Analysis of the Specialized Industries and Its Policy Implications in Yeongnam Area (영남지역의 특화산업 분석과 정책적 시사점)

  • This paper aims at examining the current states of regional industrial structures, and secondly, analyzing the specialized industries in Youngnam Area, and finally, elucidating its policy implications. The main results of this paper are as follows. The characteristics of specialized industries are different between regions, in terms of static-dynamic dimension, static dimension and dynamic dimension. As a results, the effects of the activating strategies of regional specialized industries are quite different by regions. Therefore, some policy implications are elucidated, as follows. Firstly, different strategy may be committed according to the characteristics of specialized industries. Secondly, the activating strategies of regional specialized industries and regional innovation strategies may be confused considering the changing trends into knowledge based economies.

A Study on the Activate of Regional Specialized Policy through Suitable Cultivation Area Analysis - Focusing on Stockbreeding Items - (특화지역 분석을 통한 권역별 특화사업 활성화 방안에 관한 연구 - 축산분야를 중심으로 -)

  • The purpose of this study was to assume suitable cultivation areas by items and expectably suitable cultivation areas through coefficient of specialization and spatial concentration analysis, and suggested regional specialized items discovered by this research and regional specialized business management plans & development directions. This study has monitored changing aspects of spatial distribution of suitable cultivation areas in stockbreeding items from 2000 to 2010 by applying methods of location quotient(LQ), a multiple model, and etc, and predicted changing aspects of suitable cultivation areas from 2015 to 2020. As the result of analysis, I found that there were specialized items which were spatially concentrated and that there were hot-spots which were focused on some areas by items. Additionally, there were suitable cultivation areas which remained stable or changed by them. To discover specialized items and to develop businesses, I have suggested that it is necessary to ensure business project's feasibility including the present conditions, circumstances & potential of specialized items, and etc., and to secure business competitiveness including technology exchange, production cost curtailment, business management based on consumer's needs and building systematic data about achievement and etc.

Stakeholders' Perception of the Introduction of Specialized Hospitals for Urologic Diseases: Qualitative Study (비뇨기 질환 전문병원 도입에 관한 이해당사자의 인식: 질적 연구)

  • Purpose: The purpose of this study is to seek in-depth perspectives of stakeholders on the necessity and specific criteria for designating a specialized hospital for urologic diseases. Methods: Eight participants experts in urology medicine and specialized hospital system were divided into four groups. Following the semi-structured guidelines, an in-depth interview was conducted twice and a focus group discussion was conducted three times. All the interviews were transcribed verbatim and analyzed. Results: The majority of participants predicted that there would be demand for specialized hospitals for urologic diseases. The criteria of designating a specialized hospital, such as the number of hospital beds and quality of health care, have to be modified in consideration of the specificity of urology. The introduction of a specialized hospital would improve the healthcare delivery system, positively affecting hospitals and patients. Furthermore, government support is essential for the maintenance of specialized hospital systems as urology hospitals experience difficulties in generating profits. Conclusion: This study is expected to be used as base data for introducing and operating a specialized hospital for urologic diseases. In addition, it is expected that the methodology and results of this study would encourage follow-up studies on specialized hospitals and provide guidelines to evaluate the effectiveness of such hospitals in other medical fields.

Constructing a Regional Innovation System Model for Rural Areas - Focused on the Relationship between Specialized Industry and GRDP - (농촌지역의 지역혁신체계 구축을 위한 모형 연구 -특화산업과 지역내총생산의 연계성을 중심으로 -)

  • The concept of RIS(Regional Innovation System) has widely been used in discourse and policy issues in Korea. But most studies of RIS concern on BT or IT industries combining with diverse regional agencies in urban areas. Some other studies were concentrated on general ideas or concept of the RIS. The purposes of this study are (1) to suggest a analytical method to select specialized industry in local autonomy, (2) to analyze the relationship between specialized industry and gross sales of agricultural products and stock farm products, (3) to analyze the relationship between gross sales of agricultural products and stock farm products and GRDP, and (4) to construct a model of RIS that fits particularly for rural areas. This study particularly accentuates that a specialized industry is more meaningful when it can raise GRDP, which eventually can give positive effect of RIS on regions.

Specialization Strategy for Regional Agriculture Based on the Relationship between Development on Specialized Crops and Impact of Climate Change -Focused on Orchard Crops- (특화작목과 기후변화 간 영향 분석을 통한 지역농업 활성화 전략 연구 -과수를 중심으로-)

  • The purpose of the present study is to construct a rural development strategy from the nexus between spatial changes in specialized crops and suitable cultivation area of the crops. This paper pays particular attention to identify product life cycle of specialized crops in rural areas and estimate the impact of climate change on alterations in spatial distribution of the crops. In order to do so, first of all, this study applies multi-level model (Random coefficient model) to estimate the regional coefficient of five orchard crops. It utilizes the data 1995 to 2010 Korea Agricultural Census. Futhermore, it also adopts overlay analysis by ArcGIS to identify the development path of the crops and the relationship with climate change. Based on the results, it suggests a mechanism activating regional agriculture. The findings propose re-searching and relocating specialized regions of the crops. Especially, it proves each rural area can drive the new agricultural strategy to strengthen regional agriculture by estimating the relationship between development of specialized crops and suitable cultivation areas. For instance, shifting specialized crops in particular regions and enriching genetic or species varieties can be primary measures and it will contribute to improve the reliable base for income sources in the rural communities. This paper also offers specific policy implications regarding rural development plans in response to crops' life cycle and climate changes.

  • The works of the special economic zone for regional development(SEZone) have been promoted for developing the regional economy corresponding with its own peculiarities by not national, but local level of government. Namely, those set the goal at specialized development of regions through an appeasement policy against regulations. So local governments. must originate the local works, get financial sources by itself, and then revitalize the regional economy. The policies of many local governments aim at increasing farmers' income by developing rural society to cope with open economy system. By the way they have tried to revitalize agriculture and rural society by promoting actively the works of SEZone through an appeasement policy against regulations. And it is important to search for specialized factors based on regional resources, and to make connected with them together so as to obtain good results in the works of SEZone. This study examined regulations related to environmentally friendly agriculture and green tourism. And it researched about the effect of SEZone works on regional economy and develops indices of result estimation. So schemes for strategies for increasing demand and development issues were presented.

A Study on the Fashion Design Development Reflecting Regional Characteristic of Seongsu-dong (성수동의 지역적 특성을 반영한 패션디자인 개발)

  • This research has its significance on contributing to the establishment of sustainable fashion industry ecosystem of Seongsu area based on the creativity which is the driving force of economic growth in the 21st century. This study reviewed the major activities and processes of Seongsu-dong's regional specialized industries project and the social economic organizations's creation of fashion clusters by using specialized books, previous research, press releases such as newspapers, magazines, and the specialized internet site(www.seoul.go.kr). Also street casual-style clothes were designed based on work-wear that themed Seongsu-dong's industrial scene and social problems. The results of this study are as follows. Seongsu-dong represents the political and economic characteristics of a typical semi-industrial area in which the automobile repair, printing, textile, leather, and handmade industries are concentrated in accordance with the government's business and policy, and shows the technical characteristics through the internal complete industrial ecosystem integration of the handmade industries. In addition, social and cultural characteristics such as various local activities based on creativity are shown by social enterprises, and cultural artists. Based on the results of analyzing the regional characteristics of Seongsu-dong according to political, economic, technological, socio-cultural characteristics, eight fashion designs were made as motifs reflecting the regional characteristics of Seongsu-dong.

  • This paper aims at renewing the regional innovation system being embossed increasingly as a new paradigm to develop the regional area, using the innovational cluster based on the industrial properties and innovative base in Chungbuk province. As shown in the results of many researches, Chungbuk province is evaluated highly in regional innovation capability and is satisfied with the level of speciality in technical industry so that it has a potential capability to build the regional innovation system. However the clustering competition is growing in intensity between regional groups and there is a possible situation centralized by the high-tech industry into the metropolitan, so building the specialized innovation cluster requires advanced policy decisions and efforts in our won way. Ultimately, for the purpose of structuring the regional innovation system, the specialized innovation cluster reflected in regional industry and capability would be essential. It is time for Chungbuk province to prepare policies in order to make the Chungbuk-type innovation cluster which is neither uniform nor omnipresent.

  • During the last two decades, industrial cluster policies for promoting regional economic growth and industrial development have been flourishing all over the world. Even though cluster policies have partly contributed to regional industrial growth and innovation capabilities, they have long been blamed for regional industrial lock-ins and declining regional industrial resilience because of applying homeogenous cluster policies and regional specialized strategic industrial promotion policies for various localities, which are based on so-called 'selection and concentration' principle. This paper suggests postcluster policy focused on placed-based smart specialization and regional business platform strategies.

A Study on the Operation Status of Specialized Public Libraries (특화도서관 운영현황에 관한 연구)

  • This study identified the current status and degree of awareness of specialized libraries through a survey of public library employees in relation to specialized library projects supported and promoted by the Ministry of Culture, Sports and Tourism and local governments and sought policy directions to revitalize specialized libraries in the future. As a result of the analysis, local (region) was the most common specialized topic, but there were many places that selected topics according to the interest of policymakers. In the case of the data, less than 5% of the total books are specialized, and specialized subject-related programs account for more than 20% of the total library programs, providing an average of three to four programs, and operating personnel generally do not deploy dedicated librarians. When specialized topics meet regional characteristics, when there are separate buildings or specialized rooms, there are two to three dedicated librarians, at least 15% of specialized books, and more than five to six programs, the user's awareness and satisfaction were higher. In order to revitalize specialized libraries, it is necessary to secure additional books, organize differentiated programs, arrange exclusive librarians, provide subject-specialized education through the Korea Library Association and regional representative libraries, develop and distribute specialized and target service manuals, and secure a sufficient budget.
