and reduce the cost of production to strengthen the competitiveness corresponding with global market is planned in comparison with its manual/semi-auto. It is noted that The automated line for COG$\sim$FOG process replacing with the existing facilities had the following effects; the productivity is increased to about 1.5 times and labor cost reduced 85%. In addition, whole assembly line can be short and simple.

  • Robotics and automation are rapidly growing in the industries replacing human labor. The idea of robots replacing humans is positively influencing the business thereby increasing its scope of research. This paper discusses the development of an experimental platform controlled by a robotic arm through Robot Operating System (ROS). ROS is an open source platform over an existing operating system providing various types of robots with advanced capabilities from an operating system to low-level control. We aim in this work to control a 7-DOF manipulator arm (Robai Cyton Gamma 300) equipped with an external vision camera system through ROS and demonstrate the task of balancing a ball on a plate-type end effector. In order to perform feedback control of the balancing task, the ball is designed to be tracked using a camera (Sony PlayStation Eye) through a tracking algorithm written in C++ using OpenCV libraries. The joint actuators of the robot are servo motors (Dynamixel) and these motors are directly controlled through a low-level control algorithm. To simplify the control, the system is modeled such that the plate has two-axis linearized motion. The developed system along with the proposed approaches could be used for more complicated tasks requiring more number of joint control as well as for a testbed for students to learn ROS with control theories in robotics.

An Empirical Simulation for the Relevance of Alternative Systems to Unemployment Insurance in Korea

  • Using the simulated data set which is based upon the data set merging Economically Active Population Survey(EAPS) and the Supplementary Survey (SS) in 1998-2001, this paper examines the relevance of alternative programs Unemployment Insurance Savings Account (UISA) and Pension-funded Unemployment Benefit (PUB) - to unemployment insurance system in Korea. Estimating the relative size of unemployment benefit and IA balance under a specific type of UISA or PUB by simulation, this paper yields the two main results. First, replacing UI by UISA with the same benefit being maintained would be beneficial in terms of search efficiency in general, although its effectiveness is a little doubtful as for the non-regular workers. Second, the PUB is better than UISA as an alternative to UI, and also works relatively well even for the non-regular workers.

Review the Possibility of Replacing the Converted Accident Ratio with the Industrial Accident Compensation Insurance Balance Ratio (환산재해율을 산재보험수지율로의 대체 가능성 검토 연구)

  • This study examined the possibility of applying the industrial accident insurance balance ratio to the calculation of the converted accident ratio in the credibility assessment of the PQ. Some correlations between the industrial accident insurance balance ratio and the converted accident ratio were found in the general tendency, however, there were no significant correlations between the two in the individual companies. Therefore, this study came to the conclusion that it is not appropriate to directly apply the industrial accident insurance balance ratio to the calculation of the converted accident ratio.

The Flexible Application of Real Options for Subcontractor in the Soft Drink Manufacturing Industry

  • In the soft drink industry, especially small and medium enterprises in Japan, there is a possibility of conversion from a labor-intensive industry to a capital-intensive. The demand for soft drinks may not be satisfied in the summer because the supply is too low to meet the demand. To address this situation, this paper proposes optimal investment that integrates demand uncertainty, based on real options approach (ROA) and seasonal autoregressive integrated moving average. Two alternative options are compared and evaluated. One is the Bermudan option: to employ additional workers to elevate efficiency in summer and laying off in winter, this attitude is repeated each year. The other is the American option: to replace equipment to increase machine ability throughout the year. Results in ROA show that the highest improvement is gained if the two options are in a symbiotic relationship. Soft drink producers should search for replacing equipment, using the employees repeatedly. A temporary decision is not equal to an infinite decision.

On the Development of Robot based Automation System for Loading Cargo in Small and Medium Sub Terminals

  • The logistics market is continuously growing due to the development of technology and the growth of the online market. In addition, the social atmosphere that emphasizes non-face-to-face due to the pandemic situation is accelerating the growth of logistics. Delivery of goods ordered online requires delivery process through courier worker. In order for the courier worker to ship the product, the work of loading the product on the truck must be preceded. The accident caused by such delivery and loading work is increasing and it is emerging as a social problem. This study proposes a robot-based automated loading system to efficiently handle the increasing volume of courier service and to construct a more efficient and safe working environment by replacing the physical labor that was overloaded to courier workers. The proposed system replaces the loading of the courier worker and proposes the optimal loading function through the automation system.
