지역개발사업을 위한 개발금융 활성화 방안 (Alternatives for Activating Development Finance in the Regional Development Projects)

  • 본 연구에서는 우리 나라 현 개발금융의 현황과 문제점을 살펴보고, 지역개발사업의 확대를 위한 개발금융 활성화 방안을 모색하였다. 지방자치제 이후 지역경제를 활성화하기 지역개발사업에 대한 관심이 증가하고 있는데, 이러한 지역개발사업의 확대를 위해서는 개발금융의 활성화가 필요하다. 그런데 현 개발금융의 실태를 보면, 개발기능이 영세하고 미분화되어 있으며, 제조업 위주의 금융작원 배분으로 제도권 금융시장에의 접근성이 낮으며, 기업금융 방식이 지배적이어서 사업금융이 발달하지 못하였으며, 자본시장의 활용이 미비한 등의 문제점이 나타난다. 이러한 맥락에서 개발금융의 활성화하기 방안으로, 격려로 부동산 지분투자펀드의 활용 방안, 둘째로 프로젝트 파이낸싱의 활용 방안, 자산담보부증권의 활용 방안, 넷째로 메자닌 캐피탈의 활용방안을 도출하였다.

Human Capital, Agglomeration Economies and Regional Economic Growth

  • Education is widely recognized one of main sources for growth. This paper attempts to incorporate the general recognition into formal regional growth model. The model structure is largely neoclassical. It produces a single good with the two factors, educated labor and non-educated labor, via a constant return production migrating to the region with the higher real wage. The educated labor in a region is accumulated by two sources, migration and physical education capital, while the non-educated labor is by only migration. The paper shows that regional growth equilibrium is characterized as a saddle point. This indicates the presence of the minimum threshold size that must be overcome before a region may grow. It contrasts sharply with results obtained in regional growth models. The paper suggests that regional growth is determined less by the technical characteristics of regional production function characteristics of regional production function but by the stock combination of educated function but by the stock combination of education labor and non-educated labor. Based on this result, the impact of agglomeration economies on regional growth is explored. It is by phase diagram demonstrated that the presence of agglomeration economies do not always lead a region to growth since there still exists the minimum threshold even in the presence of agglomeration economies.

수학 교과에서의 수행과제를 활용한 수업 방안 탐색 -백워드 이론을 기반으로- (An Investigation on the Mathematical Instruction Utilizing Performance Tasks according to the Backward Design)

  • The purpose of this study was to explore the possibility of mathematical instruction through performance task activities based on the The Backward Design, which was suggested at first by Wiggins & McTighe in 1998. The Design deals with a performance assessment task involving the whole objective and its entire content of a lesson. Based on the Backward Design, this study established the mathematical instructional materials, which deal with the concept of 'the sector' taught in middle school, with one large performance task including three small tasks. It is important that in the lesson students be guided to achieve the several learning goals by themselves through reasoning activities. For this purpose, a formal interview was carried out by the subject of three middle school mathematics teachers. As a result, in order to implement the instruction utilizing the performance tasks more efficiently in future, it is required that a large performance task should be selected or developed including the content or problem contexts to be relevant with the real-life challenging situations. In addition, to make students enhance reasoning skills, it is strongly requested that the tasks including the utilization of supplementary materials such as technological devices or manipulatives be dealt with in a lesson.

웹 페이지의 내재 규칙 습득 과정에서 규칙식별 역할에 대한 효과 분석 (Effect of Rule Identification in Acquiring Rules from Web Pages)

  • 오늘날 자원의 보고라 할 수 있는 웹에는 자연어로 표현된 텍스트와 테이블들로 구성된 무수히 많은 문서들이 존재하고 있다. 이러한 웹 문서들로부터 규칙을 습득하고 습득된 규칙과 웹 문서간의 일관성을 유지하기 위해, 본 논문에서는 확장형 규칙 표식 언어 (extensible Rule Markup Language, XRML) 체계를 개발하였다. XRML은 웹 페이지에 내재되어 있는 규칙을 식별하여 자동으로 정형화된 규칙을 생성할 수 있도록 지원하는 규칙 식별 표식 언어 (Rule Identification Markup Language, XRML)와 구조화된 규칙 표현을 위한 규칙 구조 표식 언어 (Rule Structure Markup Language)로 구성된다. 특히, RIML은 HTML안에 내재되어 있는 규칙을 HTML 문서에 직접 명시할 수 있도록 설계되었기 때문에, RIML을 통해 웹페이지에 있는 규칙들을 식별하고 이 식별된 규칙은 RSML으로 표현된 정형화된 규칙으로 자동 변환될 수 있다. 본 논문에서는 RIML의 설계 시 웹페이지로부터 규칙을 식별하는 과정에서 발생하는 공유되는 변수 (variables) 및 값 (values),생략된 어구 ,동의어와 같은 몇 가지 중요한 현상들을 발견하고 이를 해결하고자 하였다. 제안된 XRML 접근 방법의 성능을 측정하고자, 3개의 대표적인 온라인 서점인 Amazon.com, BarnesandNoble.com, Powells.com의 실제 웹페이지들로부터 배송 및 환불과 관련된 규칙을 습득하여 XRML의 효과를 측정하는 실험을 수행하였다. 실험 결과에 따르면, 웹페이지로부터 규칙은 $97.7\%$의 매우 높은 정확성을 가지고 습득되었으며, 생성된 규칙의 완전성은 $88.5\%$로 측정되어, XRML이 특정 주제에 관한 전문가 시스템을 구축하기 위해 웹페이지로부터 규칙을 추출할 때 효율적인 도구가 될 수 있음이 예시되었다.

  • 오늘날 해운산업분야에서 해상의 인명 ㆍ재산, 해양환경보호에 가장 큰 관심을 기울이고 있다. 국제해사기구 (IMO)에서는 해상에서 선박운항으로 인하여 발생하는 충돌, 좌초, 침몰 등 해양사고에 대한 위험성을 정량적으로 평가하여, 그에 대한 제어방안을 마련하고 합리적인 안전규정을 제ㆍ개정하기 위한 절차적 수단으로 FSA(Formal Safety Assessment)를 도입하여 과학적이고 체계적인 대응방안을 마련하고자 노력하고 있다. 따라서 본 연구에서는 FSA평가시스템을 이용하여 사고발생빈도와 사고로 인한 인적, 물적, 환경오염 피해가 막대한 선박충돌사고의 발생위험성을 분석하였다. 또한 선박충돌사고 발생에 가장 큰 영향을 미치는 위해요소(Hazard)인 인적요소(Human Factor)에 대해서 전문가집단의 의견을 수렴하여 FSM법을 이용하여 각 위해요소를 계층화하고, 요소 상호간의 관련성을 분석하여 선박충돌사고를 예방하기 위한 적절한 제어방안을 제시하였다.

중학교 수학 수업에서 정수의 사칙계산 지도를 위한 직관적 모델의 역할에 관한 연구 (On the Role of Intuitive Model for Teaching Operations of Integers in the Middle School Mathematics Class)

  • 고등학교 수학 수업에서는 실수 전체의 집합에서 뺄셈은 빼는 수의 덧셈의 역원을 더하고 나눗셈은 나누는 수의 곱셈의 역원을 곱하는 형식적인 관점으로 다룬다. 본 논문에서는 정수의 사칙계산 지도에 있어서 중학교 수학 수업에서 사용되는 직관적 모델(수직선 모델, 셈돌 모델)과 고등학교 수학 수업에서 제시되는 형식적 관점과의 연계에 대하여 논의하고자 한다. 직관적 모델을 이용하여 정수의 뺄셈을 덧셈을 이용하여 나타내는 방법의 의미를 재조명하고 이를 바탕으로 (음수)${\times}$(음수)가 양수임을 지도하는 새로운 방안을 제안하고자 한다. 직관적 모델의 일관성 있는 활용에 바탕을 두고 Treffers(1986)와 Freudenthal(1991)이 제안한 수평적 수학화(horizontal mathematization)의 과정을 통하여 정수의 사칙계산을 지도하는 이 방법은 중학교와 고등학교에서 정수의 사칙계산 수업에 참여하는 교사와 학생들 모두에게 나타날 수 있는 단절(박임숙, 2001)을 제거할 수 있는 방안이 될 것이다. 또 이것은 중 고등학교에서 다루는 수 체계들이 대학과정 대수학에서 다루는 추상적인 수 체계(group, ring, field)와 계통성을 가진 하나의 개념구조를 형성한다는 사실을 학생들이 인지할 수 있는 밑바탕이 될 것이다.

A Methodology for Task placement and Scheduling Based on Virtual Machines

  • Task placement and scheduling are traditionally studied in following aspects: resource utilization, application throughput, application execution latency and starvation, and recently, the studies are more on application scalability and application performance. A methodology for task placement and scheduling centered on tasks based on virtual machines is studied in this paper to improve the performances of systems and dynamic adaptability in applications development and deployment oriented parallel computing. For parallel applications with no real-time constraints, we describe a thought of feature model and make a formal description for four layers of task placement and scheduling. To place the tasks to different layers of virtual computing systems, we take the performances of four layers as the goal function in the model of task placement and scheduling. Furthermore, we take the personal preference, the application scalability for a designer in his (her) development and deployment, as the constraint of this model. The workflow of task placement and scheduling based on virtual machines has been discussed. Then, an algorithm TPVM is designed to work out the optimal scheme of the model, and an algorithm TEVM completes the execution of tasks in four layers. The experiments have been performed to validate the effectiveness of time estimated method and the feasibility and rationality of algorithms. It is seen from the experiments that our algorithms are better than other four algorithms in performance. The results show that the methodology presented in this paper has guiding significance to improve the efficiency of virtual computing systems.

한의학 분야 연구윤리 교육에 대한 전국 한의과대학 및 한의학전문대학원 교수들의 인식 (Awareness and attitudes of professors regarding research ethics education in the colleges and the school of Korean Medicine)

  • Objectives: This study aimed to investigate the experiences and awareness of Korean Medicine professors towards research ethics issues and curriculum development. Methods: Electronic mails for requesting the survey participation were sent to 531 professors who were listed in the DB of Association of Korean Medicine. Professors who agreed to participate in the survey were connected to the self-administered questionnaire site, and the responses were stored in real time. Professors were asked the experience of research misconduct cases, the necessity, contents and evaluation method of research ethics education, etc. ANOVA was performed to test the differences of ethics education effects among sub-groups of respondents. Results: Of 137 professors who opened the e-mail, 127 completed the questionnaire. Most professors (87.4%) reported to witness the research misconduct cases, and felt the necessity of research ethics education for professors as well as students. 31.4% of respondents preferred the practice-focused course, and 43.3% preferred the PASS/FAIL basis evaluation system. Professors with shorter education career and professors majoring basic Korean Medicine expected higher effect of ethics education than others. For detailed items of research ethics education, 'ethical writing' and 'ensuring research integrity' were prioritized in the aspects of both personal ethics and social demand. Conclusions: In this study, detailed matters of research ethics education in Korean Medicine area were drawn. Further study and policy development are needed to facilitate the introduction of formal education of research ethics.

한국, 일본과 미국, 영국의 수학 교과서 비교 (A Comparative Study of the Mathematics Textbooks of Korea, Japan, the United States and England)

  • The purpose of this study is to compare the eighth-grade mathematics textbooks of Korea, Japan on the one hand, and those of the United States and England on the other, and to explore the implications for mathematics education in the East and the West. As a result, the dichotomy between the East and the West were set up with the sacrifice of the details. First, the textbook development and publication policies of the East are characterized as uniformity, and those of the West are diversity. Second, for the choice of content, the East and West can be represented by essential and discretionary respectively. Third, the physical appearance of Eastern textbooks is rather plain while that of the Western textbooks is colorful, Fourth, in terms of the characteristics of the content, the dichotomies between the East and the West are linear vs. spiral, content vs. context, formal abidance vs. metacognitive shift, and simple vs. realistic. Each of the Eastern and Western approaches has its own weak points as well as its strong points. For instance, textbooks In the West may help students realize how useful mathematics can be in their lives, but if the link between a mathematical concept and the corresponding real life situation is not made clear, sometimes students may not be able to completely grasp the mathematical concept. In turn, the Eastern textbooks may succeed In conveying ideas in an economical way, but they often fail to motivate students to follow the course. Therefore it is important to take a critical view of each approach. It is through a critical understanding of the differences between different cultures that we are able to learn from each other and to put the results of such comparative studies to better use in the future.

Aero-elastic wind tunnel test of a high lighting pole

  • This paper presents a 1:25 multi-freedom aero-elastic model for a high lighting pole at the Zhoushan stadium. To validate the similarity characteristics of the model, a free vibration test was performed before the formal test. Beat phenomenon was found and eliminated by synthesis of vibration in the X and Y directions, and the damping ratio of the model was identified by the free decay method. The dynamic characteristics of the model were examined and compared with the real structure; the similarity results were favorable. From the test results, the major along-wind dynamic response was the first vibration component. The along-wind wind vibration coefficient was calculated by the China code and Eurocode. When the peak factor equaled 3.5, the coefficient calculated by the China code was close to the experimental result while Eurocode had a slight overestimation of the coefficient. The wind vibration coefficient during typhoon flow was analyzed, and a magnification factor was suggested in typhoon-prone areas. By analyzing the power spectrum of the dynamic cross-wind base shear force, it was found that a second-order vortex-excited resonance existed. The cross-wind response in the test was smaller than Eurocode estimation. The aerodynamic damping ratio was calculated by random decrement technique and the results showed that aerodynamic damping ratios were mostly positive at the design wind speed, which means that the wind-induced galloping phenomenon is predicted not to occur at design wind speeds.
