A Study on Colors through Regeneration Design for Abandoned Factory Buildings - The Color of Buildings in the Port Area of Bongnae-dong, Yeongdo, Busan as an Example - (폐공장 건물 재생디자인에 대한 색채 관한 연구 - 부산 영도 봉래동 항만지역 건축물 색채를 중심으로 -)

  • In South Korea, with the advancement of the 'Port' project, the regeneration industry adapted to the modern economic development has been promoted, leading to construction around the port was also redefined. Therefore, through regeneration, the problem of image construction of buildings around the port has been re-examined, in which color is an important content of image construction. In this study, the exterior walls of abandoned factory buildings in the port area of Bongnaedong, Pusan were selected as the color research object and evaluated according to the characteristics of the regenerated factory buildings combined with the building color function. Technically, KSCP color analysis system is used for color analysis. In this way, the color plan for the exterior walls of the factory buildings is proposed to visually enhance the image of abandoned factory buildings and attract more attention, thus driving the regional economic development. The results of this study show that in order to adapt to the regional, industrial and commercial characteristics of the regenerated port space, the color hue, lightness, chroma and use area of the building can be changed to enhance the aesthetic value and enhance the inductivity and security.

  • The reality which cannot protect existing tangible intangible modern cultural heritage in Daejeon is makes historical value and identity of a city weakened and then, this leads to absence of the foundation of urban regeneration based on the history. References as recording inheritance indicates characteristics or identity of the area and they represent the physical mental symbol of the area; images of diverse structures or sceneries with historical or cultural characteristics are contents of urban regeneration based on history and culture, which can be utilized as historical sources to verify realness of disappearing modern cultural heritage. Therefore, understanding and utilization of modern cultural heritage through this study on regional archiving can be deemed to be the first stage to bring community spirit, affection and pride to local residents. In this connection, this study intends to suggest a policy direction not only to maintain realness of modern cultural heritage through preservation and utilization but also to expect formation of settling and fellowship as well as cultural economical effect from the viewpoint of urban regeneration.

  • As the era of glocalization arrives, each area of the world with the uniqueness trying to enhance competitive advantage. In this context, the 'Art asset' should be understood as an independent 'Content' in terms of place marketing & creative regional regeneration. Especially in a place as a component of assets 'art' is recognized as an independent content & as a means for new areas of creative regeneration and the local economy will be discussed. To do this, place the property on the basis of a review of existing research on the concept of a new arrangement of art assets were classified by type and each of the cases examined. Ultimately, through the review of creative play area as a place of art assets and utilize the potential value of plce asset is the goal of this article.

  • The purpose of this study is to present implications using local government data, focusing on the occurrence of empty houses, one of the serious social problems emerging due to population extinction and aging. The subjects of the study were Mokpo-si, which has the highest percentage of empty houses in the country, and the spatial distribution status was identified by schematizing the status of empty houses by grade on a map through data from the local government's survey on empty houses. As a result of the survey on vacant houses, it was confirmed that 90% of empty houses in Mokpo City were included in the project district of the urban regeneration strategy plan underway in Mokpo City. Currently, the empty house maintenance project is difficult to proceed smoothly due to difficulties in purchasing empty houses and lack of budget for local governments, so in order for the project to proceed quickly, it is necessary to come up with a plan to promote the project in connection with the urban regeneration strategy plan in Mokpo.

A Study on the Improvement of Agricultural Facility Legislation (농업용 시설의 건축 및 이용 법령 개선연구)

  • As facilities performing the production, processing, preservation, and shipment of agricultural products; agricultural facilities are categorized into planting facilities and livestock facilities based on the management target. Agricultural facilities are set in farmlands, and facility users mainly complain about the legal or institutional restrictions on farm rather than their own facilities itself. From 2009 to 2012, the Ministry of Agriculture Food and Rural Affairs (MAFRA) published the "Casebook of farmer Complaints on Farmlands" in order to help answer farmers' questions and support public workers' workloads. However, contents related to agricultural facility installed in farmland are currently not dealt with in particular. Among agricultural facilities, demands of property rights with livestock facilities have risen due to construction permissions, operational restrictions, and high initial investment costs; and relevant laws were revised and are now being executed. However, for planting facilities such as mushroom facilities, ginseng facilities, and greenhouses; farmer complaints related to property rights are constantly increasing because revisions to relevant laws are not being made despite the rising diversity of construction materials through technical developments as well as the rising scale of assets-i.e. mechanization, automation, and the application of New Regeneration Energies according to capital influx. In this study, the current state of relevant agricultural facility legislation were organized and their drawbacks deduced in order to propose improvements of Agricultural Facility Legislation. The result of interviewing with public workers and farmers show that agricultural facilities should be regarded as extensions of farmlands rather than as facilities built in land where development actions were being taken. Alternatives able to reflect these opinions were suggested through expert consultation.

The Politics of Space in Cultural Strategies of Japanese Local Cities (일본 지방도시의 문화전략과 '지역다움'의 논리)

  • Recent globalization and de-industrialization have caused intensive competition among places; hence, cities worldwide are pursuing regeneration and enhanced competitiveness through cultural strategies. Focusing on the cultural strategies of local cities in Japan, this paper reveals that the concept of "being-a-region" is key to cultural strategies, and explores what logic is inherent in such regional developments. Since the period of rapid economic growth, Japanese local cities have played the role of "Furusato(home) for Japanese." With the recent decentralization, "being-a-region" is now emerging as a powerful discourse for the cultural strategies of local cities. This idea of "being-a-region" can be largely defined as a region's special character or even an existential sense of place, but in fact it is political relationships among agencies that define the region. "Being a region" in Japan appears to extend to "being a nation." Thus, it would be necessary to focus on the power relationships that surround the concept of "being a region" when we deal with the meaning of region in relationships to cultural strategies of local cities.

Survey of Natives Resettlement Consciousness in Urban Regeneration Project -Centered on the Re-Maintenance Promotion District of Asan City- (도시재생사업 추진에 있어 원주민 재정착 의식조사 -아산시 재정비촉진지구를 중심으로-)

  • This study is carried out in order to suggest the effective method to enhance the resettlement of natives for re-maintenance promotion district of Asansi. This study is carried out through current status survey, native survey, and examining related laws, and the result of study is as follows. First, as a result of examining the intention of resettlement for the residents and merchants who live in the project district, 84% of residents and 80% of merchants wish to resettle. Second, in order to enhance the rate of resettlement, driving project to satisfy the demands of residents and merchants is needed. For this, house supplying policy and complex design technique for corresponding this tendency is needed because they prefer to live a single houses or housing attached to shopping street of 100 million won valued below as well as apartments,. And new types of business which can activate the function of the old city are needed, but making commercial space where current merchants can constantly do business activities is demanded. Third, the expansion of urban regeneration concept which have economics, society, culture, welfare and community as well as physical environment improvement are emphasized is needed. Fourth, the role of government for urban regeneration should be strengthened, and institutional improvement should be supported. Government needs to constantly support including financial supporting in order for the regeneration of regional city, and especially should scout for the policies which community can be maintained and should support first. For this, utilizing public lands inside project district into leading project, government should utilize into "constructing rental houses for natives", inducing the leading key facilities. Fifth, various plan techniques for the resettlement of natives of other advanced countries should be examined and be achieved.

Improvement of Multi-Dimensional Urban Planning System for Urban Regeneration (도시재생 측면에서 입체도시계획의 기능과 제도 개선 방안)

  • The purpose of this study is to analyze the cases related to the multi-dimensional urban planning and its related systems that can contribute to the urban regeneration as the policies and projects for stereoscopic city increase. Through the case analysis, urban regeneration function and role of multi-dimensional urban planning are identified as connection of places, activation of local economy, expansion of infrastructure and supply of housing. In the institutional sector, private participation is hindered due to the ban on the establishment of the right to hold state property. In addition, it is difficult to utilize the three-dimensional urban space without land securing at a certain rate based on uniform installation standards of the two-dimensional land use plan, and the problem of insufficient interconnection between law and institution is derived. In conclusion, it should actively support and promote the promotion of the three-dimensional facility with the aim of diversifying the regional infrastructure structure and strengthening the urban function. In addition, development of stereoscopic and compound development should be promoted for old urban areas, and parking lots, underground shopping malls, parking lots, etc. should be installed using the subspaces of parks, schools, roads and traditional markets of old residential areas. Finally, cooperation between the central government, the municipalities and the private sector is necessary for the realization of these urban regeneration projects.

A case study on Urban Regeneration utilizing Community Cinema from Japan: Focused on Fukaya Cinema (일본 커뮤니티 시네마를 활용한 도시재생 사례 연구 - 후카야 시네마(深谷シネマ)를 중심으로 -)

  • It is a known fact that the spread of multiplexes has contributed to movie industry flourish and extending public rights for enjoying movies. However, in terms of Urban Discourse, Multiplexes centered in new downtown have given rise to Doughnut Phenomena in old downtown. It is especially regrettable that the local theaters which have been symbolic cultural spaces storing the 'memory of life' of local communities are disappearing due to a recession of business zone in old downtown. Japan has long been worked in various activities spotlighting on movie/image contents as the major means of creative urban regeneration. Among them, the 'Community Cinema' has made a contribution to regional revitalization by improving movie screening environment of the local community through renewal of local theaters and further creating related culture and industry in the local area. In this study, I focus on 'Fukaya Cinema' which started from NPO(Non-Profit Organization) and reused a closed industrial facility to a movie theater in cooperation with local TMO(Town Management Organization). Fukaya Cinema, which operates in the form of a business community, plays important roles as the core cultural facility in the local community and is regarded as a significant case showing a possibility of urban regeneration using movie/image contents. I investigate the specific founding process and activities of Fukaya Cinema and intend to derive the implications from that. Through this, I aim to provide the basic urban regeneration data utilizing movie/media contents.
