수산자원 소유.이용제도의 변천에 관한 연구 (A Study on the Evolution of the Holding and Utilizing System of Fisheries Resources in Korea)

  • This study deals with the evolutional history of the holding and utilization of fisheries resources in Korea. Fisheries resources have the basic characteristics of the density dependent self-regulating renewable and common property resources, Irrational utilization of fisheries resources is mainly due to the unlimited access to the resources. The holding and utilization of fisheries resources in Koryo era was opened to everyone. But it was nationalized in the early Yi Dynasty. The purpose of its nationalization was to provent the paticular powered-man with their monoplized holding and to levy fisheries tax. Eoeop-peop, the first modern fisheries law in Korea, was enacted as a part of the invasion policy of Japan in 1908. With the japanese annexation of Korea in 1910, the Japanese Government established a new institutional system of fisheries as a part of an overall reformation of the institutional for an implementation of the colonial policy. It was very the new enacted Fisheries Law (Gyogyorei). Also the Government enacted compulsorily another new Fisheries Law (Chosen Gyogyorei) with its adjunct laws and regulations revise the institutional system of fisheries on May 1, 1930. After Eoeop-peop enactment, the fisheries resources in Korea could be used only under the license, permission, and statement. After Korea was from Japan in 1945, Korea Government at last enacted the new fisheries law (Susaneop-peop) in 1953. The goal of Susaneop-peop was to achive the general usage and protection of the fisheries resources, and to attain the development and democratization of the fishery in Korea. This law was amended 13 times until 1990. The license fishery have a legal right on the fishery, called a fishery rigt. This right means a right of exclusive occupation and utilization of a unit of the inshore fishing grounds. The main evolutional issues of license fishery are as the following : 1) the foundation of the exclusive usable fishery right(1911, Gyogyorei), 2) the deletion of the settled U9space lift net and settled space sein net fishery, and the expansion of the cooperative fishery-No.1, 2, and 3 type cooperative fishery-(3rd amendment, 1963), 3) the deletion of the No.2 and 3 type cooperative fishery, and the separation of the culturing fishery in No.1 and 2 type culturing fishery (13th amendment, 1990). The effective period of the license fishery was amended as the following : 1) 1908(Eoeop-peop) : within 10 years, renovation system, 2) 1929(Chosen Gyogyorei) : within 10 years, unlimited extension system, 3) 1971. 7th amendment : 10 years, renovation system, 4) 1972. 8th amendment : 10 years, only 1 extension system, 5) 1975. 9th amendment : 5-10 years, only 1 extension system, 6) 1990.13th amendment : 10 years, within 10 years of total extensional years. The priority order of the fishery license was established in 1953 (Susaneop-peop). The amendment of it is as follows : 1) 1953. enactment \circled1 the fishing grounds that the fishery right is extablished 1st order : the existing fishery right man, unlimited renovation 2nd order : the corporate that the regional fisherfolk organized 3rd order : the rest experienced fishermen \circled2 new fishing grounds 1st order : the corporate that the regional fisherfolk organized 2nd order : the rest experienced fishermen 2) 1971. 9th amendment \circled1 the fishing grounds that the fishery right is established 1st order : the existing fishery right man, unlimited renovation 2nd order : the Eochongye that the regional fisherfolk organized 3rd order : the regional fishery cooperative that the regional fisherfolk organized 4th order : the rest experienced fishermen \circled2 new fishing grounds 1st order : the Eochongye that the regional fisherfolk organized 2nd order : the regional fishery cooperative that the regional fisherfolk organized 3rd order : the rest experienced fishermen 3) 1981. 10th amendment \circled1 the inside of No.1 type cooperative fishing grounds 1st order : the Eochongye that the regional fisherfolk organized 2nd order : the regional fishery cooperative that the regional fisherfolk organized 3rd orer : the rest experienced fishermen 4) 1990. 13th amendment \circled1 No.1 type cultural fishery 1st order : the Eochongye that the regional fisherfolk organized 2nd order : the regional fishery cooperative that the regional fisherfolk organized 3rd order : the rest experienced fishermen \circled2 No.2 type cultural and settle fisher : general priority order The effective period of the permission fishery was amended 6 timed. First, it was within 5 years and renovation system (Eoeop-peop). Now it is 5 years and renovation system. The effective period of the statement fishery was amended 4 times. First, it was within 5 years, and then was amended within 3 years(Chonsen Gyogyorei). Now it is 5 years.

  • The study is focused on making space of the abolished primary school for college dormitory in rural area which has regional type nearby city. We, firstly, analysed regional conditions and then surveyed various data for space conditions of dormitory. By surveying exterior space and interior renovation, and analysing the actual conditions of dormitory, we propose design factors and model of using facilities of the abolished primary school. So, the purpose of it is to suggest making space and a model of dormitory utilization of abolished school in regional type nearby city. It is a spacial case of re-using facilities of abolished school in rural area, but we expect that abolished school make an offer another type of using facilities.

The State-Owned Enterprises Reform in Vietnam

  • The economic renovation in Vietnam has shown promising achievements. The process of reforming and equitizing state-owned enterprises, and reducing subsidies from the government have made significant progress since 1986. However, this policy has not received the adequate valuation from leaders. Big companies have not been equitized, and are still managed and subsidized by the government, resulted in budget losses. Corporations have been dominated by political interests. This has led to arguments for better and more feasible measures which could save national budget. Corruption in Vietnam mostly originates from state-owned enterprises, for the monopoly was given by government to those enterprises as foreign partners continue to compete under market-oriented mechanism and transparent supervision. Therefore, renovation of the business mechanism, as well as speeding up equitization and minimizing people's properties, have become crucial in the regional integration trend. This is entirely a vital factor in the renovation process. This study explores plans, as well as the merits of the renovation process in Vietnam, ultimately envisioning to overcome current consequences and motivate Vietnam's economy.

참여정부 농촌개발정책의 회고 (A Review on Rural Development Policies of the Participatory Government)

  • This study has been carried out in order to examine the characteristics and rationales of the rural development policies of the President Roh Moo-Hyun's 'Participatory Government. The study is summarized into two different directions: characterization and rationalization. Characteristics of the government's rural development policies during the President Roh Moo-Hyun's 'Participatory Government (2003-2008) were three folds. First, the government has been more concerned with rural income level problems than those of living-environment standards. Second, the effect of the government's rural development policies has depended heavily upon both 'green tourism' and 'regional renovation'. Third, it has emphasized the applications of bottom-up approach particularly. This study found out a couple of problems about the rationales of the recent rural development policies; First, the developmental potentials and effects of policy measures which designate the rural green tourism, the regional renovation, and the bottom-up approach etc. were all over-estimated. Second, the structure of recent rural development policies was not vivid enough. Policy targets and measures have been proposed very vaguely; therefore, they have caused difficulties in identifying the actual feasibility and appropriateness of the rural development policies.

주민참여를 통한 항만형 도시재생사업의 활성화 방안 - 부산 북항재개발사업을 중심으로 - (Activation of Harbor City Renovation Projects based on Residents Participation: Case Study of Busan North Harbor Redevelopment Project)

  • 본 연구는 부산시의 북항재개발사업을 사례로 항만형 도시재생사업에서 주민참여 방안과 효과적인 주민참여를 위한 도시마케팅 방안을 분석하고, 이를 통해 도시재생사업의 활성화 방안을 모색하는 것을 목적으로 한다. 본 연구결과를 요약하면 다음과 같다. 우선, 설문결과를 보면, 북항재개발사업의 주민참여 방안으로는 여론조사, 공론조사, 시민자문위원회의 타당성이 높은 것으로 나타났다. 주민의견수렴이 가장 필요한 단계로는 최종 대안을 선택하는 단계로 나타났다. 사업단계별로 적절한 시민의견 수렴방법으로는 시민의 가치관 판단 단계에서는 여론조사가, 나머지 모든 단계에서 전문가위원회를 가장 적절한 방법으로 나타났다. 둘째로, 주민참여의 활성화를 위한 도시마케팅 방안을 보면, 도시마케팅의 주체는 지방자치단체가, 도시마케팅의 과제로는 도시 공간 질 향상과 같은 인프라 요소가 중요한 것으로 나타났다. 도시마케팅 방안으로는 항만도시로서의 이미지를 부각하고 외국인 관광객 대상으로 홍보하는 것이 적절한 것으로 나타난다. 결론적으로 효과적인 주민참여와 도시마케팅을 통해, 지역의 특성을 살리면서 다른 경쟁지역과의 차별적인 창조적 개발 방안이 도출됨으로 항만형 도시재생사업이 활성화될 것으로 판단된다.

  • Since the number of students in farming and fishing communities have been widely decreased due to industrialization and urbanization along with a low birth rate. As a result, the number of closed schools has reached 3,386 in 2010. The number is still increased because of continuous decrease in the number of population engaged in farming and fishing. Explore the possibility for the development of closed schools facilities, this researching is showing us that the closed schools have associated with the local community closely. For this reason, we need to promote these closed school facilities to utilizing purposes as appropriate to the needs of the times and with that we can explore too the possibility of a variety of regional development concept, how underdeveloped regions can be activated. Therefore, first on this study is progressed theoretical study of utilizing of closed schools and the strengthening of regional competitiveness as a framework and we consider characteristics of the closed schools utilizing. Second, we choose the case, where the utilizing of closed schools have realized to purpose of regional development conceptions with the strengthening of regional competitiveness. Third, we would like to prove several possibilities with results of date-analysis and formulate some suggestion for be continued future planning of utilizing of closed schools. education.

  • 이 글은 제2차 세계대전 이후 독일 지역지리학의 전개과정과 주요 쟁점들을 살펴보고자 한다. 전후 독일 지역지리학은 영미와 다른 위기와 재흥과정을 거치면서 전통의 지속과 새로운 변화를 겪어 왔다. 독일의 지역지리학은 1950, 60년대를 거치면서 전래의 방법론을 고수하면서 지리학 내외의 급속한 변화에 능동적으로 대처하지 못함으로써 1960년대 말 이래 심각한 위기에 빠졌다. 따라서 1970, 80년대에 지역지리학은 다양한 발전 방향과 방법론을 모색하면서 새로운 연구 개념을 제시하는데, 그것은 곧 지지의 실용적 필요성을 강조하면서 과학적으로 조직화된 정보를 수신자 위주로 제공하는 지리학 분야라는 것이었다. 하지만 1990년대 이래 통독과 함께 '지지연구소'가 설립되면서 지역지리학의 학문적 위상과 방향을 둘러싼 논의가 다시금 대두하고 있으며, 그 전도는 여전히 열려 있다고 할 수 있다.

남산2호터널 조형물 설계 (Landscape Design for Renovation of the Second Namsan Tunnel)

  • The Second Namsan Tunnel required renovation. The landscape design was conducted as part of the comprehensive programs for renovation. The landscape design covered site analysis, design development, a working drawing and a maintenance plan. In May of 2001, the Second Namsan Tunnel was renovated and reopened to traffic. The tunnel was recreated as a new type of tunnel with function and beauty. The entrance and retaining wall of the tunnel has public character. Users are greatly affected by the entrance and retaining walls along roads. The landscape architect had to find new materials and methods to improve the environment and to combine artwork with the entrance and walls of the tunnel. The surface of the tunnel entrance and retaining walls are artistically treated with ceramic tiles and paint. Various regional characteristics and cultural meaning are symbolically expressed. Or the tunnel entrance from the Joong-gu side, entitled "Glory of the Future", the hibiscus symbolizes the bright and glorious future of Korea. On the retaining walls, entitled "Hope", the promising Joong-gu is symbolized through image of Korean magpies, mountains, rocks, roses, winds and nature. As for the tunnel entrance from the Yongsan-gu side, entitled "Vivid Spirit", pine trees symbolize the Koreans′strong will and an enterprising spirit. On the retaining walls, entitled "Lively Motions", Yongsan-gu is symbolized through image of pigeons, mountains, rocks, roses, winds and clear skys. The entrance and retaining wall of the Second Namsan Tunnel, whose surfaces are treated with tiles and paint with artistic value, would create an atmosphere using large-scale wall paintings. In this artwork, users would perceive a unique sense of place through the symbolic images of the vertical planes of the tunnel.

충남지역 지방공공의료원의 친환경성 분석 연구 - 토지이용 및 교통부분을 중심으로 (A Study on Environment-friendliness in the Chungnam Regional Public Hospitals - Focused on the Sustainable Site and Transportation)

  • Purpose: Numerous researches about healthcare buildings have been performed however, they were mainly focused on convenience or healing condition for medical treatments. The hospitals consume energy and generate $CO_2$ as twice as the residential or commercial buildings do(Lim, et al., 2010a:154). The public regional hospitals are especially in serious conditions. They are more than 20 years old in average. Energy efficiency and environmental friendliness in the public regional hospitals are far behind ones in private sectors. Even though the ministry of health & welfare is supporting renovation of the builidngs and enhancement of the facilities every year, it is not integrated including sustainibility. In this study, we investigates current conditions of the regional public hospital in envrionment-friendly standpoint, especially focused on Chungcheong Province area Hospitals. Methods: we investigates current conditions of the regional public hospital in envrionment-friendly standpoint, especially focused on Chungcheong Province area Hospitals. The study was executed by qualitative and quantitative evaluations with site inspection, drawing analysis and interviews. Results: Through this study, we found that the Chungnam regional public hospitals can be environmentally improved by management plans and programs. Implications: Based on this analysis, Korean Green Building Certification for healthcare facilities will be developed in near future.

창원시 재래시장의 실태 분석 (Analysis of Trends of Traditional Markets in Changwon)

  • 국내 유통시장의 개방에 따른 유통산업구조의 변화는 창원시의 유통산업에도 커다란 영 향을 미치고 있다. 특히 탑마트, 아람마트 등의 할인점에 이어 최근에 개장한 대형 유통매 장인 홈플러스의 입점과 12월 개점 예정인 룻데 마그넷은 기존의 일반 재래시장의 상권을 상당히 잠식하여 창원시의 재래시장은 저가판매라는 고유의 장점을 상실해 가고 있으며, 또한 전근대적인 유통활동, 영세성, 비효율적 경영, 조직화 협업화 부족, 시설의 낙후성 등 으로 경쟁력을 상실해 가고 있다. 이 같은 재래시장의 침체와 위축은 지역 영세상인의 생계문제와 창원시의 경제에까지 영향을 미칠 것이다. 이와 같은 배경에서 본 연구는 창원시 재래시장의 실태분석을 통해 문제점을 파악하는 것을 목적으로 한다. 본 연구의 방법은 문헌연구와 실태조사를 통하여 문제점을 제시하기로 한다.
