College GIS and remote sensing education usually consists of commercial software packages implementations in the classroom. Computer programming is quite important when college graduates work in private or public sectors relevant with GIS and remote sensing implementations. The objective of this paper was to develop a valley management system which implements GIS and remote sensing as the key components for education. The Valley Authority is entitled with water resource protection for sustainable drinking water supply of the second largest city in Taiwan. The test area consists of three different government agencies, Forest Service, EPA, and Water Resource Agency. Materials were provided by the Valley Authority in ArcGIS file format. MapObjects have made the GIS development process much easier. Remote sensing with image manipulation functions were provided by computer programming with Visual Baisc.NET and Visual C#.NET. Attributes inquiry are performed by these two computer languages as well. ArcGIS and ArcPad are also used for simple GIS manipulations of the test area. Comparison between DIY and commercial GIS can be made by college students. Functions provided by the developed valley management system depending on how many map layers have been used and what types of MapObjects components have been used. Computer programming experience is not essential but can be helpful for a college student. The whole process is a step-by-step sequence which college students can modify to depict their capability in GIS and remote sensing. The development process has gone through one semester, three hours every week in 18 weeks. College students enrolled in this class entitled with GIS showed remarkable progresses both in GIS and remote sensing.

In this article, a new remote sensing image fusion model based on modified Kohonen networks is given. And a new fusion rule based on modified voting rule was established. Select Shaoxing City as the study site, located at Zhejiang Province, P.R.China. The fusion experiment between Landsat TM data (30m) and IRS-C Pan data (5.8m) was performed using the given fusion method. The fusion results show that the new method can gain better result in apply ing to the lower hill area, and the whole classification accuracy was 10% higher than the basic Kohonen method. The confusion between the woodlands and the waterbodies was also diminished.
Desertification is one of the main global environmental phenomena. It has resulted in deterioration environment and poor economy, and imposed threat to the surviving environment of the overall mankind. Therefore, creating of methods for monitoring and estimate of risk desertification are necessary. Early warning system is one of important ways for monitoring and forecasting of desertification. Remote Sensing and GIS technology are as suitable tools and methods for early warning system. In this aim, we have evaluated of applications of remote sensing and GIS in monitoring and estimating desertification process (case study in Fars Province of Iran). In this research, we have considered erosion and vegetation cover parameters as main factors affecting in desertification process. The result shows that remote sensing and GIS technology could be useful in evaluation of desertification as one method for desertification early warning. Also, Results suggested that erosion and plant cover are affecting in develop the desertification process in study area.

The paper introduces the application of flood monitoring and assessment by remote sensing and GIS in china and describes the frame of operational system for practical performance of flood disaster mitigation. In addition, The operational system for flood monitoring and assessment in RSTAC/ MWR and its application in the floods of 1998,1999 in china are introduced.
본 연구에서는 리모트센싱과 GIS의 장점을 살려 하나의 시스템에서 여러 기능을 복합적으로 이용하기 위한 리모트센싱과 GIS의 통합을 시도한 것이다. 래스터와 벡터 데이타의 동시 통합 출력을 위한 중복 알고리즘을 개발하였으며, 리모트센싱과 GIS의 통합결과를 시험적용하기 위하여 인공위성 화상 데이타와 지형도 벡터 그래픽 데이타를 정확하게 통합시켰다. 실제 적용에서는 리모트센싱과 GIS의 주요 적용분야의 주제별 적용에 대한 데이타 모집과 중복 그리고 좌표계 변환을 통하여 대상지역에 다각적으로 적용할 수 있는 기법을 시도함으로써 벡터와 래스터의 중복의 효용성을 입증하고 복합적인 현안분석을 통해서 리모트센싱과 GIS의 복합적용을 위한 새로운 적용 기법을 제시하였다.
Remote sensing has been widely used in the exploration of groundwater. In this paper, on the establishment of empirical function between ground water and soil moisture content 6S code is used to reduce uncertainties in the remote sensing of groundwater. Then ground water levels are calculated using 6S corrected and uncorrected ETM+ image along with isochronous meteorological information. Greater correspondence between field examined and satellite monitoring data is obtained from corrected image than from the uncorrected image.
Satellite and aerial remote sensing (RS) techniques have been provided to collect spatial data globally over the last few decades. However in developing countries such as China, there is still an urgent need for low cost and high resolution RS data. As an emerging RS platform, commercial Unmanned Aerial Vehicle (UAV) integrated with state-of-the-art sensors and information technologies has the potential to become a low cost tool to meet application demands. In this paper, the architecture of UAV RS operation system is mentioned. Moreover, key technologies in UAV RS system are analyzed and current work is reported.
Nowadays, interests in land cover classification using not only multi-sensor images but also thematic GIS information are increasing. Often, although useful GIS information for the classification is available, the traditional MLE (maximum likelihood estimation techniques) does not allow us to use the information, due to the fact that it cannot handle the GIS data properly. This paper propose two extended MLE algorithms that can integrate both remote sensing images and GIS thematic data for land-cover classification. They include modified MLE and Bayesian predictive likelihood estimation technique (BPLE) techniques that can handle both categorical GIS thematic data and remote sensing images in an integrated manner. The proposed algorithms were evaluated through supervised land-cover classification with Landsat ETM+ images and an existing land-use map in the Gongju area, Korea. As a result, the proposed method showed considerable improvements in classification accuracy, when compared with other multi-spectral classification techniques. The integration of remote sensing images and the land-use map showed that overall accuracy indicated an improvement in classification accuracy of 10.8% when using MLE, and 9.6% for the BPLE. The case study also showed that the proposed algorithms enable the extraction of the area with land-cover change. In conclusion, land cover classification results produced through the integration of various GIS spatial data and multi-spectral images, will be useful to involve complementary data to make more accurate decisions.
This research is primarily intended to propose a new concept for aggregate control of impervious coverage using remote sensing and GIS. An empirical study for a case study site was conducted to demonstrate how a standard remote sensing and GIS technology can be used to assist in implementing the aggregate control for impervious coverage as intermediary between decision makers and scientists. Guidelines for a replicable methodology are presented to provide a strong theoretical basis for the standardization of factors involved in the aggregate control; the meaningful definition of land mosaic in terms of pervious areas, classification of pervious intensity, change detection for pervious areas. Detailed visual maps (e.g. estimation of impervious surface allowable) can be generated over large areas quickly and easily to increase the scientific and objective decision-making for the aggregate control. It is anticipated that this research output could be used as a valuable reference to confirm the potential of remote sensing and GIS in the aggregate control for impervious coverage.
