The purpose of this study is to review and establish the three concepts of upcycling, zero-waste fashion design, and regional sustainability through a review of domestic and international case studies. Furthermore, it will provide the theoretical basis for using upcycling as a regional sustainability practice to create zero-waste fashion design. To conduct an empirical study, we systematized the stages of the survey on waste resources in Changsin-dong, the sourcing and utilization of waste resources, the design-planning stage, and the co-production with pattern and sewing masters as a suggested practice for regional sustainability. Through this study, we propose the possibility of regional sustainability by developing and sharing the method of zero-waste fashion design. The conclusion of the study as follows: First, upcycling fashion designs can be extended to a regional sustainability practice by taking the characteristics of social design into account. Second, by providing a design development process and methodology suitable for regional sustainability application, it is helpful to revitalize regional upcycling fashion brands and communities by providing data for upcycled fashion branding. Third, as part of the revitalization project for the Chang-shin and Soongin areas that started in 2014, using the region's economic, cultural, and environmental characteristics to make and sell high-value, upcycled fashion products will contribute to social and economic achievements and aid in solving regional problems.

Purpose: Since hospitals have a big impact on the natural and social environment, hospitals' sustainability must be considered in various aspects including environmental, social, and economical aspects. So far, research on sustainable hospitals has mainly been conducted on indoor environment, but outdoor space of hospital is as important as well. The purpose of this research is to study the sustainability of hospital outdoor space and to make proposals for improving sustainable regional public hospitals. Methods: Through preceding research analysis and literature review, the concept of sustainable outdoor space of hospital was defined. Also, the evaluation contents of outdoor space were extracted from domestic and foreign green building certification criteria. With this analytic frame, we visited 4 regional public hospitals in Korea, interviewed the facility managers, and analyzed sustainability of hospital outdoor space. Results: Analysis of 4 regional public hospitals reveals that there is a lack of consideration for sustainability in all 4 categories; urban and network, natural environment, community, and user. In terms of community, sustainability has rarely been applied to all four hospitals. The site selection and terrain of the site were essential to sustainability. Implications: Establishing a master plan considering future expansion is critical. Also more attempt to show regional characteristics is needed. It is necessary to design a comprehensive outdoor space that considers sustainability and also healing environment. Level difference in the site can be used as a design element.

The purpose of this study is to analyze emergy flows of rice for evaluating the value of rice production and sustainability. Emergy analysis evaluates the sustainability of systems or processes considering all the inputs to make a product or a sevice. In this study, we analyzed the emergy flows and indices of rice productionand compared the regional emergy values using statisticcal analysis: input materials, hours per unit area(10a), and production costs. As the results, we found that the rates of external investment (EIR= 18.87) and environmental loading (ELR=21.7) are significantly high during the rice cultivation. However, emergy yield ratio(EYR) shows that rice is a valuable resource because EYR is 5.12 and environmental Sustainability IndexSI value is as low as 0.24 and it shows rice has low sustainability. This study also shows that Chungcheongnam-do has the highest SI value for rice production due to low environmental loading and abundant natural energy during rice cultivation. These results of rice emergy flows and sustainability assessments could provide a way of sustainable rice cultivation with decrease of environmental loading from fertilizer.

This study analyzes the system and operational status of regional documentation programs conducted by local governments and aims to propose considerations for the sustainability of regional documentation programs. With the government's balanced national development policy, the city or culture departments of local governments promoted regional documentation programs as part of their urban and cultural policies. Each local government enacted landscape ordinances and the ordinances concerning the establishment and operation of urban historical and cultural archives and promoted urban regeneration projects. Based on this, local governments performed urban landscape documentation, urban historical and cultural archives, and urban regeneration project documentation. Consequently, this study compared and analyzed ordinance enactment, budget, acquisition, management, and utilization of records for a total of 55 cases. The study has found that legislation is an essential factor in the sustainability of local governments' regional documentation programs. In addition, it suggested that regional documentation programs should evaluate the performance of programs, ensure residents' participation, and create digital archives to secure the budget continuously. This study is significant because it evaluates the overall regional documentation cases of local government city or culture departments as part of the city or culture policy rather than a specific region or case and presents more objective and general considerations for sustainability

Since the late 1990s Korean housing authorities and private companies have been pursuing various initiatives towards sustainable neighbourhood design, however, there has been no attempt to examine their progress. This research aims to suggest a sustainability evaluation framework and analyse the progress of sustainability of a cutting edge project: Shinjung Environmentally Friendly Housing Estate Development, using that framework. The results of the analysis suggest that the project failed to make Significant progress in the sustainability evaluation criteria compared to normal projects in Korea and there exist significant barriers: economic/financial barriers; institutional/structural barriers; and implementation barriers within current planning and design practices. Most of the project's design strategies were simply adopted and used as a marketing tool without public participation, sustainability targets or benchmarking for sustainability. Furthermore, most of the responsibility for maintenance was left to residents who normally lack the knowledge, experience, interest and money to carry out such tasks. These problems cause significant concerns over the future success of the project toward sustainability. The experience of the Shinjung project also highlights the need for a more proactive central and local government stance towards sustainable neighborhood design.
The purpose of this study is to investigate existing world economic science theories and concepts of sustainable development as well as create original system of criteria and indicators to assess potential and conditions for sustainable development from a regional perspective and based on the above justify proposals for public authorities to improve methods of economic regulation for regional development. To achieve the goal evolution process of existing theories and concepts of sustainable development and "green growth" have been studied in terms of its adaptation to the spatial development of Kazakhstan, comparative dynamics of natural resources consumption in the Asia-Pacific region and Kazakhstan were investigated as well. Methodology. World best theory and practice methods for assessment of the level of sustainable development of the country and some of its territories were also studied. We selected the best system of criteria and indicators for assessment of economic, social and environmental sustainability of regional systems. Methods offered in this article are based on traditional and new factors of economic development and conditions for operation of regional systems. Indicators are chosen with a glance to basic goals for future development of regions in Kazakhstan. It is recommended to use two levels of methodology offered by author, namely national and regional, and at the local level later (districts, municipalities, cities). The results. Method offered by the author has been tested based on materials and statistics of regions in Kazakhstan. Based on this analysis it was found out that there are regions in Kazakhstan that differ from each other by most of key indicators of sustainable regional development and this tendency is increasing. Conclusions and recommendations. As a result of this analysis, the authors have substantiated a number of proposals on methods of analysis to be used, improvement of methods of regional development, implementation of institutional reforms, as well as improvement of regional statistics. This article provides recommendations that can be successfully used in the management practices by public authorities to implement a new regional strategy focused on sustainable development in future.
