구역전기 사업시 CHP와 신재생에너지 하이브리드 시스템의 최적공정 모델 (Optimization Process Models of CHP and Renewable Energy Hybrid Systems in CES)

  • 한국지역난방공사 SS지사에서는 시설용량 전기 99MW, 열 98Gcal/h 규모의 열병합(Combined Heat & Power) 발전소를 구역전기사업으로 운영하고 있다. 이 지역은 경기불황과 수요감소로 하절기 6~9월 사이에 잉여열 처리문제가 발생하여 발전기를 가동하기 곤란한 상황이므로 경제성 있는 에너지 신사업모델 개발이 절실하다. 본 연구에서는 이곳의 실제 운영자료를 기반으로 신재생 에너지 하이브리드 시스템을 도입하여 최적화 운영모델을 개발하고자 한다. 특히 신재생에너지 중에서도 입지제약이 작고 열과 전기를 동시에 생산할 수 있는 연료전지(Fuel Cell)발전과 대표적인 신재생에너지인 태양광(Photovoltaic)발전과 심야발전시 전력을 저장하여 주간에 전력을 방출 할 수 있는 ESS(Energy Storage System)의 조합을 검토하였다. 이에 따른 최적화 모델 선정은 HOMER(Hybrid Optimization of Multiple Energy Resources) 프로그램을 활용하였다. 경제성 분석을 수행한 결과, 순 현재비용(NPC) 측면에서는 기존의 99MW 열병합발전이 가장 경제적이지만 신재생에너지를 사용하여 발생되는 탄소배출권 거래와 REC(Renewable Energy Certificate) 거래를 포함한 측면에서는 99MW의 CHP와 5MW의 연료전지, 521kW의 태양광을 하이브리드 시켜서 전력과 열을 공급하는 것이 99MW의 CHP 열병합발전만으로 전력과 열을 공급하는 것보다 최대 2,475억원 경제적인 것으로 나타났다. 구역전기사업에서 최적화 공정모델로 연료전지와 신재생에너지 하이브리드 시스템을 도입함으로써 경제성을 개선시킬 수 있는 결과를 확인하였다.

  • 전세계적으로 기후 변화 문제가 심화되고 있으며, 화석연료의 사용 증가로 인한 다양한 문제들이 야기되고 있다. 특히 탄소중립 정책이 가속화됨으로 재생에너지에 대한 관심이 증가하고 있는 추세이다. 이에 본 연구에서는 SCOPUS DB를 활용하여 신재생에너지 연구 동향을 파악하였다. 초록 제공이 가능한 1,353개의 데이터를 확보하고 이를 분석할 수 잇도록 데이터 전처리를 수행하고 분석을 수행하였다. 토픽모델링 분석 결과 중요한 키워드로 renewable와 enegy로 나타났다. 이 외에도 electricity, solar, wind, 등이 중요한 키워드로 분석이 되었다. 본 연구 결과를 통해 신재생에너지 관련 기업의 실무자들이 신재생에너지 관련 연구동향을 실무에 활용할 수 있을 것으로 기대한다.

Policy implications for up-scaling of off-grid solar PV for increasing access to electricity in rural areas of Nepal: Best practices and lessons learned

  • Nepal has huge potential of hydro and other renewable energy resources including solar energy. However, only 70% of the total population have access to electricity despite the long history of hydropower development in the country. Still more than 37% population in rural areas and around 73% population in Karnali Province, one of the least developed provinces, are living without access to electricity despite taking several initiatives and implementing various policies by government supporting electrification in off-grid rural areas. Government together with donors and private sector has extensively been promoting the off-grid solar photovoltaic (PV) echnology in un-electrified areas to increase electricity access. So far, more than 900,000 households in rural areas of Nepal are getting electricity from stand-alone solar PV systems. However, there are many challenges including financial, technical, institutional, and governance barriers in Nepal. This study based on extensive review of literatures and author's own long working experiences in renewable energy sector in Nepal, shares the best practices and lessons of off-grid solar PV for increasing access to electricity in rural areas of Nepal. This study suggests that flexible financial instruments, financial innovations, bundling of PV systems for concentrating energy loads, adopting standards process, local capacity building, and combination of technology, financing and institutional aspects are a key for enhancing effectiveness of solar PV technology in rural areas of Nepal.

재생에너지 발전 확대에 따른 전력계통한계가격의 변화 (The Impact of Renewable Energy Generation on the Level and Volatility of Electricity Price: The Case of Korea)

  • 이 논문은 우리나라의 재생에너지 발전이 전력계통한계가격(System Marginal Price: SMP)에 미치는 영향을 실증적으로 분석한다. 2016~2020년 시간별 데이터를 사용하여 일일 평균, 피크 시간대, 피크 외 시간대의 SMP에 대해 ARX-GARCHX 모형으로 추정한 결과 총부하, 가스도입가격과 태양광 및 풍력 발전이 중요 결정요인으로 작용하고 있고, 특히 태양광 및 풍력 발전이 증가함에 따라 SMP는 하락하는 급전순위효과(merit order effect)가 존재하는 것을 확인하였다. 특히, 태양광 발전량의 1% 증가는 SMP 수준을 0.005%가량 하락시킬 뿐만 아니라 변동성을 증가시키는 것으로 나타났다. 이러한 결과는 재생에너지 발전이 증가함에 따라 SMP가 하락하여 기존 발전소의 수익성 감소와 재생에너지 투자 감소로 이어질 수 있음을 시사하고, 신재생에너지 보조금이 소매 부분 전기요금에 부담을 가중하더라도 계통한계가격이 낮아져서 이를 상쇄할 수 있음을 의미한다.

하수처리시설의 에너지 자립화 방안 연구 (Study on Energy Independence Plan for Sewage Treatment Plant)

  • The objectives of this study are to analyze the energy independence plan and to propose a suitable sewage treatment plant in Korea. The total amount of electricity consumption for public sewage treatment plant was estimated as 1,812 GWh in 2007. It was estimated that total 16 sewage treatment plants with renewable energy systems produced electricity of 15 GWh per year, which could replace 0.8% of total electricity used for sewage treatment. It was found that domestic sewage treatment plants with power generation plants by digestion gas were installed in 7 places and produced electricity of 13 GWh per year. It was also found that the power generation plants by digestion gas were the most cost-effective for sewage treatment plant out of the renewable energy systems based on the benefit-cost analysis.

전기충전소의 경제적 운영을 위한 독립발전 시스템 설계 (Independent Generation System Design for the Economic Management of Electrical Charging Stations)

  • This paper presents the optimal energy generation systems for economical EVs(Electric Vehicles) charging stations located in an island area. The system includes grid electricity, diesel generator and renewable energy sources of wind turbines and PV(Photovoltaic) panels. The independent generation system is designed with data resources such as annual average wind speed, solar radiation and the grid electricity price by calculating system cost under different structures. This sensitive analysis on the varying data resources allows for the configuration of the most economical generation system for charging stations by comparing initial capital, operating cost, NPC(Net Present Cost) and COE(Cost of Energy). Depending on the increase of the grid cost, the NPC variation of the most economical system which includes renewable energy generations and grid electricity can be smaller than those of other generation systems.

미국의 재생 에너지 확대 및 지원정책 연구 (A Review of U.S. Renewable Energy Expansion and Support Policies)

  • The purpose of this study is to review the U.S. renewable energy policies implemented by the federal government and the state governments to investigate potential barriers of renewable energy expansion and to develop policy implications for the successful renewable energy policy making in Korea. Recently, the restructuring in the energy supply chain has been being a new trend in many countries that shows a transition from traditional fossil fuels to sustainable renewable energy sources. The United States has enforced effective renewable energy policies (i.e., regulatory policies, financial incentives), which have led to the exploding growth of renewable energy facilities and productions over the last ten years. For example, many state governments in the U.S. are implementing Renewable Portfolio Standard (RPS) policies that require increased energy supply from renewable energy sources (i.e., solar, wind and geothermal). These RPS policies are expected to account for at least 10-50 percent of total electricity production in the next fifteen years. As part of results, in the recent three years, renewable energy in the U.S provided over 50 percent of total new power generation constructions. On the other hand, Korea initiated to develop climate change policies in 2008 for the Green Growth Policy that set up a target reduction of national Greenhouse Gas (GHG) emissions up to 37 percent by 2025. However, statistical data for accumulated renewable energy capacity refer that Korea is still in its early stage that contribute to only 7 percent of the total electricity production capacity and of which hydroelectric power occupied most of the production. Thus, new administration in Korea announced a new renewable energy policy (Renewable Energy 3020 Plan) in 2017 that will require over 95 percent of the total new generations as renewable energy facilities to achieve up to 20 percent of the total electricity production from renewable energy sources by 2030. However, to date, there have not been enough studies to figure out the barriers of the current policy environment and to develop implications about renewable energy policies to support the government plan in Korea. Therefore, this study reviewed the U.S. renewable energy policies compared with Korean policies that could show model cases to introduce related policies and to develop improved incentives to rapidly spread out renewable energy facilities in Korea.

독립형 마이크로그리드의 유연한 운영을 위한 스크립트 기반 EMS 설계 및 구현 (Design and Implementation of the Script-based EMS for Flexible Management of Stand-alone Microgrid)

  • Nowadays, in islands where electricity should be provided autonomously, stand-alone microgrid technologies using renewable energy such as sunlight generation and wind power generation come into wide use. The microgrid electricity generation using renewable energy is greatly affected by the natural environment of a site. In order to maintain stable electricity supply for fluctuating electricity generation due to natural environment, the energy management via EMS is positively necessary. In existing stand-alone microgrid EMS, system operation logic is not changeable flexibly because compiled or builded codes are released into the EMS of a site, respectively. In this paper, we designed a flexible operating script-based microgrid EMS Framework for various sites and applied it to some island sites. We could confirm its usability.

  • The key objectives of this study are to develop the enhanced electricity system analysis methodologies and decision making process applicable to the analysis of the energy policies, especially the renewable energy policy, through surveying the recent trend and relevant study results. This study utilizes DECADES model, a comparative assessment tool developed by IAEA, and suggests a way to establish DECADES database required to make it applicable to Korean electricity system analysis. For this, a survey on the existing database of various organizations is performed. A case study on the economic and environmental impact of renewable energy is made using DECADES model.

태양열집열기를 이용한 발전장치 연구 (Study on Power Device Using Solar Collector)

  • The thermoelectric generator using solar heat was applied to the device (heat-electricity conversion device) to produce small-scale electricity. The purpose of this study was to investigate the characteristics and performance of the device, which equipped with heat pipe as heat source. The experimental results showed that efficiency of circular single evacuated solar collector was higher 2.7 times than that of rectangular solar collector. Furthermore maximum power of 5 watt was obtained when 2 devices with series array were used and it could be more improved by increasing the number of device or measurement time.
