An Assessment of Records Management Practice in Selected Local Government Councils in Ogun State, Nigeria

  • What government does/fails to do is conveyed to the public largely by records and information of various types in the public service, without which there will be no government. When records are poorly managed, much time is involved in sorting and locating needed information from large volumes of records. The rate of records misplaced or lost from which useful information for decision making is usually obtained makes it difficult to provide concise and up-to-date records of both past and present operations, raising the challenge of effective record-keeping. Thus this study examined records management practices in selected local government councils in Ogun State, Nigeria, adopting the descriptive survey research method using questionnaires for data collection. Its population comprised 415 records of personnel in the selected councils, of which 208 were sampled using simple random technique. From the 208 copies of the questionnaire administered on the registry personnel, 150 copies were useable, with a 72.12% response rate. Descriptive statistics were used for the analysis. The results indicated a prevalence of paper as the dominant medium for recording/conveying information in the councils with most of these being either in active state, semi-active, and vital and were kept and maintained in the registry, while in-active records were kept in the records store. Storage facilities for record-keeping were insufficient. Security measures against unauthorized access to records were by restrictions and subject users to managerial clearance. The study concluded that council records were in chaos and recommended the formulation of coherent records management policy, adequate budgetary provision, and adequate finance.

How Can We Preserve Social Memories?: Exploration of Global Open Archives

  • Until now, records re-enacting social memories have not been main targets for preservation and management in Korea. However, people have recently begun to focus on forming and maintaining their memories because these personalized records have started to be recognized as social and political issues. In this respect, this study aims to find out how to preserve social memories by comparing various global open archives. For achieving our research goal, we first established the definition of social memories and records and revealed their characteristics. After then, we selected representative open archives' websites to examine their collection polices and compare them according to several criteria. As a result, we distilled insights based on similarities and differences of each archive and discussed considerations in preserving social memories consisting of three phases: analyzing target social memories, establishing collection policies, and collecting actual records. This study has significance in that it examines the characteristics of social memories and records and also suggests preliminary findings for advanced research to develop practical tools for social records management and archives.

Observation Error During the Period of the Joseon Dynasty

  • In Korean historical documents, there are a great number of the records for various astronomical events. In particular, historical documents of the Joseon dynasty also have the records containing observational data by an astronomical instrument. However, a quantitative analysis for the accuracy of observational values have never been studied, although there are some studies on the truth of the records themselves. Hence, we investigated observation errors during the period of the Joseon dynasty from the records of Joseon-Wang-Jo-Sil-Lok (the Annals of the Joseon Dynasty) and Seung-Jeong-Won-Il-Gi (Daily Records of the Royal Secretariat). We used the records of the Mars, supernova 1604, and Halley's Comet, and found that observational values before the Hideyoshi invasions in 1592 are relatively more accurate than those after then. However, because the number of cases used in this study is small, we think that more studies are needed to confirm our results. Nonetheless, we reckon our work will be of service to understand astronomical records of the Joseon dynasty.

증거로서 신뢰할 수 있는 전자기록의 품질 확보방안 연구 - 기록관리영역과 사법영역에서 다루는 기록과 증거의 품질 개념과 요건 분석을 중심으로 - (A Study on Securing the Quality of Trusted Digital Records as Evidence: Focusing on Analysis of Quality Concept and Requirements for Records and Evidence Respectively Covered in Records Management and Judicial Domain)

  • 본 연구에서는 전자기록의 신뢰체계 확보를 위해 증거로서 신뢰할 수 있는 전자기록의 품질 개념을 분석하고 기록관리 영역과 사법영역의 요건을 비교·분석하여 증거력 확보 방안 마련에 필요한 시사점을 도출하고자 하였다. 이를 위해 기록관리 절차, 기록 메타데이터, 기록시스템의 요건, 공공기록물법령을 상호 연계하고 사법영역의 요건을 비교하여 기록관리 영역에서 요구되는 요건을 조사·분석하였고, 전자기록과 디지털 증거의 품질개념간 관계 분석을 통해 법적 증거력 확보를 위해 기록 생산 및 획득 단계에서 기록의 신뢰성 확보를 위한 조치가 요구된다는 점을 도출하였다. 또한, 디지털 증거의 진정성 입증은 전자기록의 진본성 입증과 밀접한 관련성을 가지므로 진본성 입증을 위한 기록 프로세스와 기록 메타데이터, 기록시스템이 가지는 중요성과 이를 위한 조치의 필요성을 제시하였다.

Enhancing Business Continuity in the Oil and Gas Industry through Electronic Records Management System Usage to Improve Off-Site Working: A Narrative Review

  • The primary function of an electronic records management system (ERMS) is to support organisations in providing effective records management services by enabling efficient remote access to the organisations' records. This helps the organisation to continue running during emergency events, such as the COVID-19 pandemic. The need to study ERMS for accessing records remotely has increased dramatically, due to the increase in daily use. The situation arising from the COVID-19 pandemic has increased the need for implementing proper digital systems, such as ERMS, to enable efficient work processes and enhance business continuity. An ERMS has the potential to allow organisations to create records and workflows off-site. During a pandemic, the ability to structure processes digitally helps in maintaining operations remotely. This study aims to provide a narrative review of the ERMS literature with an emphasis on explaining the primary components of ERMS that act as enablers for the implementation of the system in the oil and gas sector of developing countries. The current study proposes ERMS roles and responsibilities that could enhance business continuity. The authors use a qualitative narrative review and analyse the literature related to this study and its findings. The results show that, in cases of risk or crises, staff members need to have easy access to their records and documents to remain productive. An ERMS allows professionals to remain active and work off-site. Thus, ERMS play a significant role in protecting an organisation's content through the monitoring and control over who has authorisation to access its records.

Variation of solar activity and atmospheric change recorded in Korean chronicles during the last millennium

  • Korea has a long history in astronomy, which is proved by many observational records written in Korean chronicles. There are 43 sunspot records in Goryeo dynasty (高麗 918-1392) and 13 records in Joseon dynasty (朝鮮 1392-1910). According to analysis of Korean historical records, it is known that sunspot records in Goryeo dynasty show well in match with the well-known solar activity of 11.3 years. It means that Korean historical sunspot records show real solar phenomena. Korean sunspot records also show that solar activity decrease in Joseon dynasty compared with the previous ~500 years. In order to know the change of solar activity in detail, we examine Korean historical atmospheric records which can indicate climate change. We first analyze historical frost records. Korean chronicles have around 600 frost records during the last millennium. We find that the climate change shows sign of cooling down when check the variation of epoch that the first and last frost events in each year are written. This result is well in accord with that of historical sunspot records. Therefore, we claim that solar activity decrease during the last thousand years.

문헌정보학과의 기록관리 교과목과 문헌정보학 교수의 기록관리학 논문 출판 동향 분석 (An Analysis of Records Management Courses offered at the Department of Library and Information Science and Publication Trend of Records Management Articles by Library and Information Science Professors)

  • 본 연구는 기록관리 전문가를 교육 및 양성하는 주요 학문영역의 하나로서 문헌정보학의 교육과 연구의 현황을 분석하고 방향을 제시하고자 하였다. 이를 위하여 전국 35개 4년제 대학 문헌정보학과 교과과정과 기록관리학 분야 교과목의 변화를 검토하고 국내 문헌정보학과 기록관리학의 7개 학술지에 실린 문헌정보학 교수의 기록관리학 학술논문들을 대상으로 출판 동향을 조사 분석하였다. 문헌정보학의 한 영역으로서 기록관리학의 연구동향은 새로운 학문분야, 교과목 개설의 증가, 학회의 창설과 학회지의 창간, 관련 법률의 제정과 개정, 학문의 학제적 성격 등에 영향을 받는 것으로 파악되었다. 이를 기반으로 새로운 기록관리학 교과목의 개설과 융합적 연구, 그리고 타 학문 영역의 기록관리학 교육과 연구에 대한 조사 등이 필요함을 제언하였다.

Conclusion In this essay I considered the relations of records and history, namely the process on the selection and choice from the records to the archives and the historical materials and in the process the role on the archivists and historians and difference and the relation of the facts and theory in the history. Archival science posits that an archives is the whole of the documents made or received in the course of purposeful activity, and of the relationships among those documents. Archival theory posits that it is the primary function of the archivists to maintain unbroken, continuing custody of societal archives, and to protect their integrity by keeping them physically and intellectually uncorrupted. The ultimate purpose of archival endeavors is to hand down to the next generations a reliable, trustworthy, and complete testimony of societal actions so that they can constitute sources of, and foundations for, future decision making. However, historical science searches for the truth in the historical facts, explains the cause and origin of the matters and reflects on th knowledge about the why and how the events happened. And history is firmly rooted on the philosophy. The goal of historian is analysing the nature of meaning of past in the society and tracing up the change and process of the transition. Archival science means historical source studies and other related disciplines. On the other hand archival management is the principle of respect for original order and the importance of original forms and conditions. Thus the relations between archival science and archives management are not one-sided but mutual. Archival science and historical studies, archivists and historians need to link more closely in order to hand down the contemporary memorial, the common memorial of mankind to the future.

텍스트 마이닝을 이용한 국내 기록관리학 분야 지적구조 분석 (Examining the Intellectual Structure of Records Management & Archival Science in Korea with Text Mining)

  • 이 연구에서는 텍스트 마이닝의 주요 기법인 문헌 클러스터링과 문헌 유사도 네트워크 분석을 적용하여 기록관리학 연구의 지적구조를 분석하였다. 대상 데이터는 2001년부터 2006년까지 발간된 국내 문헌정보학 영역의 대표적인 저널 5종에서 선정된 기록관리학 관련 논문 145건을 중심으로 분석하였다. 군집단위 지적구조 분석 결과, 국내에서 수행된 기록관리학 영역의 핵심적인 주제 영역은 <전자기록관리 디지털보존>, <기록관리정책 제도>, <기록물 기술/목록>, <기록관리학 영역/교육>이었으며, 문헌단위 지적구조 분석을 통하여서는 <디지털 아카이빙> 주제 영역이 중심을 이루고 있음을 확인할 수 있었다. 또한 시기별 분석을 통해서는 <기록정보서비스> 영역이 새롭게 등장하고 있음이 드러났다.

국내 전자기록 연구의 동향 분석 - 회고와 전망 - (Trends Analysis of Electronic Records and Archives Research in Korea: Retrospect and Prospect)

  • 이 연구는 지난 11년 간의 전자기록 연구 동향을 분석하여 그 간의 성과와 앞으로의 방향을 제안하고자하는 목적으로 수행되었다. 기록학 분야의 양대 학회지인 한국기록관리학회지와 기록학연구, 그리고 4종의 문헌정보학회지에 실린 논문 중 전자기록을 다룬 논문 57편을 선정하였다. 8가지 세부 주제영역별로 연구의 내용을 분석함으로써, 각 영역의 연구 동향을 살펴보고 더 연구되어야 할 부분을 확인하였다. 전반적인 시사점도 실증연구, 연구방법론, 그리고 학술연구의 기본요건 등 세 가지 측면에서 논의하였다.
