  • Brownfield redevelopment is relatively a new area of interest for federal and local government in the U.S. In the past years, there are continuing interests by urban planners, policy makers and scholars in the effects of neighborhood amenities on brownfield. This paper intends to introduce brownfield redevelopment efforts and assess the approaches to implement such efforts by reviewing current federal legislation in the U.S. for brownfield, especially in the case of the Seattle Region. This paper provides an understanding of the brownfield phenomenon, statutory dilemmas, barriers and strategies of brownfield redevelopment. This paper also addresses the need of more policy adoption and implementation for successful brownfield redevelopment.

  • In this work, soil environment policy which should be taken into account at brownfield redevelopment projects was deduced from investigation on their environmental impact assessment statements. Soil contamination sources such as small-scale factories were found at a few large-scale brownfield projects, so contaminated soils did often exist at these sites. Especially, military facilities within the sites caused severe soil contamination problems. Therefore, soil environment policy was presented in detail to solve soil contamination problem at brownfield redevelopment projects. Furthermore, land-use planning focusing on greening (soil and vegetation) should be pursued at brownfield redevelopment projects in order to maximize environmental benefits of greenspace.

Residents' Perception on Living Environment in Metropolitan Area - The Case of Daegu Metropolitan City - (대도시 서민 주거지 환경실태와 주민의식 - 대구시 일부 지역을 대상으로 -)

  • The primary purpose of this study is to suggest policy directions for redevelopment project based on analysis of residents' perception on needs and reasons of redevelopment, and development type in old settlements in Daegu Metropolitan City. The main findings are follows. First, the study area is short of public space such as road and parks, occupied by old single detached houses with small parcel. The living environment of the area consist with many 20 years or older two story houses is very poor. Second, most of residents (58.5%) consider economic factors or cheaper rent more serious than other factors such as convenience, amenity, and education facilities. Third, residents want new housing construction even though explanatory power of trash collection, bad smells, privacy is very high in residents' satisfaction. Fourth, most of residents (88.8%) agree redevelopment and show strong preference to high-density apartment construction through demolish-and-development type of redevelopment approach. They are willing to agree the parcellevel redevelopment if governments provides economic supports and temporary settlements. This finding suggests very important policy implications for current government efforts to improve living environment.

  • Urban residential redevelopment policies have inevitably been bound up with issue of conflicts among renewal associatios, local government and developer. The purpose of paper is to examine the causes of conflicts through four residential environment redevelopment projects. In result for the successful redevelopment projects, strategies for citizen paticipation program and relocation should be set up.

  • Many former industrial cities such as Cleveland, Ohio are trying to transform their identities from blue-collar manufacturing centers to white-collar professional hubs. As a result, the re-use of land previously occupied by industrial firms has been on the rise as an important sustainable land-use strategy in the United States. Ohio's Cuyahoga County offers a Brownfield Redevelopment Fund to overcome the environmental barriers inherent in re-use in order to obtain full use of underutilized properties in the county. This study estimates externality effects of brownfield redevelopment projects (BRPs) on nearby housing sales prices in Cuyahoga County. Typical hedonic regression models that employ "difference-in-difference" techniques are used to compare proximal housing sale prices before and after the completion of BRPs.

  • The housing redevelopment goes on smoothly, because it has problem that prevent theory and alternative policy. The conflict factors may remove to the problem before. This study has proposed that is universally applicable to the housing redevelopment and the conflict factors was supplied effective use of resources. This paper get the conclusion as a survey. first, It have a conflict solution for successful housing redevelopment business. Second, reconstruction business process categorized four stage. Third, It suggest an alternative about reconstruction business manage and systematization.

  • The subject of this study is capital area including Seoul and Incheon, and metropolitan area including Daejeon and Busan among urban redevelopment project district that are currently promoting urban redevelopment project. Data for analysis is implemented collected through visiting each households in project district. Resettlement decision characteristics are analyzed with considering householder's characteristic, house member's characteristic, residential space's characteristic, and area characteristic of families residing in urban redevelopment project area. Through researching characteristics and preferences of residents in project area by urban redevelopment business, improvement were found and implications were provided. Consequently, there are many factors to consider resettlement when deciding household's resettlement when deciding on household's resettlement after the redevelopment project depending on household's characteristics. So, political methods are needed to accomplish urban redevelopment project by resident's position through characteristic and preference survey of resident on project district. Therefore, the study can be utilized as basic data that considers characteristic of each households and region when establishing house policy in order to correspond to housing market that satisfies future consumer's demand.

  • The aim of this paper is to suggest basic guidelines for the urban park development policy in Taegu. This research is mainly based on university students' essay on <private inquiry of urban park in Taegu>. Talsong Park, the most popular site for the students' essay, was selected for the purpose of the study. The research focused on the general images of the park, negative images of the park and aspirations and demands for the park in relation with Talsong Park redevelopment policy. The research of this result suggested that the renovation of Talsong Park from zoo-oriented park to the historic & cultural park status. The other main suggestion was consideration of public participation from the planning stage for the betterment of park management. In addition, the importance of environmental education for the local people was stressed in order to enhance public awareness of environment for the solution of our common environmental problems in relation with Local Agenda 21.

An Analysis of Housing Price Affected by the Implementation Stage of Redevelopment Project (재개발사업 특성 및 시행단계에 따른 사업구역 내 주택가격영향에 관한 연구)

  • The purpose of this study is to analyze the housing price variation within the redevelopment project district, affected by the characteristics of project and implementation stage. This study implemented the hedonic price model employing the actual transaction price with 24 dependent variables from 2006 to 2016 inside 19 redevelopment districts in Seoul. Research finding indicates that the larger ratio of the number of tenants and general distribution, the smaller ratio of rented households and the more positive effect of housing price. It is noteworthy that this study demonstrated the actual transaction price of houses located within the project districts by implementation stage. This study is expected to help the policy makers, the developers and the investors make more reliable decisions on the feasibility study related to the redevelopment project.
