Korean economy has experienced a very rapid growth largely due to the change of the innovation system since the last half century. The recent outbreak of COVID-19 impacts the global economy as well as Korea's innovation system. In order to understand the influence of the shock to the Korean technological system, we have forecast the future of the system combining qualitative and quantitative techniques such as expert panel, cross impact analysis, and scenario planning. According to the results, we have identified 39 driving forces influencing the change of Korea's technological innovation system. Four scenarios have been suggested based on the predetermined factors and core uncertainties. In other words, uncertainties of emergence of the regions and global value chains generate four scenarios: regional growth, unstable hope, returning to the past, and regional conflicts. The 'regional growth' scenario is regarded as the most preferable, whereas the 'regional conflicts' scenario is unavoidable. In conclusion, we put forward some policy implications to boost the regional innovation system by exploiting the weakened global value chains in order to move on to the most preferable scenario away from the return to the past regime.

The purpose of this paper is to explore what roles can and should regional culture play in establishing a regional innovation system, which has been recently described as an essential factor for balanced regional development and specialized regional development. In doing so, we first investigated key concepts and discourses regarding regional innovation system and examined the success factors of a regional innovation system. We also explored how the Korean policy makers have developed the nation's regional innovation policy and regional cultural policy in order to understand the policy context and its limitations. After examining the theoretical background, we reviewed the representative cases of regional innovation in Japan, Yufuin and Yubari, to grasp the way in which 'culture' plays its roles in the formation of the regional innovation system. Since culture has a role as a unique sector, such as art and content industry, as well as a community's style of life, this study tried to explore the aspects and ways of how culture can contribute to the establishment of regional innovation systems considering these distinctive levels. In drawing the implications of the case study, we found that special attention is required for the 'process of formation' of regional innovation systems. We also confirmed that the success of the core activities at each stage heavily relies on the culture of the region; in order to fully understand the relations, it is necessary to re-establish the existing concept of culture and cultural policy with a more holistic perspective.

The need for designing and implementing integrated policy was further emphasized in tandem with the increase in interest concerning policy coordination and interactions. An active discussion is taking place in the field of innovation policy concerning "integrated innovation policy," which considers innovation along with financial, regional development, social, and environmental policies together in a holistic manner. In Korea since the beginning of the 2000s, there were many attempts at implementing integrated innovation policy through the restructuring of the overall S&T administration system. For the purposes of taking an integrated approach to S&T policies as well as to S&T-related human resources, industrial, and regional development policies, the Roh Administration (February 2003~February 2008) elevated the S&T Minister to the level of Deputy Prime Minister as well as launching the Office of Science, Technology, and Innovation (OSTI) (October 2004 ~ February 2008) under the Ministry of Science and Technology. This study investigates the policy coordination activities of the OSTI from the perspective of policy integration. It deals with the background of the OSTI, its roles and responsibilities, the coordination process, and its achievements and limitations while discussing the important implications for developing effective policy measures with the hope of contributing to the development of theories of integrated innovation policy.

The policy aims of Regional Innovation Cluster(RIC) are not making the RIC itself but promoting the competitiveness of Small and Medium Enterprises(SMEs) in the region. Also, it goes without saying that small and Medium Enterprises (SMEs) do the key roles of regional economic growth. This paper indicates that the innovative capabilities of SMEs are the crucial factors of the success of Regional Innovation Cluster. In order to improve SMEs' capabilities for innovation, knowledges are vital including codified knowledge or tacit knowledge. In cluster, the linkages especially among researchers and factory workers is important to innovative activities, and universities have to of for knowledge, education programs and new researchers fully qualified to SMEs. Also, regional governments and medias positively participate the cluster as helpers. Based upon the research results, some policy implications have been suggested concerning the policy supports to enhance innovative activities of SMEs within the Regional innovation Cluster.

The collaboration among academia, industry, and public research sector gains importance in these days. This is essential for implement competent regional and national innovation systems. There have been many governmental programs for activating collaboration among innovation actors. Most policy programs for collaboration have aimed at increasing S&T and innovation potential and constructing S&T infrastructure. However, Korea has not produced a sufficient level of collaboration, especially on regional level. Most policy programs could not reach regions and many regions have no enough innovation actors. In order to activate R&D collaboration, therefore, we suggest that Korean S&T community should build and implement "collaborative research centers" all over the regions. This concept is very new approach, especially because it focuses on collaboration among regional innovation actors. In this paper, we discuss a concept, type, and execution strategy of collaboration research centers. We expect that these centers will play an important role in implementing successful regional innovation systems, as they will link regional innovation actors very closely.

Regional innovation systems and clusters represent a fashionable conceptual basis for regional innovation policies in many industrialized countries (including South Korea). Due to questions related to climate change and environment-friendly energy production, the green industry has been increasingly discussed in relation to regional innovation systems and clusters. This explorative paper analyzes these discussions and critically examines the emergence of green clusters in South Korea based on the case of the wind power cluster in Jeonbuk Province. It tentatively concludes that the role of the central government is too powerful and the role of regional actors (policy-makers and entrepreneurs) is too weak for the successful emergence of green clusters.

The regional innovation policies so far have been separated from the social problems facing the local communities. The regional innovation policies, regarding the region as the location of the business, have focused on the invigoration of business innovation activities. However, as the recent emergence of the new paradigm of innovation policy aiming the sustainability, 'transformative innovation policy,' has led to a search for regional innovation policies that begin with solving the local social problems. This research paper deals with regional innovation theory that starts from searching for solutions and system transformation for social problems such as climate crisis and energy problems. The objective is to present a new framework called 'transformative regional innovation policy' and to improve its content through case studies by combining the results of the transformative innovation policy and the regional innovation policy studies. In particular, the contribution of this paper is to analyze and discuss the concept of the transition platform, which aims to solve the local social problems, through the case studies of Gussing, Austria and Esbjerg, Denmark. Lastly, it discusses the derived implications of the cases applied in Korean society.

The focus of regional innovation policies is shifting from a central government to local governments. No one denies the fact that the innovation will lead regional development and shall be created in such a way that it will be appropriate for regional circumstances. However, the central government and local governments have not arrived yet at a conclusion on what innovation policies are appropriate for regional circumstances. This leads to a consequence that is inefficient not only at a national level, but also at a regional level. This research, given this problem, aims to find out the characteristics and differences in innovation types among the regions in Korea and suggests appropriate policy implications by classifying such characteristics and differences. This research, given these objectives, classified regions in consideration of the various indicators that comprise the innovation suggested by existing related researches and illustrated policies based on such characteristics and differences. In this research clustering analysis based on multiple factor analysis was applied. Supplementary researches on dynamically analyzing stability in regional innovation types, establishing systematic indicators based on the regional innovation theory, and developing additional indicators are necessary in the future.

Policy planners in Asia readily covet high technology districts and regional systems of innovation such as Silicon Valley. We examine the law's role, by way of covenants not to compete (競業禁止條項) in the development of Silicon Valley by reviewing the literature from 1999 through 2013. The research suggests that in certain high-tech districts such as Silicon Valley, there are greater gains in the innovation of a region by prohibiting CNCs. While we emphasize CNC law as the main legal determinant to Silicon Valley's success, the application of trade secret law and the inevitable disclosure doctrine are also factors that can aid or restrict the mobility and knowledge spillover of a region. Even with much explored, perspectives are lacking from a regional innovation systems analysis, and more so in the context of Asian nations. To tackle these gaps, three analytical frameworks are presented that entails labor law, law and economics, and law and innovation. And from within the law and innovation framework, research is introduced in the hope that future discussions on Asian regional innovation systems consider the legal foundation of Silicon Valley.

The concept of Regional Innovation System(RIS) has been developed with the accumulation of empirical research and the reflection on the political and economic environments. It is widely used as a nonnative concept to tackle the problem of regional disparities by enhancing regional innovative development. However, it seems that there is a gap between the theoretical framework of RIS and its actual application in reality. This paper attempts to extend our knowledge about RIS with critical viewpoint. It tries to unravel some values that RIS implies and its theoretical limitations, which were found through the evolution of RIS such as its theoretical roots, the development of its research and policy; and an example of its building in practice.
