A Study on the Public Acceptance of Offshore Wind Farm near Maldo (말도 인근 해상풍력발전에 대한 주민수용성 연구)

  • Through 'The Renewable Energy 3020 Implementation Plan' for carbon neutrality, the government promised to raise the proportion of renewable energy generation to 20% and renewable energy installation capacity to 63.8% by 2030. Therefore, we plan to test a 5.5 MW offshore wind turbine near Maldo, Gunsan. In this project, we measure the level of public acceptance and perform ordinary least squares (OLS) regression analysis to show the determinants of public acceptance. The regression results are as followed. First, it is judged that the closer the distance to the offshore wind turbine, the more the economic effects considered by residents. Second, especially in Maldo, the experience of being discriminated from the Saemangeum project, is understood to have caused distrust in the surrounding fishing villages chief/Fisheries Cooperatives, converted into a local community effect. Finally, the policy implications are as follows. First, a bottom-up problem-solving method is required to improve public acceptance, based on the Living Lab. Second, the island community may be indifferent to the briefings or forums of outsiders. Therefore, a gradual approach is required through (in)formal channels based on reliability from a long-term perspective with nearby universities and research institutes using SamsØ Energy Academy.

  • Although the effects of climate change are universal, Small Island Developing States (SIDS) are considered to be most vulnerable. SIDS heavily rely on imported oil and fossil fuels for electricity generation and transportation, which makes them economically vulnerable and exposed to fluctuating oil price. Among the reasons SIDS highly depend on diesel fuel is due to the dispersed population living in remote islands which means, providing electricity through on on-grid system is difficult. Fiji as one of the SIDS, has actively promoted renewable sourced energy through a national plan to mitigate the impacts of climate change. In order to determine how feasible implementing a renewable energy (RE) system will be in Fiji, this study chose a remote island called Mavuva Island to test application of a hybrid RE system using HOMER. A combination of energy storage system (ESS), solar photovoltaic (PV) and diesel generator turns out to be the most cost effective and optimal configuration, resulting in effective greenhouse gas reduction for the given region.

A Study on Optimal Capacity Design of Renewable Combined Power System for Energy Self-Sufficient Island (에너지 자립섬을 위한 신재생복합발전시스템의 최적용량 설계에 관한 연구)

  • The recent trend is that diesel power generation on islands where its prime cost for power generation is high is replaced by new and renewable energy. Therefore, south Jeolla province is progressing the construction project of self-sufficient islands for the areas where power is supplied by depending on diesel generators, which is the project that power is supplied through eco-friendly energy source using sunlight, wind power and energy storage device etc. However, it is difficult to construct new and renewable energy source with the capacity to respond to the load perfectly due to its environmental and geographical conditions regarding capacity design of new and renewable energy. Besides, Microgrid design considering appropriate capacity design of the system components and efficient operation is required through the analysis of climate conditions and load patterns from the design stage for optimal composition of a hybrid system with economic feasibility. Therefore, this study is aimed to conduct a research on optimal combination, capacity calculation and economic feasibility by comprising a hybrid power generation system which will replace 40% of power generation by diesel as new and renewable energy source for Geomun Island where has more than 300 households and requires expansion of the facility among islands located in southwest coast.

  • As the Kyoto Protocol, which aims at reducing greenhouse gases in accordance to the UNFCCC, came into force, research on environment friendly energy resources has been a matter of concern worldwide. As a general power generation system, among renewable energy resources, that is interconnected and operated with power system, the wind turbine is emerging as an effective alternative. Since power capacity of the wind turbine has been steadily increasing and its relative importance is also increasing in total facility capacity, we cannot ignore its effect. Because controlling generation output in the wind turbine is not as easy as in the synchronous machine due to its facility characteristics and it generates irregular output fluctuations when interconnected with power system, system interconnection was difficult. But the effect of large capacity wind turbine on isolated power system like Jeju island is serious problem on the frequency stability. Accordingly, it is necessary to analyze the effects of wind turbine on system interconnection and assess the optimum capacity of wind turbine that satisfies the most important principle of stable power supply. This paper have analyzed the effects of wind turbine capacity increases on the system and suggested the method of the capacity to achieve its steady operation. And It is applied to the Jeju island.

Operational Strategy for a BESS-based Microgrid (BESS 기반 마이크로그리드 운영전략)

  • Small islands are quite adequate places where microgrid system with renewable sources can replace diesel engines as operation costs of diesel engine in most small islands are very high. To get the large amount of renewable energy, the microgrid system has very large capacity of renewable sources. The system with large capacity of renewable sources can meet the case when supplied energy is greater than the load and the fluctuation of source output is very large. The battery energy storage system can be a solution to stabilize the system with large capacity of renewable sources. In this case, BESS can be utilized as a master source for the synchronous operation of all sources including diesel engine, wind turbine and PV. The diesel generators can be used as a backup in case the BESS SOC goes below a certain level. In this paper, we suggest a novel unit commitment of diesel generators and operation schedule of pump for water supply service with the information of wind forecast, PV forecast, and load forecast. The proposed methods has been implemented and tested at the test bed in Gasa-Island.

  • There are variety of reasons for renewable energy curtailment, including lack of transmission availability and grid system stability. In the Jeju island region, there are many cases in which the supply of electricity is already increased compared to the demand for electricity due to the increase of solar and wind power generation facilities, and accordingly, the number of curtailments for wind power generation is increasing. This research aims to find the direction of efficient reception of renewable energy and stable operation of the power system using HVDC(High Voltage Direct Current) and BESS(Battery Energy Storage System) facilities that are in charge of power supply in Jeju island. And the paper suggests a practical operation plan for optimal system operation, and the direction of system operation of the land power system due to the expansion of solar and wind power generation facilities in the future.

  • 에너지 자립섬은 외부 전력의 유입이 어려운 상황에서 풍력/태양광 발전과 같은 재생 에너지를 주요 발전원으로 운영하는 섬이다. 에너지 자립섬의 운영을 위해서는 전력 수요와 공급량을 예측하여 발전기, 송배전 시스템, ESS 등의 운영 계획 수립이 필요한데 수요 및 공급의 예측은 기상 상황 및 시간 등의 다양한 요소에 영향을 받으므로 예측이 어렵다. 이러한 특성을 감안하여 효율적인 전력망 운영을 위해 기계 학습을 기반으로 한 스마트 그리드 운영 프레임워크의 활용을 통해 이 문제를 해결하고자 한다. 본 논문에서는 자립섬 운영 계획 수립에 필요한 구성 요소를 파악하고 요소들 간의 연계 관계를 분석하여 운영 시스템의 프레임워크 설계안을 제시한다.

A Study on the Economic and Social Benefits of the Microgrid Business Model in Island Areas : Consumer's Community Solar Participation in Development (도서지역 마이크로그리드 사업모델의 경제적, 사회적 편익에 관한 연구: 수요자의 태양광 에너지 공동체를 중심으로)

  • The purpose of this study is to develop a business model that efficiently converts diesel power generation systems to renewable energy microgrids (MG) in large-scale islands. Most of the previous studies on the conversion of renewable energy MG in islands had limitations dealing with efficiency from the perspective of suppliers. However, the microgrid has the characteristic of getting benefits through the interaction between the consumer and the supplier. In addition, the efficient MG business model from the perspective of new institutional economics is a structure in which consumers and suppliers jointly participate. Therefore, this study assumed that the MG business model in which the supplier's MG and the consumer's community solar participated would benefit all participants, and verified the assumptions using domestic island data. In terms of supplier investment, the cost of power supply (LCOE) of assumed model was calculated to be 14.0% lower than that of the diesel model and 3.7% lower than that of the supplier-only MG model. From the perspective of consumer investment, electricity bills are expected to be reduced by more than 200,000 won per household per year through self-generation of solar power. Social benefits are expected to reduce external environmental costs. The CO2 emissions of the assumed model were calculated to be 39.5% lower than the diesel model and 1.5% lower than the supplier-only MG model. Therefore, the MG business model with consumer participation proposed in this study is expected to be an efficient alternative to renewable energy MG conversion in domestic islands, and is meaningful as an energy plan that improves the benefits of local residents.

  • The development of diesel power generation is predominantly geared toward island areas or ships because diesel exhibits weak scale-merit characteristics and power quality problems, which are associated with environmental pollution. However, a new energy paradigm, distribution energy resource (DER), has been emerging as a renewable energy source due to the existing structural problems in waste disposal and complex factors such as the conversion technology of waste emulsified oil (WDF). By combining extended producer responsibility (EPR) support and renewable energy certificates (REC), including waste energy REC 0.25 for other bioenergy and REC 1.0 for power transactions, an adequate profit model can be built through self-energetic power generation, thereby drawing keen attention from related industries. Therefore, if WDF is used appropriately as a high-quality engine fuel, it can lead to the development of various fields such as novel renewable energy sectors, waste management, and EPR-related industries. This study is intended to produce WDF using plastic waste by using it as engine-generator fuel. Moreover, we investigate ways to improve the quality and suitability of WDF as an engine fuel.

  • Techno-economic analyses on a 5-MW water electrolysis system for hydrogen production, operated in Jeju Island where the portion of renewable energy in the power grid is the highest in Korea, have been performed. The cost of hydrogen production and the economic feasibility of the hydrogen production system have been mainly analyzed based on the levelized-cost-of-hydrogen model. The effects of carbon emission trading and renewable power purchase method have been considered to reduce the cost of green hydrogen production in the case studies. This economic analysis model is expected to be used to derive a business model for green hydrogen production.
