Possibilities and Problems for the Regional Innovation in Japan

  • Under a knowledge-based economy, regional innovation policies have been treated as important regional policies. In this paper, the author attempts to argue the possibilities and problems for regional innovation in Japan. For this purpose, the author has investigated the development of industry-academy-government collaboration in Ube City which has been designated as one of a number of knowledge cluster projects by the National Government. Ube City is a typical company town and the regional system had been characterized by the vertical relationship between a core company and it's subcontractors. Since the late 19905, the local national university has played an important role to promote cooperation with various types of enterprises, research institutions, and local governments. As such horizontal relationships have become more influential, it is necessary to overcome the gap in interest and knowledge base between the core company and the local university.

Forecasting the Environmental Change of Technological Innovation System in South Korea in the COVID-19 Era

  • Korean economy has experienced a very rapid growth largely due to the change of the innovation system since the last half century. The recent outbreak of COVID-19 impacts the global economy as well as Korea's innovation system. In order to understand the influence of the shock to the Korean technological system, we have forecast the future of the system combining qualitative and quantitative techniques such as expert panel, cross impact analysis, and scenario planning. According to the results, we have identified 39 driving forces influencing the change of Korea's technological innovation system. Four scenarios have been suggested based on the predetermined factors and core uncertainties. In other words, uncertainties of emergence of the regions and global value chains generate four scenarios: regional growth, unstable hope, returning to the past, and regional conflicts. The 'regional growth' scenario is regarded as the most preferable, whereas the 'regional conflicts' scenario is unavoidable. In conclusion, we put forward some policy implications to boost the regional innovation system by exploiting the weakened global value chains in order to move on to the most preferable scenario away from the return to the past regime.

Anti-Oxidative and Anti-Inflammatory Activities of Seven Medicinal Herbs including Tetrapanax papyriferus and Piper longum Linne (통초, 필발을 포함한 7종 한약재 추출물의 항산화 및 항염증 활성)

  • In this study, we analyzed the anti-oxidative and anti-inflammatory activities of seven medicinal herbs. All extracts of the tested herbs, Euryale ferox Salisbury, Echinops setifer Iljin, Amomum cardamomum Linne, Tetrapanax papyriferus, Illicium verum Hook. f., Typha orientalis Presl, and Piper longum Linne, exhibited potent anti-oxidative activity as confirmed by DPPH radical scavenging capacity. Lipopolysaccharide (LPS) induced nitric oxide (NO) production, in the RAW 264.7 cell line, was also ameliorated by all extracts' treatments in a dose dependent manner. NO suppressive activity originated from the inhibition of inducible nitric oxide synthase (iNOS) protein expression by the extracts. Three extracts, E. ferox S., I. verum Hook. f., and P. longum L., possessed suppressive activity against, not only iNOS, but also cycloxygenase 2 (COX-2) protein expression. These three extracts may then serve as potential candidates for non steroidal analgesic inflammation drugs (NSAIDs). Furthermore, all extracts induced anti-oxidative enzyme, heme oxygenase 1, protein expression. Taken together, these results provide an important new insight into the fact that various medicinal herbs possess potent anti-oxidative and anti-inflammatory activities and might be utilized as promising agents in the field of health products. Further studies for the identification of the active compounds from medicinal herbs are clearly needed.

Regional Innovation System in France (프랑스의 지역혁신체계 발전과정과 혁신기업 창업체계)

  • In the period of rapid economic growth, it is possible to practice the growth policy by factors input and the regional development policy by the dispersion of growth. But, in the period of weakened growth, this model loses its theoretical and practical merit. The endogenous regional development model that can efficiently cope with a international competition and a uncertainty of international economy become an alternative policy of growth and regional development. France, which had a problem of overcrowding in the capital region by the centralized growth policy and regional development policy, phase the regional innovation system policy in order to establish the foundation of an endogenous regional development from the 1970's. The regional innovation system policy in France which pursues simultaneously the systematic regional knowledge creation and the regional development is very suggestive to the regional innovation system policy in Korea that pursues the endogenous regional development and the solution of the regional disparity.

  • This research was to analyze information network which contributed Anyang Venture Valley's development. And mutual communication between regional innovated companies was the essential factor of this growth. Anyang city with its Knowledge Industry Promotion Agency, KIPA, has first set up communication network, facility and other structures to create basis of communication. For that, they were able to operate various networking and promotion of communication which led to the enforcement of regional innovation in venture businesses. During its innovation, KIPA played a key role as a link between regional Innovated companies, which enabled active interactions between them. Government can verify significance of establishing network base with mediation function for lively communication for promoting innovation capability through Anyang Venture Valley's case.

  • The purpose of this paper is to acquire competitiveness faced with a global business so that Korea and China make them put ICT into practice through industrial policy of regional innovation clustering. In the Chapter 2, overall review of industrial spaces theory and the environment in Global-business is conducted. In the Chapter 3, current main economic issue and West Great Development of China are viewed. Chapter 4 proposes models and strategies for the target of regional innovation clustering and phasing in development. The results of this study is that both country should do more long-term cooperation and collecting intensive knowledge for the property of region and preparatory research of regional innovation clustering than do reckless investment.

Analyzing Typology and Factor Combinations for Regional Innovation in Korea Using fs/QCA (퍼지셋 질적비교분석을 이용한 우리나라 지역혁신의 유형 및 요인 분석)

  • These days, regional innovation draws more attention than ever as a growth engine for regional economies, and governments put a variety of efforts to establish Regional Innovation systems(RISs). In this circumstance, this study aims to analyze types of RISs and the combinations of the factors influencing innovation performance as measured by patent application. Most of previous works have depended on case-oriented or variable-oriented strategy to classify types of RISs or to analyze the effects on performance of innovation factors, having some limitations: Variable-oriented approaches fail to capture complex combinatory effects of factors, while case-oriented approaches tend to depend on subjective interpretation. This study made use of the recently proposed fs/QCA(Fuzzy-set Qualitative Comparative Analysis) to overcome the limitations of those strategies. Based on the theory of RIS, three factors for regional innovation-input, infrastructure, and network-are used to classify 16 Korean Provinces. The results show that eight types of regional innovation types are identified, and that most of the regions are classified into either IN-type, equipped with high levels of Input and Network, or F-type, with high levels of infrastructure. In addition, applying seven sub-variables of the three factors to the fussy-set combination factor analysis, we examine a combination of factors influencing patent application. The results show that regions with high levels of R&D expense, valid patent, industry-academia cooperation, IP budget, and TLO values, and low IP capital almost always have a high level of patent application. Therefore, for regional innovation, the public sector needs to provide institutional support for R & D personnel training. It is also important to for both the public and the private sectors to make efforts to stimulate IP financing.

Network Connecting Structure and Contextual Meanings of Chungbuk Innovation Projects Based on the Amalgamation of Social Network Analysis and System Dynamics Approaches (SNA와 SD 방법론을 활용한 충북 지역혁신사업의 네트워크 연결구조와 함의)

  • Using various data derived from the regional innovation projects in the IT and BT-sectors within Chungbuk Province, this study tries to observe formation processes of network connecting structure and their spill-over effects. Considering the dynamic nature of key issues, it applies both social network analysis and causal loop methods. After a series of simulation exercises, we find that so-called extroverted regional innovation projects, that is, ones financially supported by the central government, reveal a higher tendency in the centrality, heavily depending on a handful of well reputed organizations. It is quite similar to the reinforcing mechanism, resulting in the rich-get-richer and the poor-get-poorer. Compared with the existing documents, nonetheless, it shows relatively weak in the mechanism strength, implying the fact that regional innovation projects have significantly contributed to ameliorating the unequal distribution of innovation organizations within Chungbuk Province. On the other hand, this study concludes that all the brokerage organizations related to the regional innovation projects have settled in Chungbuk Province. Whereas the Capital Region-based organizations present a higher tendency in the knowledge-network, it seems that the regional innovation projects have significantly contributed to upgrading direct and indirect competitiveness of the local organizations.

A Study for Models of Regional Science & Technology Information Infrastructure to Develop Regional Innovation System

  • The purpose of this research is to suggest the roles of government through constructing models of regional scientific technology and information to develop regional innovation system, which can maximize international competitiveness of Korea. To do this, this research compares the characteristics and superiorities of each regional areas in Korea. Constructing DB for scientific technology and information is recognized as a primary factor for constructing scientific technology and information infrastructure. In regional areas, constructing DB for professional scientific technology and information and networks are regarded as a key factor for regional scientific technology and information. Also, the primary problem to be solved in the regional areas is to construct DB for scientific technology and information.

남북한 과학기술협력의 새로운 방향: 지역 혁신체제론의 시각에서

  • The 21st century is not only the knowledge-based society but also the unifie era for Korea. It implies that Korea should prepare for the unification, especially in the area of knowledge, science, and technology. Under this background, this paper deals with how we can prepare for the unification of South and North Korea in science and technology (S&T) area. There have been no sufficient theoretical studies in this area. This paper, therefore, argues that regional innovation system, which has been developed since the beginning of the 1990s, could be effectively applied to the S&T cooperation and unification between both Koreas. It argues that regional innovation systems can formulate sectoral innovation systems effectively, which lead to a competent national innovation system. According to this study, South and North Korean regions have complementary sectoral innovation systems that could effectively cooperate with each other. Such S&T cooperation could make a great contribution to the S&T integration between two Koreas in the future. This paper argues, therefore, that S&T cooperation between two Koreas should target the unification of South and North Korean regional innovation systems. This paper names it as the unified national innovation system.
