Reduction of fishing grounds, which was caused by the recent fisheries agreements between Korea, Japan, and China, Is Increasing the important of coastal fisheries. Korea's coastal fisheries, however, need special management measures owing to the following problems. First, there are too many fishing fleets even though fisheries resources are continuously decreasing. Despite the fact that some of the fishing vessels have been scrapped, there still remain too many vessels and especially approximately 27,000 vessels increased during 1997-1998. Second, as the condition of fisheries resources changed radically, many fishermen are fishing by methods which they were not permitted to. These fishing methods cannot be legally supported and so there is a huge gap between the system and the reality, Third, two or three licenses are given to each coastal fishing vessel because a single license cannot give sufficient income, but some of these are formally acquired. So under such circumstances, efficient management of fisheries is impossible. Fourth, absence of demarcation among regions and industries is causing frequent conflicts and there are concerns about the decreasing fisheries resources due to competitive fishing practices. Therefore, considering the above mentioned problems Korea's coastal fisheries management should be developed as the following: First, new licenses should be limited while expanding the buy-back program. The government is currently planning to limit new licenses by introducing the fixed license number system in coastal fisheries but is somewhat passive about the buy-back program. Second, fisheries management which is based on self-regulation should be established. In order to increase the effect of fisheries management, the fishermen should decide by themselves the fish and fishing methods they would be exploiting and directly regulate them. Third, it is necessary to integrate the licenses of coastal fisheries. Since coastal fisheries management through the license system has distinct limitations, it is preferable to unify risking licenses and let the fishermen decide specific matters on their own. Finally, it is necessary to establish boundaries among the regions and industries. Joint fishing areas among regions(cities and provinces) should be established and fishing in other areas should be permitted on condition of paying the required fees. On the other hand, it is also necessary to permit coastal fishing only within certain distances.

To take advantage of electric propulsion, several large vessel kinds, namely, cruise vessels, icebreakers, drill ships, and warships, have been generally designed with Integrated Power System (IPS). Although most of these vessels have adopted AC distribution IPS, DC distribution IPS ships have recently emerged as a new promising technology thanks to the availability of the products related to the DC distribution system, in which the system's major advantages over AC distribution are reduced weight and fuel consumption. This paper presents the comparison results of a 10-t class fishing boat for the AC distribution and DC distribution cases. By replacing AC distribution system with DC distribution, 31-41% reduction in the weight of the electrical equipment weight and 20-25% reduction in the fuel consumption are expected.
The tax exemption oil for fishery is expecting that the use of oil is gradually decreasing according to the environmental change such as reductions of vessel force caused by an upswing of oil prices and reduction of fishing vessels in the recent. Such reductions in the tax exemption oil amount have a negative effect on the tax exemption oil business and the fishery infrastructure. This paper studied to provide the basic data for a stable supply thorough the facts affected in the use of the tax exemption oil and the prediction for the use of the tax exemption oil in future. This analysis drew a estimation method by Cochrane-Orcutt repeated proceeding model with an object main factors such as a price of tax exemption oil and vessel force and international oil prices and exchange rates. And this analysis also drew the use of a tax exemption oil by 2000 after set up the scenario using an estimation method drawn. For the use of the estimated tax exemption oil analyzed to decrease within about 81 percent of the present(2020), It should be considering a stability plan for tax exemption oil for fishery in future.

Marine accidents of fishing vessels occupied about 70.5% of the whole marine accidents in Korea from 1996 to 2015, this ratio was not much changed for a long time. A lot of efforts have been taken recently but marine accidents do not reduce. Therefore a fundamental counterplan to decrease accidents in fishing vessel is indispensable for reduction of whole marine accidents in Korea. Since the most frequent occurring accidents in fishing vessels were engine trouble and collision in statistics by KMST (1996~2015), the study focused on them. The cause of engine trouble were poor inspection and maintenance of the mechanical system. The greatest portion of marine accidents was collision, and the biggest cause of the collision was poor watch-keeping. The better watch-keeping will be the best way to reduce the accident. For this reason, it may be necessary for the navigator to make strict precaution on the other vessels under way systematically and keep the regulation for preventing collisions, and for an engineer on watch to make a check the mechanical system periodically for reduction the engine trouble. Instead of penalty, incentive about safe navigation will be helpful for reduce accident as if automobile insurance would do. In order to prevent engine trouble, the fisheries federation establish the repair center. Futhermore the development of autonomous navigation system is necessary to reduce the marine accident.

In an attempt to respond to the increase in international oil prices and reduce operating expenses, ship remodeling was carried out on a 740ton class tuna purse seiner. To strengthen the competitiveness of the fisheries industry by improving vessel performance, a bulbous bow was newly equipped. The slipway and rudder area were also lengthened and enlarged with the propeller and main engine remained unchanged. To reduce the hull resistance, a circle type bulbous bow was attached on the hull behind bow thruster and thus the cost for exchanging electrical equipment for bow thruster was reduced. The new rudder area was expanded 15% more than the old one within the extent that the existing mechanical control part and rudder stock were not changed. To prevent fishing net damage and stabilize wake field, slipway was lengthened to the optimal position. All of the new design of remodeling parts went through the model tests in towing tank and CWC. Besides resistance test, all of necessary model test results were delivered for hydrodynamic character for the modified ship. The maneuvering simulation to verify that the remodeled ship satisfies the IMO rules was performed in both zigzag and turning tests. The estimated resistance with new bulbous bow and lengthened stern was reduced by 4.8% in the 2-dimensional analysis and 17.4% in the 3-dimensional analysis in comparison of conventional ship. The average reduction of resistance was estimated about 10%. Maneuvering character of modified hull form was found to satisfy all regulations under IMO. The remodeling of tuna purse seiner can not only improve fishing performance but also contribute to reduction of operating cost by saving energy for the fisheries industry.

Awareness of boats is a main issue in areas of fishery management, illegal fishing, and maritime traffic, etc. For the awareness, Automatic Identification System (AIS) and Vessel-Pass System (V-PASS) have been widely used to collect the boat-related information. However, only using these systems makes it difficult to collect the accurate information. Recently, satellite-based data has been increasingly used as a cooperative system. In 2015, U.S. National Oceanic and Atmospheric Administration (NOAA) developed a boat detection algorithm using Visible Infrared Imaging Radiometer Suite (VIIRS) Day & Night Band (DNB) data. Although the detections have been widely utilized in many publications, it is difficult to estimate the night-time fishing boats immediately. Particularly, it is difficult to estimate the threshold due to the lunar irradiation effect. This effect must be corrected to apply a single specific threshold. In this study, the moon phase was considered as the main frequency of this effect. Considering the moon phase, relational expressions are derived and then used as offsets for relative correction. After the correction, it shows a significant reduction in the standard deviation of the threshold compared to the threshold of NOAA. Through the correction, this study can set a constant threshold every day without determination of different thresholds. In conclusion, this study can achieve the detection applying the single specific threshold regardless of the moon phase.
Fisheries buyback programs have been implemented from 1994 in Korea, and its scale is estimated to have a value of 930 billion won, which is compounded for eight years since 1994. The paper evaluates the programs' economic and financial viability, and predicts efficient ways about how much and how long to reduce fisheries vessels so as to pursue a target biomass at MSY, For the specific purpose of the paper, aggregate fisheries stock dynamics and catch functions are specified and estimated by yearly catch and fishing effort data from 1970 to 2001, using ASPIC model and Schaefer's logistic production model. Results show that the fisheries stock in Korea has steadily declined since 1970, and that Korean fisheries overexploitation has steadily increased. Using cost-benefit analysis method, the buyback program holds the economic and financial feasibility even if the scale of buyback programs is not sufficient to avoid the downward trend in fisheries stock and harvest. The potential investment scale is predicted in several alternative scenarios using the sensitivity analysis method. The results recommend the annual reduction of 46%, 12% or 20% for the next one year, five years or three years, respectively so that the target biomass at MSY may be reached in 25 years.

This study was conducted to survey the catches of vertical bottom longline fisheries in the sea mount of central northern Pacific($30^{\circ}-42^{\circ}N$, $170^{\circ}-175^{\circ}E$), during the period of July 1 to August 25,2004 by commercial fishing vessel. The number of 57 test fishing was carried out in the central northern Pacific during 43 days and the total catches were 21,092.4kg as 19 fish species, CPUE/day and catches/day were 185 baskets and 490.5kg, respectively. Main fish species caught from the experimental fishing were Squalus mitsukurii (66.3%), Coelorhyrchus asperocephaius (11.7%) and Helicolenus avius (9.8%) and, average inside diameter for fish mouth was 4.0cm over. Catch ratio according to each fishing ground was the order of F, D, J, B and C. Catch ratio fur water depth was the order of 450-500m, 350-400m, 300-350m, 400-450m, 1000-1100m and 500-550m and, main species by water depth was Squalus mitsukurii for 300-400m, Etmopterus lucifer for 300-550m, Coelorhyrchus asperocephaius far 1,000m over. Catch ratio according to the kind of hooks was higher at the hook no.6 for Squalus mitsukurii and no. 5 for Etmopterus lucifer and, catch ratio by baits was higher at squid for Squalus mitsukurii, saury and eel for Helicolemus avius and saury for Etmopterus lucifer. Accordingly, it is thought that the extension of fishing hours is needed with the reduction of damage and loss for fishing gears during fishing operation.

As for marine propulsion shafting system using 4 stroke diesel engine, it is common to apply reduction gear box between diesel engine and shafting with a view of increasing mechanical efficiency, which inevitably require elastic coupling due to avoid chattering and hammering inside of gear box. In this study, optimum method of rectifying propulsion shafting system in case of 750ton fishing vessel specially in a view of torsional vibration, is theoretically studied. After exchange of diesel engine and gear box, analysis result of torsional vibration get worse and so some countermeasure are needed. The elastic coupling is modified from present block type rubber coupling showing relatively high torsional stiffness to rubber coupling with two series elements directly connected. The vibration measurement using two laser torsion meters was done during sea trial, whose results are compared to those of calculation and verified.

The propensity analysis for oral exam candidates of sixth class engineer officer's license was conducted to serve as a basic data for improving the ability of seamanship and a stable workforce supply using a questionnaire. A general information of them was identified as 62.1% of offshore fishing, 59.3% of over 50, 59.4% of less middle school education, 52.4% of under 100 gross tonnage, 75.2% of under 1,500kW engine output, 72.5% of over 10 years experience, 72.4% of engine department, which means they are from mainly less than 100 gross tonnage of offshore fishing vessel, less educated, and long term experienced in the engine job. The reason why they took the test was mainly due to their will (51.7%). And 45.5% of them took the test for the first time, 45.5% of answers responded they are lack of knowledge about a written exam and text of KIMFT in preparation data for an oral exam 35.9%. Given the fact that 74.5% of respondents experienced marine accidents with engine damage on board, the need for marine casualty reduction education was verified. Even after obtaining a license, they showed a higher preference of boarding that they embarked before the examination. Also, 61.4% of them have a plan for long-term boarding at least three years, thus leading to supply of workforce in coastal and offshore areas.
