  • Like Hipparcos, Gaia is designed to give absolute parallaxes, independent of any astrophysical reference system. And indeed, Gaia's internal zero-point error for parallaxes is likely to be smaller than any individual parallax error. Nevertheless, due in part to mechanical issues of unknown origin, there are many astrophysical questions for which the parallax zero-point error ${\sigma}({\pi}_0)$ will be the fundamentally limiting constraint. These include the distance to the Large Magellanic Cloud and the Galactic Center. We show that by using the photometric parallax estimates for RR Lyrae stars (RRL) within 8kpc, via the ultra-precise infrared period-luminosity relation, one can independently determine a hyper-precise value for ${\pi}_0$. Despite their paucity relative to bright quasars, we show that RRL are competitive due to their order-of-magnitude improved parallax precision for each individual object relative to bright quasars. We show that this method is mathematically robust and well-approximated by analytic formulae over a wide range of relevant distances.

  • This paper deals with the improvement of electrode installation for measurement of ground resistance through investigation on the spot in buildings. The investigation was carried out for an earthing terminal board for measurement of ground resistance, installation of auxiliary electrode, etc. The criteria value is set up by measuring method of ground resistance in international standard. In case of inadequate installation of auxiliary electrode, a relative error is analyzed and adequate installation method of auxiliary electrode is proposed. As a consequence, it is necessary to write direction of ground and equipment, and separate auxiliary electrode for measurement of ground resistance in order to minimize measuring error.

  • The objective of this short communication is to introduce several evaluation methods to crop model users because the evaluation of crop model performance is an important step to develop or select crop model. In this paper, mean error, mean absolute error, index of agreement, root mean square error, efficiency of model, accuracy factor and bias factor were explained and compared in terms of dimension and observed number. Efficiency of model and index of agreement are dimensionless and independent of number of observation. Relative root mean square, accuracy factor and bias factor are dimensionless and not independent of number of observation. Mean error and mean absolute error are affected by dimension and number of observation.

  • In order to obtain high-quality images by motion compensation in the airborne synthetic aperture radar (SAR), accurate motion sensing in image acquisition section is necessary. Especially, reducing relative position error and discontinuity in motion sensing is important. To overcome the problem, we propose a pre-parametric error modeling (P-PEM) algorithm which is a real-time motion sensing algorithm for the airborne SAR in this paper. P-PEM is an extended version of parametric error modeling (PEM) method which is a motion sensing algorithm to mitigate the errors in the previous work. PEM estimates polynomial coefficients of INS error which can be assumed as a polynomial in the short term. Otherwise, P-PEM estimates polynomial coefficients in advance and uses at image acquisition section. Simulation results show that the P-PEM reduces relative position error and discontinuity effectively in real-time.

  • HP Laser Interferometer Measurement System[HP5529A] is one of the most powerful equipment for measurement of the motion accuracy. The straightness measurement system of the HP5529A is composed of wollastone prism and reflector. In this system, straightness error is measured by relative lateral motion between prism and reflector. But rotating motion of prism or reflector as moving optic causes not real straightness error but additive straightness error. Especially unwanted straightness error as this becomes very large when reflector is used as moving optic and an interval between reflector and prism is distant. In this paper, the compensation method is proposed for removing additive error and experiment is carried out for theoretical verification.

  • We investigate the effects of omission of initial observations in each individuals in the panel data regression model when the disturbances follow a serially correlated one way error components. We show that the first transformed observation can have a relative large hat matrix diagonal component and a large influence on parameter estimates when the correlation coefficient is large in absolute value.

  • When execute runoff forecasting, can not remove perfectly uncertainty of forecasting results. But, reduce uncertainty by various techniques analysis. This study applied various forecasting techniques for runoff prediction's accuracy elevation in Gongju basin. statics techniques is ESP, Period Average & Moving average, Exponential Smoothing, Winters, Auto regressive moving average process. Authoritativeness estimation with results of runoff forecasting by each techniques used MAE (Mean Absolute Error), RMSE (Root Mean Squared Error), RRMSE (Relative Root Mean Squared Error), Mean Absolute Percentage Error (MAPE), TIC (Theil Inequality Coefficient). Result that use MAE, RMSE, RRMSE, MAPE, TIC and confirm improvement effect of runoff forecasting, ESP techniques than the others displayed the best result.

  • Process capability Indices compare the actual performance of manufacturing process to the desired performance. The relationship between the capability index Cpm and the expected squared error loss provides an intuitive interpretation of Cpm. By putting the loss in relative terms a user needs only to specify the target and the distance from the target at which the product would have zero worth, or alternatively, the loss at the specification limits. Confidence limits for the expected relative loss are discussed, and numerical illustration is given.

  • The sea surface wind speed (SSWS) derived by microwave radiometer can be contaminated by change of microwave brightness temperature owing to the angle between the sensor azimuth and the wind direction (Relative Wind Direction). We attempt to correct the contamination to the SSWS derived by Advanced Microwave Scanning Radiometer (AMSR) on Advanced Earth Observing Satellite II (ADEOS-II), by applying the method proposed by Konda and Shibata (2004). The improvement of accuracy of the SSWS estimation amounts to roughly 60% of the error caused by the RWD effect.
