An Exploratory Investigation of Archival Reference Services in the National Archives of Korea (국가기록원의 기록제공서비스에 관한 탐색적 연구)

  • This study aims to suggest the use-based policies for archival reference service by investigating the actual archival uses and services of the National Archives of Korea (NAK). Considering that there is little information on the overall archival reference service by NAK, an exploratory research method is adopted to understand the current status and issues of the service. In this study, the use of archival records in NAK is investigated from statistical data, and service cases by record type are collected through interviews with archival service professionals of NAK. Then, the success and risk factors of the archival reference service are analyzed in three categories of human resources (reference archivists' competency), tools (finding aids), and records (appropriateness and sufficiency). Based on these analyses, archival reference service policy directions are proposed to strengthen the two different archival roles as "arsenal of rights protection" and "academic information provider."

Current Status and Future Directions of the Dream Start Program in Korea (드림스타트, 지난 10년의 성장과 향후 10년을 위한 과제)

  • The purpose of this study was to examine the current status of the Dream Start program from the perspective of social investment strategy, and as well as to suggest future directions. The program has become a major government welfare program in korea since it was introduced in 2007 as a demonstration project, following research evidence and a sound rationale about the extensive success of Head Start in the U.S. and Sure Start Programme in the UK. The aim of Dream Start is to provide integrated services for the vulnerable children, aged 0 to 12, and their families who are identified using a national administration data record of disadvantaged families with children. In order to promote the vulnerable child's well-being, to overcome inequalities, and to give every child the best start in life, Dream Start adopted a local, "whole family" approach. Case management services form an essential part of the Dream Start to customize and integrate comprehensive services such as counseling, health care, parenting advice and education, academic tutoring, and after-school activities. Although there has been a general improvement in key factors since its inception, Dream Start has not yet sufficiently shown the strong and hoped-for impact. In the meantime, Dream Start must be given financial expansion and extensive policy supports to get the chance of realizing and evaluating long-term gains for children and their families. More work need to be done to overcome inequalities and to make Dream Start service more accessible for the most disadvantaged families with children in Korea. Practical and policy suggestions for future directions of the Dream Start programs were discussed.

A Research on the Total Emergency Room Time for Child Patients under 14 years suffering from External Injuries using Medical Information (의료정보를 활용한 14세 이하 외상환자 응급실 총 경유시간에 미치는 요인)

  • This research focused on a total of 378 patients with external injuries under the age of 14 who visited the emergency center at a university hospital in Korea, during the months of January, April, August and November between January and December of 2007. In addition, the survey was conducted only on even number days and ranged across the whole year to reflect the impact of seasonal characteristics on the collected data. The research focused on determining the characteristics and inflicting cause of these patients with external injuries, analyzed the total time spent in the emergency room and obtained the following results. 1. When classifying the patients into different genders, the proportion of males (67.5%) was higher than that of females (32.5%). According to the different age groups, the highest ratio, at 61.1 %, was patients under the age of six. 2. Looking at the total number of minutes spent in the emergency room, the longest amount of time occurred during April with 162.7 minutes, followed by 121.9 minutes in January and 92.4 minutes in November. August had the shortest period of time spent in the emergency room, a significant statistical difference from the other periods of the year (p<0.001). 3. Regarding the amount of time required for each examination, patients required to provide a urine test spent an average of 204.7 minutes while those who did not spent 113.5 minutes on average. This is a 5% statistical difference among the two groups (p>0.05). 4. Looking at the five most commonly diagnosed problems in the emergency room, the total number of people with these top five commonly diagnosed illnesses comprised 55.6%, or 210 patients out of 378. 5. Utilizing the Decision Tree Model to estimate the total number of minutes required per visit, the first classifications were made using a chemical examination factor. People subject to chemical classification spent an average of 177.7 minutes, which was longer than the overall average of 115.2 minutes, and those exempt from chemical examination spent an average of 103.8 minutes, which was shorter than the average Conclusion; Effort to curtail the total time spent in emergency rooms is vital in guaranteeing efficient management of hospitals and providing medical services. The delay experienced by many comprehensive professional medical centers must be resolved through the establishment of effective delivery of medical services, increased supply of patient rooms and other policy oriented implementations. However, for now, this problem must be resolved by increasing the level of patient satisfaction and guaranteeing effective operation of patient rooms, which will significantly contribute to the general management and success of hospitals and institutions.

  • Social media, also known as the 'revolution of communication', has become a major means of communication and service in contemporary society. Unlike existing media, the advantage of being able to deliver interactive information is already beyond the level of use between individuals and government efforts to use it. In fact, local governments in Korea operate one or more social media services for various purposes, which promotes policies of local governments or provides prompt information to local residents. These social media records are based on public business and should be managed as records. However, the legal basis for managing records of social media in the area of public records management is currently small, and each local government does not recognize the need for records management. Social media operate by local governments are not only of different types but also difficult to manage as standardized guidelines. Nevertheless, minimal guidance is needed to manage and preserve social media records. The purpose of this study is to draw out the least common elements in the preparation of guidelines for social media record management. For this purpose, the guidelines and policies established by advanced countries that already systematically manage social media were analyzed and the items and characteristics were derived. In addition, the guidelines were checked for application by comparing actual social media records with social media archives. This study is meaningful in that it proposed components that should be included in the development of guidelines for the management of social media records in local governments through the actual status of social media archive operations.

Convergence Educational Exploration of Anxiety about PE Class in Middle School Coed Class and Single-sex Class (중학교 혼성·동성학급의 체육수업 걱정거리에 대한 융복합교육 방안 탐색)

  • This study looks into the level of anxiety that middle school students have about PE class, dividing the classes into coed class and single-sex class and aims to conduct an in-depth analysis of differences in sub-factors of the anxiety. Subjects of the study were 554 students in randomly selected six middle schools located in Gyeonggi-do. To figure out the relationships among the sub-factors of the anxiety according to class, grade, academic record and the level of physical strength, a Multivariate Analysis of Variance model was set up and analysis was conducted. The results obtained through the research are as follows. First, it was predicted that the level of anxiety about PE class in middle school would have a great impact on the factor, 'punishment' by class (coed and single-sex). Second, it was predicted that the level of anxiety about PE class in middle school would have a great impact on the factors, 'anxiety about the event of sports' and 'conflict during class' by grade. Third, it was found that there was no difference in the level of anxiety about PE class that middle school students had according to their academic record in PE. Fourth, it was predicted that the level of anxiety about PE class in middle school would have a great impact on the factor of 'anxiety about the event of sports' by the level of physical strength.

  • Electronic Health Record (EHR) systems are widely adopted worldwide in hospitals for generating and exchanging records of patient information. Recent developments are moving towards implementing interoperable EHR systems that enable information to be shared seamlessly across healthcare organizations. In this context, this paper explores the factors that cause medical information privacy concerns, identifies how people react to privacy invasion and what their perceptions are towards the acceptance of the EHR system. Interviews were conducted to draw a grounded theory on medical information privacy concerns in the use of EHRs. Medical information privacy concerns are caused by perceived sensitivity of medical information and the weaknesses in security technologies. Trust in medical professionals, medical institutions and technologies plays an important role in determining people's reaction to privacy invasion and their perceptions on the use of EHRs.

Big Data Analysis of the Correlation between Average Daily Temperature and Batting Power (빅데이터를 활용한 타자의 장타력과 일일 평균 기온 간의 상관관계 분석)

  • The KBO League is held over a long period of time due to the large number of games. Also, Korea has a diverse and distinct climate. Therefore, this study analyzed the relationship between the daily average temperature and the record of batting power such as home runs, triples, doubles, number of bases, batting percentage, and net batting percentage, and a third baseball record was defined. For this study, the correlation between the daily average temperature data and the batter who entered the standard at-bat in the KBO League in 2019 was analyzed through the SEMMA method. From the results of this study, it was found that the average daily temperature had an effect on a batter's hitting power. In particular, it was found that a batter's hitting power decreased on the day of temperatures recorded between 20.0 degrees and 24.9 degrees, and it was discussed that this may have been related to the physical condition of the pitcher the batter was facing. Therefore, it can be expected that players, coaching staff, and the front desk can use them in the game through conditions outside the game. In addition, it is expected that it will be a more useful analysis model by analyzing the records of pitching, base running, and defense as well as subsequent batting records.

A Study of Influencing Factors on World Handball Win-Loss using the Decision Tree Analysis (의사결정나무 분석을 통한 세계핸드볼 승패결정요인 분석)

  • The purpose of this study is to collect official records of the 2019 Men's and Women's Handball World Championships to identify important shooting variables that determine the team's record of winning or losing. After collecting 192 games of men's and women's national teams from 24 countries and verifying the difference in competition records according to the winning and losing groups, the decision tree method, one of the data mining techniques, is analyzed. According to the analysis, the 9m shooting success rate and Near shooting success rate were the most important factors for both men and women. Men win 83.3% if the 9m shooting success rate is 32.5% or higher and the Near shooting success rate is 67.5%, and women win 75% if the 9m shooting success rate is 75% or more and the Near shooting success rate is 51%. Also, the women's yellow cards are considered important variables that determine victory or defeat. In conclusion, both men and women were able to identify the factors of winning and losing decision shooting, but follow-up studies are needed considering the relativity of various record variables and performance in future handball.

A Study on Factors Affecting the Reception Attitude toward Electronic Medical Record (전자의무기록 수용태도에 영향을 미치는 요인에 관한 연구)

  • The purpose of this study was identified the influence of introducing Electronic Medical Records (EMR) on reception attitude, based on literature investigation, the study converted utility and serviceability from Davis TAM Model into awareness of effects in computerized database except attitude variable. The electronic survey for doctors, nurses, medical technicians of a general hospital located in Gangwon-do was performed for 4 weeks from Nov, 11th, 2009 to Dec, 2nd and the collected data was computerized through SPSS 12.0. The factors influencing reception attitude were divided into 4 categories; basic characteristics of the individual, awareness of privacy protection, awareness of effects in computerized database, technological preparation and measured detailed specific variables. As the result of this, the factors influencing reception intention were different depending on recognizing the effectiveness caused by computerization of medical information. Especially, in terms of the difference between basic characteristics of the individual and awareness of privacy protection, there were significant distinctions among 3 sectors; general, transactional, online information management. The significant effects were identified from information management related to business or online information management depending on experiencing security education.

Some Suggestions for the improvement of preservation and management of diplomatic records (외교문서 관리제도의 개선 방향)

  • My suggestions in this paper come out of the review of the records on the Korean-Japanese negotiations(1952-1965). Before January 2002, the enforcement of the public records law, we had a poor management system of the diplomatic records. For a long time the diplomatic records of Korean government has not been preserved and managed according to the international and professional standards. So many important records have been probably lost and unsuitably classified, preserved for the future use. By the coming of public records law this deplorable situation in the management of diplomatic records has been much improved. However the registration, classification, compilation, based on the principle of provenance were not so sufficiently realized. It is now very urgent to employ more archivists in the relevant governmental institutions and organizations, and to introduce the concept of record group for the management of diplomatic papers. Also at the preparatory work for the publication of the diplomatic papers it is strongly needed to make a room for the participation of the civil experts such as historians, archivists and political scientists. In the case of publication of the Korean-Japanese papers it is also necessary to take the relevant American and Japanese governmental records on Korean-Japanese negotiations and private records of the actors of the times into account. Moreover it must be also seriously considered to start a big project for the elaborate edition of the important records of the foreign policy of the nation.
