The purpose of this research is to suggest the roles of government through constructing models of regional scientific technology and information to develop regional innovation system, which can maximize international competitiveness of Korea. To do this, this research compares the characteristics and superiorities of each regional areas in Korea. Constructing DB for scientific technology and information is recognized as a primary factor for constructing scientific technology and information infrastructure. In regional areas, constructing DB for professional scientific technology and information and networks are regarded as a key factor for regional scientific technology and information. Also, the primary problem to be solved in the regional areas is to construct DB for scientific technology and information.

Regional INformation Network Center has constructed integrated VAN among the heterogeneous computers and core technical information database for machinery & materials-oriented enterprises in the Changwon & Masan Industrial complex. As the result of RINNet project, regional industrial companies can take advantage of getting core technical information for developing new technology and strengthening competitive power. Accordingly, RINNet(Regional INformation Network for science & technology) makes regional industrial companies possible to collect, acquire and use technical information rapidly and motivates regional society to form the rapid technical interchange system and cooperative system among industrial-educational-institutal complex.

본 연구는 지역적 정보화의 성장 잠재력과 필요성 및 지역적 정보화 특성 등을 갖추고 있는 J시를 대상으로 지역적 현황을 분석하고 정보화 인프라구조 구축을 기반으로 하는 지역 정보화 콘텐츠 개발 방안을 행정, 산업 및 생활 정보화 등의 주요 분야에 관하여 제시하였다. 또한 콘텐츠 개발내용, 개발과정, 서비스 제공과 평가, 콘텐츠 내용과 서비스 수요자 및 콘텐츠 제공자간의 상호작용 등을 다루었다. 지역 정보화콘텐츠 개발방안을 제시함으로써 지역 정보화의 확산과 지역 정보화 발전 및 지역 경쟁력 제고에 기여할 수 있을 것이다.

In spite of the rapid development of information and computer technology, the software side of those technologies has not been well studied especially in the area of regional planning. Throughout this study we identified some critical facts as below: 1) the necessity of region-specific information which is vital for urban and regional development, 2) the necessity of integration of information system into a regional unit rather than setoral unit, 3) aggravated regional inequality through the spread of communication and computing tools, and 4) advanced regional information system linking satellite and graphic computers in developed countries. From these facts, we recommend some policy directions as below: 1) It is desperately needed to establish a regional information center covering large administrative area. 2) In establishing these system, we can utilize existing communication network or estblish a brand new system. Utilization of existing administrative network and board of statistics for data collection and management, and the utilization of postal office or telephone company for distribution are recommended through the evaluation of those two alternatives, 3) It is also recommended that one-step data collection system should be established. 4) The Dat Base should be organized in many steps in close relationship with development goal and planning process. In order to make most use of this system, we need to develop a monitoring system, regional indicators and ex-ante impact studies.

Many studies have regarded an information infrastructure as one of the crucial factors for national or regional innovation in the information society, but few studies have empirically tested the role and the effects of it. Also, the information society have been studied to what extent, but information space structure and the reorganization for the resource of the material and the labour have not been considered. Therefore, this study is examining the relation between the linkage structure and the information change in the manufacturing sector. And for the empirical analyses, regional labour data for 16 Metropolitan Areas(Si) and Provinces(Do) in 1991-1996 are used. An analytical model and hypotheses are proposed for empirical testing. The main finding is that if inter-regional wages condition is identical, inter-regional labour flow has positive correlations with regional information level.

Basically within a special regional area, a regional cluster seems to be based on core competencies of individual intra-cluster companies and collaboration among them. Information infrastructure has been emphasized as on one of competitive factors of a regional cluster, and it can be organized using collaboration system architecture integrated with each company's internal systems for efficient supply chain operation. As one of technical methods to prepare the system infrastructure supporting the collaboration of companies in a regional cluster, the Web Services can be effectively used. In this paper, a collaborative information system infrastructure for a regional cluster is suggested within the scope of supply chain management. And the efficiency of the proposed alternative is appraised with the features of a regional cluster.

In this paper the prevailing geography of the information sector, fousing on its occupatonal dimension, is examined. The purposes of this paper are to analyze the labor force share of information occupation workers at each special city and region, to compare the inter-regional distribution of information workforce and to analyze regional share of information occupations in manufacturing industry. Spatial pattern of size and occupational composition of information sector shows a core-periphery disparity. There is a clear evidence of Seoul's dominance of the information economy, particularly such as scientific and technical, consultative services, management and process control function. Also the distribution of information workers in manufacturing industry over space was polarized than is the case for total manufacturing employment and noninformation workers. Therefore Korean information economy is marked by a highly articulated spatial division of labor within individual industry, which can be attributed to the locational characteristics of information intensive industries and industrial composition of regional economy. From the results of this study, information employment prospects among regions of Korea would reinforce the unequal geography of job opportunity. In this light, regional policy efforts should be given to the improvement of information infrastructure to facilitate new computer-based service products and process in peripheral regions.

At the period of knowledge and information in the twenty-first century, we need to produce exact data and draw up exact statistic for reasonable plans and policy which are necessary to regional growth, employment relationship, and regional welfare work. Also, we must form basis of regional statistic by producing statistic which affects on economic and social phenomenon like regonal income, unemployment rate, and business status as the basic data of these regional policy Therefore we hope much rationalization, scientification, and specialization of administrative affairs by developing the standard statistic which coincides a regional trait.

The purpose of this paper is to present an informatization stratagem for a balanced development around the whole country by employing Regional Information Index. In order to demonstrate the region information level by applying the factor analysis in the study, it has been divided into three catagories, such as the generation of information, the distribution of information, and the consumption of information. According to the empirical analysis between 1985 and 1995, the regional differences of the levels of the consumption and the distribution of information have been reduced gradually. On the other hand, the generation of information is significantly concentrated around Seoul Metropolitan Area. Therefore, strategic efforts providing information infrastructures as well as introducing information industries associated with informatization will guarantee a balanced development around the country.

본 연구는 개정된 새 도서관법에 의한 지역대표도서관의 역할 규명을 위한 것으로, 특정 지역을 선정하여 그 지역대표도서관이 해당 지역 공공도서관 발전 도모를 위해 필요한 역할을 중심으로 진행되었다. 연구에서는 지역대표도서관의 본질적 기능과 해당 지역의 현장 사서들의 인식 및 환경적 요인을 바탕으로 하여 지원적 역할과 협력적 역할을 찾고자 하였다. 그 결과 협력적 역할로는 5개 지역의 특성화된 지역거점도서관의 활용으로, 지원적 역할로는 전북지역 지식정보원의 구축에 의한 교육 및 문화행사의 지원 등을 도모하도록 한다.
