This paper aims to elaborate on the reality of Gagakgo (架閣庫) by looking into its staff and abolition, given how Gagakgo was originally where diverse archives in Joseon were preserved. This study on Gagakgo, therefore, could be used as a basic reference to grasp the reality of the Joseon's Records Centers and Archives. This institution was changed as a labor organization following changes in the political environment. As a result, the status and operational aspects of the institution also changed. Gagakgo was abolished once during King Sejo (世祖)'s reign and then restored during the period between King Hyojong (孝宗)'s and YoungJo (英祖)'s reign. This restored institution also performed the same role as before. This paper serves as reference to better understand the system of Gagakgo and the archival preservation system in Joseon.
The records management evaluation system is a system operated by the National Archives of Korea since 2007 based on the 「Public Records Management Act」. As the environment of public records management changes dramatically, there is a growing perception that fundamental improvement is necessary in the operation of this evaluation system. In particular, it is required that the most emphasized area is the customized methods based on the type and characteristics of the institutions. This study focused on the self-evaluation method, which aims to strengthen the autonomous evaluation capability of institutions as a new records management evaluation system in public institutions. In particular, the needs to change toward the self-evaluation method is described in relation to the diversity of the institutions to be evaluated, the specificity of the organizational structure of the archives, and the hierarchy and individuality of the institutions. A self-evaluation system (draft) was designed by which an institution diagnoses the records management work by itself, which aims to improve the level of performance. It also covered the development of evaluation items and indicators, the step-by-step application, and the legal and operational aspects to run the records management evaluation system in phases in public records management practices.

This study aims to propose a lifecycle cost model for electronic records & archival management. For this purpose, the study identified cost elements based on analysing public records & archival management activities and proposed cost factors for management by applying data gathered from records centers & archives. The study employed various methods: desk research, activity analysis, a cost information survey and interviews with experts in digital preservation, and records/archival management. The study made the first step to the cost studies in electronic records management in Korea. It is expected to update the CoMMPER model and redefine activities of electronic records management. Further case studies based on the model is required.

Semicurrent records are documents that are stored and managed in a separate section because they are infrequently referred to in work. The semicurrent records management stage is when records from the processing department are collected for the first time, serving as a bridge between the current and noncurrent records. For systematic records management, records management at the semicurrent stage is vital. Although Korea has established numerous records centers, various problems remain in the records management environment. In response, this study examines the United States' semicurrent records management system and discusses the features that are different from that of Korea. For this purpose, the records management system of the United States was selected as the scope of research and is analyzed through its records schedule, transfer, and appraisal. The data for the research were obtained through the relevant records management law, guidelines compiled by related agencies, and written inquiries for the records management officer. Through these methods, this study was able to identify the relationship between the federal agency and the Federal Records Center, the introduction of new technology in the aspect of transfers, the privatization of records preservation, and the status of the Federal Records Center as a passive appraisal entity.
Background The prevalence of flap necrosis after palatoplasty in patients with cleft palate. The prevalence of mucoperiosteal flap necrosis after palatoplasty remains unknown, and this complication is rare. This event is highly undesirable for both the patient and the surgeon. We present here a new scale to evaluate the degree of hypoplasia of the palate and identify patients with cleft palate at high risk for the development of this complication. Methods In this case series, a 20-year retrospective analysis (1994-2014) identified patients from our records (medical records and screening day registries) with nonsyndromic cleft palate who underwent operations at 3 centers. All of these patients underwent operations using 2-flap palatoplasty and also underwent a physical examination with photographs and documentation of the presence of palatal flap necrosis after primary palatoplasty. Results Palatal flap necrosis was observed in 4 cases out of 1,174 palatoplasties performed at these centers. The observed prevalence of palatal flap necrosis in these groups was 0.34%. Conclusions The prevalence of flap necrosis can be reduced by careful preoperative planning, and prevention is possible. The scale proposed here may help to prevent this complication; however, further studies are necessary to validate its utility.
Metropolitan rapid transit system plays an essential role in the public transportation system of any large city, and its managing agency is usually charged with the responsibility of storing and managing the design drawings of the system. The drawings are important and historically valuable documents that must be kept permanently because they contain comprehensive data that is used to manage and maintain the system. However, no study has been performed in Korea on how well agencies are preserving and managing these records. Seoul Metropolitan Rapid Transit Corporation(SMRT) is the managing agency established by the city of Seoul to operate subway lines 5, 6, 7, and 8 more efficiently to serve its citizens. By the Act on Records Management in Public Institutions(ARMPI), SMRT should establish a records center to manage its records. Furthermore, all drawings produced by SMRT and other third party entities should be in compliance with the Act. However, SMRT, as a form of local public corporation, can establish a records center by its own way. Accordingly, the National Archives & Records Service(NARS) has very little control over SMRT. Therefore, the purpose of this study is to research and analyze the present state of storage and management of the drawings of metropolitan rapid transit in SMRT and is to find a desirable method of preservation and management for drawings of metropolitan rapid transit. In the process of the study, it was found that a records center is being considered to manage only general official documents and not to manage the drawings as required by ARMPI. SMRT does not have a records center, and the environment of management on the drawings is very poor. Although there is a plan to develop a new management system for the drawings, it will be non-compliant of ARMPI. What's happening at SMRT does not reflect the state of all other cities' metropolitan rapid transit records management systems, but the state of creation of records center of local public corporation is the almost same state as SMRT. There should be continuous education and many studies conducted in order to manage the drawings of metropolitan rapid transit efficiently by records management system. This study proposes a records center based on both professional records centers and union records centers. Although metropolitan rapid transit is constructed and managed by each local public corporation, the overall characteristics and processes of metropolitan rapid transit projects are similar in nature. In consideration of huge quantity, complexity and specialty of drawings produced and used during construction and operation of metropolitan rapid transit, and overlap of each local public corporation's effort and cost of the storage and management of the drawings, they need to be managed in a professional and united way. As an example of professional records center, there is the National Personnel Records Center(NPRC) in St. Louis, Missouri. NPRC is one of the National Archives and Records Administration's largest operations and a central repository of personnel-related records on former and present federal employees and the military. It provides extensive information to government agencies, military veterans, former federal employees, family members, as well as researchers and historians. As an example of union records center, there is the Chinese Union Dangansil. It was established by several institutions and organizations, so united management of records can be performed and human efforts and facilities can be saved. We should establish a professional and united records center which manages drawings of metropolitan rapid transit and provides service to researchers and the public as well as members of the related institutions. This study can be an impetus to improve interest on management of not only drawings of metropolitan rapid transit but also drawings of various public facilities.
Traditionally, the concept of transfer is that physical records such as paper documents, videos, photos are made a delivery to Archives or Records centers on the basis of transfer guidelines. But, with the automation of records management environment and spreading new records creation and management applications, we can create records and manage them in the cyberspace. In these reasons, the existing transfer system is that we move filed records to Archives or Records centers by paper boxes, needs to be changed. Under the needing conditions of a new transfer paradigm, the fact that the revision of Records Act that include some provisions about electronic records management and transfer, is desirable and proper. Nevertheless, the electronic transfer provisions are too conceptional to apply records management practice, so we have to develop detailed methods and processes. In this context, this paper suggest that a electronic records transfer process model on the basis of international standard and foreign countries' cases. Doing transfer records is one of the records management courses to use valuable records in the future. So, both producer and archive have to transfer records itself and context information to long-term preservation repository according to the transfer guidelines. In the long run, transfer comes to be the conclusion that records are moved to archive by a formal transfer process with taking a proper records protection steps. To accomplish these purposes, I analyzed the 'OAIS Reference Model' and 'Producer-Archive Interface Methodology Abstract Standard-CCSDS Blue Book' which is made by CCSDS(Consultative committee for Space Data Systems). but from both the words of 'Reference Model' and 'Standard', we can understand that these standard are not suitable for applying business practice directly. To solve this problem, I also analyzed foreign countries' transfer cases. Through the analysis of theory and case, I suggest that an Electronic Records Transfer Process Model which is consist of five sub-process that are 'Ingest prepare ${\rightarrow}$ Ingest ${\rightarrow}$ Validation ${\rightarrow}$ Preservation ${\rightarrow}$ Archival storage' and each sub-process also have some transfer elements. Especially, to confirm the new process model's feasibility, after classifying two types - one is from Public Records center to Public Archive, the other is from Civil Records center to Public or Civil Archive - of Korean Transfer, I made the new Transfer Model applied to the two types of transfer cases.

This study aims to provide basic resources for the construction of the archives on the official family service history in Korea. The study collected records of family policies and official family service from 1948 to 2019 and thereafter attempted to classify the official family service. In addition, experts were consulted to diagnose compliance with research contents and directions, investigate priorities of the family policies, and provide opinions on the elements of each process of archiving. The results of this study were as follows. First, there were five areas of concern to be considered in the process of establishing an archive of official family services: concept, scope, collection, arrangement, preservation, and utilization. Second, the findings suggest which processes are critical to developing a sustainable and systematic archive system for the official family service history. The construction of the archives will provide a platform for understanding the contents of integrated family policies and inform the direction of future family policies in Korea. In addition, these archives will be an important factor in building a solid Korean national identity.

A Records manager and archivist should have the academic knowledge and working ability due to the working character. Archives and records centers are being changed with developing information technology so that they are requiring a records manager and archivist to have a professional working ability through a variety of practice. However, in recent, the curriculum of Korean archival graduate schools focuses on a theoretical field and neglects to apply a theory to a working field. Therefore, in this paper, the writer compares some elements to improve the working ability shown in the curriculum of Korean and American archival graduate programs, and suggests the method to cultivate a theoretical knowledge as well as working ability. The cultivating ways the writer suggests are as follows: To improve the working ability in a practical field of the curriculum of archival graduate school in Korea, the writer suggests -- 1. increasing the grades of major field and college courses, and changing the practice subject to an obligatory subject, and 2. developing an internship program for a full practice with company, government, and college, and 3. operating a continuous training program that an records manager engaging in records center and archives can acquire a new knowledge and technology and apply the professionalism to a working field.

The purpose of this study is to propose strategies for social media-based promotion of university archives by investigating the current status and limitations of public relations activities and social media management of university archives. To this end, a literature review, social media content analysis, and in-depth interviews were conducted, and promoting the university archives was proposed in two aspects: content and management. The content aspect was divided into topic selection, content writing, and platform. When it comes to topic selection, first, the topic should encourage the participation of students based on their interests. Second, write a post that catches on trend periodically. Third, the proportion of posts on students' daily lives should be increased. fourth, the freshmen should be provided with useful and practical information about the university. fifth, posts on oral interviews with alumni and activities of individual alumni or alumni associations can strengthen identity and solidarity among alumni. For content writing, tap into students by using mascots and characters, and everyday language familiar to students. YouTube and Instagram are suggested to be utilized as they are mainly used as of 2024 by university archives that manage social media. In terms of management, managing the student ambassador program, getting the idea from University Archives & Records Centers and related institutes, and securing manpower and budget with the support and cooperation of the parent organization are proposed.
