Records and archives community was forced to face the essence of and social values of its professionalism. The purpose of the present study lies in providing a broader and fundamental perspective to shed lights on professionalism in records and archives management by reviewing previous studies on professionalism and professions. It reviews key concepts from the professionalism literature and scrutinized professional commitments and exclusive privileges, which are two sides of the same coin. Fundamental issues involved in records and archives profession are also taken into account, including the relationship between theory and practice as well as between professional ethics and professional association.

This paper examines the concepts and language that practitioners actually use when talking about authenticity, which is one of the most significant concepts in archives, and explores how they in records and information management currently understand the construct of authenticity in their professional activities. This paper provides brief descriptive statistics drawn from a survey and then analysis related to providing authenticity; the difficulties of judging something authentic; and definitions of authenticity as used and understood in the context of respondents' professional activity. The analysis provides indications of how professionals actually understand and use the concept of authenticity in their professional work depending on the context; and how these professionals react differently to paper records and electronic records. The paper concludes with a discussion of how this preliminary analysis fits within the context of the outcomes of prior electronic records research.
The year of 2013 is the first year that the new president takes the power and administrates the national affairs. In Korea, when the new president comes, the new administration brings big changes in the politics, economy, and society. The government management style has been changed according to the orientation and styles of the new president. Public records management is a critical and effective business tool to establish and carry out the government policies as well as an essential tool for democracy. Modern democracy is based on good governance. Creation and free use of full and accurate public records makes the good communication between the government and the public possible, and people's participation in the policy-making and surveillance of government activities for public good can work. During the present administration, communication between the president and the people was cutoff and people's participation in the national affairs have been further limited. Furthermore, in the present administration, the public records management was not regarded important, Whatever new administration comes, the year of 2013 is the time for the new administration to realize again the importance of the public records management and put it back to the normal track. Here are the major issues in the public records management to be concerned and resolved; (1) to ensure technological and institutional management of the electronic records in the government and safe transfer of the massive electronic records, (2) to establish an independent national records management and archives authority to be based on good governance, (3) to innovate the public records management in the public agencies including their agency records offices (RMO) and records management systems (RMS) (4) to establish local government archives and document local government policies and activities (5) supporting and promotion for documentation of the total society as a public service (6) expanding employment of professional records managers and archivists in the central and local governments, and standardization of professional competency and certification. In this paper, I will introduce the major issues in the public records management and suggest the policies and solutions that the Korean records professionals considered and discussed. This analysis and suggestions are the outcome of our professional considerations and discussions.

This study aims to identify the current situation and core competencies of records managers and archivists through an in-depth interpretation of the perception and its meaning behind their experiences and, based on them, to seek the educational service directions of professional organizations. As a result of qualitative data analysis using interpretive phenomenological research method, this study identified three categories of field needs, core competencies, and educational service directions, as well as 10 super-topics, 30 sub-topics, and 82 semantic units. Based on this, this study has suggested the educational service directions of professional organizations, such as the provision of opportunities to secure external driving forces for work innovation, the provision of learning opportunities for communication and public discussion among institutions, and the provision of new partnerships and practical learning opportunities. This study is meaningful in having derived the main educational service directions that professional organizations should focus on and support by identifying the current situation and core competencies of records managers and archivists.

In most countries, the national archives and universities operate educational programs and training courses for present and future records managers and archivists. In Korea, records management and archival training has been provided by the National Archives of Korea(NAK) and multiple graduate programs in archival studies. Records management and archival training programs in the NAK affect directly on the quality of the records and archives management in the public agencies and further on the records and archives management in general. In this paper, I presented a general overview of the records management and archival training programs in the NAK which focus on continuing professional education for the records managers in the public agencies. While presenting some key issues in the training programs, I also suggested some solutions and alternatives for the improvement and expansion of the training programs of the NAK. I suggested an expansion and diversification of the scope and contents of the training programs which would include training of records creators in the public sector and records managers and archivists in the private sector.
The main factors for successful records management are the organization and human resources, and the responsibilities and authority that are assigned to them. Therefore, the innovation of public records management should include i) redefining the role of records management institutions to meet the requirements of professional standards, ii) improving organizational setup and staffing policies, and eliminating the legal obstacles. This paper aims to suggest the innovation tasks above areas for strengthening the expertise of each type of public records institution. The tasks are presented in four categories, such as the records centers, local archives, institutional archives of legislative body and Judicial authorities, and professionalism and ethics. Based on parts of the Public Records Management Innovation TF(2017.9-2017.12) report, it is rearranged considering the pending issues and reflecting the opinions of the record managers in public sectors to reinforce the basis for setting the tasks.

Associations of archivists and professional communities all over the world have released criteria and code of ethics which provide solutions of ethical problems in practical uses to make their professional positions to be kept. This study aims to analyze some of existing codes of ethics established by association of archivists and suggest model of ethic codes for archivists with essential aspects. Selected associations of archivists are SAA(Society of American Archivists), SA(Society of Archivists), ACA(Association of Canadian Archivists), ASA(Australian Society of Archivists), ICA(International Council on Archives). Five codes of ethics were selected for analysis and comparison from these associations and compared with ethics for achival management, archival information service and professional activities. This study consider essential aspects in the electronic records environment.
The collection and transfer of records is a very basic stage in the whole process of records and archives management. However they are regarded as an non-professional art of work in records management that are performed easily by everyone. Therefore they have been treated not properly in the scholarly discussion of archival sciences in Korea. The collection and transfer of records play an active role in the making of effective administrative system, in accumulating and sharing the knowledge and informations of political, economical, social and cultural values. On the basis of proper collection and transfer of records our democracy can operate regularly and our daily experiences can be preserved as historical resources. For the optimal-functioned collection and transfer of public records the archivists for this task must have a comprehensive understanding of whole process of records management and possess suitable professional skills. Moreover there are many sorts of preliminary works needed for this task, as follows: an accurate defining of administrative organizations and their tasks, thorough understanding of records management institutions on their own competence and ability, and the establishment of technical standards for their tasks. Additionally the archivists are able not only to consider the present informational and evidential values of the records, but also the historical values. It can be said that the collection and transfer of records is a "synthesis of records management skills" exerted by an archivist. According to the newly established law of public records management, the collection and transfer of public records must be registered at first electronically. Through this procedure the whole contents of produced and transmitted records, which are to be transferred, can be reported in detail. By means of this report the archival institutions and the archivists can trace back the each items of records(archives) and the result of their arrangement to identify a certain object. There are also new storage strategies employed to increase the whole sum of stored informations, i. e. records and archives, in spite of reducing the storage costs. It will be achieved by differentiations of the preservation methods for each sorts of records by the criteria of storage-period, -place, and -method. Many supplementary methods are also prepared to help the collection of important records(archives) in a complete structure and form. To let this new concept and system of collection and transfer of records operate properly, a number of professional archivists should be posted in the needed places throughout the whole administrative body. Their training must be also updated for the newly defined task of collection and transfer of records.
Records of architectural cultural properties, in case of accidents, show who are to blame, present what evidences are to establish the cause, and also are used for checking if there were any problem in policies and regulations in preserving and caring architectural cultural properties. These records are of great importance in their roles and are of essential use regardless of time and space. Considering its significance, In that architectural cultural properties requires setting clear goals and directions and as well, criteria, for management, we need methods of systematical control and consideration for its characteristics. This research started with the sense of purpose that managing architectural cultural properties are in need of systematic and concrete control, based on the perception that they need protecting and transmitting. The goal of this thesis is to work on the current archiving status of architectural cultural properties by monitoring patterns and processes in archival administration, to diagnose problems by looking into the records creation and management, and to present the improvement plan which would lead to the architectural cultural properties' more efficient management and better use in the future. The management of architectural cultural properties begins with registering and assigning. Cultural Heritage Administration is in charge of control, supervision, and budget and local governments deal with direct management. Accordingly, records are by the hands of each local governmental body. Currently, each cultural property has its management depending on every different working environment in each governmental body. Architectural cultural properties needs managing in one body through the synthetic and unified, concrete and systematic manual and guide for management. Archiving architectural cultural properties have need of unitive management through a professional system, considering the physical characteristics and history of archiving. Unified management system will enhance efficiency and actual use of architectural cultural property records if one governmental body undertakes uniting records through standardization and professional supervision, and data-based unified search engine would enhance efficiency and actual use. Therefore, I suggest that Archives for Architectural Cultural Properties should be established as a professional Archives and wholly responsible body for the purpose of systematically and unifiedly managing architectural cultural property records with professional personnel and facility and transmitting their historical, cultural, and academic value. In Korea, studies up to the present have mainly focused on managing architectural records and records of drawing while few efforts were made to directly deal with managing architectural cultural properties themselves. The focus of this thesis is to study the current status and establish problems of the management of architectural cultural properties in administrative process, and as a result, to propose to establish Archives for Architectural Cultural Properties as a professional archives.
Metropolitan rapid transit system plays an essential role in the public transportation system of any large city, and its managing agency is usually charged with the responsibility of storing and managing the design drawings of the system. The drawings are important and historically valuable documents that must be kept permanently because they contain comprehensive data that is used to manage and maintain the system. However, no study has been performed in Korea on how well agencies are preserving and managing these records. Seoul Metropolitan Rapid Transit Corporation(SMRT) is the managing agency established by the city of Seoul to operate subway lines 5, 6, 7, and 8 more efficiently to serve its citizens. By the Act on Records Management in Public Institutions(ARMPI), SMRT should establish a records center to manage its records. Furthermore, all drawings produced by SMRT and other third party entities should be in compliance with the Act. However, SMRT, as a form of local public corporation, can establish a records center by its own way. Accordingly, the National Archives & Records Service(NARS) has very little control over SMRT. Therefore, the purpose of this study is to research and analyze the present state of storage and management of the drawings of metropolitan rapid transit in SMRT and is to find a desirable method of preservation and management for drawings of metropolitan rapid transit. In the process of the study, it was found that a records center is being considered to manage only general official documents and not to manage the drawings as required by ARMPI. SMRT does not have a records center, and the environment of management on the drawings is very poor. Although there is a plan to develop a new management system for the drawings, it will be non-compliant of ARMPI. What's happening at SMRT does not reflect the state of all other cities' metropolitan rapid transit records management systems, but the state of creation of records center of local public corporation is the almost same state as SMRT. There should be continuous education and many studies conducted in order to manage the drawings of metropolitan rapid transit efficiently by records management system. This study proposes a records center based on both professional records centers and union records centers. Although metropolitan rapid transit is constructed and managed by each local public corporation, the overall characteristics and processes of metropolitan rapid transit projects are similar in nature. In consideration of huge quantity, complexity and specialty of drawings produced and used during construction and operation of metropolitan rapid transit, and overlap of each local public corporation's effort and cost of the storage and management of the drawings, they need to be managed in a professional and united way. As an example of professional records center, there is the National Personnel Records Center(NPRC) in St. Louis, Missouri. NPRC is one of the National Archives and Records Administration's largest operations and a central repository of personnel-related records on former and present federal employees and the military. It provides extensive information to government agencies, military veterans, former federal employees, family members, as well as researchers and historians. As an example of union records center, there is the Chinese Union Dangansil. It was established by several institutions and organizations, so united management of records can be performed and human efforts and facilities can be saved. We should establish a professional and united records center which manages drawings of metropolitan rapid transit and provides service to researchers and the public as well as members of the related institutions. This study can be an impetus to improve interest on management of not only drawings of metropolitan rapid transit but also drawings of various public facilities.
