해양레저용 플로팅 건축물 입지선정에 관한 연구 (A Study on Site Selection for Marine Recreational Floating Architecture)

  • 레저용 플로팅 건축물은 구조물 안전성, 건축물 용도, 건설 및 관리 경제성, 주변 지역이나 도시와 개발 연계성, 해양환경에의 영향 등을 고려할 때 입지선정에 대한 체계적 지침과 합리적 기준이 반드시 필요하다. 그러나 현재 우리나라에는 레저용 플로팅 건축물이 많이 계획되고 설치되는 시점에 있음에도 불구하고 입지선정에 관한 연구나 지침이 전혀 없는 실정이다. 따라서 본 연구는 레저용 플로팅 건축물의 입지선정을 위해 체계적 입지선정프로세스. 합리적 입지선정기준 및 입지평가지침을 제시하는 것이 목적이다. 본 연구에서는 지자체나 민간 기업에서 레저용 플로팅 건축물을 계획할 경우 체계적이고 합리적 입지선정에 활용할 수 있도록 입지선정과정, 입지선정기준, 입지평가항목 및 요인을 그림과 표로 알기 쉽게 제시하였다.

  • Tsurumi River Basin successfully started to prepare a Water Master Plan though a series of discussions by gathering all stakeholders in a hall. It began with setting five management targets namely, flood, low flow, natural environment, emergency use, and recreational use, followed by setting management goals by target as well as a one-sentence catchphrase for the Water Master Plan using a bottom-up approach. The author reviews this process and discusses the background of the success.

선택실험법을 이용한 댐호수의 특성별 휴양가치 분석 (Valuing Recreational Benefits of Dam Lakes Using a Choice Experiment Approah)

  • 본고는 댐호수가 제공하는 휴양가치가 댐특성의 변화에 의해 어떻게 달라지는지를 추정하고자 하였다. 이 목적을 위해 실제로 댐방문행위를 분석할 수도 있으나 이 경우 주요 특성변수의 추정이 불가능하거나 어렵고 변수들간의 독립성도 약하여 통계적으로 의미있는 추정결과가 나타나기 어려운 경우가 있고, 따라서 본 연구는 대안으로 선택실험을 실시하여 수질과 수량 및 기타 특성변수의 경제적 가치를 도출하고자 하였다. 선택실험자료를 이용한 추정결과를 10개 주요 댐호수의 선택문제에 적용하여 다양한 시나리오별 특성변화의 경제적 가치를 도출하였다. 분석결과 수질이 특히 민감하게 휴양가치에 영향을 미치는 것으로 나타났고, 수질이나 환경에 부의 영향을 주도록 지나치게 큰 댐을 짓거나 유람선 운행 등을 할 경우 오히려 휴양가치가 감소할 수도 있음이 보여졌다. 모든 댐의 수질이 1등급 개선될 경우 휴양객들은 자신이 댐 1회 방문을 위해 평균적으로 지불하는 비용 이상의 편익을 추가로 얻는 것으로 나타났다. 댐과 관련된 교육홍보관 운영, 댐 인근 및 댐호수 지역의 여타 레크리에이션 기회의 증가도 통계적으로 의미있는 정도로 휴양편익증가에 기여하는 것으로 나타났다.

Analysis of pollutant build-up model applied to various urban landuse

  • This study was conducted to analyse the application of pollutant build-up model on various urban landuses and to characterize pollutant build-up on urban areas as a source of stormwater runoff pollution. The monitored data from impervious surfaces in urban areas such as commercial (8 sites), industrial (10 sites), road (8 sites), residential (10 sites), recreational (5 sites) from 2008 to 2016 were used for the analysis of pollutant build-up model. Based on the results, the average runoff coefficients vary from 0.35 to 0.61. In all landuses except recreational landuse, the runoff coefficient is 0.5 or more, which is the highest in the commercial area. Commercial landuse where pollutants occur at the highest EMC in all landuse, and it is considered that NPS management is necessary compared with other landuses. The maximum build-up load for organic matter (BOD) was highest in the commercial area ($4.59g/m^2$), and for particular matter (TSS) in the road area ($5.90g/m^2$) while for nutrient (TN and TP) in the residential area ($0.40g/m^2$, $0.14g/m^2$). The rate constants ranged from 0.1 to 1.3 1/day depending on landuse and pollutant parameters, which means that pollutant accumulation occurs between 1 and 10 days during dry day. It is clear that these build-up curves can generally be classified based on landuse. Antecedent dry day (ADD) is a suitable and reasonable variable for developing pollutant build-up functions. The pollutant build-up curves for different landuse shows that these build-up curves can be generally categorized based on landuse.

  • Dam is a barrier constructed to divert, hold water and raise its level for purpose of water supply, irrigation, power generation, flood control, and recreational facilities, etc. Therefore, there are many inevitable environmental impacts on dam construction. We need some better tools to predict the impacts and mitigate measures before and after dam construction. For this purpose I discussed several feasible suggestions and provisions mainly related to environmental impact assessment.

어항 및 항만개발의 친수공간 조성에 관한 연구 (Studies on the Composition of Water-Friendly Space in Port and Harbour Development)

  • The composition of water-friendly space in the port and harbour developments provides the accessibility to the sea and thus resting & recreational function of the local citizen, which should be treated importantly for the eco-friendly coastal development. However, the high demand on water-friendly space can induce another environmental problem because most port and harbour developments require marine reclamation and the water-friendly space are made up on the reclamation area. The present study analysed the problems and suggested matters to be considered in composing the water-friendly space of port and harbour developments. The study also established the management direction by site characteristics of port and harbour. In addition, we attempt to find a plan to avoid the water-friendly space composition with environmental damage and to secure the environmental and public soundness in site selection, land use and facilities plan based on case studies.

수자원의 휴양가치분석 : 한탄강 래프팅을 사례로 (Economic Values of Recreational Water: Rafting on the Hantan River)

  • 본고는 수자원이 가지는 휴양가치를 분석하되 한탄강에서 시행되는 래프팅을 분석사례로 하여 수자원의 양, 즉 수량과 수질이 각각 래프탱이라는 대표적 수상 휴양행위로 인한 편익에 어떤 영향을 주는지를 평가하고자 한다. 본고는 선행연구들과는 달리 실제로 수자원을 휴양목적으로 활용하는 행위를 면밀히 검토하여 이를 반영하는 수자원 특성별 그리고 관리방안별 가치를 추정하며, 분석모형으로는 통상적인 조건부로짓모형은 물론 대안선택에 있어 보다 신축성을 부여하는 다항프로벗모형 (multinomial probit model)도 함께 사용한다. 본고는 대안선택행위에 대한 분석결과를 이용하여 수량 및 수질을 포함하는 래프팅 특성별 가치를 도출한다.

自然景觀水系의 體系樹立을 위한 基礎硏究(I) -美國의 自然景觀水系制度 紹介 및 國內適用 事例硏究- (A Study on the Wild and Scenic Rivers System(I) -American Experience, and Suggestions for System Building in Korea-)

  • This study is on system building and model case study to establish a new framework of "The Wild and Scenic Rivers System" and to apply this to Korean rivers. The Wild and Scenic Rivers System of the U. S. , which had become law in 1968 for establishing wild scenic and recreational river areas, was investigated. The techniques of two American case studies about the National Wild and Scenic Rivers System designation were investigated and synthesized, and study process was adjusted to Korean river system. Additionally, pilot study was carried out by the method and results were as follows : 1) In the American Wild and Scenic Rivers System, each river was evaluated based on eligibility criteria for designation, such as remarkable scenic, recreational, fish and wildlife, cultural or other ecological values. Segmented river areas were classified into three or four grades and management plans were prepared accordingly. 2) The management of rivers in Korea has emphasized on the flood control and water resources management up to the present, and now takes a growing interest in water quality. But it has been concerned very little with wild and scenic resources conservation of river corridors. It is strongly recommended to build Wild and Scenic Rivers System in Korea for rational management and conservation of the valuable natural resource. 3) Suggested evaluation criteria for the Korean Wild and Scenic Rivers System were wildness, wildlife and plants, hydrology, scenic quality, and historical and cultural resources. The river areas may be graded into four : Positive conservation area(I), Negative conservation area(II), Negative development area(III), Positive development area(IV). Management guidelines were proposed for each grade. 4) To test the applicability of the approach, one of the major tributary of the Han-River was selected for pilot study. The result showed that the evaluation and grading system worked well. Finally, it is recommended to incorporate the Wild and Scenic Rivers System into Korean national park system, and to amend the Korean National Park Act to enable this.

표본지역에서의 유역별 통합 하수도정비에 따른 경제적 효과 분석 (Economical Analysis for the Integrated Watershed Sewage Works Program in the Sample Area)

  • Integrated watershed sewage works program(IWSWP) is defined as implementing, by one of local governments or central government, sewage facilities planning, installation and management for a certain watershed in which criteria of water quality is established and two or more local governments are involved. It is shown that IWSWP is more efficient for the improvement of water quality of water body than conventional local sewage works program(CLSWP) and besides, economical benefits can be achieved by integration of facilities and M&O. In this research, case study for 8 watershed area were investigated to evaluate the difference of effect between IWSWP and CLSWP. The research shows that IWSWP has the money saving result of approximately 12 % by cost reduction for sewage works investment. B/C analysis result shows that B/C ratio of IWSWP was 1.749 and it is higher than B/C ratio of 1.439 for CLSWP. At the same time, the B/C sensitivity analysis is carried out for the rate of discount and the recreational use benefit.
